Outline

• Conventional Plant in Gate 3

• Progress on ITCg

• Grid25 Update

Conventional Plant in Gate 3

• 6500MW + being considered in the ITC

• Conventional applications being modelled in same way as renewables

• Draft Direction proposes c. 1600MW plus an interconnector eligible for an offer

• 500MW to be chosen based on ITC

Gate 3 ITC Status (1)

• Initial ITC run started Q1 2009

• Initial results highlighted potential improvements to provide earlier firm access

• Decision made to re-start ITC to include changes to the schedule & scale of line uprates, new build schedule & demand growth

• Overall changes should serve to provide earlier firm access

• ITC runs re-started July 2009

Gate 3 ITC Status (2)

• Completed 2010, 2011 & 2012 ITC runs

• On course to finish ITC runs by January 2010

• ITC Results provision schedule:

– 2010-2013: September 2009– 2014-2017: November 20092014 2017: November 2009– 2018-2021: Early January 2010– 2022-2025: End January 2010

• Connections offers to conventionals will issue within the agreed Gate 3 offer delivery schedule for renewables

Amendments to ITC Program Assumptions

• Line uprates

– key aspect in providing firm access (particularly in early years)

– have identified HTLS conductor which enables quicker line uprating

– Schedule prioritised in first instance on basis of overload levels observed in Grid25Grid25

– re-prioritisation following each annual ITC run

• New build

– schedule based on ongoing work on Grid25

• Demand growth

– using revised growth projections

• Conventionals

– progressing runs on basis of draft CER direction

Advancing Gate 3 Firm Access Quantities

• Proposing to perform additional constraints modelling to determine if FAQs id d b ITC P b d dprovided by ITC Program can be advanced

• High level proposal is to offer firm access where level of constraints below certain thresholds

• Possible methodologies currently being looked atg y g

• Methodology employed will need to align with emerging scheduling & dispatch policiespolicies

• May result in FAQs provided as part of initial offers being improved

Primary Corridors for Reinforcement

• Grid25 identified primary corridors for reinforcement

*

reinforcement

• The analysis gave a good indication of the type of solutions that would work

– 2,300km uprating of existing circuits – 1,150km new build

• These “solutions” are being used in the Gate 3These solutions are being used in the Gate 3 process

• They give correct scale and capacity required

• The projects we bring forward may be variants of these but will have the required capacity and will be of similar scale, so differences will be second order

Gate 3 Network Programmingg g

• 2,300 km Line Uprates– Programmed over next 15 years to 2025– Prioritised in first instance on basis of overload levels observed in Grid25– Re-prioritisation following Gate3 ITC runs

• New conductor type (GAP) being adopted– Years of experience using GAP in other countries, but new to Ireland– Efficient and cost effective way to uprate– Test on real 220 kV line programmed for next year

• 1,150 km New Build– Major reinforcements being advanced in each region

• Cork – Dublin• Kerry – Cork• Mayo to East• Donegal to rest of System

– These corridors represent major blocks to renewable generation

Optimisation Example: Cork – Dublin Route

Consideration given to inter-alia:

*

• Assessment of Environmental Impacts in the study area including offshore

• All plausible routes and connections between Cork and Dublin

• Synergies with other potential network requirements e.g. routing the circuit so it can be used to reinforce south midlands and east midlands

• Range of technologies: HVDC v HVAC, UGC v OHL etc

• Capital and Life-Time Costs

• Reliability, Operability and Longevity of the alternative options

• Feedback from Public Consultation
