“Safe and Legal Migration”th thon 4 - 5 March 2013

The workshop is being organized by Overseas Manpower Company AP Ltd.,
(OMCAP) with the financial assistance from IOM (International Organization for
Migration)
The District functionaries of the Department of Employment & Training (Dist.
Employment Officers, Regional Employment Officers, Regional Deputy Directors,
District Convenor Principals of ITI's have attended the workshop.
Sri. Amit Bhardwaj, from IOM (International Organization for Migration) welcomed
Sri.J.C.Sharma, IAS, Principal Secretary to Government, Department of Labour,
Employment, Training and Factories and Vice-Chairman of OMCAP, Prof.Irudaya
Rajan, Chair Professor, Ministry of Overseas Indian Affairs, Research Unit at Centre
for Development Studies, Thiruvananthapuram, all the Officers of the Department of
Employment and Training to two days workshop on 'Safe and Legal Migration' and
expressed the hope that it would be fruitful workshop which would provide a good
opportunity to the officers in getting insights on various issues related to migration.
Mr.Amit Bhardwaj also explained that the workshop was planned under the 'Training
of Trainees' programme of IOM (International Organization for Migration) and the
present workshop was specifically designed for Government officers.
Prof. Irudaya Rajan in his keynote address spoke about the remittances sent by the migrants
which has made India the No.1 remittances receipient country in the World. According to
Dr.Rajan, the remittances received by our country is twice the amount spent on our Defence
Budget. But, unfortunately the exact figures, (the number of migrants who go abroad, which
country they go to? Why do they go? etc,) and data is not available.
Sri.J.C.Sharma, Principal Secretary spoke about the placements under the RYK (Rajiv
Yuvakiranalu Scheme) and the importance of giving trainings both under short term and long
term to reach the targets set. The Principal
Secretary and Vice-Chairman of OMCAP
also stated that overseas placements is but
an extension of the already existing
domestic placement activities and advised
the officers to evolve a proper strategy to
achieve both Domestic and International
placements. He thanked the guest
speakers, IOM, OMCAP and others officers
and wished the workshop a success.

Prof.Irudaya Rajan spoke about the
migration in his native state i.e Kerala and
compared the migrant to a candle which
burns to give light around but once its work
is over, nothing is left of it. Similarly, a
Migrant works all his life for the sake of his
family but by the time he/she think of
themselves, there is no time left out. Prof.
Rajan also spoke about the social cost of migration, negative impact of migration on women,
children and elderly people. He stressed the need to send migrants with better skills so that
they could get better salaries and he also stressed the importance of inculcating financial
discipline for all the people going abroad to work.
Prof.Irudaya Rajan also spoke about the positive impact of migration, along with the
remittance. The unemployment rate and its consequent social unrest was reduced in Kerala
after the oil boom in 1970's. It has prevented the social interest to certain extent
Sri.Amit Bharadwaj from IOM (International Organization for Migration) spoke about the
complete cycle of migration. From Pre-departure to placement, Integration and
Reintegration. He also spoke about the problems of trafficking which is said to be the second
most lucrative business after narcotics and smuggling.
Sri.Amit also highlighted some benefits of migration like getting remittances, reducing
unemployment in source country and said that with proper skills provided to migrants, the
benefits can increase manifold.

Services, UAE spoke about the living and
working conditions of Emigrant Indians in
UAE. He threw light on the working
conditions in U.A.E, about the breaks
given in between the working hours
during peak summers and strict
enforcement. He spoke about the latest
(by the
migration of thousands of Malayalees to Gulf).

Dr. Swamy emphasised the need to utilize
our ITIs to give training to trainers on
Overseas skill requirements as per the
requirement of the foreign employers. The
trained instructors in turn will train the ITI
candidates facilitating good placements
abroad.
Ms.Radharani Thakuria from IOM spoke
about the three phases of migration cycle A. Issues related to Pre-departure B. Problems
faced by the migrants in destination countries C. Re-integration and also about student
migration.
Mr. Mohammed Faheemuddin, Advocate and Legal Consultants explained the various legal
aspects involved in the migration cycle

developments in U.A.E regarding the working conditions of the workers, like making salary
payment only through cheques and online, making laundry facilities compulsory in all the
labour camps of the companies, etc.
Mr. Murthy also explained that the telecommunication charges in U.A.E are expensive and
that the migrants should be careful in spending the hard earned money on consumer items
since U.A.E is a consumer's paradise.
Mr. Amit Bharadwaj in his presentation spoke about difference between the smugglers,
recruiters and traffickers. He also spoke on the importance of raising the issues faced by the
migrants at various forums like SAARC, ASEAN etc.
Dr. K.V.Swamy, General Manager OMCAP gave a Power Point Presentation on need to
improve the technical skills of our candidates, so that the candidates would get better
opportunities abroad. Andhra Pradesh is sending many semi-skilled people abroad, if they
are given proper training they would be certainly paid better and the chances of getting
exploited in the destination countries will be considerably reduced with better skills.

Dr. K.V. Swamy explained about the
Migrant Resource Centre in OMCAP and
the various activities undertaken by MRC
to help both the migrants and intending
migrants.
Sri.P. Purushotham, Assistant Director,
Bureau of Immigration spoke about the
functions of the Bureau in maintaining the
data related to all foreigners residing in our state.
Sri. P. Shashikiran is a Lawyer from NGO Migrants Rights Council. He spoke about the
various problems faced by the migrants and the steps that can be taken to reduce the
distress of the migrants.
The workshop ended with the distribution of certificates by Mr.Amit Bharadwaj to all the
officers of Department of Employment and Training who participated in the two days
workshop on 'Safe and Legal Migration'. Dr. K.V. Swamy has proposed vote of thanks to all
the participants, speakers, organizing committee of the workshop, Smt. Naga Bharati, HR
Manager, Sri Ravi Kumar, Accounts Officer of OMCAP, MCR-HRD authorities and other
invitees.

Rules are generally explained1) Rules and Regulation Wrt, ITI Trainees and opportunities in overseas, the
procedure to be followed should be added.2) A closed Discussion must be arranged with CET, to strengthen OMCAP and
for inclusion of a Technical officer in OMCAP.3) Bring down this awareness programme down to ATO level for good results
among trainers and trainees.
To meet the skill requirement by the overseas employers and local industry. One institute may be taken or model institute for every zone. The ITIs and Employment Exchanges in the Dist can be used or migration information centre for better results.
It is required for all the ITI staff (i.e ATO/DTOs) to guide the trainees who are willing to go to abroad.
I request the OMCAP officials if this kind of workshops is conducted at District level. The more the awareness is increased among the large members and more useful.The low and rules of migration to be imported to the uneducated, unskilled with same left and continuous to understand easily.

Existence of OMCAP and its activities are not known at village level/Mandal level. It needs more publicity and advertisements through E-Media and News papers.

This programme is very essential for migrate people. So kindly increase training programme 2 to 4 days for safe and legal migration for awareness social cost of migration, regular and irregular migrations.

To get awareness to their subject in the ITIs it should be the subject of employability skill subject.
1) It is suggested that to start District migration centers at all DEEs of the state.
2) Deputation of some of the teams to study onsite migrants difficulties who are in foreign countries will highly helpful in dealing migration issues.

will be included.
Involve the POE Office and also need to involve the DISTRICT EMPLOYMENT OFFICER's, REO's, DD's from the government side issuing G.O's specifying their role.

The concept should go to the people through media. Cultura lprogrammes short films for better awareness of migration it will cooperate in all the manner in this regard.
This seminar is very useful explaining to others who works at abroad. Please conduct seminars in a year to create awareness.
To grown up the country. We required industries for this we required men and material in same way to train up quality ITI trainees we required training. Full fledged facilities, then only we produced quality technicians.
This programme is conducted by the every Dist Head quarters with all the Officers.
Two days workshop is not sufficient conduct at least one week.
