API RP 1162~ 8.4.2 Operators should pre-test public awareness materials for their appeal and the messages for their clarity, understandability and retain-ability before they are widely used. API RP 1162~ 2.3.1 The programs are to be provided in both English and in other languages commonly used by a significant concentration of non-English speaking population along the pipeline. API RP 1162~ 8.4.2 Survey target stakeholder audience: An effective method for assessing understandability is to survey the target stakeholder audience in the course of face to face contacts, telephone, or written surveys. By these surveys, we learned that Emergency and Public Officials desire to receive communications via email is on the rise.

Paradigm uses focus groups (Section 8 of API RP 1162 ) to determine the effectiveness of the collaborative program materials every two years.

Our RP 1162 Collaborative Program includes BRC surveys (PHMSA Form 21 § 4.01-4.04) that are designed to measure:

Responses returned are collected, recorded and provided in your documentation. An 8 week period from the mailing date of the program is utilized for the collection of the BRC’s.
Effectiveness Measurement Reports
Trend Reports are an additional service that an Operator can purchase to track year over year data building a profile of Effectiveness Measurement from year to year.
4 Year Effectiveness Evaluation
The purpose of the evaluation is to assess how effective your Public Awareness program has been in achieving the objectives as outlined by API RP 1162.
There are 4 key measures of assessing progress to determine the effectiveness of an Operator’s Public Awareness Program:
• Whether the public awareness information is reaching the intended stakeholder audiences. • Whether the recipient audiences understand the message delivered. • Whether the public awareness information cause the appropriate stakeholder behavior. • Whether the public awareness program provides bottom-line results.
