Welcome to the first “FMD week”!

This is a historic occasion - in a very symbolic location, Istanbul, the point where tradition has considered that Europe and Asia meet. The meetings in this “FMD week” connect countries and organizations involved in FMD control in Europe and central and West Asia, and therefore bridging traditional divides.

“West Eurasia” is a term not often used in political groupings but reflects the shared FMD risk of countries which have in common strains of serotypes A, O and Asia-1, and which were directly affected by the epidemic spread of these viruses in the last 3 years. Much evidence points to emergence and spread of epidemics from places within this region, fanning out to boundaries of this region and at times spilling over into the Southern Balkans and to Lebanon, Israel, Jordan and even to Egypt and north Africa.

The first regional meeting to develop a Long Term Roadmap was held in Shiraz, Iran in 2008, and developed a long term vision of bringing FMD under control by 2020; at that time, clinical disease in the region should be absent or only sporadic. To effect this change, a framework for action was agreed, based on escalating activities aimed at bringing infection progressively under control -the FMD Progressive Control Pathway (PCP).

This approach was further supported by the OIE/FAO Global Conference on FMD control held in Paraguay in June 2009, which envisaged a comprehensive set of regional initiatives to promote FMD control, using the framework and tools developed of the PCP together with broader initiatives to achieve good Governance of the Veterinary services.

The current actions on FMD control in the West Eurasia region are mainly the result of investment by the countries - including high level investment in vaccination programs. The Regional Roadmap approach aims to safeguard these investments and achieve greater impact, recognising countries at different levels of control.

The four meetings held in the FMD week have some history; the Thrace region of Turkey has long been seen as a gateway of exotic diseases into Europe, and with recent progress may well achieve FMD freedom with vaccination in the coming year.

In the past year, however, epidemics have spilled over from West Eurasia as far as Libya. As livestock move readily across the region, control measures, at source and en-route, must be strengthened and preventive programs, particularly vaccination campaigns, better suited to the changing risk situation.

We hope the format of back-to back and parallel meetings will assist to ensure that countries of this region are able to better direct and stimulate the support needed to achieve the long term aim of West Eurasia free of FMD.

Finally, as the “Bosphorus” means the crossing point of the cattle, we hope that these meetings on the Bosphorus will mark a stage in development of the West Eurasia Roadmap where we step into a new point along the Roadmap towards regional FMD control.

• The main objective of the meeting is to review the progress along the Regional Roadmap towards the vision identified at the Shiraz Meeting in 2008, of a “West Eurasia region free of clinical FMD by 2020”;

• a secondary objective is to share information on FMD virus circulation within the West Eurasia FMDV ecosystem to assist planning of preventive measures in the short-term.

• the Report of the Meeting should assist the national and international organizations to better plan FMDV preventive measures in 2010 and to identify gaps of international support to be addressed in the coming year;

• the Meeting should improve the time-tabling of supportive actions in the coming 1-2 years;

• the Meeting should assist additional donors/partners to co-ordinate and program their actions, in line with the progressive control pathway/Roadmap.
