    Overview:

    Purpose of the study: Determine the best method and approximate costs of a wireless network tobe spread throughout the harbor properties, both Oyster Point Marina, and Pillar Point Harbor,with an effective range and strength to support wireless access by all tenants and temporarymoorings (for working craft such as fisherman at Pillar Point Harbor, as well as temporaryresidents in both locations). The study was not only performed to determine if it is possible toinstall and maintain a wireless network at the harbors, but to determine the saturation of accesspoints required to broadcast a signal strength powerful enough to overcome the current accesspoints and wireless interference from other wireless devices. In addition, we need to determinethe density of wireless clients based on the deployment of wireless access points because accesspoints are capable of handling a fixed number of devices despite their range. A secondarypurpose, although perhaps as important as the first, is the reception that this system would have

    with the current tenants of both harbors.

    It is important to note that this study takes into account all wireless devices including personalcomputers (running Apple iOS, Microsoft Windows, and various versions of the Unix operatingsystem), portable tablet devices (running Apple iOS, Windows 8, or Andriod), as well as cellulartelephones running various wireless-enabled operating systems. This can greatly increase thedensity of wireless devices, since in the past people typically had one computer that neededaccess to a wireless network, but now a single person can have up to 3 devices and still have itnot considered excessive, including a computer, phone, and tablet device.

    In addition to the study, two different companys wireless offerings were compared based on

    service level offerings and wireless device pricing and range. These two studies are presented atthe end of this presentation.

    Format of the study:

    The study was done in two steps, the first step was to measure the wireless interference and takenote of rogue access points at both harbors. All measurement was performed with a FlukeAircheck handheld wireless meter that was calibrated within the year 2013. Readings weretaken at various points at both harbors to determine the presence of rogue access points as wellas non-802.11 interference that would deter a good wireless connection by a client device. Thisdata and analysis comprises the bulk of Section I.

    The second part of the study tested the wireless range of two different access points that arecompared in Section II of this report, OpenMesh wireless, and Meraki. Readings were takenwith the different access points at different ranges to see if the signal was usable at variouspoints at both harbors. The data can be used to determine the cost of a potential system. Also,the access points were tested a ground level and also when elevated to see if there was a

    difference in signal strength and quality that would necessitate the access points being elevatedin the final wireless layout. This data can be seen in Section II.

    The third portion of the study was the customer response. Although we did not solicit responseson a harbor-wide basis, we did meet in person several tenants during the course of the projectand when asked, told them what we were doing for the district and what the end result could be.For the purposes of this study, the end result was per Scott Grindy, providing wireless service tothe tenants and temporary moorings free of charge as long as their slip fees were not in arrears.This data is summarized in Section III.

    The forth part is a short recommendation on the placement of the wireless access points as wellas a brief presentation on infrastructure and connectivity to the public network (Internet) and arecommendation on the potential Internet Service Provider (ISP).

    Appendix A attached also contains all of the data gathered in the initial noise and rouge accesspoint study. This information can be used to place access points as well as the basis for theinformation presented in this document.

    Mesh networks vs. classic wireless infrastructure:

    A new type of wireless system was invented recently, a new type of network called a meshwireless network. These networks were developed primarily in response to the desire for city-wide wireless solutions managed by a single provider. This technology was developed in 2007by Meraki when they debuted the first example of mesh networking right here in San Francisco.

    Meraki provided free wireless networking for a time in the Lower Haight area.

    Other examples of wireless mesh networking are the one laptop per child program developed atthe MIT Media Lab. These laptops are capable of networking together and sharing the wirelessconnection of even a single laptop amongst all the other laptops that are in range.

    The major advantage to this method of networking is that every wireless access point does nothave to have a connection to the internet in order for the network to work. In the classic methodof providing wireless service, long range wireless devices functioned independently of eachother and provided a single point of service to the individual user. While this is efficient in somecases, it requires more expensive access points and a significant investment in premise wiring in

    order to function properly. It also lacks the flexibility of allowing clients to roam betweenaccess points without having the client do the work of disconnecting and reconnecting to thewireless network. Management devices were introduced to allow this, but they are typicallyexpensive and require that all the wireless devices be wired to them, if even through the ethernetnetwork, in order to function

    Mesh networks have the roaming capability built into the network, and modern mesh networksprovide cloud based (Internet based) management functionality to allow companies to deploy

    them without investing in controllers and other devices that need to be maintained on site andrequire additional management personnel, rack space, cooling, etc. Other advantages of meshnetworks are ease of fault isolation, redundancy of connections allowing automatic failover if asingle AP fails, traffic distribution amongst the access points allowing the entire network toshare the load, not just a single AP, allowing the entire network to be more reliable and moreefficient.

    Margin for error:

    As with any analysis involving varying data points, there is a margin for error in the analysis.The advantage of the two systems presented in Section II is that there are quick and relative

    inexpensive solutions to alleviate potential problems in the final wireless layout. Sincebandwidth can be increased fairly easily and congestion on certain access points can bedecreased by adding another access point nearby, problems with coverage and congestion can beremedied quickly. Since the wireless access points transmit data between themselves andautomatically find the least congested route between them, simply adding access points canrelieve both congestion issues and bandwidth problems on the wireless network. Increases inglobal system bandwidth can be remedied by adding another wired connection somewhere in themesh. Although slightly more costly and time consuming, it is still possible to do this relativelyquickly and simply.

    Section IRogue access points and wireless Interference

    Oyster Point Marina:

    Overview: 35 tests were preformed at various points at Oyster Point Marina. 28 tests wereperformed in different locations in the area where the residents are, and 7 tests were performed atother areas that residents and guests of residents might go, including Drakes dock, Drakesmarine, the fuel dock, and the fishing pier. See Figures 3-7 for locations. Please note that theseimages were taken before the Ferry Pier was completed. Reading 33 was taken at the end of the

    Ferry Pier.

    Findings: Quite a few rogue access points exist on the docks. Most of them seem like they arepersonal access points that the live aboard tenants have for their personal use. WETA (the FerryOperators) have several wireless access points, but the consumer-fronted access points are onlyon the Ferrys themselves, not on the dock. The dock does, however, have an access point called

    WETA_TERM_MAINT and WETA_TERM_MAINT5 which are the loudest access points inthe survey and therefore stand to cause the most interference. These access points could beavoided by using different channels on our access points so as to not interfere with their accesspoints and would not cause our access points to interfere with theirs and also not cause tensionbetween WETA and the harbor district because our signal will not cause problems for them.

    Most of the other access points are fairly low power innature and would not probably cause any interference

    with our equipment if installed. Data from these tests canbe seen in Appendix A of this document.

    Analysis: Based on the data obtained, it would be veryeasy to place access points in enough locations to coverthe area with wireless. Based on the number of boats inthe area, I would recommend a high saturation of accesspoints, even potentially one at each of the testinglocations, however, you could start with a less dense model, having one access point at eitherend of each pier. Also, some access points could be located on the water craft themselves if thetenant complains of not having adequate wireless coverage.

    Pillar Point Harbor:

    Findings: There are a considerable numberof rogue personal access points, but morethan that there is a significant presence ofCoastside.net wifi access points in the area.Judging by the brand name of the accesspoints themselves, it does not appear to be amesh network, rather a point-to-pointnetwork with access points that provide

    wireless. Upon speaking with severalpeople at Pillar Point Harbor, it appears thatCoastside.net already offers wireless in thearea for permanent residents for $24.95 permonth, and many of the residents therealready have it. There is also a significant present of non-802.11 signals on the 802.11

    frequencies that would cause additional interference. Please note that test point number 18 is atthe end of the pier near the Kayak rental stand.

    Analysis: Despite the amount of potential interference, a sufficient number of access pointscould be located to provide adequate coverage of the harbor. Since there is a smaller area ofdocked watercraft, it would require less access points to do the job as well, even at a higherdegree of saturation. Elevating the access points provides for greater coverage, and there aremore existing structures at Pillar Point that would allow us to mount the access points higher andtherefore provide greater coverage without a significant cost increase. We also should at leastconsider that we are cutting into the business of coastside.net, as they will lose subscribers totheir system I would imagine if we offer one for free.

    Section IIWireless Provider Comparison

    Company #1: Cisco Meraki

    Overview:

    Meraki was founded by two MIT PhD students, the company was largely made popular throughits Free the Net campaign that launched in downtown San Francisco and provided freewireless internet service to people living in the Lower Haight and into the Mission District. Thisproject has been discontinued, and the products are not open-source as of late. Most recently,Meraki was purchased by Cisco Systems, Inc.

    Target Market:

    Meraki typically appeals to larger companies that have several hundred to over ten thousandemployees. The have special programs for Retail organization and schools. They also targetlarger land-based outdoor networks like cities. Some of their customers include United Colorsof Benetton UK, Westfield Malls, and the Monterey Jazz Festival.

    Access Points:

    Meraki has 3 available outdoor access points, and 3 available indoor access points. The indooraccess points are not recommended to be used outdoors because of weatherproofing issues.

    Therefore for the case of this study, we will look at the outdoor access points only

    Meraki MR62: Single radio wireless N, up to 300Mbps wireless rate, recommended for lowvolume low cost wireless networks, limited range, economical. Street price approximately $650.

    Meraki MR66: Dual radio wireless N, Up to 600 Mbps wireless rate (300x2), recommended forgeneral purpose outdoor wireless networks, mid-range. Street price approximately $1,200.

    Meraki MR58: Triple radio unit, wireless N, up to 900Mbps wireless rate (300x3), recommendedfor high density, high speed wireless networks. Street price approximately $1,400.

    About Meraki and Cisco systems:

    Meraki has an entire cloud managed networking system, including switching, security appliances(like firewalls and routers), and wireless devices. The wireless devices boast a broad range offeatures, including retail applications like people counting, including wether or not a personactually walks into the store and doesnt just stop by the window to peer in, enterprise security

    (like checking to make sure a computer has anti-virus on it before allowing it to connect), andapplication level control, such as preventing people from streaming video and audio content

    from the web or limiting access to certain websites.

    Meraki also has a host of cloud-managed features such as 12 different SSIDs or networkidentifiers, guest network access, and bridging to the WAN for employee use of the wirelessnetwork.

    Testing performance:

    Meraki provided me with an access point for wireless testing purposes. Unfortunately, thisaccess point may have been their bottom of the line device, because it typically performed verypoorly in tests, not having the range of the other WAPs that were tested, and not providing a

    good connection when the other wireless system that was tested was able to provide a clear andconsistent connection. This was demonstrated at both sites under varying conditions.

    Company #2: OpenMesh Networks

    Overview:

    OpenMesh networks took the Meraki model and kept it open-source. The open source modularwireless access points come in 3 models with a total of 4 enclosures including an outdoorweatherized model provide for flexible options with very reasonable prices. The access pointsproved superior in the range tests, providing high quality connections at almost all distances andconfigurations.

    Target Market:

    OpenMesh targets general business with sizes from small to large. Some of their customers

    include Thetford Academy in Vermont, LivePort hospitality networks, and the city of Belton,Texas.

    Access Points:

    OpenMesh has 3 different access points for sale on their site, and also you can use other accesspoints that you load their firmware on. However, for our case, I will only consider that accesspoints that are tested and for sale.

    OM2P-LC: This low cost, low power device provides wireless coverage in small isolated areaslike conference rooms and meeting rooms. This device is a single radio, single antenna wireless

    N device that has a maximum speed of 150Mbps. This device would be a good device to sell totenants that complain of lack of coverage in their under deck areas. Approximate street price is$55.00.

    OM2P-HS: This high speed device is a dual antenna dual radio wireless N device capable of300Mbps. This device performed well in range tests despite being billed as a high speed unit.This would be the device that I would recommend to cover the majority of the harbor areasbecause of its high speed and good range in testing. Approximate street price is $75.00.

    OM2P: This device has an external antenna and boasts a high range as well as good speed. It isa single radio wireless N device capable of speeds up to 150Mbps. This device would be good

    for the outside edges of the harbors and would perhaps provide wireless access for theincoming watercraft as well as provide coverage for the tenants located there. Approximatestreet price is $75.00.

    Outdoor Pole/Wall mount enclosure: This housing allows any of the three access points to belocated in an outdoor environment. The mount provides both screw-type and tie-wrap mounting

    brackets for versatile mounting on both metal and wood. Approximate street price is $20.00.

    About OpenMesh Networks:

    The system provides wireless access with centralized management at no additional licensingcharge. The wireless access points are so inexpensive it would be easy to deploy a lot of accesspoints in many locations and get great wireless coverage. The centralized management featuresprovide for many configuration options, but they dont have as many features as the Merakisystem. Some examples of this are that it only provides for 2 SSIDs or network access pointsinstead of 12. They also dont have the people counting and software enforcement algorithmsthat the Meraki networks management system does.

    However, the basic structure is the same. The OpenMesh network provides two SSIDs ornetworks, one which could be the tenant network and one could be the guest network. Thesystem allows for prioritization between networks like the Meraki network, and also providesmaps of the wireless access points and graphs of usage on the network and access points.

    Testing Performance:

    The two access points I tested with the OM2P-HS and the OM2P (long range AP). The twoaccess points gave great signal strength and wireless performance in seemingly difficultenvironments for wireless signal to penetrate. I was able to connect and test at about 600 feet at

    Pillar Point Harbor. Considering the cost of the devices, it would be very inexpensive to deploya large wireless network for a reasonable price.

    Section III - Public Response

    Although we did not actually solicit public response, we did encounter several people who askedus what we were doing out on the docks and we explained that we were doing a wirelessfeasibility study to determine whether the district should provide wireless access to the peoplewho live on the docs as well as the fisherman and other temporary residences.

    Oyster Point Marina: Everyone who we met at Oyster Point Marina was quite interested in apotential wireless offer from the District, especially if that offering was included in their slipfees. Several people indicated that it would improve the image of the district with the tenantbase there, saying things like The district has been trying to improve things around here, andtheyve come a long way. This would really make it good. Since there is no real wirelessoffering in the area, it would have a lot of value to the tenants based on our findings.

    Pillar Point Harbor: There was a lower level of appreciation at Pillar Point Harbor than there wasat Oyster Point Marina. Some of the tenants told us that they already had wireless fromcoastside.net and it was great. Others said that it would be good as long as it was free. I did geta chance to speak with one fisherman who thought that the wireless would be just for the tenants,but when I told him that the fisherman and transient residents would be given access as well, heseemed pleased, with a hint of disbelief. It seems that generally the residents of Pillar Point aremore dissatisfied with the district overall than the residents of Oyster Point.

    Section IV - Recommendation

    I order to cover the location adequately, I would recommend that we put a wireless APapproximately every 300 feet in both harbors. This would allow some network redundancywhile minimizing costs for both the installation and the access points required. Below is anexample of one location at Oyster Point demonstrating the coverage of the mesh network.

    It is important to realize that just because some watercraft are not covered by a circle that doesnot mean that they are not going to have wireless coverage. The coverage is actually 600 feetnot 300 as shown in the example. Placing the wireless access points closer together would allowthem to cross-communicate with each other and provide multiple paths for the data to travel toprovide redundancy and fault tolerance. A system could be designed with fewer access points,but that would provide less redundancy and efficiency.

    Similar systems could be designed in all locations. Internet could be provided by ComcastInternet Services which is located in the bathrooms at both Pillar Point Harbor and Oyster PointMarina. Separate internet would be helpful so that there is absolutely no chance of any of thetenants breaking into the servers and/or networks at the Harbor District.

    As far as systems are concerned, I would recommend OpenMesh based on the severe pricedifference between the two systems. Even if we do implement an open-mesh network and then

    decide to go with Meraki at a later time, the investment in infrastructure would not have to beduplicated since the systems are compatible all that would need to happen is that we would needto do is to swap out the access points and the new system would be operational.
