Article I The Organization

Section 1. NameThe name of the club shall be THE WESTERN PENNSYLVANIA RIDING AND DRIVING CLUB (W.P.R.D.C), a nonprofit organization (501-C).

Section 2. ObjectiveThe Western Pennsylvania Riding and Driving Club is organized for the purpose of promoting horsemanship and sportsmanship in all activities relating to horses. And, in the uniting of all those whose interest is enjoying a mutual fellowship among horse lovers. The Club and its members shall put forth a sincere effort to assist young and/or inexperienced riders and drivers, and potential exhibitors in showmanship and competition.

Section 3. Fiscal YearW.P.R.D.C shall operate on the fiscal year, January 1st to December 31st. This shall encompass all administrative, accounting, and scheduled activities.

Section 4. Donations and /or Gifts Any item(s) given, donated or loaned to the Club for any purpose or any length of time must be accompanied by a detailed statement of intent from the donor, clearly explaining the purpose, duration and eventual disposal of the donation and/or gift and any other general terms that it may involve. This statement shall be submitted in duplicate with both copies signed by the Donor and the President. The original statement will become part of the permanent records of the Club and the copy will be retained by the Donor. This transaction is to be recorded in the minutes of the next regular meeting for future reference and for the protection of all parties involved.

Section 5. Dissolution In the event that the Club is dissolved, the original provisions as stated on the Club Charter, amended on March 12, 1990 to state: EXISTING PROPERTIES AND/OR EQUIPTMENT SHALL BE SOLD AND THE PROCEEDS FROM THE SALE, ALOMG WITH ALL EXISTING TREASURY FUNDS SHALL BE DONATED, IN THE NAME OF WESTERN PENNSYLVANIA RIDING AND DRIVING CLUB AS FOLLOWS: Funds shall be divided equally and donated to the 4-H offices in Crawford, Mercer and Venango Counties, to be used to assist worthy 4-H members in horse related projects.

Article II MembershipSection 1. EligibilityMembership shall be open to anyone having a genuine interest in horses and the welfare of the Club, combined with a sincere effort toward fairness and unbiased competition.

Section 2. CategoriesCategories of membership shall be:

A. IndividualB. Family, which includes the following: father and/or mother with any children 18 and under, living under their roof; and any child 18 and under for which a said adult has legal

guardianship. Full-time students under the age of 21 may also be included in the Family membership. Age of children and adults will be as of January 1st.

Section 3. Requirements-Application and DuesA. Prospective members shall present to the Treasurer a completed and dated membership application along with the total annual dues appropriate for their ‘category’ of membership.B. Annual dues will be payable by or before the January meeting of each year to be eligible for a discount. ***C. Membership applications are accepted year round but all dues are paid in full. Dues are not pro-rated for the year.

Section 4. PrivilegesA. Members are eligible to vote if they are sixteen (16) years of age or older and their dues are paid in full for the current year.B. Extends the opportunity to serve on various committees and thus have a say in conducting of shows, club functions and the selection and presentation of awards.C. Party to the inner operations of the organization.D. All members may be eligible for year-end awards if a paid-up member is in good standing.

Section 5. TerminationMembership shall be terminated by:

A. Resignation presented to the Secretary.B. Failure to pay annual duesC. DeathD. Dissolutions or liquidation of the Club.E. Expulsion: Upon written and signed complaint, submitted to the Officers of the

Club, a majority vote of members present at any meeting may expel any member for conduct which, in their opinion, is detrimental and/or unbecoming to the general welfare of the Club.*It shall be the responsibility of the Officers and Board Members to be absolutely certain that the complaint is genuine and not the result of petty personal conflicts. *The individual(s) shall be given the opportunity to be present at such meeting. * The Officers and Membership may reexamine any application for membership from the expelled individual(s) three (3) years after the date of expulsion.

Article III Government

Section 1. EligibilityTo be eligible to serve in any office or official capacity, a nominee must be:

A. A member in good standing.B. Eighteen (18) years of age or older.C. Must have participated in at some club function during the past year.D. Strongly recommend that the nominee attended at least half of the meetings during

the previous year, with attendance verified by the Secretary.

Section 3. Terms and ResponsibilitiesA. Terms of office shall be one year, unless specifically stated in these By-laws for a greater or lesser amount.B. Responsibilities will be as follows:

President1. Shall be the principal executive officer.2. Be responsible for the observance of all Club policies, bonds, mortgages, contacts or other instruments of the Club functions.3. Shall remain unbiased while conducting membership meetings. May contribute to the discussion of motion, but only votes to settle a motion that is tied.4. Follows the Rules of Order for parliamentary procedures.5. Sets the agendas for meetings.6. Schedules an ‘exit’ meeting with the incoming Officers by December 31st.7. Schedules an ‘organizational’ meeting with all current Officers and Show committee members by the January meeting of each year8. Works with the Show Manager to ensure that all show activities are organized and show rules are followed.9. Member of all Committees10. This position is non-paid, but, shall receive a free Individual membership during their term.

Vice President1. Shall in the absence of the President for any reason, perform the duties of the President with their powers and restrictions as set forth.2. Shall perform to the best of their abilities any and all other such duties as may be assigned by the officers of these By-Laws.3. This position is non-paid, but, shall receive a free Individual membership during their term.

Secretary1. Shall keep the minutes of all proceedings and minutes of the Officers and Membership.2. Takes attendance at each meeting, and verifies that each member who participates and/or exercises their privilege to vote is in good standing.3. Shall see that all notices are duly given in accordance with the provisions of these By-laws, or as required by club law.4. Be custodian of the Club’s records.5. Responsible for the updating, printing, posting, as well as the mailing and/or receiving applications for membership and the issuance of the membership credentials.6. Update and produce the Membership directory annually. 7. Will update and print all membership approved changes to the Rule book. 8. Responsible for the mailing and/or posting information from the committees to the members.9. Responsible for the upkeep, revision and storage of all form templates used by the club, including but not limited to: Membership, Sponsor, Stall Reservation, Point Sign-up, Hold Harmless Agreement, Show Bill, Show Entry, and Judge’s Cards, Show Patterns, and any other form necessary for any committee or Club use.

10. Notifies the Webmaster to post on the website the minutes of each meeting and any other information necessary for the Membership and/or Show participants.11. Perform to the best of their ability any and all such other duties that may be assigned by the officers of these By-laws.12. This is a non-paid position, but, shall receive a free Individual membership during their term of office.

Treasurer1. Shall have custody of and be responsible for all funds and securities of the Club.2. Receive and give receipt for all monies in a specified bank, in accordance with these By-laws.3. Provide a financial report to the Officers and Membership at each regular meeting, or whenever called upon to provide such.4. Reports to the membership that the Club’s Income and Expenditures are within the year’s projected budget.5. Responsible for the receipt of and financial documentation all Club forms that include fees. Upon verification of payment, forwards to each responsible person, the forms necessary for their assigned duties. These forms include, but are not exclusive to, Membership, Points, Sponsor, Stalls reservations, and Banquet reservations.6. Responsible for the timely payment of all bills and for the reimbursement of any funds required by the Membership for the conducting of business.

*Anyone who seeks reimbursement must present to the treasurer a Dated and Itemized statement, clearly explaining the purpose of such expense and the amount of monies involved.* All debit transactions must be presented to the membership for its approval.

7. All outgoing funds or payments of debts or obligations of the Club are to be paid by check, unless the funds released are signed for and documented by the Treasurer.8. Is authorized to issue and sign Gift Certificates.

*Must keep a detailed record of the date issued, to whom and why it was issued and the date redeemed.

9. Responsible for the preparation of ‘payback envelopes’ for each show, and delivers them into the custody of the Show Manager and/or Show Secretary before each show.10. Coordinates the tally of the show monies for deposit, and preparation of reports for the membership meeting.11. Is responsible for the preparation and mailing of all IRS forms, including but not limited to the Form 990 and Form 1099 to all eligible individuals. These forms MUST be filed in compliance with IRS regulations.12. Shall perform any and all other duties as may be assigned by the Officers of these By-laws.13. This is a non-paid position, but, shall receive a free Individual membership during their term.

Board of Directors 1. Shall ensure that the affairs of the Club are in accordance with the Constitution and By-laws.2. The initial number of Directors shall be five (5), and may be increased or decreased with future amendment of these By-laws, but at no time may the number be less than three (3).3. Composed of members in good-standing, one each who represents the Riding, Driving, and Game disciplines, and two (2) at large.

4. The Discipline members shall be voted in for a term of three (3) years and the two (2) at large shall be voted in for a term of two (2) years. Elections for board members shall be held in conjunction with election of Officers.5. To serve as a Director an individual shall have prior experience serving as an officer, or being involved in the equine show business or entrepreneurial experience.6. Any vacancy occurring in the Board of Directors shall be filled by majority vote of the Membership after minimum 30 day notice has been posted. 7. The Board must meet at least once a year, prior to March 31st. Additional meetings may be held if desired by the Board, or if needed by the Membership. Minutes must be kept and presented at the next regular membership meeting to become part of the permanent records of the Club. A quorum must be present to conduct any business. 8. Any director may be removed by a majority vote of the MEMBERSHIP for failure to act in the best interest of the Club, lack of sympathy for that stated purpose of the club, or conduct not in accordance with these By-Laws.

Section 4. TerminationAny Elected Officer absent from three (3) consecutive meetings without prior notice and/or without just cause shall be notified in advance in writing, that their position shall be filled by an election at the next regular meeting.

Section 5. ResignationAll resignations must be submitted in writing and addressed to the President to become part of the permanent record.

Section 6. By-Laws and AmendmentsAny and all amendments to the By-Laws and Constitution may be done by a majority vote of the Membership present, after a 30-Day Notice that a proposed change(s) shall be presented for such vote. However, Rules of the Show will be revised, annually prior to the end of the calendar year, in accordance with Article VII, Section 2.

**The only exception will be in cases that may constitute a safety issue. The membership must be given a 30-Day Notice before a vote may be taken. In the event of a tie vote on any such proposals, the President may vote again to break a tie.

Article IV Order of BusinessThe following Order of Business shall be followed:

Article V Appointments and Committees (Other than Show)Section 1. AppointmentsIndividuals who been asked by the President, and have accepted, to perform a specific task and /or duty to ensure continuity of the Club’s operations. Appointments are approved by the membership should be assigned by January meeting.

1. WebmasterWorks with the Secretary and Show Manager. This is the ‘go to’ person for the revisions and update of the club website. Forwards all copies of e-mail to the Officers and/or Show Manager as needed so that they may respond to the sender. Posts all revised forms, documents, minutes, committee members, officers, show dates, Judges, sponsors, show results, point standings and pictures as soon as the information is available. Updates links to other sites, advertising pages, and bulletin board information.

2. Sponsor BookResponsible for the collection, coordination and production of the Annual Sponsor Book. Receives from the Treasurer all members’ sponsor forms with the businesses or individual ‘Ad’ document. Has the completed and ready for distribution by the first show in June of each year. Responsible to acknowledge and/or thank to all business sponsors.

*Responsible to submit to the Membership a detailed and itemized report of all expenditures.

3. Public Relations Notifies the membership of any event of celebration, illness, death or catastrophe that may involve a club member, their family and/or animal. As the official representative of WPRDC, is responsible to acknowledge any affected member or their families by a card, personal phone call or visit. Notifies the President and Webmaster of such events.

*Responsible to submit to the Membership a detailed and itemized report of all expenditures.

Section 2. Standing CommitteesThese are Committees that are necessary for the operation of Club activities. All Committees should be assigned a Chair person.

1. AuditShall consist of at least three (3) persons, none of which may be a current officer. Members shall be appointed no later than the November meeting of each year for the purpose of auditing the books from the current year. Sufficient time must be allowed for the committee to do a complete and proper audit. The audit must be completed by the January meeting, and a report given at such meeting.

2. NominatingWill be formed each year to identify qualified candidates to run for office in the following year. This committee should form a roster of candidates and have them posted to the membership at the November Meeting. The Goal of the committee is to identify at least two (2) Candidates for each office, so to allow a choice for the election of Officers and Board members at the December meeting. These candidates must meet the specifications outlined in Article III; Government, Section 1; Eligibility

3. BudgetMembers will be responsible to analyze the finances of the Clubs current year and project a workable budget for the club for the next year. Input should be from the Treasurer, Show Manager, Banquet Committee chair, and Judge Committee Chair. Advisable that this committee be appointed by the September Meeting and present the budget to the Membership, so that it can be posted and thus voted on at the no later than the January meeting.

4. Tack SwapShould be assigned in January. Organizes and implements the annual Tack Swap for the Club. This activity should be held in the Spring of each year.

*The Chairperson is required to prepare and present to the Treasurer and Membership a detailed and itemized report of the income and expenses.

5. Banquet Should be assigned in January. Responsible to organize and implement the Banquet, the purpose of which is to recognize all Year-end Point winners and honor those individuals or members who may have excelled in their accomplishments or contributions during the year.Responsible for the selection of merchandise choices presented to the Membership for points / year-end recognitions. Works within the VALUE placed upon each point for redemption. This value is decided by the Membership, with input from the Treasurer and Points Secretary. Responsible to comply with the expense budget set for the banquet, points redemptions and recognition awards.

*The Chairperson is required to prepare and present to the Treasurer and Membership a detailed and itemized report of income and expenses.

6. JudgesShould be assigned in January. Responsible for selection and the contracting of the Judges for each show and works within the limits of the Club’s budget. Any judge contracted for a club show is to be supplied with a copy of the proper show bill, a copy of the club rules applicable to that particular show, and copies of any patterns to be used during the show. A signed and dated contract with any Judge is mandatory. The contract must clearly state the date of show and the amount of payment. The signature of the contracted judge and the club president are required.A judge must be approved by, at least the entire show or judge committee.

8. Trail RideAssigned in January. Selects the date and location of the Ride.

*Chairperson is required to submit a detailed and itemized expense report to the Membership.

Section 3. Special CommitteesA special committee may be assigned by the president and approved by the majority vote of the membership. These committees may be established to investigate any issue that requires additional information and or options and present options to the membership at a later date for discussion and /or approval.

Article VI Show Committee and Appointments

Section 1. ResponsibilitiesIt is the responsibility WPRDC’s Show Committee to organize and implement the Club shows. These shows are for the benefit of all members, potential members and anyone who may share in the equestrian discipline. The shows are a key factor in the allowing The Western Pennsylvania Riding and Driving Club achieve its objective stated in Article I, Section 2. The committee will adhere to the General Regulations and Rules of Show as stated in these By-laws. The committee shall be composed of; the Officers, Judge Committee Chair and Show Appointments.

Section 2. Show Appointments

A. The Show Manager1. This is the primary person in control of all Show related activities and ensures that all regulations and rules are followed.2. Is required to be present at all shows.3. Responsible for coordinating personnel and equipment required to enable the shows’ efficient operations.4. Is the ‘point person’ for the resolutions of all Protests which may occur at any show, and makes sure that such protest is handled properly, and that the protest fees are recorded by the Show Secretary and Treasurer, that the protest and its resolution is presented at the next meeting so that it can become part of the club’s permanent records. 5. They are responsible for preparation of all volunteer sign up lists and execution of special events at each show, including but not limited to flag bearers, raffles, egg and spoon, etc…6. Makes sure that the announcers have a copy of the Sponsor listing to be read at the show.7. Verifies that Show Secretary and Points Secretary have all essential supplies and /or equipment for the performance of their duties including but not limited to Vouchers, ribbons, numbers, Pay outs, show patterns, entry forms, show bills, computers , copiers, sound system, etc.8. Assigns paid stall reservations. Notifies the Show Secretary of any non-reserved stalls available to use by exhibitors on a day-to-day basis. Works with the Barn Steward to ensure that all exhibitors occupy their correct stalls and that such stalls are properly cleaned by the exhibitors at the close of the show. 9. Must be knowledgeable with the established Rules of Show and General regulations as they are the Key ‘go to’ person to answer and /or settle any questions or issues that may arise during the show. 10. Verifies which grounds locations and facilities are available for use by WPRDC under the rental agreement. Is Familiar with the Landlords regulations so to ensure that the Club and exhibitors are compliant with such regulations. 11. Ensures that the Show results are forwarded on to the Point Secretary and Webmaster.12. This is a paid position, the amount is determined annually.

B. Show Secretary and Assistant Show Secretary1. Shall be present in the show office for every show during the season2. Works with the Show Manager to ensure all show events operate efficiently and fairly.3. Key person between the Show Manager and the Point Secretary.4. Organizes and operates the show grounds office and all show interactions and transactions throughout the entire show year.5. Shall have all paperwork on hand for the show participants to complete, and forwards all completed/necessary paperwork to the designated show personnel.6. Have a copy of and be familiar with the Club’s Rules of Show and General Regulations so to provide accurate information Exhibitors, Judges and Show personnel.7. Promptly notifies the Show Manager when an issue requires his/her attention to resolve.8. Responsible for the clear and accurate completion of all necessary forms submitted by the show participants, as well as all fees required for each form submitted. Maintains all original paperwork and forwards copies to the designated show personnel.9. Verifies that all show entry information and fees collected from each exhibitor is entered into the Club’s computer records.10. Responsible for the security of the petty cash monies used during each show.11. Forwards to the announcers, the pay-back envelopes for each qualified class pinned. (A payback class MUST have a minimum of eight(8) entries)12. Provides the Judge’s Cards and the Class Lists to the announcers.13. Shall collect and record all exhibitor monies and club credits (Gift certificates, and Vouchers) received, including but not exclusive for: class entries, Ground fees, sponsor, points, camping, stalls and protest fees. Turn all monies, club credits and the day-end financial report over to the Treasurer at the close of each show event. The report must balance with any discrepancies initialed by the Show Manager.14. Forwards the show results to the Point Secretary as well as to the Show Manager, and all Officers.15. Retains and maintains all office supplies and equipment.16. Assigns exhibitor numbers to all entries. Records all numbers and reports to the Point Secretary if the exhibitor is retaining a previous number for point calculations.17. Arranges that the club covers the cost for refreshments for those Show Staff members, who due to the nature of their duties are unable to leave their assigned posts, except during scheduled breaks. Includes the Judge, Ringmaster, Show Secretaries and Main ring Announcers. Any expense relating to this task is covered by the petty cash and MUST be documented and included in the show report.18. Documents the number of entries per class for each show, and provides a final report of total numbers for each class at the regular meeting after the Club’s last show event.20. May be assigned to do additional tasks, not listed above, by the Show manager.21. Members are encouraged to apply for these positions, however, non-members may be selected in the event that no member interested or qualified.22. These are paid positions, the amount of which is determined annually.

C. Point Secretary1. Shall verify the members’ eligibility to compete for points and year–end awards. 2. Shall oversee and document the accumulation of earned points for each qualified member who has submitted a Point Form for each animal the member wishes to show.3. Have the Point book/records updated after each show for each Member to review. Forwards results to the show manager, and the webmaster to post on the website. 4. Shall, if necessary, make any additions /corrections to the point tally. Verifies and documents any such changes.5. Shall compute the final point tabulation after the last show, so to enable each member knowledge of their total point accumulation, individual placing in each class and high-point divisions.6. Provide a single total of points earned for the show season, so to allow for the Membership determine the POINT VALUE for the year- end awards. This information must be presented at the meeting following the last show.7. May be asked to perform any and all other duties as may be assigned by the officers of these by-laws.8. Although members are encouraged to apply for this position, a non-member may be selected in the event that there are no members interested in the position.9. This is a paid position, the amount is determined annually.

D. Show Announcer and Assistant Show Announcers1. Shall be responsible for all announcements throughout the shows.2. Shall be responsible for collecting judges’ cards at the conclusion of each class.3. Transfer the placing to the class entry list, providing proper awards and paybacks to personnel for distribution to the exhibitors, and announcing first through fifth place in each class.4. At the placing of each class, announces show sponsors.5. In addition to the main- ring show announcer and assistant there may be need for a part-time announcer during times when both rings are in use.6. E. Ringmaster1. Shall be responsible for maintaining order and safety in the show ring.2. Shall be responsible for directing the exhibitors according to the Judges’ requests.3. Shall be responsible for communicating directions to the announcer as requested by the judge.4. F. Show Steward, Driving Steward, Game Steward1. These are the ‘go-to’ people for the show and /or performance rules, explanations, complaints, questions, etc.2. They will coordinate with the Show Manager in case of a protest or an incident of behavior that requires intervention3. This is a non-paid position, however, they shall receive a free single membership during their term

G. Barn Steward, Restroom Steward1. This is the person who oversees the condition of the barns.2. Required to be on the grounds before the arrival of exhibitors and their animals. 3. Shall Post all reserved stall tags for each show weekend, and advises the show manager of any open stalls that can be assigned on a daily basis, and assists any exhibitor regarding stall/barn related issues.4. Rope off all areas designated by the show committee to prohibit the presence of traffic and /or parking/camping near or by the barns and or show rings. These areas will pertain to the safety of all exhibitors and animals.5. This person will be responsible for the cleaning of any exhibitors’ stalls left unkempt at the close of the show weekend. They shall notify the show manager of any such stalls. 6. This person oversees the conditions in the restrooms including but not limited to being sure that they are unlocked, tidy and properly supplied.7. This is a paid position, the amount is determined annually.

H. Miscellaneous1. Ring Crew: Individuals who have the responsibility the set-up and take-down all the hardware required for the performance of a class. These classes include but are not limited to games, driving obstacle, hand in trail, etc.These are paid positions, the amount is determined annually2. Ring Maintenance: Individuals who are responsible for the up keep and condition of the show rings. Must be available to groom the rings as necessary, to ensure the rings are presentable for the safety and comfort of all animals, exhibitors, and show personal.3. Gate Keeper: Individual who monitors the gates for the safe entry and exit of exhibitors and their animals to and from the show rings.These are paid positions, the amounts are determined annually.

Article VII Rules of the Show and General RegulationsSection 1. PurposeTo ensure that all visitors, members and exhibitors attending and/or participating in any or all WRRDC sponsored shows will be able to observe and /or compete amongst each other under a guide that is established to be fair, safe, and unbiased. These rules and regulations shall govern all persons in attendance at any Club function, meeting, horse show or event.Section 2. Club Responsibilities It shall be the responsibility of the Club to provide for each show:

Proper and safe equipment for each class.Qualified judges.Qualified Ring Master/Mistress.Qualified and accessible Stewards.Detailed patterns for each class when required.Sensible and honest answers to any questions.

Section 5. PointsA. Every member, in good standing, is eligible to accumulate points for Year-End awards. Non- members are not eligible.B. A Point Sign-up Form must be completed and the fees, required for each class. and /or one or more of the Overall High Point divisions entered, must be paid in full at the time the form is submitted by the member. C. If a member is competing for points with more than one horse, a form must be submitted for EACH animal they will be showing. The member will have a separate exhibitor number for each animal.D. Members must compete in each class a minimum number of times in order for that class to qualify for year- end awards. That number will be determined each year, based on the total number of shows held during the year.E. When exhibiting an animal for an absent member, in order to obtain points, both the substitute exhibitor and the absent exhibitor must be members of WPRDC with all proper monies paid in full. This option may be exercised one (1) time during the show season. The show secretary and points secretary must be notified at least two (2) classes before the substitution takes place. This option is for the animal and cannot be applied to the exhibitor.F. Points can be accumulated for each eligible class listed on the show bill.

The Overall High Point divisions are: Halter/Pleasure Walk/Trot(10 & Under), Youth (11-14), Youth (15-18)

Adult (19-49), Adult (50 & Over), DrivingTimed Events Walk/Trot, Youth 14 & Under, Youth 15-18, Adult 19 & Over

No class will count for more than one high point division.G. Point Award Guidelines: The system of keeping points is determined by the Show Committee and approved by the general Membership before each show season begins. The points will be awarded according to year-end award rules, established in March 1989 and the current revisions. Any division added will be governed by these rules:

1. For classes of 5 or less, first place will be awarded a point value equal to the number of exhibitors entering the class. (exhibitor must enter the ring---- scratches are not counted). Example: in a class of 4 horses, first place is awarded 4points, second is awarded 3 points, third is awarded 2 points and fourth is awarded 1 point.

2. For classes of 6 or more, first place will be awarded 5 points plus a participation point will be awarded to all exhibitors entering the class. Example: in a class of 10 horses, first place is awarded 6 points, second place is awarded 5 points, third place is awarded 4 points, fourth place is awarded 3 points, and fifth place is awarded 2 points, and all other entries are awarded 1 point.

H. Open classes combining Western, Hunt Seat, and Saddleseat or any combination of these divisions must have the class sheet marked accordingly so that points may be properly scored.

I. Points will be kept from the date the member’s point application is first received. Points are not retroactive. If membership is denied, points will be discarded.

J. Year-end awards will be calculated for each class that members have applied for. The member is required to exhibit in each class one more than half of the number of shows in the current year (example: if there are a total of 10 shows in a season, the member must have shown in a minimum of 6 shows.)

K. The ‘monetary value’ for points that qualify for Year-End Awards will be determined by the general membership.

Section 6. Voucher ProgramVoucher Program Discontinued for 2017 Show Season

Section 7. ProtestsA. Protests must be filed at the registration booth, with the show secretary, during or IMMEDIATELY following the class in question. **You are not permitted to approach the announcers, ringmaster or judge.B. Under no circumstances will protests be accepted after pinning of the following class. The decision of the Show Manager is final in all matters.C. A $25.00 FEE will be charged and payable when the protest is filed. If your protest is valid and you prevail you will receive a refund of this fee. If the protest is found invalid the fee will be kept by WPRDC. D. If a protest is found to be valid, the exhibitor in question, must abide by the protest decision as they go forward in all future classes.

Section 8. Measurements and Age

Animal Measurements for WPRDC shows shall be as follows:1. Animals which measure over 58”(14.2 hands) shall enter the classes for HORSES2. Animals which measure 58” and under, but are over 40” shall enter the classes for PONIES.3. Animals which measure 40” and under shall enter in classes for MINIATURES.

** It is permissible for an exhibitor, whose animals are close to the height threshold, to declare that their pony will show in the horse classes and/or that their miniature will show in the pony classes. This MUST be declared at the BEGINNING of the show season. You may not move your animal back to the pony and/or miniature division during the current show year.

** If your animal is CLOSE TO THE THRESHHOLD it is highly recommended that you have your animal measured prior to competing in any classes. You may request this service at the show office.

4. Age of animal: Shall be as of January 1st. ( January 1st is considered the official birthday for all equine. Therefore, a horse born on March 1, 2005 will be considered one year old on 1/1/2006, two years old on 1/1/2007, etc.)

Section 9: GENERAL REGULATIONS

*** Discipline Policy:Any Individual participating in a WPRDC event or show, who exhibits physical or verbal abuse towards any animal OR another Member, Competitor, Spectator, Show Staff or elected officer will be given a warning for first offense. That warning will be logged and kept on record in the show office.Second offense; the individual will be asked to leave the current day’s event, with no refund and will forfeit all points earned for that day. A record will be kept in the show office

Third offense: the individual will be banned from any WPRDC event or show for one year from the date of the 3rd offense. . No Refund of any fees paid will be granted and all previous points will be forfeited.Decisions will be made by 2 members comprising of either the show manager, club officers and/or the board of directors.

No alcohol or drugs are permitted under any circumstance.

*** No open-flame fires of any type are permitted on the grounds.

No smoking permitted in the show ring at any time.

Dogs must be on a leash of 6’ or less at all times.

Bicycles are permitted on the grounds, but at no time be in or near the rings and not in the barns.

*** Upon arriving on the grounds, all exhibitors may only utilize those stalls that have been assigned to them either by annual reservations or allotted to them on a show by show need. NO EXHIBITOR MAY USE ANY STALLS UNLESS THEY HAVE BEEN ASSIGNED TO THEM BY THE SHOW OFFICE.

*** Upon leaving the show grounds all exhibitors who have rented stalls MUST CLEAN EACH STALL USED before departure. If not done, the Club will charge the exhibitor a cleaning fine WHICH MUST BE PAID BEFORE EXHIBITOR WILL BE PERMITTED TO SHOW AT THE NEXT EVENT.

Parent or Guardian must sign HOLD HARMLESS AGREEMENT for minors. All exhibitors or participants under the age of eighteen(18) at any function must have a parent or guardian on the show grounds through the entire event.

ALL CLASS ENTRIES MUST BE REGISTERED IN THE OFFICE TWO(2) CLASSES PRIOR TO THE CLASS ENTERED.

Changing classes or scratching classes for no apparent/good reason will not be permitted. A scratched class deemed acceptable by the Show secretary will be refunded. POINTS SHEET MUST BE MARKED.

Open classes combining Western, Hunt Seat and Saddle Seat or any combination of these divisions must have the class sheet marked accordingly so that points can be properly scored.

The next class may not enter the ring until any previous class with small children and their mounts have completely exited the ring.

After any event all exhibitors must have their animals under control before leaving the show ring.

Any classes too large for the ring may be split. Any classes too small (3 entries or less) may be canceled or combined if possible.

The make–up ring is to be used ONLY by exhibitors in the next class entering the show ring.

*No dogs or un-mounted persons will be allowed in the make-up ring or in the Draft Ring while in use as a general warm-up ring.

The make-up ring will not be used for lunging any animal.

The Draft Horse ring may be closed during times when it will be used as a make-up ring, ‘setup’ for a class, or to judge a class. Otherwise, it may be by all as a general warm up ring.

The Club strongly recommends that proper attire be worn in all classes. While in the show ring. clothing should be clean and presentable. No tennis shoes, halter tops, or tank tops are permitted at any time. Hard-soled shoes with heels or boots are required while in the ring. Your attire may have vital influence on the Judges’ final placing of a class.

Hard hats are required for exhibitors, ages eighteen (18) years and under, in all jumping classes and STRONGLY RECOMMENDED in all timed events. Over the age of eighteen (18) hard hats are optional, but strongly recommended.

No stallions will be permitted in any class/event unless the handler/rider is eighteen (18) years of age or older.

Saddles are required in all classes unless specifically stated to the contrary.

Unsafe tack and equipment will be barred from the show ring. Broken tack will be permitted a five (5) minute repair time – ONE TIME ONLY.

A required tack change between classes Must be requested in advance of the class involved. A three minute (3) grace period will be honored. The exhibitor needs to inform the show secretary so that it can be noted on the class sheets.

Excessive use of any training aid is grounds for dismissal from the grounds,

Mechanical hackamores are permitted, however, metal must not be in contact with the nose of the animal, and a mouthpiece of any type is forbidden.

Lip chains are not permitted for use by any exhibitor . Any use of a lip chain is grounds for disqualification.

The Judge may prohibit severe bits. These should be approved in advance of entering a class. Questionable bits should be taken to the Show Office at least two (2) classes in advance for approval.

No animal that is visibly not sound, in pain or unmanageable will be permitted to show. The decision of the Judge and/or Show Manager is final.

Excessively loud and disruptive coaching from outside the ring is not permitted during a judged event. Individuals (trainers) may be asked to refrain from such behavior by Show Manager. If it becomes necessary to ask more than once, the individual (trainer) may be asked to leave the show grounds and/or the exhibitor may be disqualified.

No one is permitted on any equine in any barn at any time.

No one is to approach the Judge at any time during the show with questions or complaints.

It is very important not to socialize with the Judge prior to or during the show, as it exhibits unsportsmanlike behavior.

ANY SITUATION NOT COVERED IN THIS HANDBOOK WILL BE AT THE DISCRESION OF THE SHOW MANAGER AND /OR JUDGE.

.ARTICLE VIII: PERFORMANCE CLASSES

SECTION 1: SHOWMANSHIPShowmanship shall run from the gate and exhibitors will exit the ring after completion of their pattern.

In all halter and showmanship classes, all handlers must be capable of safely controlling their animals at all times without assistance. Halter classes should not have a pattern as in showmanship class.

Shall be judged 50% on grooming and 50% on showmanship. Showmanship is the ability of the exhibitor to present their horse/pony properly and effectively. Basic rules for halter apply; however, here the exhibitor is also being judged. Particular attention will be paid to the condition and grooming of the animal. A pattern will be required.

SECTION 2: HALTERHalter will have a written procedure on how the class is to be run.

Shall be judged 50% on confirmation, 25% on soundness, and 25% on performance. Judge may vary personal method of scoring. Animal may be shown in bridle or as normally required by a particular breed; a halter is required otherwise. Lead shank may be under jaw or over nose. Animal may be shown according to customary regulation of each breed. A neat and conventional (toward breed) appearance will not detract. Boots or hard-soled shoes with a heel are required.

English/Western Horse Halter: Both the exhibitor and the equine must be dressed and tacked appropriate to the discipline in which they are showing. Plain leather, track halters are permissible for showing Hunter Type Horses. Horses may NOT be cross entered in both English Type and Western Type Halter. If a horse is shown in English Type Halter, they may not be shown in Western Type Halter also (and vice versa) at the same show.

OPEN PONY HALTER OVER 50" TO 58" IS FOR PONIES ONLY!

Open Halter, Exhibitors Age 5 - 10: Exhibitor is to be between the ages of five (5) and ten (10) years old – age as of January 1st of the current year. Exhibitor must be capable of safely controlling their animal without assistance. Exhibitor is NOT eligible to show any other halter class.

SECTION 3: WESTERN DIVISIONWestern riders may only use one hand on the reins except with young horses (ages 5 and under); two hands are permitted when using a bosal or snaffle bit. Changing hands is not permitted. If romal is used, hobbles are optional to saddle, and care must be used to position hands properly. Martingales and nose bands are NOT permitted in western classes. Spurs are optional, but if used they must be blunt; or if the spurs have rowels, the rowels must be blunt. Spurs must never be used excessively. Curb chains are permitted and must meet with the approval of the judge.

Horses and ponies are to be shown both ways of the ring at a walk, trot/jog and lope/canter on a reasonably loose rein. Riders may be asked to back the animal.

Western riders should wear a western hat, long sleeved shirt with collar, and western style boots with heel. Equitation suits are acceptable. Jacket, vest, tie, and gloves are optional. Chaps are optional in both

horsemanship and pleasure classes. A western saddle or stock saddle and appropriate bridle are required.

Horsemanship Only the rider is being judged. Rider should have workmanlike appearance; seat and hands should be light and supple, conveying the impression of complete control. Any and all riders may be required to perform any appropriate test or pattern that the judge feels will demonstrate the rider's abilities. Competitors will be asked to execute a pattern; as well as, work on the rail. Amount of rail work will be at the discretion of the judge. Walk-jog-lope classes only.

PleasureTo be shown at a walk, jog, and lope both ways of the ring. To stand quietly and back readily. To be judged on performance, manners, soundness, and suitability to purpose.

Western RidingHorses will be judged on riding qualities of gaits (walk, jog, lope, and change of leads) and movements, response to the rider, manners, disposition and intelligence. Credit will be given for and emphasis placed on smoothness, even cadence of gaits, and the horse’s ability to change leads precisely, easily and simultaneously both hind and front at the center point between markers. When lead changes are made, a flying change is preferred; however, a drop down change (simple change) will not cause disqualification but should be scored lower.

Disqualifications:1. Fall to the ground2. Illegal equipment3. Willful abuse4. Off course5. Knocking over markers6. Completely missing log7. Major disobedience

SECTION 4: LEADLINE DIVISIONRiding attire and tack must reflect the type of riding style exhibitor chooses. To be judged on young riders future abilities in equitation. Rider must be at least three (3) years old and not over six (6), age as of January 1st of the current year. HANDLER MUST BE EIGHTEEN (18) YEARS OF AGE OR OLDER. Lead line exhibitors are only eligible to show in halter, showmanship, leadline, walk-trot Cloverleaf and walk-trot Thread the Needle but they must be led the entire time in the Cloverleaf and Thread the Needle classes. The age restriction (not over 6) for the rider will be waived for handicapped exhibitors.

SECTION 5: HUNT SEAT DIVISIONSnaffles, pelhams, and full bridles, all with cavesson nosebands, are recommended. A judge may penalize other types of nosebands or non-conventional bits. Martingales and bandages are prohibited.

Riders should wear conservative colored coats (tweed, pin striped or solids), for example, black, navy, dark green, or burgundy/maroon. Helmets/hunt caps or hunting derbys in conservative colors are required for all riders. A helmet with permanently attached harness is required for junior riders in any class requiring jumping. Breeches or jodhpurs should be in traditional colors such as beige, buff, light gray, canary, or brick/rust. Shirts/blouses should be worn with appropriate neckwear/tie. Boots should be appropriate to the type of pants worn - dress, field, jodhpur, or paddock boots. A judge may penalize other types of attire; exceptions may be announced. Spurs and crops are optional.

OPEN BRIDLEPATH HACK (HUNT SEAT OR SADDLESEAT)To be shown at a walk, trot, extended trot, and canter; and to hand gallop at least one way of the ring. May be asked to back and stand quietly while rider dismounts and mounts. No more than eight (8) will be asked to hand gallop at one time. To be judged on performance, manners, soundness, and suitability to purpose.

SECTION 6: WALK-TROT DIVISION (Riders are not eligible for any canter classes)

All walk trot classes should begin at a walk.

Walk-Trot Equitation/Horsemanship Ten (10) And UnderMust show in proper attire and tack according to riding style chosen by exhibitor. Only rider is being judged. Will follow same guidelines as other equitation classes, except rider will only be asked to walk and trot. The rider is to be ten (10) years of age and under as of January 1 of the current year. No patterns will be required. Riders are not eligible for any canter classes (mini barrels and Mini Thread the Needle are NOT considered canter classes).

Walk-Trot Pleasure Ten (10) And UnderPony or horse will walk and trot at least once around ring. To be judged on performance, manners, soundness, and suitability to purpose. Exhibitor to be in proper attire and tack according to riding style chosen. Rider to be ten (10) years of age and under as of January 1 of the current year. Riders are not eligible for any canter classes (mini barrels and Pee Wee Thread the Needle are NOT considered canter classes).

Walk-Trot Equitation And Pleasure (11-18)These classes will follow the same guidelines as the other walk-trot classes. Exhibitor to be eleven (11) to eighteen (18) years of age as of January 1 of the current year. Riders are not eligible for any canter classes. These classes were created for the individual who is a beginner rider - NOT FOR SCHOOLING YOUNG HORSES OR PONIES! Since it is hard to define guidelines pertaining to what makes a rider a novice or beginner, your honesty and good sportsmanship will act as guidelines as well.

Walk-Trot Equitation And Pleasure – Adult (19 And Over)Exhibitor to be nineteen (19) years of age as of January 1 of the current year. Riders are not eligible for any canter classes. These classes are intended for adults who do not canter.

SECTION 7: SADDLESEAT DIVISION

For equitation, conservative coat and jodhpurs, shirt, tie and gloves, jodhpur boots, a derby or soft hat are required. No day coats are permitted.

For pleasure, a day coat may be worn with all above stated outfits. Day coats are also permitted for road hack classes. Crops for equitation and pleasure are optional. Spurs are optional also, but martingales and similar tie-downs are prohibited.

Tack consists of a flat, English type saddle and full weymouth bridle (two bits and two sets of reins). A pelham with double reins my be used, however, in equitation, a rider/horse will not place over a rider/horse of equal ride using a full weymouth bridle. Chains and/or any artificial devices are prohibited.

Saddleseat Equitation Only the rider is being judged. Rider should have workmanlike appearance; seat and hands should be light and supple, conveying the impression of complete control. Any and all riders may be required to perform any appropriate test or pattern that the judge feels will demonstrate the rider's abilities. At the discretion of the judge, competitors may be asked to execute a pattern; as well as, work on the rail. Amount of rail work will be at the discretion of the judge.

Saddleseat PleasureTo be shown at a walk, trot, and canter both ways of the ring. To be judged on performance, manners, soundness, and suitability to purpose.

SECTION 8: MISCELLANEOUS PLEASURE

Open Junior Pleasure (Horse/Pony 5 years of age and under)Horse/Pony to be five (5) years of age and under as of January 1 of the current year. Follow same guidelines as other pleasure classes except for age limit. May be shown with bosal or snaffle bit.

Open Youth PleasureHorse or pony to be judged by same guidelines as other pleasure classes, except, entries restricted to participants eighteen (18) years of age and under.

Walk-Trot Novice HorseHorse or pony in this class is not eligible for any other riding classes. Horse or pony may be any age. This class will be judged by the same guidelines as other pleasure classes, except, the animal will only be required to work both ways of the ring at a walk and trot. A horse/pony will only be eligible to show in this class for two years.

SECTION 9: DRIVING DIVISIONSAFETY-A safe harness and vehicle is the first requirement. The use of britching or thimbles is Optional based on the type of vehicle being driven and the breed of horse.

ALL ANIMALS MUST BE BRIDLED PRIOR TO HITCHING TO THE CART; AND THEY MUST REMAIN BRIDLED UNTIL THE CART IS REMOVED FROM THE ANIMAL.

All Driving Units Will Be Shown Before The Judge Before Any Call Backs Are Announced.

Miniature & Pony Driving Will Be Held In The Draft Horse Ring.There Will Be No More Than Eight (8) Units In The Class At One Time In The Draft Horse Ring.

Failure to carry a whip in hand at all times is elimination. Headers are permitted in all driving classes; however, they are NOT PERMITTED TO TOUCH THE ANIMAL.

Entries in driving classes are limited to singles and pairs. The driver can determine the best way for the lines to be held. An adult is required to accompany any exhibitor eighteen (18) years of age and under. EXCEPTION: Miniature Horse Drivers who have reached age 13 by January 1st of the current year will NOT be required to have an adult attendant in cart. The minimum age for drivers is 5 years & older for children driving miniatures with adult supervision (in the cart) and 8 years and older for ponies and horses with adult supervision (in the cart). Only the driver is permitted to handle the lines or whip.

EQUIPMENTWire wheeled, wooden wheeled, and two or four wheeled vehicles are permitted at this time. Harness must be in good repair, clean, and fit the animal. Black harness is correct for painted vehicles and brown or russet harness is correct with natural wood vehicles. However, black harness can be used with natural wood vehicles having black tires.

Breast collars or full collars should be determined by the type of vehicle used. Martingales and tie downs are permitted if appropriate for the vehicle used. They are prohibited in the obstacle classes. Braiding of mane and tail is optional.

ATTIREDrivers should wear a hat and gloves. An apron is optional. Acceptable dress is conservative. Ladies may wear a conservative dress, suit, or slacks. Floppy hats are discouraged. Gentlemen should wear a coat or jacket and hat. For Obstacle driving, less formal clothing is required though drivers should always wear hard soled boots.

TURNOUT Is defined as the combination of horse, vehicle, and driver. Judged partly on performance, partly on condition and fit of harness and vehicle, partly on neatness of attire of driver and partly on overall appearance. The percentages will change per the requirements of the class.

REQUIRED ELEMENTS OF PERFORMANCE Required elements of performance will be as follows; however, the following descriptions are to be

used as a guideline for movement and may be adjusted based on appropriate movement specific to individual breeds. WALK – A free, regular and unconstrained walk of moderate extension is ideal. Horses should

walk energetically, but calmly, with even and determined pace. The walk is a four beat gait. SLOW TROT - The horse should maintain forward impulsion while showing submission to the

bit. The trot is slower and more collected, but not to the degree required of the dressage collected trot. However, the horse should indicate willingness to be driven on the bit while maintaining steady cadence.

WORKING TROT – This is the pace between the strong trot and the slow trot and more round than the strong trot. The horses go forward freely and straight, engaging the hind legs with good hock action; on a taut but light rein; the position being balanced and unconstrained. The steps

should be as even as possible. The hind feet touch the ground in the footprints of the fore feet. The degree of energy and impulsion displayed at the working trot denotes clearly the degree of suppleness and balance of the horse.

STRONG TROT – This is a clear, but not excessive, increase in pace and lengthening of the stride while remaining balanced and showing appropriate lateral flexion on turns. Light contact to be maintained. Excessive speed will be penalized.

HALT – Horses and vehicle should be brought to a complete square stop without abruptness or veering. At the halt, horses should stand attentive, motionless and straight with the weight evenly distributed over all four legs and be ready to move off at the slightest indication from the driver.

REIN BACK – Rein back is defined as a backward movement in which the legs are raised and set down simultaneously in diagonal pairs with the hind legs remaining well in line. To be performed in two parts:

a) The horse must move backward at least four steps in an unhurried manner with head flexed and straight, pushing the carriage back evenly in a straight line. The driver should use quiet aids and light contact.

b) Move forward willingly to former position using same quiet aids.

REVERSAL OF DIRECTION may be made at a slow trot or walk and should be made on the diagonal with all horses moving in the same direction. Trotting to catch up to the end of the line is permitted and preferred to horses driving towards each other.

PLEASURE DRIVING/WORKINGThis class is judged primarily on the suitability of the horse to provide a pleasant drive. To be shown both ways of the ring at a walk, slow trot, working trot and strong trot. To stand quietly, both on rail or in line up and to rein back. All entries chosen for a work out may be worked both ways at any gait requested by the judge and/or execute appropriate tests.To be judged-70% on performance, manners and horse’s way of going.

20% on condition and fit of harness and vehicle.10% on neatness of attire.

YOUTH PLEASURE DRIVINGTo be judged in same manner as adult Pleasure Driving classes with the exception only 2 trots will

be required, slow and working.

REINSMANSHIPThis class is judged primarily on the ability and skill of the driver. A pattern will be required in Reinsmanship and sample patterns will be made available to the judge on the day of the show. At the discretion of the judge, competitors may be asked to work on the rail in addition to the pattern. All drivers should be asked to perform rein back. Either one or two handed method of driving is acceptable. Neither method should be penalized or rewarded over the other. Common to both methods elbows and arms should be close to the body with an allowing but steady hand enabling a consistent “feel” with the horses mouth. Amount of rail work will be at the discretion of the judge (one direction, both directions, or not required). Youth reinsmanship-not a point class.  Ages 7-13 will be used as an introduction for the youth in driving skills. May drive a miniature, pony, horse or draft. will work the given pattern one at a time, no rail work required.  to be judged in same manner as reg.  reinsmanship classes.To be judged- 75% on handling of reins & whip, control, posture and overall impression of the

driver. 25% on condition of harness & vehicle and neatness of attire.

LADIES TO DRIVE- Entries are judged primarily on the suitability of the turnout for a lady with emphasis on manners. To be shown both ways of the ring at a walk, slow trot, working trot and strong trot. Must perform rein back without resistance and stand quietly.To be judged- 50% on manners performance elegance and suitability of turnout for a lady.

25% on skill of driver.25% on overall impression.

GENTLEMEN TO DRIVE- Entries are judged primarily on the suitability of the turnout for a man with emphasis on manners. To be shown both ways of the ring at a walk, slow trot, working trot and strong trot. Must perform rein back without resistance and stand quietly.To be judged- 50% on manners performanceand suitabilityof turnout for a gentleman.

25% on skill of driver.25% on overall impression

OBSTACLE DRIVINGThe course for each day will be posted in the office the morning of the show. All exhibitors are responsible for their own copy of the course. Class to be driven over a prescribed course of obstacles. A horse cannot be entered more than once in the same obstacle class. Once the course has been set drivers may not school horses over obstacles. Time will begin when the nose of the horse/pony crosses the starting line and ends when the nose of the horse/pony crosses the finish line. After passing the starting line, the driver shall proceed through each obstacle in order, to the finish line. The time allowance on the obstacle course is not to exceed 3 minutes.

Course faults are assessed as penalty seconds and are to be added to the driver’s elapsed time. Fault penalties will be assessed as follows: Faults incurred for hitting an obstacle, 3 second penalty. Cantering in excess of 3 strides, 5 second penalty (Excessive Cantering Penalty – maximum of 3)

Reasons for elimination: Failure to correctly drive the obstacles in sequence and proper direction as listed on the pattern Failure of entry to entirely pass through the start/finish markers Two Refusals at a single obstacle Outside assistance Failure to carry a whip More than 3 Excessive Cantering Penalties Time over 3 minutes Failure to bring animal down to a trot after cantering 10 strides. Any part of the horse/pony or cart that passes on the wrong side of the cone.The size of the obstacles will be set appropriately for each class (horse, pony, miniature).

The placings are determined by the number of seconds required to complete the course, plus any penalty seconds. First place will be awarded to the exhibitor with the lowest total number. Although the time may not exceed 3 minutes (180 seconds), the total combined time and penalties may exceed 180.For Safety purposes, all drivers are asked to exit the ring at a walk. Only driving classes will be counted toward the overall year-end Driving High Point Award Only driving classes will be counted toward the overall year-end Driving High Point Award.

Drivers competing in Obstacle driving shall have their vehicles measured at the beginning of the show year and whenever they change vehicles during the season. The Announcer will have a record of the measurements and it is up to drivers to indicate if they have changed vehicles. Failure to do so will result in elimination.

SECTION 10: GAME/TIMED EVENTSHorse or pony may only run once in each class.

Only the rider and horse/pony are permitted in the ring during the event. Exceptions will be made for safety reasons for Walk/Trot Barrels and Walk/Trot Thread the Needle.

Unless otherwise specified, patterns will not be posted for game classes. However, a pattern will be available if requested. Most game classes may be run left or right.

Unless otherwise specified, knocking down any part of the obstacle used in the pattern will be considered NO TIME except in Cloverleaf Barrels, Walk/Trot Barrels, Pole Bending, Keyhole, Down and Back, M Barrels, Walk/Trot Thread the Needle, and Thread the Needle when a three (3) second penalty will be added to the time of the run. Penalties, if applicable, will be assessed at the end of the run for any obstacle that is down at the end of the run. Exhibitor may not touch any part of the obstacle with their hands to prevent obstacles from being knocked down – this will be considered a disqualification.

As a common courtesy, do not start your run until signaled to start.

Use of any severe game whip will cause disqualification. Use of the bat in front of the girth will cause disqualification. Excessive use of the bat will have the same result.

CLOVERLEAF BARRELS: Preset pattern using three barrels in a cloverleaf pattern. If regulation distance between barrels cannot be used because of the size of the arena, the size of the pattern may be decreased as long as it will be safe to run. First and second barrels to be a least 20 feet off of the rail. Third barrel distance is optional.

EXHIBITION BARRELS: This class is for exhibition (or practice) only. There will be a limit of one exhibition run per horse. This class is not eligible for payback or year end awards.

WALK/TROT BARRELS: Same as above. Pattern size may be shortened at the discretion of the show committee. Exhibitor will be disqualified for cantering more than three (3) consecutive strides. Child can be lead and must be ten (10) years of age and under. If lead, child must be led the entire class. Child may NOT compete in open game classes or any class in which cantering is required (example: pony pleasure, western pleasure, etc.)

POLE BENDING: Preset pattern using six (6) poles evenly spaced in a straight line between starting line and rear fence. Knocking down a pole is a three (3) second penalty. Distance is 21' (feet) from start to first pole and between poles.

RAISED BOX KEYHOLE: Must enter keyhole between the center two entry/exit cones, turn horse/pony 180 degrees and exit between same two cones. Knock down of entrance cones is a three (3) second penalty. Knock down of rails or exiting outside of the center entry/exit cones is disqualification.

THREAD THE NEEDLE: Three (3) cones, eight (8) feet apart. Rider must go around the center cone staying inside the two outside cones at all times. Pattern will be posted or available. A three (3) second penalty for knock down.

WALK/TROT THREAD THE NEEDLE: Same as above. Pattern size may be shortened at the discretion of the show committee. Exhibitor will be disqualified for cantering more than three (3) consecutive strides. Child can be lead and must be ten (10) years of age and under. If lead, child must be led the entire class. Child may NOT compete in open game classes or any class in which cantering is required (example: pony pleasure, western pleasure, etc.)

DOWN AND BACK: Rider is required to run horse down and around obstacle and run horse back in fastest time. A three (3) second penalty for knock down of obstacle.

M BARRELS: This pattern will be run using an inverted cloverleaf pattern. The exhibitor will run the pattern in the shape of an “M”.

In the event of broken equipment or loss of shoe occurring after the timer has been tripped, the exhibitor must continue or be eliminated. Re-runs will not be allowed in instances of equipment failure or loss of shoe after tripping the timer.

In the event of broken equipment or loss of shoe occurring before the timer has been tripped, the exhibitor will be given the option of running at the end of the remaining exhibitors. The exhibitor will be given a minimum allowance of 5 minutes to be ready to run.

CUTBACK: The Pattern is set with 3 poles in a straight line across the arena. Horses cross the starting line with a running start and proceed behind the center pole to the left. After passing the end pole, the rider will do a right roll back and proceed in front of the poles to the opposite end pole. After passing the opposite end pole, the rider will do a right roll back, go behind the end pole and center pole , then turn left and proceed to the finish line. Off course will result in elimination. Knocking over a pole incurs a three second penalty per knockdown. Crossing the finish line before completing the course shall cause disqualification. The Pattern may be run in reverse.

OFF COURSE IN ANY OF THE ABOVE GAMES IS CONSIDERED NO TIME!!

EGG AND SPOON: Egg is placed in the bowl of the spoon. Spoon is to be held between thumb and forefinger at the end of the spoon. Spoon must be pointed forward. No fingers are permitted under the bowl of the spoon. No curling hand or fingers under the handle of the spoon. Wetting the spoon is forbidden. Arm, elbow, and wrist are to be held straight out. No bending of wrist or elbow. Loss of egg is elimination. If this occurs, carefully move to the center of the ring until you are dismissed. May use "pass and out rule" when six (6) or less riders remain.

WALK-TROT EGG AND SPOON: Same rules apply as other egg and spoon class, except rider is required to only perform at a walk and trot. Rider not eligible for other egg and spoon class. For ages 18 and under.

ATTIRE FOR GAME/TIMED EVENTS: A shirt with sleeves and a collar must be worn when in the ring. Every button must be buttoned with the exception of the top collar button. Western saddle is required for all timed events. Spurs are permitted in timed events, however, must follow same guidelines as stated in general rules.

Charging the gate in timed events is forbidden. No tank tops, halter tops, or tennis shoes in any classes. Ball Caps are permitted in games classes ONLY. For timed events, electric timer or two (2) stop watches will be used. Must be one (1) horse, one (1) rider.

SECTION 11: IN HAND TRAIL CLASS

This class is open to Weanlings, Yearlings, 2 year olds who are not shown under saddle yet, and miniatures.

This class will be judged on performance of the horse with emphasis on manners, response to the handler, movement, willingness and general attitude throughout the course. Credit will be given to horses negotiating the obstacle with correctness, and style. Horses should receive credit for showing attentiveness to the obstacles, capability of picking their own way through the course when obstacles warrant, and willingly responding to the handler’s cues on more difficult obstacles.

Acceptable handler’s cues include: voice or mouth commands, soft shaking of lead rope, twirling end of lead rope, and body language. Handlers will be penalized for physically touching or pushing a horse in any direction, with the exception of touching during a side pass. Stepping in or on an obstacle with the horse will be penalized unless the obstacle calls for it such as walking into a square, walk/trot over poles or by direction of the judge.

OPEN MINI JUMPING

Clothing and Equipment Requirements: 1.Exhibitors must wear appropriate English or Western attire. Refer to clothing requirements within respective divisions. 2. Footwear: Tennis shoes, or boots are acceptable. 3.Whips may be carried in jumping classes. 4. Splint boots and polo wraps are permissible. 5. Horses must be shown with a halter and lead. Chains may be a part of the lead, but regardless of the type of lead used, the chain portion cannot be placed in the horse’s mouth or over the horse’s nose. The person showing a jumper cannot jump the obstacle with the horse. The courses for jumper classes must be posted at least one hour prior to the scheduled time of the class. If time and conditions warrant, the show committee should permit exhibitors to walk the course prior to the class. Course and Jumps 1.Course diagrams must show, with arrows, the direction each obstacle must be taken, and markers or a line must indicate the start and finish of the course. Any In & Out must be marked as elements A and B. i.e. 4A, 4B. 2. All jumps used in this class must be collapsible. 3.There will be a minimum of four jumps and a maximum of six jumps. 4.The jumps can range in height from twelve to twenty-four inches (in the jump-off this will change to a minimum of twelve to a maximum of thirty inches). 5.Jumps will be made of 1-1 1/2” schedule 40 PVC piping or other suitable lightweight material with jump cups, not to include pegs, nails, bolts, etc. 6. All jumps must be a minimum of five (5) feet wide, with a minimum of twenty (20) feet between jumps, with the exception of an in and out. 7. Uprights are to be a maximum of forty (40) inches in height. 104 8. Any decorations or jump wings must not protrude more than twenty-four (24) inches from the uprights. 9. All jumps must have a ground pole. 10.The distance between the two jumps in an In & Out should be 10-12 feet. An In & Out should never be the first jump in the course. Judging & Scoring Miniature Horse Jumpers 1.Jumpers are scored mathematically, based on faults accumulated between the Start and Finish lines. In the case of a tie or ties, there will be a jump-off. The jump-off is described below. 2.Faults o Knockdowns – an obstacle is considered knocked down when in jumping an obstacle, a horse or handler, by contact, lowers the established height of the jump in any way – 4 faults. o Refusals – stopping at an obstacle without knocking it down and without backing, followed by jumping from a standstill is not penalized. However, if the halt continues or if the horse backs even a single step, side steps or circles to retake the fence, a refusal is incurred:

Crossing your own path (i.e. circling between fences, NOT retaking a fence from a refusal). A courtesy circle prior to crossing the start line is permissible. 4. An In & Out jump is considered one obstacle and scored as such. Refusal of one element of the In & Out requires the retaking of both elements. 5.Elimination: Three (3) refusals Off course Fall of horse and/or exhibitor Any separation of handler & horse Handler jumps obstacle with horse Jump-off: 1. All ties in a Jumper class must be broken by means of a jump-off. 2.To be held over the original course. 3. Height of the jumps shall be increased not less than one inch and not more than six inches in height. 105 4.Jump-off will be timed. The horse who has the fewest faults in the jump-off round will be declared the winner. In the event of equal number of faults, the horse with the fastest time will be declared the winner. 5.Elimination in the jump-off does not eliminate the horse from final placings. Regardless of faults or elimination in the jump-off, any horse qualifying for the jump-off will place over horses that did not qualify for the jump-off. A horse that qualifies for the jump-off, but chooses not to participate will not place over any horse that participates in the jump-off.
