What is a Standardized Training Package (STP)?STPs are training materials produced in accordance with the ICAO Training Development Guide, Competency-based Methodology (Doc 9941). These courses are presented as a fully documented and tested comprehensive package of training material that reflects the current technological requirements relevant to a particular training course.

ICAO supports the development of an STP through the Training Development Guide (TDG), the Training Developers Courses (TDCs) and the provision of experts and evaluators.

Why should my training centre develop an STP?Developing an STP will allow your training centre to become a Full Member of the TRAINAIR PLUS Programme and:

• Benefit from the recognition by ICAO as having implemented a competency-based trainingapproach to your course development.

• Contribute and exchange your STPs with other members of the network, therefore drasticallyreducing your course development costs.

• Generate revenues from the sharing of your STPs.

All Members have access to the TPEMS.The TRAINAIR PLUS eManagement System (TPeMS) is an online platform that allows members to view,order and exchange STPs as well as navigate the membership and STP development processes quickly and conveniently.

The TPeMS provides members with the required material to fully conduct STP courses, including instructor guidance material.

ICAO introduces a new era in cooperative aviation training.

Consistent with its mandate to ensure that the civil aviation community and States, in particular, have access to the pool of qualified professionals they need to support safe, secure and sustainable development of air transport, ICAO has launched the new TRAINAIR PLUS Programme.

The mission of the TRAINAIR PLUS Programme is to improve safety and efficiency of air transportthrough the establishment, maintenance and monitoring of high standards of training and competencyfor aviation personnel on a worldwide basis and in a cost effective manner.

TRAINAIR PLUS is a cooperative network of civil aviation training centres which develop training coursesbased on a standardized methodology. These courses are known as Standardized Training Packages (STPs)

TRAINAIR PLUS strongly supports the ICAO Next Generation of Aviation Professionals (NGAP) strategy by enabling and supporting the use of modern, competency-based training and learning technologies,promoting best practice methods and standards to meet regulatory requirements (SARPs and nationalregulations).

TRAINAIR PLUS Programme objectives:

• Promote affordable competency-based aviation training courses;

• Offer an international STP sharing system enabling the creation of a cooperative training network.

• Streamline the methodology used in the development of Standardized Training Packages;

• Introduce quality control through 3-stage STP development.
