Underpinning the University’s mission is the commitment to and achievement of the follow-ing objectives:

THE HISTORY

After years of experience in developing andpresenting safety-training programs to thoseinvolved in environmental management andoccupational safety and health fields, Dr.Robert Mayes, Sr. established the University ofEnvironmental Sciences, on July 23, 1993. At that time, two certificate programs wereoffered: Certified Environmental ComplianceManager (CECM) and, Certified ErgonomicCompliance Director (CECD).

Response to these programs was overwhelming.So much so, that UES developed its first-degreeprograms in Environmental Engineering andOccupational Safety and Health in 1994.

In 1996, the infrastructure to administer theseprograms was firmly in place and additionaldegree programs were developed. The first ofthese new degree programs was BusinessAdministration. It was then followed in succes-sion by Computer Science, Criminal JusticeAdministration and Health Administration. Itwas also at this time that Dr. Mayes decided toincorporate Columbia Southern University(CSU). CSU purchased the University ofEnvironmental Sciences and the University inits present form had taken shape.

Students must have access to a computerthat has Internet access.

SUBMIT YOUR APPLICATION

Complete the Application for Admissionlocated in the back of this catalogue, orcomplete the online application found onthe CSU website.

Along with your application includetranscripts of prior academic credit (copieswill suffice for evaluative purposes). Note: Ifyou will be faxing transcripts to the univer-sity please be certain to fax both sides. Ifyou do not have student copies of yourtranscript(s), request official copies fromthe appropriate university or college andhave them sent directly to CSU.

The EvaluationCSU will conduct a comprehensive evalua-tion of your applicant materials includingany prior academic credit. Within seven toten working days of receipt of your applica-tion, we will prepare a detailed EvaluationReport. This report will outline those courseswe have determined you should take andthose courses for which we have acceptedtransfer credit. Need to accelerate? CSU’sPriority Evaluation Service ($25) guaranteesyour application will be evaluated within 24hours of receipt. Following the completionof your evaluation, CSU will forward acomplete Enrollment Packet.

CSU’S QUALITY SERVICEWhile you are under no obligation toenroll following your evaluation, you willexperience first hand CSU’s QualityService.

ENROLLCSU offers two (2) convenient enrollmentsystems: the Per Course Enrollment andTerm Enrollment. Details for each follow.

Per Course Enrollment With the Per Course Enrollment option,enrollment and registration is a one stepprocess. Students begin the course(s) theylist on the Per Course Agreement.

Students may enroll in one or two coursesat a time. If two courses are listed, thisindicates both courses will be started andcompleted simultaneously within a tenweek period.

Per Course Enrollment payment optionsinclude: DANTES, Corporate Billing, CreditCard, Check and Money Order.

CSU Book GrantTextbooks are provided at no cost throughthe CSU Book Grant to students utilizingeither the Per Course or the TermEnrollment System. Note: Students who donot successfully complete a course will beresponsible for the return/cost of the coursetextbook(s).

ACADEMIC CREDITColumbia Southern University acceptstransfer academic credit from institutionsaccredited by agencies that are recognized bythe United States Secretary of Educationand/or the Council for Higher EducationAccreditation (CHEA) or, for non-U.S. insti-tutions, an accepted foreign equivalent thatis listed in the International Handbook ofUniversities*. For prior undergraduateacademic credit to be eligible for transfergrades earned must be a “C” or better. At thegraduate level only those courses on whichapplicant/student has earned a “B” or bettercan be accepted.

Note: While copies of prior transcripts canbe used in the Admission Process, officialtranscripts for all prior college credit mustbe submitted to Columbia SouthernUniversity within 60 days of enrollment.After this period has expired, students willnot be allowed to continue their programuntil transcripts are on file.

CSU uses the guidelines established by ACE(American Council on Education) to deter-mine if certain training programs, certifi-cates, professional licenses, and militarytraining warrant the awarding of academiccredit.

EXPERIENTIAL LEARNINGThe University recognizes that you may havegained knowledge and skills throughvarious work/life experiences and independ-ent learning which may be the equivalent toone of our courses. To receive college creditfor experiential learning it must be properlydocumented utilizing CSU’s Prior LearningPortfolio. To assist you in assembling thisdocumentation you’ll find easy to under-stand guidelines and the forms you willneed on the Student Services section ofCSU’s website.

Following enrollment and prior to gradua-tion, you must complete your PriorLearning Portfolio. If denied, you will berequired to complete those course(s) beforegraduating.

In determining credit for ExperientialLearning, the University follows the guide-lines suggested by the Distance Educationand Training Council (DETC).

Academic credit awarded for experientiallearning cannot exceed the following:

Associate Degree Programs—Fifteen(15) credit hours of CSU generaleducation and/or business/technicalcourses.

Bachelor Degree Programs—Fifteen (15)credit hours of general educationcoursework; Fifteen (15) credit hours ofCSU core and/or concentration coursesfor a total of 30 hours.

Master Degree Programs—Nine (9) credit

PAYMENT OPTIONSThe following payment options are available.

#1. Per Course Enrollment Full Payment.Payments may be paid by check, money order, orcredit card.

#2. Per Course Enrollment Payment Plan.Students may pay their tuition split over twopayments and have it automatically charged to acredit card. Half of the tuition due is charged to acredit card upon enrollment and half of the tuitiondue is charged to a credit card in 4 weeks.

#3. Term Enrollment. Students may pay theirtuition for the term in full or may split the tuition overtwo payments. The payments are automaticallycharged to a credit card.

#4. Military Tuition Assistance. Tuition assistanceis available for all active and some retired militarypersonnel through either TA, DANTES or VA (retired)Benefits. Students using VA Benefits must enroll in theTerm System.

#5. Corporate Direct Billing. Approved companyor government tuition vouchers or purchase ordersmust accompany enrollment agreements.

#6. Financial Aid. SLM Financial, a Sallie Maecompany, helps students and families achieve theireducation goals through its student loan division.

INTERNATIONAL STUDENTS: International studentswill assume responsibility for payment of customsduties, differences in exchange rates, and additionalpostage or shipping and handling cost. Overseasshipments are sent to international students via air.Shipping charges vary depending on carrier used,weight, and shipping method. CSU reserves the right tocharge additional mailing/shipping fees to internationalstudents as necessary for the mailing of any documents.

Tuition Policies

WITHDRAWALStudents who find it necessary to withdrawfrom the program may do so in any manner.For verification purposes students are asked tosubmit a written notice to the university. Yourrequest will be processed by the Registrar'sOffice within 30 working days. Fees, shippingand handling charges are not refundable.

TERMINATIONColumbia Southern University reserves theright to terminate enrollment if a student:

• Falsifies information, either onthe original application or any other University document.

• Fails to make required tuition orfee payments.

• Cheats on any lesson, project orexamination.

TUITION REFUND POLICYIf CSU is notified of cancellation within 5 calendar days of the day on which theEnrollment Agreement is signed/submit-ted, all money paid to CSU will berefunded. All students withdrawing afterfive calendar days will be charged a 20%Registration Fee (maximum $200). Theremaining tuition will be refunded basedon the course start date and the tuitionpercentage amounts listed below.

CSU BOOK GRANT

Through this grant, texts are provided at nocharge. CSU will automatically ship new orused textbooks to the student after processingthe Per Course/Term Enrollment. If the sametextbook is used in more than one course, thetextbook will only be provided once. If astudent does not complete the course with apassing grade, course textbooks must bereturned (new books must be in "like new"condition). If textbooks are not suitable forreturn, the student will be responsible for thecost of the text and CSU may charge the creditcard listed on the enrollment agreement. Thegrant covers the cost of ground domesticshipping only. Students must pay in advancefor additional cost of other shipping options.

CSU’s Student Orientation course willfamiliarize you with the process here atCSU, and our web orientation tools willenable you to become quickly comfort-able with the virtual resources availableto you.

Each time you register for a course, youwill be notified by e-mail that the regis-tration has been processed. The e-mailcontains online account informationand instructions for accessing youronline course. Within each onlinecourse, you will find a detailed coursestudy guide that provides everything youneed to begin your course work. CSUcourse examinations are open bookallowing you the convenience to studyand submit assignments at times thatare best for you. Only final exams areproctored.

At CSU there are no scheduled onlinesessions, nor are you required to partici-pate in learning teams or groupsdesigned for the “typical” youngercampus based student.

Non-traditional students by nature areanything but “typical”. CSU students areinternational, are from diverse back-grounds, range in age from 22 to 65, andare at different levels of their careers.CSU’s method of flexible, individualizedinstruction is designed to provide eachstudent the guidance and support neededfor successful course completion.

And unlike typical classroom environ-ments where the pace is often set to theslowest learner, at CSU you set the pace,you pick the time and the place—weprovide the support you need to success-fully complete your degree program.

TESTING AND EVALUATION

CSU courses are generally divided intosix units, each containing an objectiveexamination. Most courses also includetwo essay exams. Depending on thecourse, a paper, project, discussionboard assignment, or proctored exam

may be required. All assignments areopen book and all assignments must becompleted to pass the course.

Your grade for the course will be deter-mined by your performance on the yourassignments, i.e. unit exams, section exams,paper or project, final exam. For example,the assignments for BBA 2151 BusinessMath would be weighted as follows:

Unit Quizzes (1-6) = 18%Section Exam I (Units 1-3) = 20%Section Exam II (Units 4-6) = 20%Online Discussion Assignment = 20%Final Examination = 22%

Total = 100%

As you progress through your course,you will receive e-mail grade notifica-tions for each completed assignmentand you may view your grades throughthe online course grade book. Inaddition, the Student Access Siteprovides you with online access to youracademic record. Here you can viewinformation about your course andupload papers or project files.

Letter grades are assigned only at the endof the course. The following scale is usedto determine final grades:

CREDIT HOURS

Academic credit earned is awarded insemester hours. One semester hour isdefined as forty-five clock hours.

PROCTOR POLICY

The majority of CSU courses require aproctored final exam. Students select(up to three) individuals who will serveas their proctor(s). Once a proctor hasbeen approved by CSU the proctor’sinformation will remain in the student’sfile and may be used for the duration ofthe student’s degree program unless:

• The student or proctor cancels theproctor agreement.

• CSU disapproves or cancels theproctor agreement.

COURSE RETAKE/EXTRACREDIT POLICY

Undergraduate—Students earning agrade of “D” or below can request anextra credit assignment (maximum of 10points may be earned). An Extra CreditAssignment Fee of $50 will be assessed.Students earning a “D” or below alsohave the option of repeating a course.

Extra Credit Assignments (available onlyto undergraduate students) must berequested no later than 45 days after thecourse completion date and completedwithin 60 days following the coursecompletion date.

Graduate—A graduate course in which agrade below C is received must berepeated at CSU.

A different course is given to studentswho must opt to repeat a course. Thehours attempted are counted once, andthe lowest grade is deleted.

ENROLLMENT PERIOD

Per-Course Enrollment The enrollmentperiod for the Per-Course EnrollmentAgreement is 27 weeks (189 days). Afterthe 27-week period expires, no refund ofthe tuition & fees will be issued.

Term Enrollment The enrollment periodfor the Term Enrollment is 8 weeks (56 days).

COURSE COMPLETIONREQUIREMENTS

Per-Course Enrollment A course mustbe completed within ten-weeks (70 days)from the course start date. Term Enrollment Courses must becompleted within the eight-week (56 day)term.

COURSE EXTENSION

Per-Course Enrollment Any student notcompleting their course in the ten-weektimeframe allotted will have the optionto request a course extension (30 days)from the University. A course extensionrequest must be received within oneweek of the end of the original ten-weekperiod. For each course that a thirty-dayextension is requested there will be a$50 fee. A maximum of two thirty-dayextensions are allowed for each course.Students who do not complete thecourse on which the extension wasgranted within the extension periodrequested will receive an “I/F” (incom-plete/fail) for this course. In suchinstances, the course must be taken overagain in its entirety and the student willbe required to pay full tuition of thecourse.

Term Enrollment If a course is notcompleted by the term end date, a gradeof “I” (Incomplete) will be posted. If allremaining assignments are not submit-ted within two weeks after the term enddate, the student must submit a “CourseExtension Request.” Students areallowed up to two 30-day extensions. A$50 Course Extension Fee is charged foreach 30-day extension. If a CourseExtension Request is not received within30 days from the term end date and/orthe course is not completed before anextension expires, the grade of “I” willbe changed to a grade of “I/F”(Incomplete/Fail). The grade of “I/F”will appear on official transcripts andwill be counted in the cumulative CSUGPA. The “I/F” will be removed from thestudent’s record if the course is repeatedand successfully passed.

LEAVE OF ABSENCE (LOA) An LOA effectively places a student’sprogram on “hold” for a period of sixmonths. During this period of time, allfinancial and all academic obligationsare suspended until such a time as theLOA period expires or the student alertsthe University that they are ready toresume their studies. Upon returningfrom a Leave of Absence, students havewhat time remains in the 10- week timeframe allotted for course completionfrom the time the LOA began. A Leave ofAbsence will only be awarded on thebasis of extenuating circumstances, i.e.,illness, prolonged hospital stay, death ofimmediate family member, etc.Requests for LOA status must be madein writing. If granted, the fee for thisstatus will be $50. Only those studentsutilizing the per-course enrollment areeligible for a LOA.

CONTINUANCE FEE

A $100 Continuance Fee will be chargedto any student who does not enroll in anew course within 6 months after thecompletion date of the last course taken.

INACTIVE STATUS

Per-Course Enrollment Students whodo not submit any coursework within atwelve-month period will be consideredinactive and any tuition being held bythe University will be forfeited.

Term Enrollment Students who do notregister in at least one of three consecu-tive terms will have their status changedto “Inactive.”

Students wishing to return to theirstudies must be re-evaluated and will besubject to any changed academicrequirements, tuition increases, andpolicy changes in force at the time of re-enrollment. The student will be assessedthe Evaluation Fee.

ATTENDANCE POLICY

Columbia Southern University does notrequire classroom attendance.

COURSE ATTENDANCEPOLICY FOR STUDENTSUSING VA BENEFITS

If no assignments are submitted by theend of the fourth week of the term, theVA Student will be automaticallywithdrawn from the course and willreceive a grade of “W”. CSU will file a VAForm 22-1999B with the Department ofVeterans Affairs indicating course enroll-ment termination due to unsatisfactoryattendance. This will result in thesuspension of benefit payments relatedto the reported course.

ACADEMIC PROGRESS,PROBATION AND SUSPENSION

Good Standing: To be a student in goodstanding, a minimum cumulative GPAof 2.00 for undergraduate and 3.00 forgraduate must be maintained.

Academic Probation: Following thecompletion of a minimum of six credithours, a student will automatically beplaced on academic probation at

anytime that his/her cumulative GPAdrops below the required minimum andwill remain on academic probation untilsatisfactory progress is achieved.Satisfactory progress requires that astudent score a GPA of 2.00 or higher forundergraduate and 3.00 or higher forgraduate in the next three coursescompleted. Students on academicprobation may not register for morethan one course at a time.

Academic Suspension: Should theprobationary student fail to demon-strate satisfactory progress, he/she willbe academically suspended for a periodof not less than 10 weeks. If a secondsuspension occurs, the student mustleave the university for at least sixmonths before being re-instated. If athird suspension occurs, the studentmust wait a minimum of one calendaryear before requesting re-admission.

Requests for re-admission must be madeto the Academic Dean after the suspen-sion period has ended. Readmissionfollowing academic suspension will bedetermined by the readmission commit-tee and is not automatic.

Students who enroll in other colleges oruniversities while on academic suspen-sion from CSU will not be readmitted toCSU until the cumulative grade pointaverage from these other colleges anduniversities is 2.0 or higher for under-graduate or 3.00 or higher for graduate.

ACADEMIC INTEGRITY

Cheating and other forms of deceptionis cause for dismissal. Examples ofcheating are:

• Utilizing another student’s answersduring an exam.

• Using unauthorized materials duringan exam.

• Having someone else take yourexam.

• Using unauthorized test materials.• Plagiarism.• Falsifying information

• Failure to pay tuition or fees due. *• Failure to Abide by University

Rules and Regulations.

*Course tuition must be paid in full before the finalcourse grade will be released or the student will beallowed to continue to the next course/enrollment.

GRADUATION REQUIREMENTSTo be eligible for graduation a 2.0 gradepoint average is required of undergradu-ate students, and a 3.0 grade pointaverage is required of graduate students.

At Columbia Southern University, we donot require you to complete course workin areas in which you are demonstrablyproficient. There are however, courseminimum policies in place.

TRANSCRIPTS

Upon completion of the first course (notincluding Student Orientation), astudent may request an officialtranscript from the University. ATranscript Fee of $10 is charged.Requests are processed by the Registrar,and printed on security paper.

At the time of graduation studentsreceive a transcript bearing the Universityseal and signature of the Registrar. Thistranscript serves as the student’s officialcopy of their permanent academicrecord. A $10 fee will be assessed foreach additional transcript requestsubmitted in writing to the University.

STUDENT RECORDS

Columbia Southern University recog-nizes and respects our student’s right ofprivacy and will not release informationregarding a student’s association withthe University without written authori-zation from the student.

CSU keeps detailed transfer credit datain its Application Database, whichincludes the college name, course infor-mation, and credit hours for any course,transferred to CSU. This information isprovided to the Applicant when theApplication for Admission is processed.All official transcripts are image scannedand stored in Document Manager.

CSU stores all student records within theStudent Database and DocumentManager. The database contains detailedrecords of every assignment, course,enrollment, contact notes, transfercredit, and transcripts on file. DocumentManager is a custom designed documentmanagement system. All paperdocuments are scanned into this systemand retained indefinitely. Documentsinclude image scans of the applicationand enrollment documents, assignmentfiles, official transcripts, and any otherimportant documents received andprocessed by the University. Backuppaper files are also kept in lockedstorage.

APPEALS & GRIEVANCES

CSU is dedicated to student satisfaction.Should a circumstance arise where astudent feels that CSU has not met theirexpectations, the University requires thatcomplaints be made in writing andaddressed to the Grievance Committee.The Grievance Committee will conveneand discuss appropriate action andadvise the student of their decisionwithin ten (10) working days. Should astudent not be satisfied with the actiontaken by the Grievance Committee thestudent may appeal the decision to theUniversity President.

The goal of CSU’s General Education curriculum is to assure that students acquire the intel-lectual skills and breadth of knowledge that will not only enable our students to succeed intheir academic endeavors, but will prepare each student for the challenges and opportuni-ties of the 21st century. The objectives of the General Education courses at ColumbiaSouthern University are to insure that students will be able to:

• communicate effectively in both oral and written forms.

• describe the individual’s role in the national and global society and show how thatrole is shaped by various cultures, influences, and life-styles.

• reason logically, think critically, analyze and interpret data.

• make and defend informed decisions exhibiting a variety of perspectives.

• use a variety of resources, including current technology, to gain knowledge.

CSU’s General Education courses will serve as the foundation upon which our student’sknowledge will rest. Students should come to understand that learning is not a means toan end, but rather is a life long pursuit that will enrich their lives.

General Education courses may be taken simultaneously with program courses. Theserequired GE courses may be completed either through the University or via CLEP examina-tion if available. General Education requirements are outlined for each program on pages25–45.

The balance of General Education hours needed may be electives of the student’s choosing.To meet the required electives, students may complete any of the CSU general education orundergraduate 2000 or 3000 level courses that are not used to meet other requirements oftheir program.

ASSOCIATE OF APPLIED SCIENCE DEGREE IN BUSINESS

The Associate of Applied Science Degree in Business provides students with the generaleducation, business, and technical skills necessary to succeed in the workplace, to assumepositions in management, and to upgrade the skills and knowledge of those currentlyemployed. The program is designed to prepare students for immediate vocational, techni-cal, or para-professional employment, and to impart an understanding of fundamentalbusiness competencies in the business environment. Students elect this degree to gain entry-level knowledge and skills for employment in a specific field or occupation, yet the courseof study translates well into multiple work settings. The program provides general educationfoundations and diverse business foundations in management, leadership, marketing,business law, accounting and finance, economics, and business statistics. The Associate of Applied Science Degree in Criminal Justice provides students with thegeneral criminal justice education, leadership, and technical skills necessary to succeed inthe workplace, to assume positions in criminal justice, and to upgrade the skills and knowl-edge of those currently employed. The program is designed to prepare students for immediatevocational, technical, or para-professional employment, and to impart an understanding offundamental competencies in the criminal justice environment. The Bachelor of Science Degree in Fire Science at Columbia Southern University presents thetheoretical foundations and technical training necessary for leadership and administrationof fire service organizations. Extending from a comprehensive curriculum of fire preventionand fire protection, this program utilizes a multi-dimensional approach to policy integra-tion, management of fire service organizations, and human resource management, andincludes comprehensive academic preparation in specialized fire service equipment andapparatus applications. T he Bachelor of Science in Fire Science presents the theoret-ical foundations for leadership and administration of fire

service organizations. Extending from a comprehensive curricu-lum of fire prevention and fire protection, this program takes amulti-professional approach to policy integration, manage-ment of organizations and human resources, and includescomprehensive academic preparation in specialized fire serviceequipment and apparatus applications. This course of studyalso extends legal frameworks to applied fire service settingsand context.
