Hello and welcome

Over the weekend we will be hosting in excess of 300 teams in what is generally recognised as the biggest and hopefully best-run tournament in the south of England. With carefully seeded competitions starting off in round-robin events before all teams move to the knockout phase of cup and plate competitions, we pride ourselves on running competitive events but with an emphasis on inclusivity and fairness and, most importantly, fun. To that end we ask you to observe a few sporting basics:

• No academy players are permitted to play in our tournament and will be reported to their ‘parent’ club if reported to the tournament management committee.

• Players are not allowed to play for more than one team on the same day – any instances may result in both teams being expelled from the tournament.

• Managers must bring their normal league player identity cards with them or risk expulsion of their team from the tournament in the event of a challenge.

• Abuse of referees, either verbal or physical, will not be tolerated and will be reported to the appropriate club/county of affiliation. In particular, bearing in mind the youth and vulnerability of our younger referees, any abuse will be reported to the county of affiliation and civil authorities as potential safeguarding issues.

• Any team not showing due respect to opponents during play or presentations will be reported to their club, which will not be permitted to enter future events.

That’s the bad stuff out of the way. We sincerely hope that you all have a fantastic time and enjoy our tournament in the usual Woodley Saints way.

Directions & parking

All routes into our home ground, Berks County Sports Club ( 0118 969 1340 – 0776 445 0834) on Sonning Lane, tend to be very busy on both tournament days, so please allow an extra 30 or 45 minutes for your journey time to arrive there in good time.

Parking onsite is free but there is a £4 charge per car for the programme, so please help us to keep the traffic flowing by having the correct change handy when you arrive. For reasons beyond our control, our landlords do not permit dogs on the site unless they are for certified medical support and we are obliged to enforce this strictly. Please help us avoid embarrassment all round by not smuggling your pets on to the site as you will be obliged to remove them without exception. Arriving from Bracknell Leave the A329 (M)/A3290 just before Suttons Business Park and take the London Road (A4) off the roundabout heading east towards Woodley/Maidenhead under the A3290. Go through the next two roundabouts and take the first left into Sonning Lane. The ground (Berks County Sports Club) is at the far end opposite the Reading Blue Coat School immediately after the traffic lights. Arriving from Reading Although the ground can be reached by going through Sonning village it is advisable to take the A4 heading towards Woodley/Maidenhead to avoid traffic congestion. After going through the Shepherds Hill Roundabout take the first left into Sonning Lane. The ground (Berks County Sports Club) is at the far end opposite the Reading Blue Coat School immediately after the traffic lights. Arriving from M4 (J8/9) Exit the M4 at Junction 8/9 and take the A404(M) to the Thicket Roundabout. Take the first exit onto the Bath Road (A4) and stay on this for 8.5 miles passing Twyford and Woodley on your left. Just after passing the Woodley turnoff you will come to Sonning Lane on the right of the dual carriageway. The ground (Berks County Sports Club) is at the far end opposite the Reading Blue Coat School immediately after the traffic lights. For Satnav use, the Berks County Sports Club post code is RG4 6ST.

Woodley Saints 5/6-a-side Tournament - Administration Rules 2017 1. Management of the competition

a) The Competition shall be called “Woodley Saints South of England Small Sided Championships and Festival”. b) The officials shall be Cornelius O’Kane (Club Secretary and Tournament Director), John Pulfer (Club Treasurer) and Graham Skinner (Trophies

Organiser). c) Any alterations to these rules may be made by the officials. d) The competition shall be governed in accordance with the Rules and Regulations of The Football Association. Matches shall be played in

accordance with the Laws for Small Sided Football as laid down by the Football Association. Any other rules must be specified. Where there are options these must be specified.

2. Affiliation of participating teams

All teams will be affiliated to a County Association, through the competition. For one day and charity competitions the sanctioning of the competition shall automatically accord to all participating teams the status of affiliated teams.

3. Teams eligible to enter and entry fee

The competition shall be open to teams from U7s to U16s. The entry fee shall be £35.00 per team except U7s and U8s which shall be £30.00 per team and Walking Football which shall be £20. A discount of £5 may be offered to teams for early enrolment.

4. Committee and powers A Committee consisting of the Woodley Saints Executive Committee shall be appointed to organise the competition. The Committee shall have the power to apply, act upon and enforce the Rules of the Competition, and shall have jurisdiction over all matters affecting the Competition, including any not provided for by these rules. The Committee shall also adjudicate in all cases of dispute, protest and complaint. Other members shall be co-opted if required.

5. Copies of rules

A copy of these rules shall be given to all participating teams and are binding on the clubs taking part.

6. Players qualification

The competition shall be divided into U7 – U16 age groups (mixed or girls as appropriate) and Over 60s.

When registering, all teams shall submit to the Committee a list of players with details of their dates of birth showing that they were over or under their respective ages before 1.9.2016 or for children attaining the age of 6 after this if playing in U7s (only). All players shall be bona fide members of their clubs, and may only play for one club in the same age group.

7. Team Colours

In the event of teams having similar colours the second named team shall change its tops or wear bibs. Players shall be dressed in uniform shirts, socks and shorts, and all players shall wear colours which distinguish them from other players and referees. Goalkeepers (only) may wear tracksuit bottoms.

8. Arrangement of competition a) The competition shall be played on a League basis in the first stage with teams divided by the Committee into groups. The number of League

games will be determined by the number of entries for that age group within the competition. b) A knockout competition shall then take place between the top teams within each league depending on the number of entries for that age group

within the competition. The remaining teams may take part in a consolation competition. The Committee shall make the draw for both of these competitions.

9. Reporting of results

The winning team shall be responsible for reporting the result of the game to the scorers at the conclusion of the game by handing in a result slip that has been completed by the referee. Where a result slip goes missing and cannot be verified by other means the Tournament Director shall award a 0-0 draw.

10. Referees Referee shall be appointed by the Committee. Referees shall be paid a fee on a per diem basis as agreed between the Tournament Director and the Referees Coordinator.

11. Protests and complaints

All questions of eligibility, qualification of players or interpretation of the rules shall be referred to the Committee, but no objection relative to the dimensions of the playing area or other appurtenances thereon shall be entertained by the Committee unless a protest is lodged with the referee before the commencement of the game.

12. Appeals Any appeal against a decision of the Committee must be made in writing to a sanctioning association in accordance with its rules within fourteen days of the posting of the decision of the Committee, and be accompanied by an appeal fee applicable to that sanctioning association.

13. Misconduct

To be dealt with in accordance with the agreed FA procedures.

14. Team names

No team may enter this competition in the name of an affiliated club without the full knowledge and authority of that club. Each team must supply their County Affiliation Number for the current year as proof of good standing with their parent association.

15. Trophies

For all age groups in each Main and Consolation competition, the winners will receive a team trophy, and individual medals will be awarded to all players in teams that play in the finals. For U7s and U8s every player taking part will receive the same medal.

16. Late Arrivals

If a team arrives too late to play a match, it will be scored as a 0-0 defeat and the opposition awarded 3 points. Any team found to be manipulating this rule may be liable to disqualification.

17. No shows

If a team fails to show or there is an unfilled slot in any conference, the preliminary round-robin games will all be extended from 8 minutes to 11 minutes to balance the time played by each team.

TOURNAMENT RULES 2017

1 Playing Area. Pitches will have dimensions of 45m x 30m except for U6/U7s which will be 35 x 30. The penalty area will be marked by a semi-circle except for U6/U7s when a line

across the pitch will be used instead.

2 The Ball. For each game the first-named team must provide a match-quality ball. The ball will be size 3 for U6s to 9s, size 4 for U10s to 14s, and size 5 for U15s and 16s where

applicable.

3 Number and Ages of Players. All players must have been under their respective ages before 1.9.2017, e.g. U7 = under 7 on 1.9.2017. However, children reaching the age of 6

during the season can be registered to play at U7s (only). U7s and U8s teams may field 5 players from a named squad of up to 9 players. At U9s and above, teams may field 6 players from a named squad of up to 8 players. No player may play for more than one team in any age group. Any number of substitutes may be used at any time with the permission of the referee. Entry into the field of play will only be allowed during a stoppage in play. A player who has been replaced may return to the playing area as a substitute.

4 Playing Equipment. Players must wear shin guards or will not be allowed to play. Goalkeepers must wear a distinguishing playing strip. No team will be permitted to play in a

strip featuring solid black front or rear. In the event of a colour clash, the team named second in the schedule will be required to change their shirts, or wear bibs, or make other changes to avoid any colour clash. Shin guards must be covered entirely by the stockings. Both trainers and football boots are allowed.

5 Referees. Each match will be controlled by a referee who will have full authority to enforce the Laws of the Game in connection with the match to which they have been

appointed. The decisions of the referee regarding facts connected with play are final. The referee may only change a decision on realising that it is incorrect and, at their discretion, provided that play has not restarted.

6 Assistant Referee. In finals, an Assistant Referee may be appointed to carry out duties as prescribed by the referee.

7 Duration of the Game. All matches with the exception of finals (and special circumstances as advised by the Tournament Director) are 8 minutes long with no half-time. Finals

are 10 minutes long with no half-time.

8 Start and Restart of Play. The team named first in the schedule will have choice of ends. Their opponents will kick-off. A kick-off is taken at the centre of the playing area to

start the game and after a goal. A goal may be scored directly from the kick-off.

9 Goalkeepers. As per the laws of the game. Additionally, the laws concerning the back pass to a goalkeeper will apply (except at U7 and U8) and will be punished by a free kick

where the infringement took place (i.e. where the goalkeeper picked up the ball). There are no restrictions on how the goalkeeper may release the ball.

10 Method of Scoring. As per the Laws of the Game, with the following points being awarded: 3 points for a win, 2 points for a score draw and 1 point for a 0-0 draw plus 1 point for

each goal scored. Ties for league and conference places will be resolved in order by:

(a) the result of any game between the two teams

(b) the most wins

(c) the most draws

(d) the most goals scored

(e) the least goals conceded

(f) the drawing of lots by the tournament director.

Drawn matches in the play-offs will be resolved by penalties. Only players on the field of play at the final whistle may participate. The team named first in the schedule will take the first penalty. Each team will take 3 penalties alternately, using different players. If the scores are level, teams will continue to take alternate penalties, firstly by the remaining players and then in the same order as before, until one team scores and the other team fails.

11 Offside. There is no offside.

12 Fouls and Misconduct. Any player cautioned by the referee is suspended from playing in their team’s next match

in the tournament. Any player sent off or playing while suspended will take no further part in the tournament. Misconduct by club officials or supporters may result in sanctions

determined by the tournament director being applied to their team, including deduction of points or forfeit of the result. All misconduct will be notified to the relevant County

FA.

13 Free Kicks. All free kicks are direct and are awarded as per the Laws of the Game. Opposing players must be at least 3 metres from the ball.

14 Penalty Kicks. If a player or players commit an offence at the taking of a penalty kick, their team shall not be allowed to gain an advantage (i.e. the kick is retaken or the goal is

allowed/disallowed depending on which team offended). If players of both the defending and attacking team offend, the kick shall be retaken.

15 (a) Kick-in (U9 to U16). A kick-in is awarded if the whole of the ball passes over the touch line. The kick-in is awarded to the opponents of the player who last touched the ball

when it was in play. The kick-in is taken from the place where the ball crossed the touch line. Players of the offending team must stand at least 3 metres from away from where the kick-in is to be taken. The player who takes the kick-in may not play the ball again until it has been touched by another player. A goal cannot be scored directly from a kick-in.

(b) Throw-in (U6 - U8). A throw-in is awarded if the whole of the ball passes over the touch line. The throw-in is awarded to the opponents of the player who last touched the

ball when it was in play. The throw-in is taken from the place where the ball crossed the touch line. Players of the offending team must stand at least 3 metres from away from where the throw-in is to be taken. The player who takes the throw-in may not play the ball again until it has been touched by another player. A goal cannot be scored directly from a kick-in.

16 Goal Kick/Throw in. A player of the defending team kicks (or under-arm throws for U6s-U8s) the ball from any point within the penalty area. Opposing players must remain at

least 3 metres from the ball until it is in play. For U7s to U10s, all opponents must retreat behind the half-way line for goal kicks (or under-arm throw-ins for U7s and U8s) unless the goalkeeper opts to throw in early.

17 Corner Kick. Opposing players must remain at least 3 metres from the ball until it is in play.

18 Over-head balls. For U6- U8s the ball is not allowed above the head height of the referee except at corners – infringements will result in a free kick to the non-offending team and

any goals scored as a direct result disallowed.

Tips/notes for the day

1. Don’t forget to bring:

- a match quality ball of the appropriate size for the age group, marked with your team name

- a change of tops or training bibs in case of a colour clash and you are the second-named team

- a gazebo or large umbrella (and sun creams) as we can’t predict the weather!

2. Please make sure your players are wearing the correct equipment, especially shin pads

3. Please help us keep our lovely grounds the way you find them by using the black bin-liners issued at team registration to take all your rubbish back to the admin area for collection

4. Please complete your team sheet (p.14) in advance to hand in at registration on arrival

5. As is customary there will be official local (Take2Events) and press photographers present during the tournament. In line with FA policy none of the photos will identify any individual in the public domain.

6. There will be the usual side attractions and a full range of refreshments available on the day, supplied by a local highly reputable and qualified caterer, but you are of course free to bring your own selection.

7. Finally, we’re delighted to be once again to be supported by Reading FC Community Trust – we hear they may be bringing a few club personalities along for those selfies to treasure…

One issue which causes us angst every year is

that of dogs. For reasons beyond our control

our landlords absolutely refuse to have dogs,

even on leads, on the site unless they are

required for medical assistance. Please help us

by not bringing a dog with you to the

tournament as entry will be refused. If you do

bring a dog with you for medical assistance,

please expect to be challenged and asked for

proof of this. Ultimately our only sanction is

to withdraw the team you are associated

with and this is unfair on the youngsters.
