Scouts who are unable to attend the Congress personally may still participateonline. Online Community Leaders (OCL) from Hong Kong help set up an online platform to collect instant feedback and provide real-time responses.

As at today, near 10,000 “mentions” from all around the world have been processed by 50 some Hong Kong youth Scouts.What a number!

Leadership Training on New Heights

In 2011, during the 39th World Scout Conference, World Scout Commit-tee proposed the adoption of “lifelong learning” in the Scout Movement, and each NSO was encouraged to strengthen the cooperation with educa-tion institutions. In the same year, World Scout Bureau published “Adults in Scouting World Policy”. Paragraph 3.3 of which points out that the Scout Leader Training should not only focus on the internal needs, but should be able to be recognised by the community.

In his book, “Scouting for Boys”, the founder of world Scouting, Lord Baden-Powell said, “self-learning” is about giving Scouts the ambition and desire to learn by themselves rather than receiving instruction from leaders alone.

The Qualifications Framework (QF) was launched in 2008 by the Hong Kong SAR Government to help people set clear goals and direc-tions for continuous learning in order to obtain quality-assured qualifica-tions spanning academic, vocational and continuing education sectors.

With the sterling support and thorough preparation from Scout mem-bers, some essential courses from the Leadership Training Institute (LTI), Scout Association of Hong Kong (SAHK), have been validated by the

Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) as achieving the required standards under the QF –
