Analytical Data

The sediments in the river and harbor were evaluated through an extensive samplingeffort. A total of 448 sediment samples (plus QA/QC samples) were collected at 115locations in the study area. All the samples were analyzed for polychlorinated biphenyls(PCBs). Three hundred and sixty one samples were analyzed for inorganic constituents,other organic constituents and/or physical parameters. Seventy-nine samples wereanalyzed for USEPA's Target Analyte List" (TAL) and Target Compound List" (TCL).Eight samples were analyzed for the USEPA "Appendix IX" list. Enseco CaliforniaAnalytical Laboratory conducted the laboratory analysis for all chemical analysis. EarthTechnology Corporation conducted the physical analysis for the sediment samples.

The analytical data received by the laboratory was checked for accuracy, precision andcompleteness. The data validation process for this project consisted of data generation,reduction and three levels of review.

The first level of review was conducted by the contracted analytical laboratory, who hadthe initial responsibility for the correctness and completeness of the data.

The second level of review was performed by a WCC Data Review Specialist whosefunction was to provide an independent review of data. This was performed as the datareceived from the laboratory according to the established set of guidelines entitled"Laboratory Data Validation Functional Guidelines for Evaluating Organic Analyses",(USEPA, 1988a) and "Laboratoiy Data Validation Functional Guidelines for EvaluatingInorganic Analyses", (USEPA, 1988b). The data review induced the verification of thedata for the following, but is not limited to just these five items.

Specified holding times were within limits,Calibration checks were adequate,Qualitative and quantitative results were correct,Documentation was complete, andQuality control results were complete.

Data package review documentation is on file with each data package. The datapackages were found to be in good order with the exception noted below. Other errorsencountered were limited to misprints and occasional missing pages. They werecorrected by correcting the misprints and have the laboratory re-issuing the missingpages.

The third level of review was conducted by the WCC Project QA Officer or hisassistants who randomly audited 10 percent of the sediment report back to the benchsheets and chromatograms. The data was received with a unique laboratory projectnumber and the third level data review included laboratory project numbers E050993and E050974 for sediment. The two sediment analysis packages comprised 57 samples.The data check reveal no errors which would compromise the data. The Ensecolaboratory number and corresponding WCC field sample number are listed inAttachment A.

The water and fish samples were also reviewed. Laboratoiy packages numberedEOS 1599 and E053982 were reviewed back to the bench sheets for water and fishsamples, respectively. Third level data validation for water and fish, reveal no errorswhich would compromise the data.

Data Reporting Issues Resolved During Verification

Seventeen semi-volatile samples and one matrix spike exceeded the holding times.After review of the re-extraction of the samples it was found acceptable as valid data.The time between sample receipt to the laboratory and extraction was 25 days. Timebetween extraction and analysis exceeded limits by 4 to 6 days. WCC sample number0115102SE09BI was run within the accepted holding time. The related laboratory blankfor this sample detected unacceptable levels of phthalate contamination. The same ARIsample was analyzed again, and detected phthalate contamination. A new sample0115102SE09BI was re-analyzed outside of the accepted holding time. The secondanalysis of sample 0115102SE09BI and the corresponding laboratory bank, did notdetect phthalate contamination. Other parameter results were equivalent to the firstanalysis. As per Enseco's decision, samples were re-extracted, this time out of holdingtime. Analysis of the blanks showed no phthalate contamination. Enseco and WCCjudge the analytical results to be useable. The following samples were part of thispackage:

F8M nssu£ QA/QC requirements exceeded planned limits. Analytical variability of fishtissue can be accounted for by the following:

• Fish tissue with different metabolic rates (e.g. muscles or fat tissue),• More fatty material present in one sample than another, and• Matrix interference during analysis due to a higher concentration of

various chemicals in a sample.

Duplicate sample analyses exceed planned QA/QC for the above mentioned reasons.Fish analysis conducted by others have had similar variability and QA/QCdiscrepancies. This appears to be a common occurrence with the analysis of fish tissue.

RESPONSE TO COMMENTS (Section E of July 7, 1992 USEPA comments)

Comment: b) There is a large variation in the detection limits of a particularcontaminant within the same matrix There is also a large variation in the duplicatesamples. The reasons for this should be explained in the text. Apparently this data has

been reviewed by EPA and the explanation for the variation in detection limits ispartially due to dilution and partially due to the conversion from wet weightconcentration to dry weight concentration. These are valid reasons for the variation, butthey should be stated in the report.

Response; b) Detection limit variability of a contaminant within the same matrixis a function of different compound concentration and sample moisture. If Sample Ahad a low concentration, the sample would be analyzed without diluting. However, ifSample B had a high concentration, dilution of the sample would be required. Thisallows the concentration to be within the instrument's standard calibration range.When a sample is diluted, the detection limit changes proportionally to the amount ofdilution required. TUs brings the result into the instrument's calibration range, thusits detection limit is raised proportionately

The sediment was mixed in a bowl with a spatula prior to collection of samples.Volatile and physical samples were collected separately. Variation in duplicate samplesoccurred because the two mixed samples were not exactly the same.

Variation between wet and dry weight sample concentrations are a function of theconversion from wet weight to diy weight. All analytical data results must be reportedon "dry weight". This reduces the variable of the moisture in the soil sample. Detectionlimits are raised in direct proportion to the amount of water present in the sample.

Comment: c) The large variation in duplicate sample results has not been adequatelyexplained. Since true duplicates for everything but VOA's are formed fromhomogenizing a single sample and then talcing the duplicate samples from thecomposite, variation in actual results would be expected to be negligible. Explanationfor this should appear in the report

Response; c) Variations in duplicates are common, as stated in response to b.).Variations in duplicates occurred with samples and duplicates collected for the finalRemedial Investigation Report dated March 28, 1985 conducted by CHjMHill andEcology & Environment for the U.S. EPA. Variations in duplicate samples from theU.S. EPA report had the following ranges.

Variability in these samples are due to the same reasons listed in response b.).

Comment: d) Regarding the data quality, and also all sampling reports to besubmitted in the future, it is required that the procedures outlined below be followedto ensure that all samples were taken, delivered to a lab and analyzed, havecorresponding analytical data provided (regardless of whether there was significantinterference or questionable results), and are ultimately considered acceptable to U.S.EPA Region 5's Central Regional Laboratory (CRL) office. All previously collectedRiver data must be submitted to U.S. EPA for U.S. EPA CRL QA/QC review.Furthermore, a QA/QC summary report similar to the report submitted for the Phase 1SQDI sampling, which summarizes the settling defendant's QA of the data, is required.U.S. EPA Region 5's CRL office will conduct a minimum of a 10% data quality review.

;;Lr>iThese requirements also must be followed for all source control and design operableunit sampling to be conducted.

The packages to be sent to CRL involve those to be considered 'level 3' and'level 4' quality, have received the appropriate reviews as such from the SettlingDefendants, and must include the following to provide for an expeditious CRL review:

dl) Review QAPjP sample matrix table for number of samples, matrices andparameters to be analyzed.

d2) Review sample numbering system documented in QAPjP.d3) Organize all data packages received into parameter and sample number. The

package must be organized in neatly bundled stacks of paper and not just thrownin a box.

d4) Compare data packages to matrix tables and numbering system.d5) Review data validation report for submitted data and determine if there are any

apparent data problems. If any problems exist, they must be documented in amemo indicating specific attention to that area may be needed during CRL's

review. Also indicate whether specific sample analysis be given a detailedreview.

d6) Indicate whether any sample data is missing. If so, describe what the problemis/was.

Response: d) ARG provided the data to the agency in 1991. The data was reviewedat that time. To the best of ARG's knowledge, the data was acceptable since no furthercomments were received.

The data review documentation sheets for the 10% of the data packages reviewed isattached. Please note that the Ashtabula River Investigation river sediment data hadbeen submitted to the CRL for review. The transmittal letter for the exchange of alldata packages to the CRL on April 27,1990 is also included.

As mentioned earlier, one file copy of the complete set of laboratory data reports forthe Ashtabula River Investigation will be delivered to you on October 15, 1992.Because these are file copies, we request that these documents be maintained intact andreturned upon completion of your review. I. Holding Tunes: The holding times requirements were met
