– Need procedures, lists and diagrams delivered– E-mail with complex attachments is the defacto format– Hand-written message forms are rarely used
• Post 9/11: Agencies insist on NIMS, ICS and NRP compliance.
• Voice, Morse code, and even traditional packet radio won’t do… – way too slow, translation required– too inflexible– too prone to error– doesn’t go user-to-user.
