Glossary Of Terms

1. Project Requirement The mitigation/enhancement measure written isessential for implementation. It forms part ofthe project. The mitigation /enhancementmeasure may continue during entire projectlife.

2. Contract Requirement The mitigation/enhancement measure is a partof contract document to be signed betweenUPPWD and contractor for the implementationof project. The mitigation enhancementmeasure shall be completed within theconstruction period.

3. MoRTH Specification The specifications published IRC (Indian RoadCongress) to be followed in road construction.These have been adopted by MoRTH.

4. Design requirement Mitigation/enhancement measure specified inthe highway design of project route.

I INTRODUCTION

As part of the project preparation activities, the PCC has caried out the feasibility studyfor 18 corridors (slightly modified from 15 corridors identified by the SOS), based onvarious criteria including internal rates of retum, environmental attributes of the area ofinfluence, the likely social impacts of the proposed improvements, etc Phase Icomprising 374km of roads for upgradation and 807.7km of roads identified for majormaintenance and Phase 11 comprising 590.74 km (excluding new alignment forBypasses) roads for upgradation and 1736 km roads for major maintenance wasplanned for project preparation.

The major maintenance works will be carried out within the existing RoW and do notenvisage any major earthwork at this stage. The salient features of the majormaintenance programme are;

* Potholes filling through patch work.* Repair to structures along the road (parapet of culverts and bnidges. km stones.etc.).* Profile correction with proper comber.* Crack sealing.* Overlay of B.M. (40-70 mm).* New wearing course (25 mm).* Provision of 1.5 m wide hard shoulders where the pavement width is between 3.5and 4.0 m, 0.6m wide shoulder of concrete interlocking blocks for pavement widthsbetween 4.0 and 6.0m; and 2.5 m wide soft shoulders for pavement widths between6.0 and 7.0 m.* Temporary diversions to facilitate maintenance.

The available average RoW is nearly 20m. Sufficient clear width is available for carryingout the proposed maintenance works except small stretches along roadsidesettlements where encroachment has been observed. The existing width of thepavement in every kilometre is available in the condition survey reports for eachmaintenance route.The routes taken up for Major Maintenance in phase II under the project is given inTable 1.1.

The map in Figure 1.1 shows the corridors included in Phase 11 major maintenanceprogramme and their location with respect to protected wildlife areas in UP.

The UPPWD is the executing agency for this project and will be responsible for theoverall preparation, implementation and operation of the project. The constructionduration for major maintenance works of the roads in Phase - 11 shall be 24 months. Theconstruction work will be supervised by technical auditors and carried out undercontract let for international contractors under international competitive bidding

framework. In order to cover total lengths into construction packages a total number of51 packages have been planned.

This report details the Environmental and Social Management Plan (ESMP) for all themaintenance corridors covered in the Phase 11.

1.1 Objecffve of the ESMP

The ESMP has been formulated to manage the marginal environmental impacts of theproposed works. In addition procedures have been built into it to ensure thatunforeseen adverse environmental and social impacts that may occur are mitigated inthe same way as they are for the upgradation component.1.2 Process Followed

The ESMP will be triggered in the pre-construction phase itself. It will be applicablethrough the pre-cotstruction phase when the focus will be on identification of socialimpacts that may occur. During the construction phase mostly impacts on thebiophysical environment have to be managed. Operation phase responsibilities areessentially monitoring of pollution parameters along the maintenance routes.

1.3 Implementafton arrangements

UPPWD is responsible for the effective implementation of the ESMP along all majormaintenance routes. Its own staff will supervise the works to be carried out by thecontractor.

The PIU will have to give a decision on the further course of action based on informationprovided by the contractor through PWD field staff and verified by the technicalAuditor before construction begins on each maintenance route as shown in the flow-chart below.

2.3 Statutory Clearances Required

In addition, the contractor will submit an assurance to comply with the ESMP provis'ns (to the UPPWD/Technical Auditor.

3 ENVIRONMENTAL MANAGEMENT MEASURES PROPOSED

A description of the various management measures during the various stages of theproject is provided in the following sections.

3.1 Pre-construction Stage

During the pre-construction stage, the management measures required will include:

* Clearance of the RoW from squatters, if unavoidable and preparation ofResettlement Action Plan as per R&R Policy of UPPWD.

* Relocation of utilities if unavoidable and preparation of utility relocation Plan, and* Procurement of materials for initiating the construction by finalizing borrow area and

quarry area locations.

3.2 Construction Stage

This will be the most crucial and active stage for the Environmental and SocialManagement Plan. In addition to the monitoring of the construction activity itself to

ensure that the environment is not impacted beyond permissible limits. The need for abalanced evaluation and planning for risks associated with construction activitiesrelated to roads such as accidental spillages and consequent damage to thesurrounding environment in terms of loss of flora and fauna, agricultural crop or worsefertile land, continues to grow in importance. Other possible locations where a riskassessment' will be useful include the locations of hot mix plants (spillage of fuel.bitumen etc) and labour-camp sites. A careful monitoring of all the above factors is tobe undertaken in construction stage.

3.3 Operation Stage

The operation stage will essentially entail monitoring activity along the corridor.Monitoring for pollutants specified in the Monitoring Plan will serve to ensure that thepollution levels are maintained. Further mitigation measures required for the.lowering oflevels can be taken up based on the impacts envisaged from the monitored levels.

The measures adopted and/or to be adopted during different stages of the projecthave been detailed in Table 3.1. These measures are mandatory and shall beapplicable to all corridors where the project is being implemented.

C Contingency Planning may be adopted to set aside resources for the events for which there is no way ofpredicting severity and probability of occurrence with any great degree of confidence.

3.4 Unforeseen Situations and Their Mitigation

None of the properties or community utilities or trees along the corridor shall be -removed along the corridor. 4 ENVIRONMENTAL MONITORING

4.1 Introducffon

The environmental monitoring programme provides such information on whichmanagement decision may be taken during construction and operational phases. Itprovides basis for evaluating the efficiency of mitigation. The monitoring includes:

Monitoring methodology covers the following key aspects:

Environmental monitoring of the parameters involved and the threshold limits specifiedare discussed in Appendix II.

4A Monitoring. Plan

The -monitoring plan along with the environmental parameters and the time frame ispresented in the Table 4.1, environmental monitoring plan. The p-imary responsibility tocarry out environmental monito-ing will be of the contractor.

1 INTRODUCTION

As part of the project preparation activities, the PCC has carried out the feasibility study for 18corridors (slightly modified from 15 corridors identified by the SOS), based on various criteriaincluding internal rates of return, environmental attributes of the area of influence, the likely socialimpacts of the proposed improvements, etc Phase I comprising 374km of roads for upgradation and807.7km of roads identified for major maintenance and Phase II comprising 590.74 km (excludingnew alignment for Bypasses) roads for upgradation and 1736 km roads for major maintenance wasplanned for project preparation.

The major maintenance works will be carried out within the existing RoW and do not envisage anymajor earthwork at this stage. The salient features of the major maintenance programme are;* Potholes filling through patch work.* Repair to structures along the road (parapet of culverts and bridges, km stones, etc.).* Profile correction with proper camber.* Crack sealing.* Overlay of B.M. (40-70 mm).* New wearing course (25 mm).* Provision of 1.5 m wide hard snoulders where the pavement width is between 3.5 and 4.0 m,0.6m wide shoulder of concrete interlocking blocks for pavement widths between 4.0 and6.0m; and 2.5 m wide soft shoulders for pavement widths between 6.0 and 7.0 m.* Temporary diversions to facilitate maintenance.

The available average RoW is nearly 20m. Sufficient clear width is available for carrying out theproposed maintenance works except small stretches along roadside settlements whereencroachment has been observed. The existing width of the pavement in every kilometre isavailable in the condition survey reports for each maintenance route.The routes taken up for Major Maintenance in phase 11 under the project is given in Table 1.1.Table 1.1 Phase II Major Maintenance Corridors

2.3 Statutory Clearances Required

The contractor is required to obtain the following clearances after mobilisation and before start ofconstruction works.

* Clearance of Technical Auditor layout of workers camp, equipment yard and storage area.* Clearance of technical auditor for traffic management plan for each construction package.* Consent of UPPCB for location and operation of hot mix plant, DG sets, crushers, fuel storages,explosives (if any)* Any other clearance which PWD or technical auditor deem fit to obtain.

In addition, the contractor will submit an assurance to comply with the ESMP provisions to theUPPWD/Technical Auditor.

3 ENVIRONMENTAL MANAGEMENT MEASURES PROPOSED

A description of the various management measures during the various stages of the project isprovided in the following sections.

3.1 Pre-construction Stage

During the pre-construction stage, the management measures required will include:

* Clearance of the RoW from squatters, if unavoidable and preparation of Resettlement ActionPlan as per R&R Policy of UPPWD.

* Relocation of utilities if unavoidable and preparation of utility relocation Plan, and* Procurement of materials for initiating the construction by finalizing borrow area and quarryarea locations.

3.2 Construction Stage

This will be the most crucial and active stage for the Environmental and SocialManagement Plan. In addition to the monitoring of the construction activity itself to

3.4 Unforeseen Situations and Their Mitigation

None of the properties or community utilities or trees along the corridor shall be removed along thecorridor. In case of accidental impacts on the properties or trees, or the design of the road entailsclearing of the corridor of impact, the same shall be done in accordance with the environmentalmanagement measures suggested in the Table 3.2. The PIU will provide clearance for constructionfor each route after taking cognizance of the information provided in the checklist (C4) to be filledup by the contractor as well as the relevant provisions of this ESMP. The applicable clause of table3.2, will be recorded and after meeting the mandatory requirements will be conveyed to thecontractor. Removal of private properties, if taken up, shall be according to the R & R policy of theUPPWD. All entitlements applicable to the Project Affected Person shall be automaticallyapplicable. The definitions of various terms and the entitlement matrix are provided in theAppendix 1.

5 REPORTING SYSTEM

Reporting system provides the necessary feedback for project management to ensurequality of the works and that the program is on schedule. The rationale for a reportingsystem is based on accountability to ensure that the measures proposed as part of theEnvironmental and Social Management Plan get implemented in the project.

The reporting system will operate linearly with the contractor, who is actually carryingout the construction reporting to the Engineer (UPPWD). The UPPWD will be having aTechnical Auditor who will assist the PWD on key issues related to maintenanceincluding environmental and social components. All reporting by the contractor andTechnical Auditor shall be on a quarterly basis. The Environmental cell at PWD shall beresponsible for preparing targets for each of the identified ESMP activities. Allsubsequent reporting by the contractor shall be monitored as per these targets set bythe environmental cell before the contractors move on to the site. The reporting by theContractor will be a monthly report like report of progress on construction and will formthe basis for monitoring by the PIU, either by its own Environmental Cell or theEnvironmental Specialist hired by the Technical Auditor. The monitoring will be done ofthe following:

* Monitoring of facilities at construction camps* Monitoring of air, noise. soil and water parameters including silt load; and* Monitoring of cleaning of drains and water bodies.

The designed monitoring process is indicated in the Table 5.1. The forms that need to beutilized for the reporting are given in Appendix 111.

Ambient Air Quality (AAQ) Monitorlng

Ambient air quality parameters recommended for road transportation developmentsare Respirable Particulate Matter (RPM), Suspended Particulate Matter (SPM), CarbonMonoxide (CO), Oxides of Nitrogen (NOx), Hydro-Carbons (HC), Sulphur-dioxide (SO2)and Lead (Pb). Water Quality Monitoring

The physical and chemical parameters recommended for analysis of water qualityrelevant to road development projects are pH, total solids, total dissolved solids, totalsuspended solids, oil and grease, COD, chloride, lead, zinc and cadmium. The location,duration and the pollution parameters to be monitored and the responsible institutionalarrangements are detailed in the Environmental Monitoring Plan. The monitoring of thewater quality is to be carried out at all identified locations in accordance to the IndianStandard Drinking Water Specification - IS 10500: 1991 (stated in Table -1)
