Background

Over 1,000 Winnipeggers responded to a survey this summer to tell the City how they would reimagine the Canoe Club Golf Course. Responses were mixed between those who wish to maintain a golf course and those who want to share or use the space for other recreation. At this time, the City plans to retain the majority of the golf course while seeking opportunities to enhance current facilities, share the space, and incorporate additional activities and would like further feedback on these options.

• The City of Winnipeg (the City) owns the 48-acreWinnipeg Canoe Club Golf Course and leases outoperations and maintenance of the course for five-year terms. In April 2019, the current lease of thecourse to a private operator expires.

• $1 million has been set aside in the 2019 capitalbudget forecast, which could be used to fundamenities on the property, subject to Councilapproval of the budget and project. Should thelease of the course be renewed, funds may bereturned to other area parks projects, subject toCouncil approval.

What We Heard in Phase One

In the survey, respondents were asked to indicate their support or lack of support for 34 options. Among all respondents, the five additional activities/amenities with the most support were:

The City asked how Winnipeggers currently use the Canoe Club Golf Course, and if they support the continuation of a golf course or desire a mixed-use recreational space that includes additional services. During the first phase of engagement, a town hall meeting was held with residents in the area and a survey was posted online over the summer of 2017.

How Feedback Was Considered

Passive uses of the space are the most desired by the public (walking, picnicking, and jogging).

Balancing the interest in passive uses with the desire to maintain a golf course, the City is considering a shared-use model in which the golf course would be open for public, park use one day per week. See board 8.

Those living near the golf course would like it to remain a golf course.

The City is considering maintaining the Canoe Club Golf Course with a reconfiguration of two holes to allow for additional recreational space. See board 6.

Washrooms were the second most desired use for the space.

The City is considering improvements to the clubhouse. See board 7.

30.62% of respondents expressed an interest in maintaining some of the golf course with additional recreational activities.

The City is considering maintaining the Canoe Club Golf Course with a reconfiguration of two holes to allow for additional recreational space and is considering adding tennis courts as an additional recreational activity. See boards 6 and 7.

A proposed tennis facility would be loc ated on the current 5th hole, eliminating the hole completely. To keep the Canoe Club Golf Course a 9 hole course the 6th hole would be split into two

Proposed Upgrades

Suggested tennis court upgrades include lights for evening play, an all-season dome over several courts to allow for winter play, additional lines for pickle ball. Are there any other elements that you think could improve the tennis facility?

The Canoe Club Golf Course clubhouse currently offers the rental of auto carts, club sets, pull carts and lessons by certified CPGA Professionals. It has a limited food and beverage service and is a licensed facility. Public washrooms are also available. Suggested clubhouse improvements include a patio, and showers. Are there any other improvements you think should be made to the clubhouse?

Shared Use Concept

The City is looking at a shared use arrangement for the Canoe Club Golf Course grounds for golfing six days of the week and an open property one day of the week for general, public recreational use. Under this proposed schedule, on which day would you most prefer to see the golf course open for general recreational use?
