THE TEAMThe proposals will be delivered by Strettons – who own the site – alongside Berkeley Square Developments. They are working with award-winning architects Allies and Morrison.
STRETTONSStrettons is a top 30 UK property company, and is a major local employer
in the London Borough of Waltham Forest, with 111 staff employed at Central House. The company has had a presence in the Borough since 1937 and developed its current head office in Walthamstow town centre in 1991.
The company plays a major role in the local community and supports a number of charities, schools, artists and religious organisations, including Langdon and Dementia Friends. Strettons also supports Waltham Forest Credit Union, local sports charity ‘Gangs Unite’ and business support groups across the Borough.
Strettons is committed to staying in the London Borough of Waltham Forest, and has an aim to grow within a new, purpose-built office where its staff and clients can continue to flourish.
BERKELEY SQUARE DEVELOPMENTSBerkeley Square Developments is a specialist developer of commercial, retail and residential real estate assets. The company is based in London and operates across the UK and Ireland.
Recent projects include the Tottenham Hale Premier Inn (opened in August 2016), the Dagenham Travelodge (opening in 2019), and over 750 residential units and 65,00sqft of pre-let commercial development in and around London.
ALLIES AND MORRISONAllies and Morrison is an architecture and urban planning practice with a reputation for well-crafted buildings and thoughtful placemaking.
We bring to all our projects a rigorous approach which works with context while placing importance on the way buildings work, are made and contribute to the public realm. We are deeply rooted in London with a rich and varied portfolio, ranging from major public commissions like the redevelopment of the Royal Festival Hall and the masterplans for the Olympic Park and King’s Cross to a number of award-winning housing and commercial projects.

HOE STREET JUNCTION
THE OPPORTUNITYStrettons is expanding and needs major new office space to modernise its facilities and provide more space for a growing team. The company first developed Central House in 1991, however the building has come to the end of its useable life.
The building is now too small and outdated for a modern working environment, requires major upgrades, and fails to make best use of one of Walthamstow’s most prominent locations on Hoe Street junction.
Redeveloping Central House creates an opportunity to bring forward an exciting, well-designed scheme, which will:• Provide Strettons with more space to grow to secure

The prominent site is located at the heart of Walthamstow Town Centre, on the corner of Hoe Street and St Mary Road.

• The site forms part of the Council’s Walthamstow Town Centre Area Action Plan.
• Hoe Street and High Street have been identified as areas for redevelopment with high quality, larger scale buildings.
• There are a number of new and proposed nearby developments – see map.
• The Council has ambitious plans to increase jobs and business investment.
• The Council has identified that local businesses want to grow and space is limited.
• Tourism is expected to grow with Waltham Forest also recently selected as the first London Borough of Culture.
• There is a recognised shortage of quality hotels in the local area.

DESIGN EVOLUTIONThe designs have evolved through consultation with the London Borough of Waltham Forest over several years.
• A number of different options for the development were explored, with a maximum height of 13 storeys also considered.
• Changes have been made to the height and massing in particular to be sensitive to the area whilst responding to the emerging local context.
• These changes also reflect the site’s location and the objective to create a high-quality scheme in the town centre.
• There has been a reduction in height and the tallest element is now located on the prominent corner of the site with the scale dropping down towards neighbouring properties.

OUR VISIONOur vision is to bring forward a high quality new development at the heart of Walthamstow Town Centre which provides a new home for Strettons as well as a hotel benefiting the local area.

New retail space for a café, serving office workers and the public.
Public realm improvements.
Work placements and apprenticeships for local people at the hotel, Strettons and during the construction period.
A new 90-bed hotel with a restaurant at ground floor level, meeting the demand of visitors to Walthamstow.
Up to 90 new full and part times jobs in the local area, including 35 jobs at the hotel and 55 jobs at Strettons (in addition to 111 staff already employed at the site).

HIGH QUALITY DESIGNS
The designs include:
• Two new distinct buildings – a 5 storey headquarters for Strettons and an 11 storey hotel.
• High quality brick cladding and aluminium window panels.
• An active Ground floor with entrances to the hotel and office, a café and a restaurant.
• Upgrades to the surrounding public realm to include new trees and paving for pedestrians and cyclists, integrating with the Council’s wider gyratory improvements, Juniper House proposals and ‘Enjoy Waltham Forest’ cycling network’.
The emerging designs present an opportunity to create a prominent development, which reflects the emerging local context.

SERVICING & SUSTAINABILITYENCOURAGING GREENER, CLEANER MODES OF TRANSPORT Our proposals will encourage employees and hotel visitors to make use of the excellent sustainable transport links already on offer, including Walthamstow Central underground and overground stations, local bus services and the Council’s ‘Enjoy Waltham Forest’ cycle network.
We will therefore:
• Provide limited car parking spaces for Strettons staff only.• Include no on-street parking.• Deliver accessible parking spaces.• Offer over 50 cycle spaces.
SUSTAINABILITYWe are committed to creating a building that continues to support the Borough’s aspirations for design quality and sustainability, with the incorporation of renewable technologies and a brown-biodiverse roof.
SERVICING AND DELIVERIES The proposed development will result in improvements to the way the existing site is serviced.
We will ensure servicing is well managed to minimise vehicular movements related to servicing as much as possible.
Once the development is fully operational, servicing, deliveries and collections will continue to take place from St Mary Road however we anticipate a reduction in the number of vehicular trips compared to the existing site.
Moreover, we propose an on-site loading facility to remove some servicing that currently occurs on the road.

A detailed construction management plan will also be submitted as part of this application, and will consider a number of factors to mitigate disruption to local residents, including the hours of operation, the timing of deliveries to avoid peak times, and the control and monitoring of noise, dust and air quality.
