Document Purpose

This WSP shall detail the testing procedures that must be performed on all DS3/EC1, DS1, DS0, and 10

Mb/s Ethernet cables that are installed in the Windstream network, without regard to their points of

termination. The test procedure, for the cable type being installed, must be completed in its entirety

before it will be considered for placement in to service within Windstream’s network. Also, the test

procedures, detailed in this document, are meant to illustrate just one method of verifying the necessary

test criteria. Other methods may be used depending on the personnel and test equipment available at the

time of testing as long as the required test criteria are verified.

1. OVERVIEW

This WSP details the procedures and requirements for the testing of DS0, DS1, DS3, and

Ethernet cables that are installed within the Windstream network.

2. TESTING OF INSTALLED DS0 CABLES

2.1. DS0 Test Procedure

The test procedure for the verification of installed DS0 cables is a two step procedure. The

two steps of the procedure are as follows:

1. A visual inspection of the installed DS0 cables shall be performed to determine that they

are properly ran, formed into place, secured, and terminated according to Windstream

workmanship standards.

2. An end-to-end test, of each installed DS0 cable, shall be performed to determine the

integrity of the cable and all the wire pairs within it.

Both of these steps must be successfully completed before an installed and terminated DS0

cable run will be deemed acceptable for placement into service.

2.2. Visual Inspection

A visual inspection of all installed and terminated DS0 cables shall be conducted at the end of

the installation phase in order to determine that they are properly ran, formed into place,

secured, and terminated. Windstream WSP-3262, Inside Plant Installation and Workmanship

Standard, details the workmanship standards for these items. Windstream WSP-3039,

Element and Cable Labeling Standard, details the necessary labeling needed for these cables

and termination blocks.

A number of the more salient items to visually inspect for are listed below for convenience.

However, WSP-3262, section 7, should be referenced for a complete account of

Windstream’s workmanship standards.

• Signal cables shall not be installed on any tray that carries power cable.

• Nylon cable ties may be used only for preliminary positioning of cables.

• Cables shall be protected from damage due to abrasion or compression at points of

contact with cable trays, hanger rods, cable falls to equipment, within equipment and all

other locations where the cable may become damaged.

• Soldered connections are not permitted in Windstream facilities.

• Wire shall be carefully formed to avoid excessive strain and congestion, to insure

accessibility for maintenance, and to maintain clearance between terminals.

• Spares and unused pairs will be left long enough to reach any circuit served by that cable,

folded back, and laced into the existing form. These pairs shall be accessible without

undoing the lacing for the working pairs of the cable.

• Wire-wrapped connections shall be installed and removed with an approved tool.

• An unacceptable wire-wrapped connection must be re-skinned and re-terminated.

2.3. End-to-End Testing

Upon the completion of running, securing, and termination of a DS0 cable run it shall be

tested end-to-end to verify it’s integrity. This testing shall consist of checking every wire pair

in every cable run for continuity, shorts, opens, and tip-ring reversals, transposing cables, and

splits. A multi-meter, tone generator, or other applicable test equipment may be used to

perform these tests. All defects, discovered during this testing phase, shall be documented

even if they were corrected upon discovery. (See Figure 1 and Figure 2, below, which show a

digital multi-meter being used to verify the continuity of the wires in a DS0 cable. In both

cases, one of the digital multi-meter leads is connected to a ground and the other lead is

connected to the wire under test. Also, the other end, of the wire under test, needs to be

grounded.)

3. TESTING OF INSTALLED DS1 CABLES

3.1. DS1 Test Procedure

3.3. End-to-End Testing

The second step in the DS1 cable testing procedure is to verify the cable runs end-to-end.

This procedure is comprised of the following two steps.

1. Each DS1 cable run shall be tested end-to-end to verify its integrity. This testing shall

consist of checking every wire pair in every cable run for continuity, shorts, opens,

grounds, transposed cables, transposed In/Out pairs, and tip-ring reversals. A multi-

meter, tone generator, or other applicable test equipment may be used to perform these

tests. All defects, discovered during this testing phase, shall be documented even if they

were corrected upon discovery.

2. Each DS1 cable shall be checked for intermittent connections. The detailed procedure for

this step is listed below.

3.3.2. Detailed Test Procedure for Checking Intermittent Connections

Set up a test set for a DS1 signal and a T1-6/55 OCT stress pattern. (See Figure 3, below,

showing a DS1 test set configured T1-6/55 OCT test pattern.)

1. Connect the test set to the first pair of the “In” and “Out” DS1 cables. For equipment

facility cabling the test set should be connected to each DS1 cable pair at the DSX-1

panel and when testing tie cables it should be connected to the appropriate termination

panel. (See Figure 4, below, which shows a DS1 test set connected to the “In” and “Out”

DS1 cable pairs at the DSX-1 panel.)

2. At the far-end, loop-back the first pair of the “In” DS1 cable to the first pair of the “Out”

DS1 cable. For equipment facility cabling loop the “In” to the “Out” DS1 cable pairs by

the appropriate means. For tie cables the far-end is normally terminated into a patch

panel, so the loop-back can be accomplished by inserting a looping plug or patch cable

into the appropriate jacks. (See Figure 5, below, which shows looping-back the “In” and

“Out” DS1 cable pairs via a bantam-to-bantam patch cord.)

3. Verify the test set is in pattern sync or lock.

4. Reset the bit error counters on the test set.

5. Manually insert errors on the line to make sure you have a good loop-back. Reset the bit

error counters on the test set.

6. Verify that the test set will run error-free for one minute.

7. Firmly wiggle the “In” and “Out” DS1 cable pairs, at each end, at a point, one inch from

the point of termination.

8. Verify that the test set is still running error-free.

Repeat steps 2 through 8 for each of the remaining cable pairs in the “In” and “Out” DS1

cable runs.

Remove the test set connections and all loopback connectors from the far-end.

4. TESTING OF INSTALLED DS3/EC1 COAXIAL CABLES

4.1. DS3/EC-1 Test Procedures

The test procedure for the verification of an installed and terminated DS3/EC1 coaxial cable

run shall be comprised of the following three steps.

1. A visual inspection of the installed DS3/EC1 coaxial cables shall be performed to

determine that they are properly ran, formed into place, secured according to Windstream

workmanship standards and terminated with the proper BNC, per Windstream WSP-

3265, DSX-3 Standard.

2. Every BNC termination shall be checked for the proper pin height.

3. End-to-end testing shall be performed on every installed DS3/EC1 coaxial cable.

All three of these steps must be successfully completed before an installed and terminated

DS3/EC1 coaxial cable run will be deemed acceptable for placement into service.

4.2. Visual Inspection

• Coaxial cable shall not be spliced except for temporary restorations of service.

• Coaxial connectors shall be of the crimp type and shall be attached to the coaxial by

crimping the center pin as well as the sleeve with the approved crimp tool and die.

Screw type connectors are not permitted in Windstream facilities.

In addition to the items listed in the Workmanship section, of WSP-3262, the following items

should be checked for as well.

• The ferrule should be butted against the connector.

• The center pin shall be gold in color and shall not be discolored in any way.

• The center pin shall not be bent or off center.

• No stray shielding should be visible outside of the ferrule.

• Verify that the ferrule was crimped to the appropriate hex dimension. Typically, the

crimping tool will emboss this dimension on the ferrule during use. For Lucent 735

and 734 type coax cable, the hex dimension should be, nominally, 0.178” and 0.255”,

respectively.

• The ferrule shall be single crimped.

• The ferrule should exhibit six flat surfaces. No fins or excessive rounding of the

corners shall be allowed.

4.3. Pin Height

All BNC terminations shall be tested for the proper pin height. A Windstream approved pin

height tester shall be used to perform this test. Currently, Windstream approves the following

BNC pin height testers.

Trompeter Coax Cable Assembly 75 Ohm BNC Plug Test Set – Part Number 010-0133.

Mitutoyo Dial Indicator Depth Gauge – Part Number 1411.

The preferred BNC pin height tester, for Windstream technicians, shall be the Trompeter

Coax Cable Assembly 75-Ohm BNC Plug Test Set. When using this tester a BNC will pass

the pin height test when the Pin Height LED lights green. All BNCs must pass the pin height

test to be acceptable. Otherwise, the coaxial cable must be re-terminated with a new BNC

and then re-tested for pin height until it passes.

If the Mitutoyo Pin Height Dial Gauge is utilized to test a BNC for the correct pin height then

the following two criteria must be met for the connector to pass the test.

• The main dial must show a reading between +0.023” to –0.010”.

• The revolution dial must show a reading of 1.

Otherwise, the coaxial cable must be re-terminated with a new BNC and then re-tested for pin

height until it passes.

All BNC pin height testers shall be calibrated according to the manufacturers specifications

and calibration schedule.

4.4. End-to-End Testing

The last step in the DS3/EC1 coaxial cable testing procedure is to verify the cable runs end-

to-end. This procedure is comprised of the following two steps.

1. Each DS3/EC1 coaxial cable pair (i.e., out and in) shall be checked for continuity, facility

transposes, labeling, and intermittent connections.

2. Each DS3/EC1 coaxial cable shall be checked for “In” to “Out” cables that may have

been transposed.

The detailed procedures for each of these steps are listed below.

4.4.2. Detailed Test Procedure for Checking Continuity, Facility Transposes, and Intermittent

Connections

Set up a test set for a DS3 signal and a 2^23-1 PRBS stress pattern. (See Figure 6 below

showing a DS3 test set configured for 2^23-1 test pattern.)

1. Connect the test set to the In and Out cables of the first DS3/EC1 coaxial cable pair. For

equipment facility cabling the test set should be connected to each DS3/EC1 coaxial

cable pair at the DSX-3 panel and when testing tie cables it should be connected to the

appropriate termination panel. (See Figure 7, below, showing a DS3 test set connected to

a DS3/EC1 coaxial cable pair at the DSX-3 panel.)

2. Loop-back the first DS3/EC1 coaxial cable pair at the far-end. For equipment facility

cabling loop the “In” to “Out” coaxial cables together with a BNC barrel connector. For

tie cables the far-end is normally terminated into a patch panel, so the loop-back can be

accomplished by inserting a looping plug or patch cable into the appropriate jacks. (See

Figure 8 and Figure 9, below, which show looping-back a DS3/EC1 coaxial cable pair

via a patch cord and a barrel connector, respectively.)

3. Verify the test set is in pattern sync or lock.

4. Reset the bit error counters on the test set.

5. Manually insert errors on the line to make sure you have a good loop-back. Reset the bit

error counters on the test set.

6. Verify that the test set will run error-free for one minute.

7. Firmly wiggle each of the four coaxial cable ends, at a point, one inch from the BNC

connectors.

8. Verify that the test set is still running error-free.

Repeat steps 2 through 8 for each of the remaining DS3/EC1 coaxial cable pairs.

Remove the test set connections and all loop-back connectors from the far-end. The same

test set configuration will be utilized for the next procedure, so it can be left as is.

4.4.3. Detailed Test Procedure for Checking ”In” to “Out” Cables Transposed

1. Using the test set, from the previous procedure, connect the transmit to the “Out” of

the first DS3/EC1 coaxial cable pair and the receive to the “Out” of the second

coaxial cable pair.

2. At the far-end connect the “Out” of the first coaxial cable pair to the “Out” of the

second coaxial cable pair, by the appropriate means.

3. Is the test set is in pattern sync or lock?

• If yes, proceed to step 11.

• If no, proceed to step 4.

4. Move the test set’s transmit to the “In” of the first coaxial cable pair.

5. Is the test set now in pattern sync or lock?

• If yes, proceed to step 6.

• If no, proceed to step 7.

6. The first coaxial cable pair has an “In” to “Out” transposed. Correct this defect.

Then, move the test set’s transmit back to the “Out” of the first coaxial cable pair.

Verify that the test set is in pattern sync or lock. Proceed to step 11.

move the test set’s receive to the “In” of the second coaxial cable pair.

9. The second coaxial cable pair has an “In” to “Out” transposed. Correct this defect.

Then, move the test set’s receive back to the “Out” of the second coaxial cable pair.

11. Move the test set’s receive to the “Out” of the third coaxial cable pair.

12. At the far-end connect the “Out” of the first coaxial cable pair to the “Out” of the

third coaxial cable pair.

13. Is the test set now in pattern sync or lock?

• If yes, proceed to step 15.

• If no, proceed to step 14.

14. The third coaxial cable pair has an “In” to “Out” transposed. Correct this defect.

Then, verify that the test set is in pattern sync or lock. Proceed to step 15.

15. Repeat steps 11 through 14 for each of the remaining coaxial cable pairs.

16. Remove the test set connections and reconnect any disconnected coaxial cables, at

the far-end. Double check that all the coaxial cables are properly connected, at each

end.

5. TESTING OF INSTALLED 10 MB/S ETHERNET CABLES

5.1. 10 MB/S Ethernet Test Procedure

The test procedure for the verification of installed 10 Mb/s Ethernet cables is a two step

procedure. The two steps of the procedure are as follows:

1. A visual inspection of the installed 10 Mb/s Ethernet cables shall be performed to

determine that they are properly ran, formed into place, secured, and terminated

according to Windstream workmanship standards.

2. An end-to-end test, of each installed 10 Mb/s Ethernet cable, shall be performed to

determine the integrity of the cable and all the wire pairs within it.

Both of these steps must be successfully completed before an installed and terminated 10

Mb/s Ethernet cable run will be deemed acceptable for placement into service.

5.2. Visual Inspection

A visual inspection of all installed and terminated 10 Mb/s Ethernet cables shall be conducted

at the end of the installation phase in order to determine that they are properly ran, formed

into place, secured, and terminated. Windstream WSP-3262, Inside Plant Installation and

Workmanship Standard, details the workmanship standards for these items. Windstream

WSP-3039, Element and Cable Labeling Standard, details the necessary labeling needed for

these cables and termination blocks.

A number of the more salient items to visually inspect for are listed below for convenience.

However, WSP-3262, section 7, should be referenced for a complete account of

Windstream’s workmanship standards.

• Signal cables shall not be installed on any tray that carries power cable.

• Nylon cable ties may be used only for preliminary positioning of cables.

• Cables shall be protected from damage due to abrasion or compression at points of

contact with cable trays, hanger rods, cable falls to equipment, within equipment and

all other locations where the cable may become damaged.

• Wire shall be carefully formed to avoid excessive strain and congestion, to insure

accessibility for maintenance, and to maintain clearance between terminals.

Please refer to WSP-3039 for a complete account of any labeling related items.

5.3. End-to-End Testing

Upon the completion of running, securing, and termination of a 10 Mb/s Ethernet cable run it

shall be tested end-to-end to verify it’s integrity. The following tests shall be performed for

every installed and terminated 10 Mb/s Ethernet cable run: (See Figure 10, below, which

shows a local and remote pair of cable test units being used to verify the integrity of an

Ethernet patch cord. Note: that not all of the test procedures, listed in this section, require

both the local and remote cable test units to be utilized.)

1. Wire Map Test – This test will check all pairs within the cable for the following

defects:

• Opens – Lack of continuity between pins at both ends of the cable.

• Shorts – Two or more lines short-circuited together.

• Crossed pairs – A pair is terminated to different pins at each end of the cable

run.

• Reversed pairs – The individual conductors of a cable pair are terminated to

opposite pins at each end of the cable run.

• Split pairs – A conductor from each of two different cable pairs are

terminated as though they were from the same cable pair.

(See Figure 11, below, which shows the local unit, of a cable testing pair,

displaying the results of a wire map test. Note: that the remote test unit is

required for this test procedure.)

3. NEXT Loss – NEXT loss measures the cross-talk disturbance on a wire pair at

the end from which the disturbance signal is transmitted on the disturbing pair.

This test shall be performed from each end of the cable. The wire pair

4. Return Loss – Return loss measures the total energy reflected on each wire pair,

within the cable. This test shall be performed from each end of the cable. The

wire pair with the worst value for return loss is used for comparison to

acceptable test limits. See Table 3, below, for the acceptable test limits, for

• Length (Meter) – The length of all cable pairs shall be tested and is based on

the propagation delay measurement and the average value for NVP

(Nominal Velocity of Propagation)

Propagation Delay (@10 MHz) – The time required for a signal to travel from one end of the

cable to the other. All cable pairs shall be tested.

• Delay Skew (ns) – The difference in propagation delay between the cable

wire pairs. The pair with the shortest propagation delay is used as a

reference, which all other cable pairs are measured against. The pair with

the largest difference in propagation delay is used for comparison to the

acceptable test limit.

6. DEFINITIONS

Term/Acronym Definition

DS0 Digital Signal Level 0. The basic building block of digital

communications. The DS-0 may be digitized voice or data and is a 64

kb/s data stream.

DS1 Digital Signal Level 1. A 1.544 Mb/s data stream that supports 24

DS0 traffic signals.

DSX-1 An access point for DS1 signals. The DSX-1 allows individual DS1

signals to be monitored, tested, or re-routed.

DS3 Digital Signal Level 3.

DSX-3 An access point for DS3/EC1 signals. The DSX-3 allows individual

DS3/EC1 signals to be monitored, tested, or re-routed.

EC-1 Electrical Carrier level 1. One designation for the electrical interface

signal that is counterpart to an STS-1.

Ethernet A local area network used for connecting computers, printers,

workstations, terminals, servers, etc., within the same building or

campus. Ethernet operates over twisted pair wire and coaxial cable at

speeds up to 10 Mb/s.

PRBS Pseudo Random Bit Sequence. A test pattern having the properties of

random data, but generated in such a manner that another device can

synchronize on the pattern and detect bit errors.

PRBS 2^23-1 An 8,388,607 bit PRBS pattern, which generates a maximum of 22

sequential zeros and 23 sequential ones. The pattern exceeds excess

zeros and does not meet the minimum ones density requirements for

T1 applications.

T1-6/55 OCT A test pattern that provides a fixed, unframed, 55-octet, hex pattern

and a variant of the MIN/MAX repeater stress pattern used to test a

repeaters’ ability to lock onto the incoming clock when the data

changes from high ones density to low ones density.
