Testifying before the Environment & Public Works Committee, ARTBA President Pete Ruane told senators that federal highway funds account for nearly 52 percent of state roadway and bridge capital outlays annually. Eleven states rely on the program for 70 percent or more of their road and bridge capital improvements, and 20 states rely on federal reimbursements for 50 to 69 per- cent of their capital outlays. For the remaining 19 states, federal investment accounts for 35 to 49 percent of their highway construction activities. “Although the amount of reliance on federal funds for needed road and bridge improvements may vary state by state, it is clear that for the vast majority of states the effectiveness of their highway construction programs are heavily dependent on a strong and reliable federal part- ner,” Ruane said. The 2013 ICUEE — InternationalConstruction and Utility EquipmentExposition ran October 1 to 3 at theKentucky Exposition Center inLouisville, Ky.

There was plenty of enthusiasm and apositive buzz throughout ICUEE 2013.Attendees connected with exhibitors todo business and connected with indus-try experts in more than 90 educationsessions to gain a clearer understanding

of industry issues and challenges.“We hope the great turnout and par-

ticipation at this year’s ICUEE points tomore sustainable and broader industrygrowth. Attendees said ICUEE preparesthem for what lies ahead and that theshow is where they go to find new prod-ucts and solutions, make buying deci-sions, and learn the latest industry bestpractices,” said Sara Truesdale Mooney,ICUEE show director.

The final registration count made the2013 show the second highest attendedin ICUEE history; international atten-dance also was second-highest.Participants came from all 50 states, all10 Canadian provinces and 50 other

countries worldwide. ICUEE 2013 had a record 862

exhibitors, and the show floor hit arecord 1.17 million net sq. ft., includingco-located H20-XPO and iP UtilitySafety Conference & Expo. The indoorand outdoor exhibits offered utilitiesand utility contractors the ultimate incomparison shopping for new productsand equipment, with the hands-on prod-uct demonstrations that are a hallmarkof ICUEE.

ConExpo ’87 set new world records in Las Vegas, Nev.,Feb. 21-26! The largest international construction equipment exposi-

tion in history not only boasted a huge attendance (130,000people), but also a record 900,000 square feet of exhibitspace, with 30,000 tons of equipment, valued at over a halfbillion dollars, shown by 280 exhibitors.The city of Las Vegas handled the crowds with great skill

and professional courtesy. Everyone was taken care of,except in the casinos, where they were on their own!Exhibitors at the show said reaction to their displays was

unprecedented. Manufacturers interviewed by ConstructionEquipment Guide said qualified leads were “beyond ourwildest dreams.”One trailer company executive brought a large box chock-

full of qualified leads per day back to his office. The box helda treasure trove of 500 to 600 names and companies.A person represented a manufacturer of heavy-duty quar-

ry equipment said he was “flabbergasted,” not only at thenumber of inquiries, but also by the fact that his companyhad sold over $2 million in equipment during the first three

mal, and express check-outs proved agreat convenience.The only long lines were to get into

the various hit shows of the week.These included Siegfried & Roy’s“Beyond Belief” show at the Frontier,Bill Cosby at the Las Vegas Hilton, andTom Jones at the Bally’s Grand (wow-ing all the gals who showed up).All these shows were sellouts every

night and tickets were rather difficult tocome by.Action Helicopters did a thriving

business taking interested daredevilsover Hoover Dam and Lake Mead anddown into the Grand Canyon for somemagnificent scenery and experiences.Besides showcasing the colossal dis-

Brewer Farms, Inc. invited PetersonPacific personnel and guests to its 40-acre facility for the first ever Peterson

demo day. Tom Brewer, owner of BrewerFarms, is a long-time Peterson customer andhas owned Peterson equipment and is wellrespected in his industry for creating mulch,poultry bedding, landclearing, and biomassproduction. The event was held inEvansville, Ind., on Sept. 27. More than 300people from seven different countries, and27 states attended the event. The demo day featured stations showcas-

ing the 16 pieces of equipment on display.Guests started at different sections and had aset time to view the machinery, assisted by atleast two members of Peterson’s personnel.The types of equipment on display included5710C, 2710C, 4700B, horizontal grinders;4300B, 4310B drum chippers; 4800F,5900E disc chippers/flail; BTR70 blowertrailer; DS6162 screens; and the new TerraSelect S6-E star screen. “We had our good friends at Terra Select

at the show with four different kinds of trom-mel and star screens, and we were able toshow the advantages of different kinds ofscreens and how they perform in a variety ofmaterial from compost to wood grindings,”said Michael Spreadbury, marketing manag-er of Peterson Pacific. To end the event Peterson offered guests a

catered barbecue dinner. “We really felt that this event was a suc-

cess as it allowed our customers to networkwith one another on best practices, and oper-ations setup — and we had a lot of feedbackfrom those who attended the event that thiswas time well spent,” said Spreadbury.“Likewise, we showed that Peterson is notjust about horizontal grinders or chippers,but we have the full complement of stackingconveyors, blower trucks, and screens tohelp our customers get the most from thefiber that they process.”

ALBUQUERQUE, N.M. (AP) Storm-weary NewMexico is getting some help from the federal government onflood cleanup. The U.S. Department of Transportation will make imme-

diately available $2 million in emergency relief funds to helpthe state cover the costs of repairing roads and bridges dam-aged by severe storms in September. The storms overflowed rivers, sparking massive flooding,

forced evacuations and damaged roads. Officials say roadsand bridges in counties and tribal areas in the state werewashed out or severely damaged, including a section of I-40about 30 mi. west of Albuquerque, where a sinkhole formed. In addition, Los Alamos National Laboratory on Sept. 20

reported millions of dollars in damages to environmentalmonitoring stations around the property due to heavy rainand flooding.

According to the federal DOT, repairs from the Septemberstorms in New Mexico are so far estimated to be at least $9million. The number is expected to increase as officials con-tinue to assess the damages. The initial $2 million will be provided through the Federal

Highway Administration’s Emergency Relief Program. Itwill be used to reimburse the state for emergency work. U.S. Sen. Tom Udall, D-N.M., praised the move by the

department. “Communities across our state are cleaning up from dev-

astating floods, and many are facing expensive repairs toroads and bridges and other public infrastructure that is crit-ically important in their daily lives,’’ Udall said in a state-ment. A spokesman of Gov. Susana Martinez said the governor’s

office was pleased with the federal help, especially after wit-nessing the damage herself. “The governor has traveled around the state, from Las

Vegas to Mogollon to Cloudcroft, and saw firsthand the dev-astation these rains have caused,’’ Martinez spokesmanEnrique C. Knell said

Wilson Proposes Legislation to Solve Predatory Practices manufacturing plant, explained that payment has alwaysbeen a problem in the construction industry. “That’s why the American Subcontractors Association for

which I served as national president in 2002-03 was found-ed in 1966,” she noted. “While a lot has changed about theindustry in the last five decades, industry surveys indicatethat serious payment problems persist.” The ENR summit brought construction industry leaders

together to assess various new and changing risks, discusshow to measure and control them and explain how the risksmay change in the years ahead. Wilson turned the focusaround and back onto contractors. She explained that somepayment challenges can be attributed to operational mis-takes, which may be quickly rectified, or institutional delays,which can be attributed to standard operating procedures andmay be more difficult to overcome.

“But they don’t have to be and shouldn’t be SOP,” shesaid. “Indeed, standard industry documents, includingConsensusDocs … have addressed these issues with morereasonable payment terms.” Wilson urged those in the audience to examine their own

companies’ contract documents and consider modifyingsome of the provisions so they’re in the best interest of theproject. Many payment problems, however, are the result ofpredatory practices by bad business operations, she contin-ued. “These firms prey on subcontractors and suppliers that are

small, inexperienced, naive or just too hungry,” Wilson said.“They use strategies and tactics that delay and even deny

payment to those that can least afford it, with the goal of lin-ing their own pockets.” Wilson proposed several legislative solutions for predato-

ry practices, including legislation making pay-if-paid claus-es void and unenforceable and legislation allowing contrac-tors and subcontractors to stop work for nonpayment. “The time has long since come when contractors but, par-

ticularly subcontractors, can’t continue to have the lifesqueezed out of us by operational, institutional and predato-ry slow pay. We must lead the industry — kicking andscreaming if need be — down the road to payment reform.

Highway Trust Fund’s revenue stream have not been adjust-ed for 20 years,” according to Ruane. “As a result, the trustfund has limped along from insolvency crisis to insolvencycrisis since 2008.”He warned that if federal highway and transit investments

fall off the cliff, state governments would likely slash theirhighway construction programs, allowing roads and bridgesto deteriorate. Tens of thousands of jobs would be eliminat-ed in the construction and supplier industries, further weak-ening a U.S. economy that is being kept afloat by the FederalReserve.Given the current situation for highway and bridge con-

tractors, further decline in the market would have dire con-sequences, Ruane told the panel. He pointed to ARTBA eco-nomic data showing the amount of real pavement work is onpace to decline eight percent in 2013, and the real value ofwork on highways and bridges has dropped 30 percent since2009. Average employment by highway and bridge contrac-tors through July 2013 also is down 16 percent compared topre-recession levels.Ruane noted that if Congress continues the recent practice

of transferring resources from other parts of the budget to theHTF, it will have to add $135 billion to the federal deficitover the next 10 years or shift $135 billion from other gov-ernmental activities to the trust fund. “Neither of these approaches are sound fiscal or econom-

ic policy,” Ruane said.He called on Congress to finish the job started with MAP-

21’s policy and program reforms by generating new revenuestreams to bolster the HTF. “The lone remaining impediment to delivering the nation-

3D Control on Paver Allows for Accurate, Quick Surface Builddouble-taxiway airstrip. Serving the regionaloil and natural gas exploration markets, theairfield is essential for transporting suppliesand personnel. The $3 million contract towiden the single 6,800-ft. (2,073 m) runwayan additional 5 ft. (1.5 m) was let to HKContractors Inc. in Idaho Falls, Idaho.Started by George Hartwell in 1950 with abackhoe and a dump truck, HK Contractorsis now one of the largest construction com-panies in eastern Idaho.“The existing airstrip has been in service

for 30 years or longer, so it was time for arebuild,” said David Harrigfeld, GPS techni-cian of HK Contractors. “About two or threeyears ago, we rebuilt much of the apronwhich had turned to alligator skin.”Harrigfeld received paper plans and elec-

tronic files for the project from the engineer-ing firm.“For our construction and paving purpos-

es, we needed to build a 3D digital modelfrom the various materials provided to us,”Harrigfeld said.Harrigfeld used Trimble Business Center

— HCE software, which he said is “aninvaluable tool that let me build the surfacequickly and accurately.” The software isdesigned to manage, analyze and processsite construction data. “Our Trimble machine control systems

were all on other time-sensitive sites. Thecompany did not wish to rent another bladewith GPS brackets and system but becauseof the airport completion deadline andknowing when the firstsnow of the season willlikely come we had toget creative to finish ontime,” continuedHarrigfeld.When Harrigfeld

arrived on site, theywere preparing to laythe P209 crushed aggre-gate base course, whichaccording to Harrigfeldcan be a major chal-lenge. “If you lay it toodeep, you have to use abox scraper to avoidsegregation. Or if youlay it too thin and needto add to it, you have to first scarify the sur-face, then re-water the aggregate before lay-ing it back to grade.”To maintain the necessary control and

ensure accurate results with the placement ofthe 6,600 cu. yds. (5,046 cu m) of P209crushed aggregate base course, Harrigfeldopted to use a track asphalt paver equippedwith a Trimble PCS900 paving control sys-tem. With 225 hp (168 kW) gross power, thepaver was upgraded to the Trimble 3D sys-

tem and HK Contractors acquired a TrimbleSPS930 universal total station to providehigh accuracy 3D machine guidance, requir-ing only one-person operation. The practiceof using a paver to lay a base course is morecommon in other parts of the world, but isstill novel to most American paving contrac-tors.“Using 3D control on the paver we were

able to accurately lay the aggregate basecourse to grade,” Harrigfeld said. “We wentup from the borrow and did not have to hubthe P209 gravel, which would have taken thesurveyors at least four days to complete. Itwould have taken them as long to hub it as ittook us to lay it with the Trimble-equippedpaver. Plus, we would have had to finish tothose hubs.”

Harrigfeld esti-mated that in timesavings, the tech-nology saved thecompany sevendays of aggregatebase course place-ment on this verytight time sched-ule job. He alsocites better effi-

ciency and increased productivity in theasphalt paving.“The Trimble technology allowed us to

easily and accurately place the 12,600 ton ofasphalt to the FAA required tolerances whichare plus or minus half an inch to designgrade,” said Harrigfeld. “Additionally, ithelped us achieve the smoothness toleranceof plus or minus half an inch to design.” The FAA requires that paving contractors

use the 16-ft. (4.9 m) straight-edge to con-

firm that variance is nogreater than a quarter of an inch when meas-uring either laterally or transversely theentire length of the runway. “The 3D paver placed the P209 crushed

aggregate base course, paved the airstrip,and passed the straight-edge test without anyremedial work required,” Harrigfeld said.“It’s not a common practice to lay gravelwith a paver because it’s extremely abrasiveand I had never done it before so I was wor-ried about the amount of wear we wouldhave on the paver. As it turns out, the amountof wear was minimal compared to theamount of time we saved and still met thecritical tolerances that the system allowed usto have.”In addition to meeting tight tolerances,

using the Trimble PCS900 allowedHarrigfeld to complete paving operations ina shorter time frame — in 17 days instead ofthe at least 25 days he estimates it would

have taken without 3D paving technology. Harrigfeld concluded, “The Trimble tech-

nology on the paver helped us in the race tonot only meet the county’s deadline for com-pleting the Miley Memorial Field Airportairstrip rehab, but also beat the weather com-ing in for the season. Two or three days afterwe completed the job, we had an eight to teninch snowfall that would have shut that jobdown for the year. During our crunch to geteverything completed we had tremendoussupport from our local Trimble dealer whohelped get everything set up on the paverand was on site monitoring the progress. I’mhappy with the work our crew did and thecooperation we received from our dealer.I’m proud of the results and would have nohesitation ever flying into that airport.”
