GENERAL PROVISIONS: This is a World Taekwondo Federation G2 Kyorugi and G1 Poomsae ranked tournament. PARTICIPATION ELIGIBILITY: All participants must satisfy the following requirements in order to partici-pate. This is an “Open” event, open to all Taekwondo participants ages 6 and above. - All athletes must hold passport or birth certificate of the country they will represent. - All participants (Coaches, Athletes and Officials) must be holder of the WTF Global Athlete License (GAL) 2016. COACH ELIGIBILITY: -All coaches must be at least 18 years of age. -All Coaches must be holders of a Coach License (granted by participation in a Continental Union Coach Seminar). -Coaching fees will be waived for holder of current Intercontinental Coach License. Coaches who fail to provide proof of current Intercontinental Coach License shall pay a $200.00 (USD) fine at the registration desk, with no exceptions. Cash only.

COACHES ATTIRE: All coaches must obliged to wearing formal suits for semi –finals and finals. Coaches that do not follow the dress code cannot be entered into the field of play during finals and semifinals.

COMPETITION REGULATIONS: The competition regulations will be based on those established by the WTF and PATU. AWARDS:

DRAW OF LOTS: All athletes will be seeded according to WTF Global Ranking as per 31 September 2016. 25% seeding for all divisions according to the WTF ranking bylaw. The draw sheets and brackets will be available one (1) day before the start of the competition of the respective weight category. WILD CARD QUALIFICATION: The top four ranked Cadet and Junior Black Belt Kyorugi and Poomsae Winners (Individual, Pairs, Team, Freestyle) will receive a Wild Card Invi-tation to the 2017 Pan American Cadet and Junior Kyorugi and Poomsae Championships.

Wild Card Selection Guidelines: 1. The Wild Card invitation is available for One athlete per country in each of Kyorugi (10 male & 10 Women weight) categories and Poomsae Divi-sion (Individual, Pairs, Team and Freestyle) in the Cadet & Junior divi-sions. 2. In the event that more than One competitor wins the Wild Card Invita-tion from the same country, the Highest Medal Winner will receive the Wild Card while the lower ranked competitor from the same country in the same division will NOT be entitled to a Wild Card. 3. In the event that two bronze medal winners are from the same country, the athlete who won with the highest point gap in the Bronze Medal Round will win the Wild Card. 4. Poomsae winners will follow the same guidelines. Explanation: For example, Canada wins Gold, USA wins Silver, Mexico & Canada win Bronze medals, the Gold Medalist from Canada will win the Wild Card for Canada, and USA and Mexico Athletes will each win a Wild Card. PATU will designate the last Wild Card to next qualified athlete from a country other than Canada, USA, & Mexico. If no other countries qualify, only 3 athletes will receive Wild Cards in such division. NO Wild Cards will be issued to other divisions than Cadet & Junior. - Competitors who are 11 years old in 2016 and will be age 12 in 2017 may choose to compete in the Cadet division at this competition in order to obtain Wild Card to compete as a Cadet at the 2017 Pan Am Cadet Championships. - Competitors who are 14 years old in 2016 and will be age 15 in 2017 may choose to compete in the Junior division at this competition in order to obtain Wild Card to compete as a Junior at the 2017 Pan Am Junior Championships. - Competitors who are 14 years old in 2016 and compete as a Cadet at this competition will NOT receive Wild Card to compete at the 2017 Pan Am Junior Championships. 14 years old who wish to receive a Wild Card to compete in 2017 MUST compete as a Junior at this competi-tion.

RECOGNIZED BRANDS:

Participating contestants are required to wear WTF recognized doboks

and protective equipments. The latest version of WTF recognized manu-

OFFICIAL UNIFORMS: All Sparring contestants must wear WTF Approved Black V-neck white uniform (Dobok) in good condition. Patches, embroidery, logos, team names, country names, athlete names, and stripes are permitted on uniforms. NO TAPE WILL BE ALLOWED ON ANY PART OF THE UNI-FORM. All Poomsae and Freestyle Poomsae contestant must wear WTF approved y neck Poomsae uniforms. SPARRING EQUIPMENT: Organizer will be using Daedo PSS system for all sparring divisions. All Cadet, Junior & Senior Black Belts competing in G ranking divisions will be using Daedo Electronic Headgear provided by the OC. All Black Belt competitors are REQUIRED to purchase and use their own Daedo sensor socks & heels for the sparring event(s). Daedo sensor socks & heels can be purchased by visiting the Daedo sales booth at the event. All athletes will be responsible for supplying their own headgear (unless E Head gears is used), gloves, foot pads, arm and shin guards, and mouth guards. All sparring participants other than Cadet, Juniors and Seniors must provide their own red AND blue headgear with no mark-ings other than corporate logos. If the competitor chooses to wear red or blue headgear, it must correspond with the color of the chest protector. Competitors will not be permitted to wear headgears with cracks or de-fects. No eye glasses or goggles, prescription or nonprescription al-lowed. Please Note: Organizer reserves the right to disallow any uniform or equipment if it is found to be offensive or degrading in any fashion. ANTI DOPING REGULATIONS: The WTF Anti-Doping Rules, and where necessary, the Code of the World Anti Doping Agency, shall apply throughout the competitions. Compulsory anti doping tests will be carried out for all finalists, while random tests will be conducted among the quarter and semi finalists who failed to advance to the (semi-)final. The WTF and/or WADA may carry out random out of competition testing prior to the WTF President’s Cup. Therefore, all participating contestants are required to submit their latest and most accurate Athlete Location (whereabouts Info) Forms to the WTF. TUE (Therapeutic Use Athletes who take any substance or medi-cine listed Exemption): In the “Prohibited List” of the WTF Anti-Doping Rules and Anti-Doping Code of World Anti-Doping Agency (WADA) for therapeutic purposes are requested to visit the website of WADA and make online filing of their TUE applications on ADAMS http://www.wada- ama.org/en/ADAMS/ and report to the WTF Sport Department at [email protected] by no later than 24 March 2016. HEAD OF THE TEAM MEETING: PATU officials shall conduct the Head of Team meeting on Thursday October 27, 2016 at 4:00pm. Head of the team meeting will be held at Oregon Convention Center. The WTF TD and Organizing Committee has the right to change, modi-fy the duration of rounds, and combine divisions at the Head of Team meeting. WEIGH-IN: The weigh-in of the athletes takes place at Oregon Convention Center 11:00am – 2:00 pm, one (1) day prior to the start of the respective weight category they compete in. - At weigh-in, male contestants must wear a m i n i m a l o f under-pants and female athletes must wear a minimal of underpants & brassieres. Under NO circumstances may an athlete weigh-in in the nude in the United States. - Each athlete shall have one (1) attempt to pass the weigh in. Howev-er, one (1) extra attempt is allowed for those athletes who did not quali-fy the first time. This extra attempt shall be done within the time limit of the official weigh-in hours on the same day. - If an athlete wants to change weight at the time of registration, he/she may do so for a fee of $150.00. Athlete may change weight for the same fee after their 1st weigh-in attempt. A test scale will be available outside of the weigh in rooms. WTF INTERNATIONAL REREREES: - Organizer will appoint the required number of WTF International Ref-erees. Referees who are interested in officiating for this event must apply through contacting PATU Referee Chairman Master M.C. Kim at [email protected] by August 30, 2016. - Roundtrip Airfare shall be borne by each participating International Referee. - All Referees arriving from out of town must take a MAX (light rail) from Portland International Airport (PDX) to Oregon Convention Center. MAX (light rail) fee will be reimbursed to all referees. Please allow 20 minutes to travel from PDX to Oregon Convention Center - Hall D. Once referee arrives to Oregon Convention Center Hall D, Organizing Committee will provide check in procedures for referees to designated hotel. For MAX (light rail) information, please visit www.trimet.org/max - The Organizing Committee shall cover (4) nights room and board expenses (check-in in early afternoon of October 27, 2016 ; check-out before Noon of October 31, 2016). Please note, Referee meet-ing and training will be held 3:30pm on October 27, 2016 at Oregon Convention Center. The Organizing Committee shall provide each participating W T F International Referee with honorarium of USD$100.00 per day for 3 days of competition.

INDEMNITIES: Participant’s without proper participation entry forms and valid medi-cal insurance coverage will not be allowed to compete at the WTF President’s Cup. Liability waivers must be signed by participants (or by parent or legal guardian for athletes ages 18 and under) prior to the re-lease of credentials at check-in. Photo ID is required to pick up creden-tials during check-in and weigh-in. ACCOMMODATIONS: Please visit www.patu.org for tournament discounted hotels information and links. GROUND TRANSPORTATION: Ground transportation is the responsibility of the individual participants. 6-7 and 8-9 Year Old Black Belt: Single elimination bracket, 2 Rounds, 1 minute round with 30 second rest period. 10-11 Year Old and Cadet Division (12-14 Year Olds) Black Belt: Single elimination bracket, 2 Rounds, 90 second round with 30 second rest period. IVR will be used. JUNIOR DIVISIONS (15-17 Year Olds) BLACK BELTS: Single elimination bracket, 3 Rounds, 90 second round with 30 second rest period. IVR will be used. SENIOR DIVISIONS (17 & Over) BLACK BELTS: Single elimination bracket, 3 Rounds, 2 minute round with 1 minute rest period. IVR will be used. ULTRA DIVISIONS (33+ Years Old) BLACK BELTS: Single elimination bracket, 3 Rounds, 1 minute round with 30 second rest period. IVR will be used.

*Athletes are not permitted to enter more than one weight category, per age division. **An Athlete may compete “Up” in age. Competi-tors who were born in 2005 may choose to compete in the Cadet (12-14 years) division upon written request. Competitors who were born in 2002 may choose to compete in the Junior (15-17 years) division upon written request. These two types of changes will not result in a change fee. Wild Card winners who moved up in age division will be entitled to compete at the 2017 Pan Am Cadet & Junior Championships. Board Breaking Guidelines Distance (Flying Side Kick) Breaking: Winner will be the participant who jumps the farthest while breaking one regulation sized board within two attempts if competitor steps on the fault line in the first attempt. Height (Jump Front Kick) Breaking: Winner will be the participant who jumps the highest while breaking one regulation sized board. Max-imum Two attempts on each board break. *The Organizing Committee will provide standard demo boards to be used by all competitors in the competitions. Absolutely NO personal boards will be allowed. All referees will be holding boards for athletes. Coaches will not be allowed in the competition area during the execu-tion of the break. DEMONSTRATION TEAM COMPETITION: 1. Maximum set up time is 1 minute & clean up time is 1 minute. 2. The maximum time to complete the demonstration is 8 Minutes. 3. The demonstration should be done in the area governed by the size of WTF 8m x 8m. 4. Minimum of three members and no more than 10 members, includ-ing board holders. 5. Music and reproductive system must be provided by the demonstra-tion team. 6. No pyrotechnics, fireworks or rockets. 7. Boards, weapons, official tables or other accessories shall be pro-vided by the demonstration team. 8. WTF approved uniforms must be worn by the entire team including board holders. The score of the demonstration will be based on the following order of superiority in ascending order: 1. Synchronization technique (20%). 2. Excitement on the performance (20%). 3. Successful completion of Taekwondo techniques (20%). 4. Entertainment generated (20%). 5. Display of Precision, Speed and Power (20%). Contestants may compete in more than one category of competition unless it is limited by gender.

Poomsae Guidelines

Black Belt Designated Poomsae will be announced on October 27, 2016 at the Technical Meeting.

COMPETITION RULES & RANKING: Latest WTF Poomsae Competition Rules and Poomsae Ranking bylaws will apply. G-RANKED POOMSAE: Single elimination system: For all G-ranked Poomsae events (Individual Poomsae ages 18-30, 31-40, 41-50, 51-60, 61 and over), the method of competition will be the single elimination tournament system. CADET & JUNIOR POOMSAE: Cut-off system: For all non G-ranked Poomsae events, cut-off system of competition shall comprise the Preliminary, Semi-Final, and Final rounds. All ages Pairs, Team and Freestyle divisions will be cut off system. 1) Preliminaries: When 20 or more competitors are participating; com-petition shall start from the Preliminary round with division of groups at different rings. Competitors shall perform one(1) designated compulso-ry Poomsae, and half of each group shall advance to Semi-Final based on the highest scores. In the Preliminary round, each group may be judged by different group of judges. If the number of competitors is odd, the number of competitors will be rounded to an even number. Ex) If there are 23 competitors in the division, it will be considered as 24 competitors and 12 shall advance to Semi-Final. 2) Semi-Final selection: When 9 to 19 competitors are participating; competition shall start from the Semi-Final round. Competitors shall perform one(1) designated compulsory Poomsae, and 8 of them shall be advanced to Final Round based on the highest scores. 3) Final: When 8 or fewer competitors are participating, competition shall start from the Final Round. Competitors shall perform one(1) designated compulsory Poomsae, and the top four individual competi-tors/pairs/team shall be awarded prizes based on their total points in the final round. In the case of a tie, competitor with the higher total presentation points win. 3rd and 4th places are awarded with bronze medals. 11 years & under Poomsae: 1) Preliminaries: Competitors shall perform one (1) designated com-pulsory Poomsae. 2)There is no semi-final round. 3)Final: Top 8 competitors from Preliminary round will go to the final round. Any division with less than 9 competitors advances to the Final round. Competitors shall perform two (2) Poomsae for the final round. POOMSAE UNIFORM: WTF approved y-neck cross over Poomsae uniforms are mandatory for all recognized Poomsae divisions, while all other divisions are optional.
