Geelong Regional Library Corporation Continues To Break Records

A wonderful service to the Winchelsea community is the mobile library that visits each Friday. Another part of the Geelong Regional Library easily accessible to Winchelsea residents is the new library in Waurn Ponds, opened in 2011 on Pioneer road next door to the swimming centre. A list of services at this library is given below and it is well worth a visit to bring you up to speed with all the services available at a modern library.

The GRLC’s network comprises 16 libraries, 2 mobile libraries and a community library service providing library services to residents and visitors across the four member municipalities of the Borough of Queenscliffe, City of Greater Geelong, Golden Plains Shire and Surf Coast Shire. All libraries offer free Wifi, internet access, games, meeting rooms and study spaces. In addition to a comprehensive and high-quality collection of books, DVDs, CDs, newspapers and magazines, our libraries offer safe and comfortable social spaces with a busy

schedule of programs and events for all the community.

Whilst many of our programs are focussed on continuing to support early literacy development, there has also been significant programming for adult audiences. The total number of participants in GRLC events represents a 13% increase from the previous year. An independent Local Government Review Panel has carried out a comprehensive review of Victoria’s local government electoral system and has made a number of recommendations for change. One of the most significant relates to the current ward structure. Options for Surf Coast Shire would be:

- return to an un-subdivided shire - 9 single-councillor wards - 3 wards of 3 councillors each.

This is potentially a significant issue for Winchelsea Ward. Prior to the current Council, the Shire was unsubdivided and nine councillors had responsibilities across the Shire. Many Winchelsea residents were dissatisfied with this arrangement and strongly supported a return to a ward-based system of representation.

I do not believe that the Winchelsea community seeks councillors who will

blindly advocate its views to Council regardless of their merits or the merits of competing views. I believe the community supports a municipal-wide focus by Councillors, but also believes there must be someone with a place at the Council table and in Council decision-making forums who understands the local community’s views and has some responsibility to ensure they are taken into account when Council is developing its broader views. There must also be local representatives who are responsible and accountable for local advocacy, problem solving and communicating Council’s directions and decision-making processes to the community.

My husband Ian and I made a submission to that effect to a Victorian Electoral Commission review in 2012. We were very pleased to see a return to a ward-based system of representation in the Shire following that review. My personal

view is that the current system is working really well, but there is merit in refining it to a 3 ward/3 councillor system, which would entail some change to current ward boundaries. I strongly oppose the alternative potential structures proposed by the review – that is, 9 single ward councillors, which would be difficult to achieve in a shire as diverse as ours, or an un-subdivided shire.

If you have strong views about ward-based versus whole-of-shire representation by your councillors, you may wish to make a submission to the current review. Information about the review and the process for making submissions is available at http://www.dtpli.vic.gov.au/local-government/strengthening-councils/local-government-electoral-review/government-consultation. If you need any assistance, please do not hesitate to contact me or Cr Nockles.

Something Spooky Going OnThis weekend sees the Winchelsea Trick Or Treat Kidz Fest taking place, at the majestic grounds of Barwon Park Mansion. The event is being orgainised and run by a dedicated volunteer team under the official wing of Winchelsea Primary School. All proceeds from the day go to the School, in the drive to a turn the School’s Master Plan into reality.

The Trick Or Treat Kidz Fest started out to provide a day of family entertainment which does not require parents to constantly put their hands into their pockets to pay for each activity. That is still how the Kidz Fest runs - one ticket provides unlimited rides and all the live entertainment, craft activities, and more. Only food & drink need to be paid for.

This year, the entrance fee also includes a guided tour of Barwon Park. One of National Trust’s premier properties, Barwon Park has a rich history and has been extensively renovated and redocorated in line with its past. It’s a story everyone in the region should be familiar with.

Tickets can be purchased at the gate, and fancy dress is very much encouraged - the spookier the better!

Children’s Week is happening across the Surf Coast during October with a range of fun events to spark our kids’ imaginations. The events, based on craft and reusing everyday items, will be happening in Lorne, Torquay, Moriac, Winchelsea and Deans Marsh from Monday 20 October until Friday 24 October.

Every site will include “boxology” workshops, challenging kids to make wonderful creations from tape and donated boxes. Events in Lorne and Winchelsea will include making and using musical instruments. Torquay will offer face painting and the chance for kids to put their stamp on a mural featuring recycled and renewed materials.

In Lorne and Deans Marsh, the Surf Coast Mobile Library will also be on hand, running story time sessions throughout the week.

There will be opportunities to learn more about recycling, as well as local coffee vans and locally-supplied fruit available.

Mayor, Cr Rose Hodge, said the program was about fun activities for children and parents that cost little and were environmentally friendly.

“This year, Children’s Week has a strong focus on getting back to using our imaginations and on activities that are fun and don’t need expensive toys or technology,” Cr Hodge said.

“It’s great to be able to deliver events

across the shire. I encourage young families to come along and get involved.”

Events include:

· Monday 20 October from 2pm-4pm at the Lorne Bike Park (Otway Street and Cypress Avenue) · Tuesday 21 October at the Torquay Elephant Walk from 10am-1pm · Wednesday 22 October at Newling Reserve in Moriac from 10:30am-12:30am · Thursday 23 October at the Winchelsea Uniting Church Hall from 1pm-3pm · Friday 24 October at the Deans Marsh Playground from 11am-1pm.

PENGUINS by Vedasara Farmer Grade 1

Penguins lay 1 egg, can’t fly, huddle up to keep warm and are good swimmers. They slide on ice and can stay under water for 18 minutes and eat lots of fish. They live in Antarctica and their tongue is spikey. The dad looks after the egg for 2 months.

THE GIRAFFE by Conna Thurrowgood - Grade 2

The Giraffe is a mammal and it lives on the land. It has a long neck with a mane. It has horns on its head.

I went to the Birregurra Festival yesterday. My face was a giraffe.

One of the most unusual Australian animals was the platypus which lived in the swift flowing streams of South-Eastern Australia. It gathered worms and yabbies from under the rocks and sand. The platypus was one of only two types of egg-laying mammals.

The koalas spent most of their time in their favourite gum trees, chewing on the leaves. They were marsupials and carried their young in pouches until the young were old enough to climb onto their mother’s back.

I went to the market. I bought some shoes. Hayley bought a book. And we had some fun.

By Marie PcPadden, Geelong Animal Welfare SocietyIt is now law that all dogs and cats advertised for sale must be microchipped by the seller and the ad must include the microchip number(s).

Dogs and cats must be registered with Surf Coast Shire (or your local Council) once they reach 3 months. In order to register your animal, it must be microchipped.

Microchipping your animal increases the chance of it being returned to you if it gets

lost. Even farm animals sometimes get lost – fall off the ute, get forgotten in out paddocks or just go walkabout. At a once off low cost of about $40, this is great insurance.

Registration with SCS is considerably cheaper for sterilised animals, at $35 for unsterilized and $17.50 for sterilised.

Sterilisation costs for dogs are dependent on size but average about $195 for a spey of kelpie size, $160 for a castrate. Cat costs are about $145 for females and $60 for males.

All animals should be vaccinated against the basic dog and cat diseases, costing $60 per dog or $40 per cat per vaccination.

If you add all these costs into owning a ‘free’ kitten or puppy, suddenly it is no longer free.

The cost of adopting an animal from a shelter such as GAWS has all these costs, except for registration, included in the total and helps rehome our lost friends.

Winchelsea Lions Club were out and about again last Saturday night with their amazing chuck wagon, serving hungry spectators at the annual Speed Shear at the Moriac Hotel. So far this month the Lions have loaded 33 tons of waste paper which they collect from all around the region, and likewise over 200 bags of sheep manure, also a sausage sizzle at Bunnings Torquay to name a few activities. The majority of funds raised are spent within the local community, for example they were responsible for the sound system for hearing impaired children soon to be presented to our local Primary School. Scholarships for both Winchelsea and Moriac schools.

Our next major project is to provide 3 dialysis chairs for Colac Hospital at a cost of up to $8,000 each.

So if you see our famous chuck wagon anywhere please buy a snag or hamburger, or a ticket in our upcoming Christmas stocking raffle and you will know the money raised will be going to support a local cause.

Whether it is delivering the produce to the local supermarket or the building supplies for your house, trucks are on our roads.

New VicRoads Chief Executive John Merritt said it is time that all Victorians have a greater appreciation for what the freight industry achieves for the state.

In the short time he has been speaking with the heavy vehicle industry, Mr Merritt said a regular theme was the concern truck drivers had with how other road users interact with them.

“As a community, we need to be more mature in understanding the role a truck plays on the road and we need to respect trucks on the road,” Mr Merritt said.

“We also fully expect truck drivers to be considerate of other road users; however we are seeing a lot of examples of risk taking and poor decisions by car drivers when they mix with trucks.

“These examples involve cars sitting right behind trucks in their blind spots, or

cutting in front of trucks when entering a highway or overtaking,” Mr Merritt said.

In 2013, there were 28 deaths on Victorian roads which had a heavy vehicle involved. This year, up until the end of July, this has already been exceeded.

“For the current year to the end of July, there have been 30 fatalities in Victoria in which a heavy vehicle has been involved and this is a concerning trend,” Mr Merritt said.

Since joining VicRoads in May, one of Mr Merritt’s objectives has been to get a better understanding of the role that the heavy vehicle, freight and logistics sector

plays in Victoria.

“We are fortunate to have ports in Melbourne, Geelong, Portland and soon the Port of Hastings will be developed. This means trucks are on our roads and will continue to be,” Mr Merritt said.

“The freight task is doubling every 15-20 years and currently generates $19-$23 billion for the state economy each year, which is 15% of the economy.

“This industry benefits all of us and we need to respect that on the road,” Mr Merritt said.

VicRoads chief says there is merit in respecting trucks

Please Write For The StarThe Winchelsea Star welcomes YOUR news, information, articles and items for publication. This newspaper aims to reflect its own community.

Naturally, any article submitted for printing must comply with legal requirements such as for libel, discrimination, racism etc. Ideally, submissions fit within one page (allowing for adverts) and at most two pages. With a photo or two, this is around 700-800 words per page. Photos make for a much better article - please do not edit, crop or retouch photos, the Star team will do this as required. If you are able to ‘resize’ the photo(s), aim for around 1000 pixels (px) for the longest side. Many phones and computers can automatically resize photos when being emailed, be sure NOT to choose the small (or “email”) size as this is too small to use in a printed page. Note also that there is no need to submit carefully formatted and laid out

documents, as all formatting is stripped out when the article is imported into The Star. Please also note that any submissions in hard copy (ie. printed or hand-written) or ‘locked’ formats will incur delays as they have to be typed and/or scanned - the Sunday deadline applies to material that can be readily copied-and-pasted. Please send the article wordage separately from the article photos and images. In other words, when submitting an article, attach a document of words only and then also attach the associated images. Include image captions at the end of the article.

Surf Coast Shire Council’s delegate to the Barwon Regional Waste Management Group (BRWMG) Cr David Bell was delighted to accept a prestigious litter prevention award on the group’s behalf last weekend.

The group won the 2014 Tidy Towns Sustainable Communities Award for Litter Prevention for its ‘A cleaner coast, Geelong and Otways is in your hands’ campaign. The award recognises the campaign’s contribution to reducing littering and increasing reports to the Environment Protection Authority (EPA) by 30 per cent respectively since its inception in 2013.

Developed by BRWMG’s Litter Prevention Taskforce and based on the Victorian Litter Action Alliance’s best practice kit, the campaign targets the Great Ocean Road, Otways and Geelong regions. It focuses on preventing littering by encouraging the community to report

litterers via a mobile phone app or other traditional means.

The campaign’s partnership approach sees local business and fast food outlets across the Barwon region displaying posters, banners and bin stickers promoting the EPA’s hotline number and website. Portable billboards in prominent places, such as major roadsides, visitor information centres, caravan parks and community events, also help to get the message across.

In addition, volunteers are involved in roadside audits while Adopt-A-Roadside groups and Department of Justice corrections teams conduct roadside clean-ups.

The Tidy Towns Sustainable Communities Awards are run by Keep Australia Beautiful to recognise the positive actions taken by communities in rural and regional areas to protect and enhance

their local environments. The awards encompass initiatives as diverse as litter prevention, recycling, protection of the environment, preserving heritage, community action and leadership and environmental sustainability programs.

Halloween Family Services at St Thomas’

One of the things we are doing these days at St Thomas is running monthly all-age family services. These services that are accessible for children have been rather popular with our younger members. Each month we have explored a different theme through drama, craft, music and other activities. The goal of the services is to help support the parents of the children in their desire to teach their children the Christian faith and help them discover what it means to be a follower of Jesus in today’s world.

This month being close to Halloween or “All Hallows Eve” we decided to go back and discover why the church started to celebrate Halloween back in Scotland. Halloween is not so popular with many churches today as many wisely don’t like the darker aspects of this old festival. Yet it seems that’s not how the church a few centuries ago viewed Halloween. For them “All Hallows Eve” preceded All Saints day and gave families who had lost loved ones a chance to thank God for their lives. It also was considered a bit of fun to dress in spooky costumes, these were intended to mock the forces of evil, that had been ultimately defeated by Jesus death and resurrection. The understanding of Jesus as the light of the world was recognised to be the true solution to darkness and evil. Just as darkness cannot overcome light but is dispersed when the light is turned on, so Jesus the true source of light defeated death and evil and drives away our fears. The fact that Jesus is the light of the world, is still a good thing to celebrate and teach children so they know God’s love that drives away our fears. The plan for Sunday’s craft is that Kids will be putting together trick or treat bags to prepare for All Hallows Eve; which is on October 31st followed by All Saints day on November the 1st. We will be including prayers of thanks in this service for the lives of some of our beloved parishioners who are no longer with us but are safe in God’s presence. Kids of all sizes are welcome to come in Halloween costumes as we worship the one who is the light of the world and drives away our fears. Our service finishes by ten if you plan to go elsewhere afterwards. To conclude here is an excerpt from a poem by Glen Scrivener we will be using in our service it is used with permission of the author.

Halloween Trick or Treat by Glen Scrivener.

..The bible begins with this fore-resolved fight; For a moment the darkness…. then “Let there be Light!” First grief in the gloom, then joy from the East. First valley of shadow, then mountaintop feast. First wait for Messiah, then long-promised Dawn. First desolate Friday and then Easter Morn.

The armies of darkness when doing their worst, Can never extinguish this Dazzling Sunburst. So… ridicule rogues if you must play a role; But beware getting lost in that bottomless hole. The triumph is not with the forces of night. It dawned with the One who said “I am the Light!”

God bless, Rev’d Wendy Gravolin.

St John’s ChurchOur congratulations are extended to Jackson who on Saturday night was baptised at St John’s. To Jackson’s parents and to all of his extended family and friends who attended Mass in support, we wish you well.

Our Rosary Campaign continues around the Parish with Tuesday night being our last Rosary when Father Herman will be in attendance. Our intention for the month is for peace in Syria, the Middle East and Iraq, for all of those whose lives are under threat. At the culmination of our Rosary Campaign, Mass will be celebrated at 11am at Meredith. This will be a very special celebration where we have on loan from the Archdiocese spectacular rosary banners and a travelling rosary which consists of 60 lanterns with candles in the shape of the rosary. Banners on loan from the office for Evangelisation depicting the life of Mary will on display.

November is the month of the Holy Souls, more information later.

On Melbourne Cup Day, Tuesday the 4th of November, we are invited to join in the festivities in the gardens at Meredith for a chicken and champagne luncheon commencing at 12.30p.m. Lots of fun and prizes for the best outfit and hat etc. Cost $10 per person.

World Mission Day was the 19th of October and we are asked to support the World Mission in their work in Jamaica in helping to turn people away from violence and crime. Donations can be made next Saturday.

Until next time, God Bless Marg Bushell

1st XIWinch 3/100 def Corio 10/93

This week we had another great weekend of cricket with both our 2nds and 3rds having a win, Our 1st had a bye. The results are as followed…

2nd IVWinchelsea Vs North shore at North shore

Batting – 5/159 off 39 overs

L. Hill - 64 D. Davey – 27 T. Sauni – 16 not out Bowling – 9/153 off 45 overs M. Harrison – 3/13 of 9 overs T. Sauni – 3/31 off 9 overs D. Campbell 2/27 off 6 overs

It was an interesting day of cricket out at north shore. Batting first on a sticky wicket, North Shore managed 9/153 off their 45 overs. Mitch Harrison pick of the bowlers with his 3 wickets.

The pitch hardened up after tea break and batting became easier and Dan Davey capitalised and made 27 opening the batting. We managed to pass the score, 5 wickets down with 6 overs spare.

3rd IVThis week we were a big show on the main ground and didn’t Sammy Kelly love it. He combined with pricey to put on 163 for the first wicket. Pricey made 114

not out, Sammy 48 and great cameos from Zac Dunkley, Paulie ABC and Hayden Wilson. The highlight of the day though was the father and show, with Glen and Fin Parish putting on a clinic. We finished our 40 overs on 3 for 263.

To our amazement North Shore refused to come out to bat and FORFEITED the game.

A big thanks to Glen, Fin, Indy Parish and Jarryd Dunkley for helping us out.

U/13sWelcome to our new players, Jack Todd, Aaron Dixon, Justin Kennedy, Lucas Brown, Declan Brown, Oscar Stones and Josh Fausett. This week we played Lethbridge in the first of a two day game. We batted first and made 3 for 86 with Indy Parish not out on 35. We then bowled, everyone bowled extremely well and we now have Lethbridge at 7 for 71.

The boys would really love to see you all there cheering them on this Friday night!
