Charmaine Phipps About Me

When I was born, my parents and my siblings were living in La Puente, CA. I have two older brothers and one older sister. I grew up mostly happy except my brothers tormented me by making me play sports a lot. I didn’t get along with my sister at all. We were very poor when I was young, but my father became a lawyer when I was in 5th grade and we had more money after that. I remember that when he finally got a job as a lawyer, my mom bought me a waterbed. In La Puente, the population is mostly Hispanic. There were only 3 white families in my neighborhood. All of my friends were Mexican or Black. There were a lot of gangs in La Puente and walking to school and home from school was sometimes dangerous. The “chola” girls always threatened to beat me up. They called me “white girl”. My whole childhood I was “white girl.” I was happy to move away and go to college in 1990. I wanted to get away from La Puente. I studied at Cal State Stanislaus for four years and then one month after I graduated with a BA degree, I got married. I was twenty two. My new husband wanted to go to graduate school, but I was tired of school. We moved to Sonoma County, CA which is up north of San Francisco. He attended Sonoma State University and I worked as a secretary. I always edited everyone’s writing. I loved living in Sonoma County. There are beautiful vineyards there. I loved the weather and the scenery. Unfortunately, after my husband graduated, he wanted to get a teaching job, and there weren’t many in Sonoma County so we had to move back to the LA area. I was very sad at first. But I was also happy to be back near my family.

We moved to Upland and I decided to go back to school and become a high school English teacher. I started the credential program at Cal Poly Pomona.

Eighteen months later, when I was almost done with the program, a professor

suggested that instead of a credential, I work towards a Master’s Degree so that I can teach at a community college instead. I agreed and a year later, I had an MA degree (and no credential!).

Charmaine Phipps MY HOME TOWN – LA Puente, CA, USA

The community of La Puente began in 1841 when European settlers arrived by wagon train from New Mexico and obtained title to the large 48,000 acre Rancho La Puente.

During the 1930's, the area was famous for its fruit and walnut groves. The largest walnut packing plant in the world was located in the City. Today, the suburban community of over 41,200 people is predominately residential (70%), with commercial land uses located primarily along major highways and streets. Industrial land uses are less than five percent (5%) of the City's 3.5 square mile land area.

Community Information

The City of La Puente is governed by a five member City Council. The City Council holds its regular meetings every second and fourth Tuesday of the month at 7:00 p.m. in the City Council Chambers at City Hall. In-house departments at City Hall include Administration, City Clerk’s Office, Community Development, Recreation Services, and Finance.
