    Congratulations to Katelyn Barney 2020 recipient of the Gregory C. Cotton Memorial Scholarship

    The Gregory C. Cotton Memorial Scholarship was created to honor the memory and service of Mr.

    Greg Cotton, who was a teacher at Whitesville Central School from 2012-2017. Greg loved music

    and teaching math. His favorite teaching days were when he could use his music to write and sing

    songs about math, especially on Pi Day. Mr. Cotton made a lasting impact on the lives of students

    and staff at Whitesville Central School with his humorous antics in and out of the classroom.

    An $803.14 scholarship is awarded each year to a graduating senior who has a passion for music

    and/or math and has been accepted into a post-secondary program of their choice.

  • Dear Whitesville Community,

    It is an honor and a privilege to continue to serve as the Superintendent

    of Whitesville Central School in the 2020-21 school year. Please be assured that every decision that is made, no

    matter how small or big, safety is our number one priority for all.

    As the school year begins, it will be different. There will be signage all throughout the building for social

    distancing, proper hand washing and respiratory hygiene, and yes, masks will be mandatory. This is not what I

    have ever imagined education would look like, however, it is important to have our students and staff safe and

    in school.

    All families are encouraged to screen their children before they come to school every day. Children need to

    stay home if they have a fever (over 100.0°F), chills, shortness of breath, coughing and/or severe headache. For

    a complete list of common symptoms, please check the CDC website (https://www.cdc.gov/coronavirus/2019-

    ncov/symptoms-testing/symptoms.html). Please see our Reopening Plan on our website (whitesvillesd.org) for

    more information on screening students, testing protocols & responsibility, COVID-19 infected individuals,

    exposed individuals, and contact tracing.

    My commitment to Whitesville is to lead by example, promote academic excellence and open lines of

    communication to continue growing Whitesville to be the best school for all of our children. I am truly looking

    forward to the 2020-21 school year with all of our changes and the challenges along the way!

    Parents of Home Instructed Students

    Just a reminder to submit quarterly reports for your children. Annual Assessments must be filed with fourth quarter reports.

    Parents of students who intend to educate their children at home must provide a written notice to the Superintendent annually by July 1 of each school year.

    Pesticide Use Notification: School law requires that the District maintain, on an annual basis, a list of parents who wish to receive advance notice of pesticide applications at the school their child attends. To have your name included, a formal written request must be submitted. Forms are available on the school website or can be obtained by contacting the school.

  • Parent/Staff Annual AHERA Notification

    In compliance with the US environmental Protection Agency, (EPA), Asbestos Hazard Emergency Response Act (AHERA), we have performed school building in-spections for asbestos-containing building materials and have developed an AHERA Asbestos Management Plan. This facility’s findings and asbestos management plan is on file in the school administrative office, for public re-view.

    The EPA and DOL require us to perform surveillances of the asbestos materials every six (6) moths and to con-duct re-inspections every three years.

    No significant changes in the asbestos materials condi-tion were noted during the 2019 surveillance of this school/facility.

    All asbestos materials are in satisfactory condition and we shall continue to manage them in place, as recom-mended by the accredited management planner.

    The results of the surveillance are on file in the manage-ment plan in the facility’s administrative office.

    Everyone is welcome to view these anytime during nor-mal school hours (Monday-Friday, 8-4). The asbestos program manager, Mike McIntyre will answer any ques-tions by calling 607-356-3301 for an appointment.

    I would like to welcome all of our new families, students and staff to the 2020-2021 school year. I look

    forward to seeing everyone this year. There is no doubt that we will continue to adjust throughout the year as

    the pandemic continues and we continue to put health and safety first for everyone in our school community.

    Please continue to check our website for the most current information.

    Here are some important dates and reminders that I would like to point out as we near the first day of school.

    Save the Date **Our Annual Title I Parent will be held via zoom on September 2

    at 5:00 pm. Please find the link to attend on our website.

    A few reminders:

    * If your child has study hall on his or her schedule please remind them that this time is for studying,

    completing homework, getting academic support, and reading. This is not a “free-time” or “recess-time.”

    * Parent Portal accounts are available to all parents who have students in grades 6th – 12th. This allows you

    to see your child’s assignments and grades, as well as their schedule and attendance. See our website to get

    registered.

    * Please make sure your child’s clothing is appropriate for the school environment. All shorts and skirts

    must reach beyond the student’s fingertips and no underclothes may be seen at any time. (Refer to our Code

    of Conduct located on our school website.)

    Our school looks amazing as always, our buses are ready to go, and our offices have been working steadily to

    end one school year and begin another. This takes a lot of hard work and many dedicated people! Thank you

    to everyone for all of your hard work and continued dedication to WCS.

    * Students who are dropped off must be dropped off ON THE HIGH SCHOOL SIDE.

    (Please pull up to the doors and let students out.)

    school. Specifically taking your child’ temperature. If your child has a temperature of 100 plus or flu like

    symptoms they must stay home.

    At-A-Glance **As of August 18, 2020, subject to change based on NYS and DOH Guidance**

    School Day Schedule • School Day will be Face to Face Monday - Friday

    • School start and end times remain the same: o K-12 will attend 7:50-3:09 o Pre-K will attend 7:50-11:00

    • BOCES is unchanged: o Junior BOCES students will attend in the AM

    session Monday - Friday o Senior BOCES students will attend in the PM

    session Monday - Friday

    • Students will remain in homeroom cohorts except for limited electives

    • There will not be a pass/fail option

    • Attendance will be taken daily for face to face learning as well as virtual instruction in the event school closes due to COVID-19

    Preventative Strategies • Acceptable face masks are required to

    be worn at all times; however, students will be able to remove masks during meals, instruction, and mask breaks

    • Anyone that needs to enter the school other than staff and students will need to make an appointment

    • Regular hand sanitizing will be practiced throughout the day with hand washing required before meals

    Transportation • Parents are encouraged to transport

    their own children to school to reduce bus populations

    • Siblings will sit together on the bus

    • Masks will be required at all times while riding the bus

    • Students will sit in assigned seats for safety and contact tracing

    Classroom Instruction • Microsoft Teams will be used in grades K thru 12th for consistency.

    • Students in grades 3-12 will have school issued laptop

    • K thru 2nd will have a school issued iPad

    • Normal grading will be used for face to face instruction as well as virtual instruction in the event school closes due to an increase in COVID-19

    Lunch, Recess, Athletics & Extracurricular Activities • Breakfast & lunch will be served to all students in the cafeteria/small gym, seats will be socially distanced

    • Students will not change for PE or participate in any contact sports

    • Playgrounds will be open

    • Athletics and extracurricular activities will follow NYSED, DOH, & NYSPHSAA guidance

  • Parents of Students, we are looking forward to another school year and being able to work together to transport your children safely to and from school. Below are some rules you and your children need to know before the school year begins. Please go over the rules with them so they are prepared for the year. School Bus Safety training is scheduled for Friday, September 11th. Students will exist the back door of the bus while a loud alarm is going off. Please discuss the training with your child(ren) so they will not be scared and will listen to the bus driver and older students that will be helping them.

    Bus Safety Rules: ▪ Wear clothes that can be easily seen. ▪ Pay attention to the bus driver. ▪ Keep the aisle clear. ▪ Be at the bus stop 5 minutes before the bus is to arrive. ▪ Make sure to stay away from the road and out of the DANGER ZONE which is 15 feet around the bus on all

    sides. ▪ Move toward the bus after the doors are open and driver gives you the signal to cross or board and go

    directly to a seat, so we do not hold up traffic. ▪ Never throw things on the bus or out the windows or stick your hands or feet out the windows. ▪ Talk softly and stay seated on the bus, any distraction can cause the driver to lose focus on the task of

    delivering the students safely. ▪ Only get off the bus at your designated stop. If you need to get off the bus at another stop, please have a

    note from your parents. Parents: If your child is getting off at a different stop please put the name and address of the stop. There may be a substitute driver who will need the information.

    ▪ Please do not move from your seat until you reach your stop. ▪ If you leave something on the bus please do not try to get back on the bus, the driver may not see you. If

    you drop something, please move to a safe place outside the door of the bus and let the driver know then they can help you.

    ▪ No eating or drinking on the bus. This is for the student’s safety, so they do not choke and to keep the bus clean.

    Children need healthy meals to learn. Whitesville Central school offers healthy meals every school day. Breakfast costs $1.10; lunch costs $2.25. Your children may qualify for free meals or for reduced price meals. Beginning July 1, 2019, students in New York State that are approved for reduced price meals will receive breakfast and lunch meals at no charge.

    1. DO I NEED TO FILL OUT AN APPLICATION FOR EACH CHILD? No. Complete the application to apply for free or reduced-price meals. Use one Free and Reduced-Price School Meals Application for all students in your household. We cannot approve an application that is not complete, so be sure to fill out all required information.     2. WHO CAN GET FREE MEALS? All children in households receiving benefits from SNAP, the Food Distribution Program on Indian Reservations or TANF, can get free meals regardless of your income. Categorical eligibility for free meal benefits is extended to all children in a household when the application lists an Assistance Program’s case number for any household member. Also, your children can get free meals if your household’s gross income is within the free limits on the Federal Income Eligibility Guidelines. Households with children who are categorically eligible through another Source Categorically Eligible designation, as defined by law, may be eligible for free benefits and should contact the SFA for assistance in receiving benefits.

    3. CAN FOSTER CHILDREN GET FREE MEALS? Yes, foster children that are under the legal responsibility of a foster care agency or court, are eligible for free meals. Any foster child in the household is eligible for free meals regardless of income. Foster children may also be included as a member of the foster family if the foster family chooses to also apply for benefits for other children. Including children in foster care as household members may help other children in the household qualify for benefits. If non-foster children in a foster family are not eligible for free or reduced-price meal benefits, an eligible foster child will still receive free benefits.

    4. CAN HOMELESS, RUNAWAY, AND MIGRANT CHILDREN GET FREE MEALS? Yes, children who meet the definition of homeless, runaway, or migrant qualify for free meals.     5. WHO CAN GET REDUCED PRICE MEALS? Your children may be approved as reduced price eligible if your household income is within the reduced-price limits on the Federal Eligibility Income Chart, shown on this letter. Beginning July 1, 2019, students in New York State that are approved for reduced price meals will receive breakfast and lunch meals and snacks served through the Afterschool Snack Program at no charge.

List the amount that you normally receive. for example, if you normally make $1000 each month, but you missed some work last month and only made $900, put down that you made $1000 per month. if you normally get overtime, include it, but do not include it if you only work overtime sometimes. if you have lost a job or had your hours or wages reduce your current income.

    How to Apply: To get free or reduced-price meals for your children carefully complete one application following the instructions for your household and return it to the designated office listed on the application. If you now receive SNAP, Temporary Assistance to Needy Families (TANF) for any children or participate in the Food Distribution Program on Indian Reservations (FDPIR), the application must include the children's names, the household SNAP, TANF or FDPIR case number and the signature of an adult household member. All children should be listed on the same application. If you do not list a SNAP, TANF or FDPIR case number for any household member, the application must include the names of everyone in the household, the amount of income each household member, and how often it is received and where it comes from. It must include the signature of an adult household member and the last four digits of that adult's social security number or check the box if the adult does not have a social security number. An application for free and reduced-price benefits cannot be approved unless complete eligibility information is submitted, as indicated on the application and in the instructions. Contact your local Department of Social Services for your SNAP or TANF case number or complete the income portion of the application. No application is necessary if the household was notified by the SFA their children have been directly certified. If the household is not sure if their children have been directly certified, the household should contact the school.

    Reporting Changes: The benefits that you are approved for at the time of application are effective for the entire school year and up to 30 operating days into the new school year (or until a new eligibility determination is made, whichever comes first). You no longer need to report changes for an increase in income or decrease in household size, or if you no longer receive SNAP.

    Income Exclusions: The value of any child care provided or arranged, or any amount received as payment for such child care or reimbursement for costs incurred for such care under the Child Care Development (Block Grant) Fund should not be considered as income for this program.

    Reduced Price Eligible Students: Beginning July 1, 2019, students in New York State that are approved for reduced price meals will receive breakfast and lunch meals and snacks served through the Afterschool Snack Program at no charge.

    Meal Service to Children With Disabilities: Federal regulations require schools and institutions to serve meals at no extra charge to children with a disability which may restrict their diet. A student with a disability is defined in 7CFR Part 15b.3 of Federal regulations, as one who has a physical or mental impairment which substantially limits one or more major life activities of such individual, a record of such an impairment or being regarded as having such an impairment. Major life activities include but are not limited to: functions such as caring for one’s self, performing manual tasks, seeing, hearing, eating, sleeping, walking, standing, lifting, bending, speaking, breathing, learning, reading, concentrating, thinking, communicating, and working. You must request meal modifications from the school and provide the school with medical statement from a State licensed healthcare professional. If you believe your child needs substitutions because of a disability, please get in touch with us for further information, as there is specific information that the medical statement must contain.

    Confidentiality: The United States Department of Agriculture has approved the release of students names and eligibility status, without parent/guardian consent, to persons directly connected with the administration or enforcement of federal education programs such as Title I and the National Assessment of Educational Progress (NAEP), which are United States Department of Education programs used to determine areas such as the allocation of funds to schools, to evaluate socioeconomic status of the school's attendance area, and to assess educational progress. Information may also be released to State health or State education programs administered by the State agency or local education agency, provided the State or local education agency administers the program, and federal State or local nutrition programs similar to the National School Lunch Program. Additionally, all information contained in the free and reduced price application may be released to persons directly connected with the administration or enforcement of programs authorized under the National School Lunch Act (NSLA) or Child Nutrition Act (CNA); including the National School Lunch and School Breakfast Programs, the Special Milk Program, the Child and Adult Care Food Program, Summer Food Service Program and the Special Supplemental Nutrition Program for Women Infants and Children (WIC); the Comptroller General of the United States for audit purposes, and federal, State or local law enforcement officials investigating alleged violation of the programs under the NSLA or CNA. Reapplication: You may apply for benefits any time during the school year. Also, if you are not eligible now, but during the school year become unemployed, have a decrease in household income, or an increase in family size you may request and complete an application at that time.

    FREE AND REDUCED-PRICE MEAL APPLICATION FACT SHEET

    When filling out the application form, please pay careful attention to these helpful hints.

    SNAP/TANF/FDPIR case number: This must be the complete valid case number supplied to you by the agency including all numbers and letters, for example, E123456, or whatever combination is used in your county. Refer to a letter you received from your local Department of Social Services for your case number or contact them for your number.

    Foster Child: A child who is living with a family but who is under the legal care of the welfare agency or court may be listed on your family application. List the child's “personal use” income. This includes only those funds provided by the agency which are identified for the personal use of the child, such as personal spending allowances, money received by his/her family, or from a job. Funds provided for housing, food and care, medical, and therapeutic needs are not considered income to the foster child. Write “0” if the child has no personal use income.

    Household: A group of related or non-related people who are living in one house and share income and expenses.

    Adult Family Members: All related and non-related people who are 21 years of age and older living in your house.

    Financially Independent: A person is financially independent and a separate economic unit/household when his or her earnings and expenses are not shared by the family/household. Separate economic units in the same residence are characterized by prorating expenses and by economic independence from one another.

    Current Gross Income: Money earned or received at the present time by each member of your household before deductions. Examples of deductions are federal tax, State tax, and Social Security deductions. If you have more than one job, you must list the income from all jobs. If you receive income from more than one source (wage, alimony, child support, etc.), you must list the income from all sources. Only farmers, self-employed workers, migrant workers, and other seasonal employees may use their income for the past 12 months reported from their 1040 Tax Forms.

    Examples of gross income are:

    • Wages, salaries, tips, commissions, or income from self- employment

    • Net farm income – gross sales minus expenses only – not losses

    • Pensions, annuities, or other retirement income including Social Security retirement benefits

    • Unemployment compensation

    • Welfare payments (does not include value of SNAP)

    • Public Assistance payments

    • Adoption assistance

    • Supplemental Security Income (SSI) or Social Security Survivor's Benefits

    • Alimony or child support payments

    • Disability benefits, including workman's compensation

    • Veteran's subsistence benefits

    • Interest or dividend income

    • Cash withdrawn from savings, investments, trusts, and other resources which would be available to pay for a child's meals

    (5) An adult household member must sign the application in PART 4. OTHER BENEFITS: Your child may be eligible for benefits such as Medicaid or Children’s Health Insurance Program (CHIP). To determine if your child is eligible, program officials need information from your free and reduced-price meal application. Your written consent is required before any information may be released. The social security number is not required when you apply on behalf of a foster child or you list a Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF) Program or Food Distribution Program on Indian Reservations (FDPIR) case number or other FDPIR identifier for your child or when you indicate that the adult household member signing the application does not have a social security number. We will use your information to determine if your child is eligible for free or reduced-price meals, and for administration and enforcement of the lunch and breakfast programs. We may share your eligibility information with education, health, and nutrition programs to help them evaluate, fund, or determine benefits for their programs, auditors for program reviews, and law enforcement officials to help them look into violations of program rules.

  • Thank you to all of you that have been patient with us during the pandemic. The library is open for patrons to enter the building. We require masks and social distancing, but you are able to enter and choose your own items. If you do not feel comfortable entering the building, we are still offering curbside pick-up. Call the library and

    request items. We will have them outside for you when you arrive. All returned items are quarantined for 96 hours upon being returned to the library. These items are not removed from your account until after the 96-hour quarantine. If you receive an email stating that you have items due/overdue ignore them. They are most likely already returned, just not discharged. All items are being discharged as fine free so you will not be charged overdue fees.

    Thank you to all that supported library fundraisers during the summer. We are sorry the ice cream social was not the usual time of socializing and meeting with neighbors and friends. We had to comply with CDC guidelines. We are certainly hoping this will be behind us next year and we can welcome you all back to enjoy music and relaxing with your ice cream. We also thank those who donated blood at the Red Cross blood drive. The ones that were willing, but had to be turned away because of time are also appreciated. Seventy-Five people were helped by the units collected. We will be co-hosting another drive in December.

    Summer was not the same this year. We really missed having children in for crafts and programs. We were able to offer some programs in the back lawn. A good time was had by all that attended. Karen read stories on Facebook three times/week. We hope you enjoyed the stories and they help you “Imagine Your Story”. Our summer program was lower this year, but those that did register were excited to do scratch off tickets for prizes and free ice cream. Did you see the ribbons on the flag at the front of the building? Each ribbon represents one book read this summer.

    We are grateful to the Summer Youth Employment program for hiring Kennedy to work at the library this summer. She has done great work for us.

    Currently, we are not sure what programming is going to look like at the library. We would really like to begin having preschool hour on Mondays at 10:00, the After-School Time and Legos on Tuesdays. We will begin in October if guidelines allow us to do so.

  • In an effort to improve our educational facilities a Capital Outlay Security Project was initiated. On April 16,

    2019, the Board of Education took action to proceed with the project.

    Construction on the newly designed Main Office security project is progressing. We are looking forward to

    moving into our new space as soon as we are able to. The Main Office is now located where the elementary

    library was.

  • Access to Whitesville Central School will be limited to only essential visitors. Visitors must have a schedule appointment. All visitors will participate in a self-monitoring check for symptoms of COVID-19 by completing the sign-in and sign-out form in the Main Office. All visitors will be required to take their temperature before entering the school. Thermometers will be available at all

    Main Office for those that are unable to do this at home.

    Every person will attest to the following questions: 1. Have you experienced any COVID-19 symptoms in the past 14 days? 2. Have you had a positive COVID-19 test in the past 14 days? 3. Have you had close contact with a confirmed or suspected COVID-19 case in the past 14 days? 4. Have you travelled to and returned from a state with significant community transmission of COVID-19, as

    defined by NYS DOH, in the past 14 days? 5. Have you had your temperature taken today? 6. If you have taken your temperature today, was it over 100? If any person answer “yes” to questions 1 through 5 or “no” to question 6, additional immediate screening is required.

    To ensure all visitors comply with physical distancing requirements, anyone within the school facilities will practice social distancing expectations: 1. All visitors must follow all posted signage regarding social distancing practices and expectations. 2. All visitors will refrain from physical contact with one another to the greatest extent possible. 3. Ensure 6 ft. distance between any employee, student, or visitor, unless safety or core function of work

    activity requires a shorter distance. 4. Tightly confined spaces will be occupied by only one individual at a time, unless all occupants are wearing

    face coverings. If area is occupied by more than one person, keep occupancy under 50% of maximum capacity.

    5. Social distancing markers are posted throughout the facilities. 6. Limit in-person gatherings as much as possible and use tele- or video-conferencing whenever possible.

    Essential in-person gatherings (e.g. meetings) will be held in open, well-ventilated spaces with appropriate social distancing among participants.

    7. All planned deliveries to our school will take place through Door mark #1.

    To ensure all visitors comply with protective equipment requirements, each agree that they will do the following: 1. All visitors must follow all posted signage regarding PPE practices and expectations. 2. Visitors are required to wear face coverings at all times, unless otherwise instructed by administration. 3. When in contact with shared objects or frequently touched areas, gloves will be provided; visitors are

    encouraged to wash hands before and after contact. 4. Touching of shared objects and surfaces is discouraged. Frequently touched surfaces and objects will be

    cleaned and disinfected several times a day to further reduce the risk of germs on surfaces and objects.
