NDOT has been planning for several decades to improve I- 580 to freeway standards for its entire length in Nevada. Piece by piece, the long-range plan is taking shape. This new freeway segment cov- ers 8.5 mi. (13.7 km) and is scheduled to offi- cially open to traffic in mid-August 2012. Development of I-580 in Washoe County has been a work in progress since 1957. H&K’s Pocono Raceway Paving Work Earns Rave ReviewsThe H&K Group’s recently completed paving project at

Pocono Raceway received rave reviews from NASCARdrivers following the Pocono 400 Race on June 10, 2012.The famous triangular-shaped track, located in Long Pond,Pa., embarked on an enormous reconstruction project withthe Skippack, Pa.-based H&K Group to completely repavethe track and add several safety upgrades. The “Tricky Triangle Track Transformation,” as it has

been affectionately named, began in late summer/early fallof 2011. This was the first track repave since 1995 (whichalso was performed by The H&K Group) and the thirdrepave in the track’s existence. This is only the second timethe track has been repaved from the dirt foundation. The lasttime it was exposed was when the track was initially built in1971.In a project of this magnitude, with tight deadlines, strict

NASCAR rules and regulations, and the end result of race-cars ripping down the track exceeding 200 mph, there is noroom for error. That in itself makes it especially impressivethat this was an H&K Group “Design/Build” project fromthe very beginning. In the early phases, The H&K Group’s Director of

Business, Tommy Letwinch, and The H&K Group’s ChiefOperating Officer, James T. Haines, met with executives inthe NASCAR organization, including NASCAR PresidentMike Helton, NASCAR Vice President for CompetitionRobin Pemberton, as well as traveled to Michigan to meetwith a NASCAR consultant in regards to a similar project atthe Michigan Motor Speedway. Officials at Pocono Raceway, including

President Brandon Igdalsky, Chief OperatingOfficer Nick Igdalsky, and TrackSuperintendent George Ewald, also were heav-ily involved in the planning and design of thetrack. All of this critical research and informa-tion was relayed to The H&K Group’s engi-neering and environmental services division,who then built a 3-D model, which was usedfor all project grading and alignment, while thegroup’s estimating team began to scope out theproject.The project was completed in seven phases:• Phase One: Initial research, design, engi-

neering and development of the project• Phase Two: Demolition of the existing pit

wall and storm drainage and associated work• Phase Three: Milling and removal of exist-

ing asphalt from the raceway surface, resultingin 17,829 tons of millings (recycled and used intrack inroads and apron areas), began apronreconstruction areas and construction of newconcrete pit walls• Phase Four: Placement of recycled asphalt

pavement in apron areas between turns one and three and oninfield road, placement of .7 in. (19 mm) asphalt on apronareas, installation of new 18 ft. (5.5 m) wide cast-in-placeconcrete pit stalls, and 12 in. (30.5 cm) cement stabilize FDR(full depth reclamation) of entire track area• Phase Five: Placement of .7 in. asphalt on the track area

and on pit lane• Phase Six: Profile milling of track areas as needed,

installation of #75 .37 in. (9.5 mm) leveling course to track,apron and pit lane areas, and installation of .37 in. final wear-ing course to track, apron and pit lane areas• Phase Seven: Rumble strip and runoff construction and

tie into existing infield roadways There were many provisions made for this unique project,

including specialized equipment to pave on the steep gradesof the track and asphalt mixes that had to be perfected andapproved by NASCAR. Some of the technology that wasutilized was ATS Grading, which is automated tracking soft-ware, as well as GPS systems. The maintenance departmentfacilitated counterweight equipment, which had to be placedon the rollers, as well as an outrigger for the milling machinewhich helped to combat the steep grades. The material forthe project was designed internally and provided by nearbyH&K Group affiliate, Locust Ridge Quarry.

During all of this intense planning, designing, mixing, andconstruction, there was a strict deadline looming, which wasApril 15, 2012; a non-negotiable date due to the fact thatGoodyear needed to conduct test sessions in order to preparea tire for the first race, the Pocono 400, which was held onJune 10. Several NASCAR drivers joined the Goodyear test,

including Sprint Cup drivers Kasey Kahne, JamieMcMurray, AJ Allmendinger, Joey Logano and AricAlmorola. All of the drivers offered extremely favorablereviews of the track, including that the track felt extremely

The National Commission for the Certification of CraneOperators (NCCCO) will issue separate CCO certificationcards to CCO-certified crane operators who also have beencertified in the CCO rigger and/or signalperson categories.Previously, all certifications were listed on one card. Thenew cards also will reflect the full five-year certificationperiod for each category. Previously, all certifications had acommon expiration date, regardless of when the candidatespassed the test(s). Riggers and signalpersons who are not certified in crane

operation have always been issued their own separate cards,and this policy is unchanged.The new policy is effective July 2. However, previously

CCO-certified crane operators who hold rigger or signalper-son certifications also will be issued new rigger and sig-nalperson certification cards at no charge. Mailing of thenew cards to existing certificants will be completed by mid-summer.“This major policy change will make it much easier for

employers as well as state and federal authorities such asOSHA to determine the qualifications of those workingonsite,” said NCCCO Commission Chairman, Kerry Hulse.“And it will ensure that certificants receive a full five-yearcertification period for each of the certification categoriesthat they have earned.”CCO certification cards are nationally accepted as official

proof of certification, and the new cards have been designedto meet all federal OSHA and state requirements, includingthe need to have details about the certifications (such as thetypes of signals in which a signalperson is certified) readilyavailable on the job site. The new cards have been colorcoded for each certification category. Operator CCO cardscontinue to have a black band across the bottom, while rig-ger and signalperson cards feature a green band for easyrecognition. The new policy of separate expiration dates does not

affect the crane operator certification program, however. “All crane operator certifications will continue to have the

same expiration date regardless of when new crane operatordesignations are added,” said Joel Oliva, NCCCO programmanager, test development. NCCCO currently has nine crane operator designations,

three crane inspector designations, two rigger designationsand a signalperson designation. New certifications for diggerderrick operators and lift directors are currently in develop-ment for launch before the end of 2012.The National Commission for the Certification of Crane

Operators is an independent, non-profit organization estab-lished in 1995 by industry to develop and administer anationwide program for the certification of crane operatorsand related personnel. Since then, NCCCO has administeredmore than 625,000 nationally accredited written and practi-cal examinations to more than 170,000 operators in all 50states.

New Policy...

NCCCO to IssueSeparate CCOCertification Cards Administration officials significantly underestimated the

cost to construction employers of proposed new hiring quo-tas for federal contractors according to a new analysisreleased June 27 by the Associated General Contractors ofAmerica. According to the analysis, a proposed new hiringquota for the disabled would cost employers 30 times morethan officials predict while a new hiring quota for veteranswould cost employers 20 times more than originally esti-mated.“The administration has grossly underestimated the finan-

cial and administrative burdens that these new rules wouldimpose, particularly on small businesses,” said BrianTurmail, the association’s spokesperson. “If the proposedrules take effect, many small construction firms may nolonger be able to afford to work on federal projects.”Turmail noted that the administration’s proposal to force

federal contractors to make sure that 7 percent of their work-ers in each job category are disabled would cost constructionfirms $14,056 per year for each of their office locations, 30times higher than the $473 compliance cost the administra-tion suggested in its proposed rules. In addition, employerswould have to spend at least 1,444 hours per office locationcomplying with the new rule, 185 times longer than the 7.8hours federal officials estimated.The spokesperson added that the administration’s pro-

posed veterans hiring quota would cost construction firms aminimum of $11,333 per year per office location, 25 timesmore than the $560 estimated by the Department of Labor.That rule also would force construction employers to spendat least 1,267 hours per year per office site to comply, 140times longer than the nine hours Labor officials originallysuggested. Turmail noted that the added burden the newrules would impose on firms, when combined with the costof complying with other regulations would likely be toomuch to bear for many small firms considering working onfederal projects.The analysis was based on detailed evaluations of the hir-

ing quotas conducted by construction firms that would becovered by the rule. Association officials added that the newrules aren’t even needed, considering federal data indicatescontractors are already doing everything within their powerto hire people with disabilities and veterans. And the currentunemployment rates for people with disabilities and veterans— which the Department cites to justify its new quotas —are lower than for construction workers.The proposed new rules require firms to meet sweeping

new reporting requirements, establish formal partnershipagreements with community outreach programs to help withrecruiting, and put in place new training programs, amongother costly new measures. If firms fail to meet the “goals”set out in the two proposed rules, they face federal audits andpotential debarment from working on future federal con-tracts.

NASCAR Drivers Laud H&K’s Paving Work in Poconosmooth, had great grip, and wasmuch faster, which led to predic-tions of several track records beingbroken. Those predictions, in fact,

became reality even during thepractice sessions held two daysbefore the race, when 36 of 44drivers posted a faster lap than the172.533 mph NASCAR SprintCup qualifying record set byKahne in 2004. Logano, who wenton to win the race two days later,set the new record at 179.598 mph.Many NASCAR drivers expressedpraise and confirmed their initialimpressions of the track followingthe race. 2010 Pocono Winner andSprint Cup Points Leader GregBiffle stated, “It’s glass smooth[the track]. NDOT Acknowledged for I-580 Project1970.Additional segments faced opposition to the alignment

recommendation, and lawsuits were filed in the early ‘70’s.One corridor was approved in the late ‘70’s, butEnvironmental Impact Statements (EIS) on further sectionswere not released until 1983.From 1983 until present, the freeway has progressed

southward through a series of construction projects, firstfrom South Virginia Street to Del Monte Lane, then north-ward from Del Monte Lane to South Virginia Street, andmost recently from South Virginia Street to the Mt. RoseHighway. The final link from Winters Ranch to the Mt. RoseHighway will complete the freeway improvements inWashoe County.The I-580 Freeway Extension Project marks the final seg-

ment in NDOT’s plan to construct a safe freeway fromCarson City in the south through the Reno-Sparks area, toPanther Valley in the north.The existing highway was under great strain because of

increased commuter traffic and development in southTruckee Meadows, Pleasant Valley and north WashoeValley. Anticipated growth will burden the route even furtherwith continuing negative impacts on congestion and trafficsafety. The freeway extension will provide a safer and moreefficient route to serve growing traffic needs.The project originally went out for bid in June 2003 and

Edward Kraemer & Sons Inc. was awarded $79.5 million forwhat was referred to as “Package A.” Construction on thiscontract began in November 2003. However, in May 2006, NDOT and Kraemer mutually

agreed to terminate their contract due to a disagreement onthe constructibility of the pilot truss for the Galena CreekBridge. Kraemer received $50 million for work completed.Contract termination was approved by the StateTransportation Board on June 6, 2006.In an effort to get the project on track and completed, all

remaining work was combined into one contract, 3292. Anextensive contractor outreach program was put into place tofind a qualified contractor — Fisher Sand & Gravel — whothen commenced work with a $393 million contract. Fishersubcontracted C.C. Myers of Reno for bridgework.The remaining work included within Contract 3292

includes five bridges; grading and paving for the 8.5 mi. of

roadway between the Bowers Mansion interchange and theMt. Rose interchange; construction of the Bowers Mansioninterchange; and the completion of the Mt. Rose/I-580 inter-change. Contract 3292 also includes sculpting of the rockcuts, re-vegetating slopes, and construction of retaining wallson the downhill slopes. A now-famous portion of this project is the Galena Creek

Bridge. Measuring 1,722 ft. (525 m) long, with a 300-ft.(91.4 m) high arch, this bridge is the longest concrete cathe-dral arch bridge in the U.S.A tremendous amount of public interest was generated by

the project design for this segment of the freeway extension.Communities affected by the freeway extension have histor-ically proven to be highly active and involved from the proj-ect start. Recognizing this, NDOT's multi-faceted publicinvolvement program included the Stakeholder WorkingGroup (SWG) as a mechanism to keep project stakeholdersdirectly involved. On this final segment of I-580, NDOT implemented a

design approach different from historic design and construc-tion projects. Through a process referred to as ContextSensitive Solutions (CSS) or Context Sensitive Design(CSD), NDOT developed and implemented an integratedpublic outreach plan to solicit public involvement and com-municate openly with stakeholders. During final design,NDOT integrated stakeholder input into the proposed road-way alignments and bridge designs to develop a project thatblends with the terrain, minimizes impacts and has commu-nity support, while maintaining safety and mobility.The I-580 project was awarded “Notable Practices” by

AASHTO for demonstrating the successful application ofContext Sensitive Solutions in a freeway application. Many of the aesthetic treatments have taken shape during

construction. More than 3 million cubic meters of earth havebeen hauled from the north end of the project to the southend of the project. When the project is complete, the price tag will be close

to $550 million — after totaling the contracts with Kraemerand Fisher, change orders, designs and right-of-ways. Theentire project is scheduled to wrap up and open to traffic inlate summer 2012

Terex Announces HyPower Hybrid System Retrofit ProgramTerex Utilities now offers customers the option to retrofit

their current utility truck fleet with the Terex HyPowerhybrid system, a plug-in power take-off (PTO) system thatuses stored energy from the system’s rechargeable batteriesto power the non-propulsion functions of most utility vehi-cles. The system helps customers save fuel and reduceexhaust emissions while allowing operators to function in arelatively quiet work environment, a benefitfor noise sensitive job sites.“Retrofitting our HyPower system onto a

current utility truck, including aerial devicesand digger derricks, can help customers ‘greenup’ their fleet at a reduced capital investmentversus purchasing a new HyPower unit,” saidNick Cammisa, Terex national accounts man-ager. “Not only is this a less expensive option,but it’s also a faster way for customers to meettheir company’s green initiatives. TheHyPower system reduces the engine idlehours on the job site, resulting in fewer oilchanges, lower fuel consumption, as well asreducing the amount of times an engine willneed to go into re-gen mode. Most competitive aerial devicemakes and models qualify for this retrofit option.”The Terex HyPower Hybrid Retrofit Program can be

applied to any Terex or competitive manufacturer’s aerial

devices five years old or newer and can be completed at anyone of its 14 different Terex Equipment Services (TES) loca-tions. For an aerial device to be considered for a HyPowerretrofit, it needs to pass an initial inspection, which includesan understanding of the truck’s available payload capacity,body configuration and cab-to-axle length to accommodatethe battery packs. After the inspection, retrofits can be com-

pleted in as little as two weeks. HyPower retrofitted trucks come with the standard one-

year warranty from the date of in-service on the system, thesame as on new HyPower equipped units. “Not only is the Terex HyPower Hybrid System simple

Mack Expanding Offer to Include Construction ApplicationsMack Trucks is expanding its natural gas-

powered offerings and has taken a key stepforward in its hybrid vehicle developmentprocess. Mack plans to offer natural gas-powered

versions of the Mack Pinnacle and MackGranite models in 2013. Both models willutilize the Cummins Westport ISX12 Gengine. Customer testing is scheduled tobegin this year. The addition of the 12-L natural gas-pow-

ered models expands Mack’s current naturalgas solutions to on-highway and construc-tion applications. Mack already offers natu-ral gas-powered Mack TerraPro low entryand Mack TerraPro Cabover refuse models. Like their Mack TerraPro natural gas

counterparts, the Mack natural gas-poweredPinnacle and Granite models will featuremaintenance-free aftertreatment and require

only a three-way catalyst to meet EPA 2010and CARB emissions standards, setting anew benchmark for lower alternative fuelvehicle lifecycle costs and improving cus-tomers’ return on investment. ICON Slide Rail Systems Versatile on Challenging JobsICON slide rail systems give contractors versatility and

options to help them shore everything from simple pits toelaborate excavations with utility problems, overhead clear-ance projects or difficult soil conditions, according to themanufacturer.

ICON’s slide rail shoring systems are made of high-yield,Grade 50 steel and are comprised of lineal panels, rails orposts and bracing. This allows contractors install three orfour sided pits and two sided trenches in a variety of exca-vations and soil conditions. Contractors can choose sliderails in single-, double- or triple-rail designs with either rollerrail frames (struts) or fixed-position braces.

Slide rail systems are used for the excavations of sewerlines, water mains, tunnel-access pits or shafts, tank installa-tions, pump or lift stations, wet wells, manholes, junctionboxes and many other uses.

ICON’s slide rail system is installed at the same time as atrench or pit is excavated. Installation of the slide rail systemstarts by excavating the trench to 4 ft. (1.2 m) deep. Next,workers install rails and plates to help square up the system.They continue to dig on the inside of the system to removethe excavated soil as needed. More panels and rails are thenincrementally added using the “dig and push” method untilthe workers reach the required sub-grade.

“The dig-and-push installation method eliminates theneed for vibratory hammers and can boost production bymore than 50 percent,” said David Crandall, vice presidentof ICON. “And best of all in these tough times, labor costswill go down by 30 or 40 percent compared to conventionalsheeting.

“When it comes time to tight sheet a pit or trench on adeep excavation and you’re in a heavily congested area,

slide rail systems make the perfect solution. Installation ofthe system is accomplished without a vibratory hammerwhich causes significantly less damage to nearby utilities orbuildings. Using a slide rail system instead of wood or driv-en steel sheeting also gives you more internal working roomfrom wall to wall without the need for inside waler beams.”

Other installation benefits of ICON slide rail system

includes but is not limited to sheeting and shoring aroundexisting or adjacent utilities. Larger structures or pipes thatrequire an unobstructed pit or access bay for a trench can beeasily accomplished by allowing the contractor to remove allcross bracing with a technique called rebracing of the sys-tem. For large and extremely deep jobs in excess of 30 ft. (9m) in C60 soil conditions, contractors can make use of the

triple slide rail systems.Environmental remedia-tion projects can be oftensolved with ICON’sfour-way rail system,which allows the con-tractor to install downthe back side of the railand continue excavatingand shoring in all direc-tions without removingthe entire system to re-install, according to themanufacturer.

KPI-JCI Embraces ‘Green’ Coating,Pretreatment Process on Certain PartsAs part of its mission to be eco-friendly whenever possi-

ble, Kolberg-Pioneer Inc. (KPI-JCI) is implementing a sus-tainable pretreatment and coating process on certain equip-ment parts that maximizes performance while minimizingthe impact on the environment.Before the parts utilizing the new process are ever paint-

ed, the metal is first cleaned (pretreated), thereby helping thecoating stick to the metal and slowing corrosion if the paintgets damaged during use. The new pretreatment process usesZirconization, a water-based, low-temperature pretreatmenttechnology based on highly corrosion-resistant materials thatare free of solvents, phosphates and heavy metals.Kolberg-Pioneer Inc. (KPI-JCI) didn’t stop with simply

improving the pretreatment process, according to BruceDunham, marketing/technical manager of DuBoisChemicals Surface Finishing Sector. The company alsoinstalled a coating system capable of applying and curing apowder coating versus a liquid paint. This coating system notonly enhances the appearance of the equipment, but also pro-tects it from the elements that cause corrosion, thus maxi-mizing the product’s useful life, according to the manufac-turer. “If you have ever used a can of spray paint, you are famil-

iar with the strong solvent odor,” Dunham said. “When usedon an industrial level, solvent-based liquid paints can addcost associated with environmental and health and safety

monitoring and reporting. Kolberg-Pioneer Inc. has mitigat-ed these issues by specifying a powder coating that providesa durable, corrosion-resistant coating to protect its cus-tomer’s investment.” The pretreatment and coating process takes approximate-

ly 2.5 hours, which is a significantly shorter turn-aroundperiod than when using liquid paint, according to MarkFolkers, production manager at Kolberg-Pioneer, Inc. Tobegin the process, parts are hung on a line and passedthrough a five-station wash before a part can enter the pow-der paint booth. Once a part is painted, it is passed in frontof an 850-degree infrared heater for one minute then entersa 350-degree oven for 50 minutes before entering the cool-off tunnel. Once the part is cooled and fully-cured, it isready to be sent to assembly. Lisa Carson, marketing manager of KPI-JCI and Astec

Construction Spending ReachesHighest Level Since December ’09family homebuilding up 2 percent and 15percent.The construction economist said that four

private nonresidential categories each posted12-month spending increases of more than25 percent: power and energy construction,35 percent; hotels, 29 percent; educationaland manufacturing, 27 percent apiece. Therealso were improvements in year-over-yeartotals for private transportation such astrucking and rail facilities, up 17 percent;health care and commercial (retail, ware-house and farm), 11 percent each; and officeconstruction, 7 percent.In contrast, public construction slumped

for the fifth consecutive month, falling 4 per-cent below the May 2011 level, Simonsonnoted. He said the largest public category,highway and street construction, slipped 0.5percent from April but edged up 2 percentyear-over-year, while the second-largest seg-ment, educational construction, fell 3 percentand 7 percent, respectively.“Based on the number and variety of proj-

ects that have been announced in recent

months, I expect the private nonresidentialsector to keep posting hefty gains for the restof 2012 and beyond,” Simonson predicted.“Apartment construction seems sure toremain strong as well. Single-family home-building is not as solid but has apparentlypassed its low point. Together, these cate-gories should mean that total constructionspending in 2012 will be positive for the yearfor the first time since 2007 despite ongoingweakness in public construction.Association officials said the enactment of

a federal highway and transportation bill thatslightly increases spending over the next 27months will keep public construction fromfalling further. But they urged Congress toinclude more funding for essential water andwastewater projects.“Getting a highway and transit bill passed

is a great first step,” said Stephen E.Sandherr, the association’s chief executiveofficer. “Next, Congress should focus onkeeping other forms of infrastructure fromfalling behind while enacting measures tosupport broader economic growth.”
