Bob Grand, Lost Creek Guide, moved to approve the minutes as written. Bonnie Babcock, Integrity CDL Academy, seconded the motion and the motion carried. ____________________________________________________________________ I. Reports a. Awareness Committee – Dana Rutz Discussion: Dana was unable to attend the meeting, Lora Lawrence presented in her stead. During the Awareness Committee meeting, there was an update on two grants ESWC is collaborating on. The 2 Generation (2GO) Grant collaboration between North Range Behavioral Health (NRBH) and ESWC addresses workforce issues that impact multiple generations in a family. With NRBH as the lead applicant, ESWC will focus on the workforce component around child care and respite care. The application was submitted on September 28th. ESWC is hopeful we will be awarded the grant in November in the amount of $100,000.00. The other grant discussed was the Registered Apprenticeship Intermediary Grant (RAIG). State directors of Workforce Centers combined efforts to submit two applications for Metro Denver and Northern Colorado. Weld is part of NoCo grant which include Adams, Boulder, Broomfield and Larimer Counties. Boulder County is the lead applicant and fiscal agent for the NoCo collaborative application. The $95,000.00 in potential funds could help offset costs of development of RA's in the area. If we can

I. Call to Order Meeting called to order at 12:01 p.m. by Chair, Dave Thompson. ____________________________________________________________________

II. Approval of Minutes Discussion: Dave Thompson, FMS Bank and board chair, entertained a motion to approve the Workforce Development Board meeting minutes from August 21, 2018 as circulated. Bob Grand, Lost Creek Guide, moved to approve the minutes as written. Bonnie Babcock, Integrity CDL Academy, seconded the motion and the motion carried. ____________________________________________________________________

I. Reports a. Awareness Committee – Dana Rutz

Discussion: Dana was unable to attend the meeting, Lora Lawrence presented in her stead. During the Awareness Committee meeting, there was an update on two grants ESWC is collaborating on. The 2 Generation (2GO) Grant collaboration between North Range Behavioral Health (NRBH) and ESWC addresses workforce issues that impact multiple generations in a family. With NRBH as the lead applicant, ESWC will focus on the workforce component around child care and respite care. The application was submitted on September 28th. move forward with this grant, the impact is expected to be positive. The application was submitted on October 8th, and ESWC hopes to hear in November if Northern CO is awarded the grant.

b. Youth Committee – Lisa Taylor Discussion: Youth Committee Chair, Lisa Taylor, reviewed several highlights from the previous Youth Committee meeting. During Program Year 2017, ESWC projected the Youth Programs would serve 198 youth. They exceeded this goal by 110% with 218 youth served. ESWC projects that the Youth Programs will serve 182 youth during Program Year 2018. Leslie Galindo-Salazar, Youth Case Manager, was part of the first Governor's Coaching Corps Cohort and Misty Falk, TANF Case Manager, was selected for the second cohort. Apprenticeship Week is in November. The Weld Works 4 Youth (WW4Y) program served 53 clients with only three youth terminated from their work experience placements.

c. Grants Performance Measures Dashboard – Heather Roberts Discussion: A service provided by ESWC’s Business Services Unit is Labor Market Information (LMI). Lora presented the Economic Impact Report based on LMI and other data sources to members. This report is a coordinated and aligned approach across the state to easily compare regions economic status. ESWC anticipates this being an annual occurrence based on program year. Several pages were highlighted from the report. Page five shows a breakdown of the economic impact of workforce development within Weld County during Program Year 2016 (PY16). Amber Duchaine, Business Service Representative and local data expert went over the formula used to provide the breakdown. Pages eight and nine display a table that shows the top 11 industries in Weld County and projected industry growth. Pages 30 and 31 discuss commuting data for those employed in Weld County. The Business Services Unit would like to ensure that the report includes information that is valuable going forward. What would make the report more user friendly? Suggestions provided during the meeting include: Including links, when applicable, in the report, especially the PDF version; Draw attention to significant changes from previous reports to highlight significant change; provide copies to schools to show what the workforce looks like, specifically to leadership and counselors; provide electronic copy on www.eswc.org; and use as a marketing tool. Members were encouraged to take some time to review the report and send questions, comments and recommendations to Lora Lawrence and Heather Roberts by end of 2018. For specific LMI for your specific organization, please contact Amber Duchaine.

a. Audit Compliance Review - Dave Thompson Discussion: CDLE has released the PY17 Annual Compliance Review Audit Report. ESWC passed out a high-level overview of the report, attached. The Weld County Human Services Advisory Commission (HSAC) will receive the overview report to inform them of the results and to increase awareness of ESWC program outcomes. The full report is available upon request, please contact Heather Roberts. Five promising practices were highlighted in the report as well as 95% of clients served had barriers to employment. ESWC only uses what is Statutory and Governor defined as barriers and have not identified any additional barriers at the local level. The only recommendation received from CDLE was to increase case notes around partnerships (co-enrolled) in client files. Dave also announced that member Lisa Taylor was appointed to the Colorado Workforce Development Council (CWDC).

b. Regional and Local Plan Modification Update - Heather Roberts Discussion: The Plan has been approved by state and is now moving through the signature process.

The purpose of the pins is to increase awareness of the WDB while members are at Talent Development and Community events. The pins will be ordered when the High Performing Board Technical Assistance funds become available.

a. 2 Generation (2GO) Grant – Lora Lawrence Discussion: As this item was covered under the Awareness Committee update, it was not discussed under new business.

b. Registered Apprenticeship Intermediary Grant – Lora Lawrence Discussion: As this item was covered under the Awareness Committee update, it was not discussed under new business.

c. Mentimeter Presentation – Heather Roberts i. High Performing Board

Discussion: Heather introduced Mentimeter to the board, which is an interactive presentation web tool that can capture real time feedback from participants and increase engagement. The presentation was regarding the High Performing Board Technical Assistance funds the board received, and the tool was used to gather feedback regarding topics to focus on for a retreat and businesses to tour. The fund allocations were on display during the meeting. The allocations and feedback are attached.

ii. ApprenticeshipUSA Grant Discussion: Heather presented a second Mentimeter to guide a discussion around what an innovative apprenticeship program would look like and discovered what assets were available from the members to support the increase in apprenticeships. The funds ESWC received from the ApprenticeshipUSA Expansion Grant (AEG) is an asset ESWC has available. Attendees were encouraged to promote the opportunity of involvement with apprenticeships to their networks. Please have interested parties contact Heather or CeCe. The AEG funds need to be spent by April 30, 2019. Feedback received during the presentation is attached.

d. Weld and Larimer Collaboration – Lora Lawrence Discussion: NoCo Regional Messaging Group is a group composed of representatives from Economic Development and workforce. The group understands the need for consistency in the message that is presented to the public. Larimer County Economic and Workforce Development and Employment Services of Weld County have been in attendance as well as several economic developers representing many municipalities including Brighton, Estes Park, Evans, Fort Collins, Fort Lupton, Greeley, Loveland, Windsor; also, in attendance were CSU's data expert and Upstate Colorado. Four main topics have been developed with bulleted points under each topic. The goal is to have a handout with topics valuable to the public that can be provided to local officials and is expected to be made available by end of year. The handout would be supported by solid information and the NoCo Regional Messaging Group would offer support to employers on a regional level. This is an opportunity for Economic Developers to be aligned and support an employer through technical assistance.

e. Policy Discussion - Heather Roberts Discussion: Heather informed the board about three policies that will need approval in the coming weeks. Due to the board schedule in the coming months, these will need to be approved by survey. Heather provided a brief overview of the three policies up for approval: ES Complaint System, WIOA Complaint System and Measurable Skills Gains. Tami also discussed the November meeting as the Membership Appreciation Breakfast and celebration of National Apprenticeship Week. More information will be available soon.

• Retreat $3,000.00 • To increase engagement outside of regular board meetings and to align program initiatives with the WDB's Vis ion, the intent is to pla n for a retreat. Current cost estimates are at $100/per person however this may change depending on attendance and faci lity rates.

• Employer Onsite Tours • To increase awareness of local business needs, the WDB has $1,500.00 proposed group tours of employer faci lities. Depending on

employers and participation, cost may vary.

Current cost estimates are $2000 however this may change due to inflation.
