    Congratulations on your acceptance to the University of Idaho!The International Programs Office looks forward to welcoming you

    when you arrive.

    This packet contains important information designed to acquaint you with the UI andregistration procedures. Please read through it carefully and bring it with you on your

    flight to the United States.

    Welcome to the U of I! As a new international student,you are required to check in with the InternationalPrograms Office (IPO) to activate your Immigrationrecords. This is easily accomplished by bringing yourimmigration documents with you to the required

    immigration session during our new international studentorientation (see page 3 for orientation dates). If youbegin your program in the summer, you will be requiredto bring your documents and check in directly with IPO.

    You will also be required to attend the fall orientation, aswe do not offer a summer orientation. If you are unableto attend orientation you need to contact the IPO assoon as possible and please note the section on page 11about International Student Fees.

    Our office is located in the Living Learning Community (LLC), Building #3, Ground Floor. IPOoffers assistance in registration, advising, and adjusting to life at the UI. If you have any questions,please feel free to come to the office or contact us. Our office hours are 8:00 am5:00 pm duringthe academic year, and 7:30 am-4:30 pm during summer session.

    Pre-departure Checklist

    If you are sponsoredIf you are sponsored by an organization, notify them of your plans. Your sponsor can assist you with

    many pre-departure arrangements and provide valuable information.

    Make travel arrangementsArrive on campus at least two days before orientation begins in case of travel delays or jet lag. Werecommend arriving 30 days prior to class if you plan to work on-campus. Students can enter theU.S. up to 30 days before the begin date on their documents (see #5 on your I-20 form or #3 onyour DS-2019).

    Buy traveler's checksFor safety purposes and to cover costs on the way to the university and during your first month inthe U.S. you should purchase travelers checks. See financial information on page 7.

    Make copiesCopy medical records, x-rays, and prescriptions. Also, have prescriptions written in generic termsrather than brand names. A certified birth certificate translated into English may be required toobtain an Idaho drivers license.

    Label your luggageLabel all luggage, inside and outside, with your name and address in Moscow.

    Carry all legal documentationCarry your passport, I-20, financial documentation and any other legal documents, on your person,not in your luggage! You will need these to clear Customs.

    Check with the airlinesAsk about their luggage policy and reconfirm your flight reservations 72 hours before departure.

    Leave a phone number with someone in your home country use someone you know inMoscow or your department. If you do not know anyone to contact, please use the InternationalPrograms Office phone number (208-885-8984) in case of emergencies.

    Applying for Your VisaThe Admissions Office sent you aCertificate of Eligibility Form (I-20or DS-2019) and an official notice of your admission. You will needthese when you apply for your US visa.

    All new F-1 and J-1 students are required to pay the $200 I-901SEVIS Fee (see page 20). Applicants who require a visa to enter the

    U.S. must pay this SEVIS fee beforegoing to the U.S. embassy orconsulate for your visa interviews. See pages 18-19 for details or goto:http://www.FMJfee.com

    Take your I-901 SEVIS fee receipt, I-20 or DS-2019, passport, abank statement and/or departmental appointment letter indicatingfinancial support to the US Embassy/Consulate to obtain a visa. Donot use another schools I-20 if you wish to attend the UI, as you must attend the school listed onyour visa before you can transfer. Also, do not enter the US on a tourist visa (B-1 or B-2), as youcannot change to student status unless the consulate has endorsed the visa as prospective student.

    Canadian Citizens- You are required to pay the I-901 SEVIS fee but you are not required to obtain avisa prior to US entry. Take your I-20, passport and I-901 receipt to the port of entry where you willbe issued the I-94 arrival/departure record and be admitted to the U.S. in F-1 status. The I-94 has a$7 fee.

    Transfer Students - If you are attending a school in the US and plan to transfer to the University ofIdaho, you must inform the International Student Advisor (ISA) at your current school and have themrelease your SEVIS records to the UI. Report to IPO (you can do so by attending the NewInternational Student Orientation) to obtain your new transfer I-20 or DS-2019 within 15 days of thefirst day of classes.

    What to BringAvoid bringing excess items that can be purchased here and appliances that cannot be used with theU.S. current (110V). Listed below are items students suggest you bring because of expenses in theU.S. and for convenience:

    Extra eye glasses or contact lenses & fluid Frequently used or favorite books Educational supplies (calculators, paint brushes) Traditional or special medicines (packaged & wrapped medicines you

    need should be in your carry-on luggage in case your luggage is lost.

    All fluids over 3 oz should be in your large luggage and checked in. Photos, slides, maps, flags, artifacts, clothing typical of your country

    that can be used to share your culture with other students. Medical history from your home country physician (translated into

    English) for physicians at UI and in the Moscow area

    You will need bedding and personal items, but it is best to purchase them after you arrive, as bedand pillow sizes vary by country and these items take up lots of space.

    Financial InformationBring enough money to cover the cost of tuition & fees, health insurance, housing expenses, booksand personal expenses. If you plan to live on campus, you will pay a deposit before arriving and willneed to pay for the entire semester for housing and dining costs after your arrival. If you live off-campus, we recommend that you bring first and last months rent, plus damage deposit(approximately $1,500).

    We also recommend that you bring money in travelers checks or credit card rather than cash.Foreign bank drafts can be used to open a bank account; however, you cannot draw on this accountfor 30 days.

    Sponsored Students/Scholarships: If you have a scholarship or are sponsored by a third party, youmust bring a letter from your funding source addressed to the UIs Business & Accounting ServicesOffice, which authorizes billing for tuition, fees, housing and insurance if applicable.

    Health InsuranceHealthcare in the US is very expensive. Also, when you sign your I-20 and DS-2019, you areverifying that you will not be a financial burden to the U.S. government, to the University of Idaho orto the State of Idaho. Therefore, health insurance is required for all international students and theirfamilies. It is included in the total expenses on your I-20 or DS-2019. Failure to purchase insurancemay result in consequences up to and including disenrollment.

    When purchasing health insurance you will have two options:

    Option A: University of Idaho Student Health Insurance Program (SHIP).You are automatically charged for SHIP when you register for classes. You will see SHIP on your billfrom the UI for each semester. You do not have to fill out any forms.If you have dependents they will also be automatically charged the SHIP once we have your dependentinformation from orientation.Find out the cost of SHIP and what is covered at:http://www.health.uidaho.edu/ship

    Option B: Purchase a different medical insurance plan that meets or exceeds the UIHealth Insurance Requirements.

    If you would like to purchase a different insurance that is less expensive, you are required to completethe form on pages 11 &12. Sign the first page of the form and send bothpages to your medicalinsurance provider/company. The medical insurance company must complete and sign the second pageof this form and return to us. If the form is not received before classes begin, the SHIP charges willremain on your student account, as you are required to have insurance for every day you are in theU.S. If you are a J-1 Exchange student, then use the forms on page 13 & 14.Dependents are required to have insurance that meets J-1 exchange visitor requirements. Pages 13 &

    14 must be completed, submitted and approved before dependent insurance charges will be removedfrom the student account.PLEASE NOTE: In order to register for classes, students will still have to choose the SHIP insurance tofinalize class registration.

    If you are from Asia, Africa, or Latin America (areas of the world at high risk for tuberculosis, TB), westrongly recommend you be tested and treated for TB before you arrive in the US. Contact your USConsular office to see if there are any required or recommended immunizations before traveling.Bring copies of your medical records written in English.

    Cruise the World in Idaho!

    We hope you will bring pictures, maps, cultural items and clothing specific to your country or regionto display at Cruise the World. Cruise the World is an annual interactive celebration of internationalcustoms and cultures hosted by the International Friendship Association (IFA). This event drawscampus and community members together for an exciting day of food and activities. For moreinformation, email Ms. Glen Kauffman, IFA Coordinator, [email protected].

    Family InformationIf your family is coming with you, please bring complete medical records, written in English, for allfamily members. If you have children of school-age, there is no charge or advance registrationneeded to enroll them in the Moscow public school system. There may be fees for certain services orcourses not included in the regular curriculum. To enroll, you must provide:

    a record of your childs immunizations: diphtheria, tetanus, polio, measles, mumps, andrubella. A tuberculin skin test is recommended. Records should document a studentsvaccinations and oral immunizations by the month and year they were administered.a birth certificate or passport is required to enroll students in local schools.records, in English, of previous school attended are required for junior high and high school

    enrollment.

    Making Flight ArrangementsThe Pullman-Moscow Regional Airport is a small airport located close to Moscow. There are no directinternational flights to Moscow. Most students arrange a connecting flight to the Pullman/Moscowairport from a major airport such as Seattle. Some choose to fly to the Spokane airport and take theWheatland Express bus to Moscow (a 2-hour drive). See below for information on taking the busfrom Spokane.

    Pullman-Moscow Regional Airport (Airport Code is PUW):From the Pullman/Moscow airport, you can use the courtesy phone in the lobby to call a taxi. Call

    A-Z Taxi at 882-6141, to arrange a ride to your hotel, apartment or residence hall. Another optionis to contact your Student Group Leader (see page 3) to see if they can arrange a ride from theairport for you. If you arrive at the Pullman-Moscow Airport within 10 days before classes start,please contact IPO and we will arrange to pick you up.

    Spokane International Airport (Airport Code is GEG)Transportation from the Spokane airport is provided by Wheatland Express. Reservations arenecessary and the cost for this service is $39 by credit card only(drivers do not handle cash and

    excess baggage is subject to additional charge). Locate the driver in the ground transportationarea, which is near the exit at the baggage claim area.

    In the event that you arrive too late to get transportation to Moscow, please check into an airport

    hotel and be sure to make arrangements to arrive back at the airport to catch the bus.

    The Town of MoscowMoscow is ranked nationally as one of the 100 Best Small ArtTowns in America. Moscow is a friendly community of about20,000 residents. The Moscow population enjoys many of thesame conveniences (coffee shops, art galleries, theaters,clubs, bookstores and bike paths) of a much largercommunity. Nearby, you will also find some of the best (andleast crowded) sites for skiing, hiking, fishing, rock climbing,

    and mountain biking in the region.

    Moscow is only eight miles east of Pullman, Washington, homeof Washington State University, and just 90 miles away fromthe resort community of Coeur dAlene, Idaho and the city of Spokane, Washington.

    Moscow/Pullman TransportationThere is a free bus route available on weekdays in Moscow. Wheatland Express and Valley Transitalso provide commuter services between Moscow, Pullman, Spokane and Lewiston.

    ClimateWeather in Moscow varies greatly with four distinct seasons and varied temperatures. Temperaturesduring the winter range between zero and 40 F. There is considerable rain and snow betweenNovember and March. You will need gloves, scarves, sweaters, a heavy coat, and boots during thesemonths. Light clothing is needed during the summer, which tends to be hot (70-100 F) and dry. Alight jacket or sweater may be needed for cooler summer night temperatures.

    Temporary HousingIf you come to Moscow before arranging your housing or before your housing contract begins, youcan stay in a local hotel.

    On Campus HousingHousing on the UI campus is arranged by UniversityResidences. Several types of accommodations are available tosuit each student's individual needs.     Residence Hall rooms have either common bath facilities, where toilet/shower facilities are located oneach floor, or have semi-private bathrooms, which are shared with one or more roommates.

    Students living in residence halls are required to purchase a meal plan to eat in the universitycafeteria. There are multiple meal plan options available to suit your eating & snacking habits andclass schedule. Some of the residence halls have cooking facilities available and microwaves areprovided in each of the individual halls.

    In general, residence hall rooms have a twin-sized bed, chair, desk, shelves, drawers and a closet.

    You will need bed sheets, pillows, towels and other personal items. You may want to wait until youarrive in Moscow to buy these things. Students have 22 computer labs located throughout campus.Several residence halls have computer labs, available seven days a week. Additionally, each studentroom has internet & telephone capabilities.

    University ApartmentsUniversity Residences offer different living options for graduate students, nontraditional students,married couples and families. All apartments have private bath and cooking facilities. Family housingapartments have hookups for a washer and dryer.

    UI Residences Contract ObligationsIf you choose to live on campus, you must meet withUniversity Residences personnel to discuss yourcontractual agreement. UI residences staff will bescheduled to meet with you during fall & springorientations. You will be required to sign a legalcontract agreeing to stay in assigned housing for onefull academic year (August through May) if you arrivein August or one full semester if you arrive in January.University Apartment housing arrangements are madefor one full calendar year (July through June).

    Exceptions may be made for students who check in forspring or summer semesters or whose programs areonly one semester in duration.

    Room and board must be paid in full when you move in or you will be charged a fee for aninstallment plan until your balance is paid. If students move off campus before the contract endingdate, University Residences will assess a penalty charge for the time remaining on the contract.

    Off Campus HousingWe recognize that some students, particularly those who accustomed to living independently, mayfind that residence hall living does not suit their needs. As an alternative, students may choose tolive off-campus.     Class Registration ProceduresIn your acceptance letter you will receive information about registering foryour UI courses. It is important to pre-register as soon as possible, as someclasses fill up quickly. You can wait until you are on campus, but this is notrecommended.

    If you are an undergraduate, contact your academic advisor to discuss your choices. TheRegistrar's Office puts a "registration hold" on each undergraduate's registration. This means thatuntil an undergraduate speaks with an advisor, the student will be unable to register for courses.Graduate students are able to register without an advisors approval, but it is a good idea to contactyour graduate advisor anyway.Select classes from the online time schedule at: http://www.uidaho.edu/schedule/.When choosingclasses remember you may be required to prove you have taken the prerequisites to get into aclass. You will need to contact your academic advisor to find out if you are eligible to take theclass. For example, you cannot register for Math 143 unless you have met the Math 108requirements. Classes numbered from 100-400 are undergraduate courses. Classes numbered500 and up are graduate level courses.Login to register for your courses online at: http://www.vandalweb.uidaho.edu/When you are registering for classes a window will pop up asking if you would like to be enrolled inthe Student Health Insurance Plan (SHIP). Make sure to checkyes I want to enroll in SHIP, evenif you have alternative health insurance. If you checkno you will have a difficult time registering

    Class FeesThere are some student fees not included in the estimated cost of attendance and they cansometimes surprise students. You can check to see if there are additional fees attached to a class bylooking up the class at the UI class schedule website:http://www.uiweb.uidaho.edu/schedule/.

    International Student FeesThe University of Idahos International Programs Office strives to provide new international students

    with the greatest assistance possible as they settle into their new homes in Moscow. As such,attendance at the multi-day international student orientation is required for all new students. Thisorientation will include a complete immigration workshop as well as offer several meals and otheractivities. There is a one-time cost of $65 for all new international students which will be added totheir student account after they have attended this event. Any student who does not attend thisorientation will be charged an additional $100 and be required to attend a late orientation session,for a total cost of $165. There will also be a $50 international student fee charged to your studentaccount to support international student programming and services at the university. Please note:These costs do not apply to students on UI exchange programs.

    Checklist for When You Arrive at UI

    Here is what you need to do after arriving in Moscow:

    Plan to attend the new student orientation (schedule available online athttp://www.webs.uidaho.edu/ipo/intlstudents/orientation.htm)

    Check in with your departmenta. Meet with your major professor/advisor (if you have not been assigned one yet, ask in

    the department office). If at all possible, make an appointment before you arrive in the U.S. Youcan contact your department by e-mail or phone and ask for an appointment with your advisor.

    b. With the assistance of your advisor/major professor, choose your courses and registerthrough the university web page.

    c. If you are a graduate student and are a research (RA) or teaching assistant (TA), youwill need to complete the paperwork that the department will need to process your paychecks. Ifyou do not have a Social Security Number (required to work in the U.S.) please see IPO for SocialSecurity Administration information and forms.

    d. TAs please see IPO about the SPEAK test, if required by your department. This is totest your English speaking skills.

    Get your student identification card (Vandal Card)Go to the Vandal Card Office in the Student Union Building (SUB), show them your passport, tellthem your Student ID# (from your admissions information) and ask them to make the card for you.

    You will need to register and pay for your classes before you can obtain a Vandal Card.

    What to Expect at Customs

    The following is a general guide for students arriving from outside the U.S. in F-1 or J-1 studentstatus. If you entered the U.S. already in a status other than F-1 or J-1 status (such as B-1, B-2, H-1, or H-4) this information may not apply to you. It is important that your documents are stampedcorrectly. Please check your I-20 and I-94 card before you leave U.S. Customs to see that they havethe right stamps. If Customs keeps any of your documents, kindly ask the officer if you can have acopy for your own records. If you have any questions about this before you arrive, contact

    1. I-20 form for F-1 Students:This is the 3-pagedocument that the University of Idaho sent to youafter you were admitted to the university.Present your I-20 document to U.S. Customs. TheI-20 for the F-1 student will be stamped in the topright hand corner with the notation F-1 D/S. Seethe example directly below. If dependents(husband, wife, or children) are coming into the

    U.S. in F-2 status, they should each have an I-20with their own name on it as well as the studentsname. The I-20 for the F-2 Dependent should alsobe stamped with the notation ofF-2 D/S. Do notlose or throw away your I-20.

    DS-2019 Form for J-1 Exchange Students: This isa 2-page document that the University of Idaho oryour program sponsor sent you after you wereadmitted to the university. Present your DS-2019document to U.S. Customs. The DS-2019 for the J-1 student should be stamped in section 6 of thedocument with the notation J-1 D/Sinstead ofF-1D/S. See the example directly below. If

    dependents (husband, wife, or children) arecoming into the U.S. in J-2 status, they should eachhave a DS-2019 with their own name on it as wellas the students name. The DS-2019 for the J-2Dependent should also be stamped with thenotation ofJ-2 D/S. Do not lose or throwaway your DS-2019.

    2.F-1 or J-1 Visa: Present the F-1 or J-1 Student Visa. You should have received an F-1 or J-1visa after you took your I-20 or DS-2019 document to the U.S. Consulate in your home country. TheF-1 or J-1 visa is usually placed in your current passport. If you have more than one visa in yourpassport, and you plan to enter the U.S. to study at the University of Idaho, make sure to present theunexpiredF-1 or J-1 visa. The F1 or J-1 visa should have the University of Idaho on it unless youalready attended another school in the U.S.

    3. Passport: Present your unexpired passport. Your passport should be valid for at least 6 months.4. I-94 Arrival/Departure Record (I-94 card):When you are on the airplane, you are given a white card to fill out. This is your I-94 card. Afteryou land in the U.S., you will go through Customs. U.S. Customs will stamp the I-94 card and stapleit in your passport. The I-94 card is stamped with the date you enter the U.S. U.S. Customs shouldwrite F-1 D/Sor J-1 D/S,depending on your visa type, on your I-94 card. If your dependentsenter the U.S., they will also receive an I-94 card. It will also be stamped with the date they enter

    the U.S. U.S. Customs should write F-2 D/SorJ-2 D/Son it.Please do not lose or throw away your I-94 card. This is a very important document andwill cost $320 to replace.

    Social Security Information (if you plan to work when you arrive)F-1 & J-1 Students are only allowed to workon-campusfor 20 hours per week (part-time) during the regular falland spring semesters and 40 hours per week or more(full-time) during school breaks. This includes Teaching

    Assistantships and Research Assistantships.

    Please Note: Anyone (including citizens of the U.S.)who works in the United States must have a SocialSecurity Number (SSN).

    You must have a job offer before you can apply for a SSN and you can only apply from within theU.S. Once you have a job offer letter (original on letterhead) and a letter from our office, you canapply for a SSN. It may take up to 12 weeks to be issued. Therefore, if you do plan to work on-campus we suggest that you plan your arrival to the UI as soon as possible, obtain a job offer andapply for your SSN. The earliest date you can arrive is 30 days before your I-20 begins.

    As you can see, you will not be able to rely on working immediately to help pay your expenses.

    There is also a 24 week wait between when you receive your Social Security number and when youwill receive your first paycheck.

    Consequently, you will need to bring enough funds to cover immediate expenses and enough extramoney for incidental expenditures. See page 7 of the enclosed welcome booklet and also your I-20for estimated expenses.

    Social Security Administration representatives will be in Moscow during our New International StudentOrientation. Otherwise, our nearest Social Security Office is located 35 miles away in Lewiston,Idaho. If you apply for your Social Security Number on your own, instead of at Orientation, you willneed to check in with IPO before you apply.

    If you do not plan to work, you cannot receive a SSN. However, you may request a letterof denial which will help you in obtaining a drivers license, Idaho identification card orcell phone.

    I-901 SEVIS Fee Information forF & J Nonimmigrant Students & Exchange Visitors

    Beginning September 1, 2004 the Department of Homeland Security will collect a congressionallymandated fee to cover the costs for the continued operation of the Student and Exchange VisitorProgram (SEVP). International students and exchange visitors are subject to this fee which will beused to administer and maintain the Student and Exchange Visitor Information System (SEVIS),

    support compliance activities, and establish SEVIS Liaison Officers. Liaison Officers will serve as localresources for schools and students, providing timely and accurate program and reporting informationand assistance. SEVIS, the automated system for collecting, maintaining and managing informationabout foreign student and exchange visitors during their entry to, stay in, and exit from the UnitedStates, will be used to record and track the I-901 fee payment.

    Who pays the fee?Those who wish to enter the United States either as a student or an exchange visitor with aForm I-20 or DS-2019 dated on or after September 1, 2004. Participants of federally sponsoredexchange visitor programs, which are designated by program codes beginning with G-1, G-2, orG-3are not subject to this fee. Spouses and dependent children (F-2) of students or exchange visitors (J-

    2) do not pay this fee.

    When do prospective students or exchange visitors pay the SEVIS fee?

    Applicants who require a visa to enter the United States must pay the SEVIS fee before goingto the U.S. embassy or consulate for their visa interview.

    Applicants who are citizens of Canada, Bermuda, Bahamas and residents of certain otherislands (see 8 CFR 212.1a) wishing to apply for F-1 or J-1 status at a Port of Entry into theUnited States must pay and process the SEVIS fee before appearing at the Port of Entry.

    Nonimmigrants currently in the United States who apply for student or exchange visitor statusmust pay the fee prior to filing their change of status application.

    How is the fee paid?

    Through the Internet at www.FMJfee.com by using a credit card and completing the onlineForm I-901 (Fee for Remittance for Certain F and J Nonimmigrants); or

    Through the mail by submitting a completed Form I-901 and a check or money order drawnon a US Bank and payable in US currency; or

    By a third party such as a school or sponsor; or

    By selected sponsors of an exchange program by submitting a bulk or group payment.

    When must the fee be paid?The fee must be paid to ensure that the payment can be deposited and recorded in SEVIS prior tothe scheduled visa interview. The interviewing consular officer will confirm that the fee has been paidby accessing SEVIS. To allow for adequate processing time the fee must be paid:

    At least three business days prior to the visa interview date for electronic submissions.

    At least three business days before the scheduled visa interview for mail submissions to allowfor delivery at the DHS address listed on the Form I-901. This time frame allows the feepayment to be deposited and recorded in SEVIS.

    How will the payment be verified?The payment will be recorded in the SEVIS system. However, it is recommended that the paper I-797or the Internet generated receipt be brought to the visa interview.

    DHS will issue an official paper receipt (I-797) for every payment received.

    Individuals who file electronically will be able to print an electronic receipt immediately at the

    time of payment.

    Individuals may request Express delivery service for the I-797 receipt at an additional cost of$30.

    When must continuing students (F-1 nonimmigrants that have begun, but not finished, aprogram) pay the SEVIS fee?Continuing students must pay the SEVIS fee before:

    Filing an application for reinstatement when they have been out of status for more than 5months;

    Or, when applying for a new visa or returning to the United States after an absence of morethan 5 months that did not involve authorized overseas study; or

    When filing an application for a change of status to an For J classification
