Wetlands are transitional areas between aquatic and terrestrial ecosystems. These lands have many different names, forms, characteristics, and definitions and span ecological, political, and jurisdictional boundaries. Federal and local wetland laws and regulations are based on definitions of wetland systems and as a result these laws often create a confusing and frustrating permitting process.

ExpErts in wEtland rEsourcEsCongress continues to enforce the federal “no-net-loss” policy due to the rapid

decline of wetland habitats. An integral component of compliance with this

policy is the mitigation of wetland loss or degradation through preservation,

conservation, creation, restoration, or enhancement of like-kind wetland

versions of wetland protection standards which require a solid understanding
