(a) the reasons of security lapses in the backdrop of Quetta incident;

(b) the actions taken by the Ministry against the terrorists so far;and

(c) the course of action adopted by the Government to prevent anysuch untoward incidents in future?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) After 18th Amendment, maintenance of law & order is the responsibility ofthe Provincial Governments. In Balochistan, under special arrangements, FrontierCorps has been placed at the disposal of Government of Balochistan.

Bombing incidents have been taking place from time to time throughoutthe country in the aftermath of Afghan war. Law Enforcement Agencies are battlingterrorism to the best of their ability. The Federation/Federating Units are cognizantof the fundamental fact that maintenance of law and order is the basic responsibilityof the state, the very rationale of its existence, its raison d’etre.

This why the Government launched Zarb-e-Azab and has almost brokenthe back of terrorists. A large number of LEAs personnel have laid down theirlives in lines of duty, that is to safeguard life and property of citizens.

An Inquiry Commission, constituted on the orders of August SupremeCourt of Pakistan, is inquiring into the subject matter and before the conclusion ofInquiry Commission’s proceedings, it is not advisable to lay blame, on anyone.

(b) LEAs are doing their job to protect life and property of citizens.They are coming hard on terrorist outfits which, being cornered, are hitting softtargets like schools and hospitals.

(c) Government is determined to stamp out terrorism at every cost. 22CAF Wings were raised in last two years and 29 CAF Wings shall be raised inCFY/next year, to buttress efforts to finish terrorists.

Besides Provincial Governments, have also established Counter TerrorismDepartments, exclusively mandated to eliminate terrorist/militant outfits. NACTA,established at Federal government level is mandated to synergize and coordinateat Provincial Government level strategy to eliminate terrorism.

It is assured that elimination of terrorism is the number one priority of theGovernment.

(c) the steps being taken by the Government to tap saiddisinvestment from the country?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The statement of major sector-wisevolume of Investment in Pakistan during the last three years is given in the belowtable:

(b) As can be seen in the table above, few sectors that have seendisinvestments during FY14-16 i.e. Food, Petroleum refining, Trade, Mining &Quarrying, Petrochemicals Pharmaceuticals, Cement and Metal products. Manyof these disinvestments, particularly those from petrochemical sectors, wereprompted by global developments. Major reasons behind disinvestments areinternational economic crisis, power shortage, and law & order situation. None ofthese sectors have shown disinvestment during the last three financial years,consecutively.

(c) The Government is actively working to encourage foreign investorsto view Pakistan as a long-term investment destination. With a relatively youngpopulation and a consumption-driven economy, Pakistan offers foreign investorsa ready market. Incentives available to foreign investors include: no restrictions onwithdrawal of investment or repatriation of profits, duty-free import of textilemachinery, and a lower duty rate for import of machinery related to food sector(dairy, livestock and poultry). (b) The study is in progress. All stakeholder (Federal provinces includingAJK & GB) have agreed on ToRs regarding the Revamping of Criminal JusticeSystem under the point 20 of National Action Plan (NAP). The final shape of thefinding would be completed by the end of this year tentatively.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes, Khushali MicrofinanceBank Limited (KMBL) has auctioned its obsolete vehicles (10 Suzuki PotoharJeeps and 01 Suzuki Bolan) through open auction held on 4th September, 2016.

(b) These vehicles were sold on “as is where is” basis and KMBL hadgiven appropriate time for inspection of said vehicles to the potential interestedbuyers before the auction. In addition, at the auction date, the bidders had fullaccess to examine the vehicles to ensure quality of vehicles. Accordingly, there isno misrepresentation / false commitment made to the successful bidders at thetime of auction of said vehicles.

(c) The vehicles were sold on “as is where is” basis at the highest offeredbid through open auction.

123. *Dr. Fehmida Mirza:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the number of armoured vehicles and other security equipmentspurchased by the Ministry during the tenure of the previousGovernment from Serbia for Sindh alongwith the detailsincluding prices thereof;

(b) the total cost incurred thereon alongwith the details thereof;

(c) the total number of said vehicles and security items receivedand yet to be delivered therefrom;

(d) whether said vehicles/equipments are being manufactured bythe Heavy Mechanical Complex (HMC), Taxila; if so, the reasonsfor not purchasing it within the country or from HMC; and

(e) the action taken against the persons inflicting losses to thenational exchequer thereby?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) No armored vehicle and other security equipment were procured from Serbiaby this Ministry for Sindh Police.

(b) No cost incurred thereon as the vehicles were not purchased.

(c) Since no vehicle and security item was procured, therefore, deliveryis irrelevant.

(d) As the vehicles have not been purchased, therefore, no comments.

(e) No losses to the National exchequer, hence no action againstanybody.

125. *Ms. Belum Hasnain:

Will the Minister for Planning, Development and Reform be pleasedto state the projects initiated/completed on western route under the

China-Pakistan Economic Corridor alongwith the details thereofseparately?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):CPEC is a route which connects China with Pakistan all the way to Gwadar.

Construction activities on the Western Route of China-Pakistan Economic.Corridor (CPEC) have commenced already.

The total length of Western route is around 2500 km, out of which 790km is common route from Khunjrab to Hakla. Road length from Hakla to Gwadaris 1710 km.

The road from Hakla to Yarik (DI. Khan) agreed in APC held on28.05.2016 is altogether a new alignment comprising of a 285 km, 4-laneMotorway. The project is divided in five sections for early completion. Theconstruction activities on the project have commenced since September-2016.

The 235 km road section from Yarik (D.I.Khan) to Zhob will be dualized.Design has been completed and PC-I is being forwarded to Planning Commissionfor soliciting approval. Out of this 2351cm, widening of 81 km Mughal Kot toZhob section has already started with ADBs financial assistance.

The existing road section from Zhob to Quetta is 231 km long and is infairly good condition (two lane carriageway). NHA has started land acquisitionprocess for upgradation of this section into 4 lane facility.

Design for Dualization of 224 km road section from Quetta to Sorab isunderway and would be finalized by April-2017.

The Sorab-Hoshab section of N-85 is 449 km out of which 447 km hasbeen asphalted.

The last section of Western route from Hoshab to Gwadar (193 km) isalready completed and inaugurated by the Honorable Prime Minister inFeberuary-2016, which has made western route functional.

A brief detail of-projects initiated/completed on Western Route is appendedat Annexure-A.

(a) whether it is a fact that the relaxation in upper age limitfor employment in the State Bank of Pakistan (SBP) is againstthe prescribed Rules of the Federal Government;

(b) whether it is also a fact that persons serving already in otherFederal Departments/ Institutions are considered ineligible forthe vacant posts in the SBP; if so, the reasons therefor; and

(c) whether it is further a fact that the children of the retired/deceasedemployees of the SBP can not apply for various posts in theSBP; if so, the reasons therefor?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) No. The Federal Government’sRules regarding relaxation in upper age limit are not applicable to the employeesof State Bank of Pakistan (SBP). SBP Act 1956 empowers the Board ofDirectors of SBP to make such Regulations/Policies. According to SBP’sRecruitment Policy, the upper age limit (26) for employment at entry levelrecruitment (OG-2) in SBP is relaxable by three years for candidates fromBalochistan, FATA/Northern Areas, Gilgit Baltistan and Azad Jammu &Kashmir.

(b) All candidates, including those serving in other FederalDepartments/ Institutions, who fulfill the eligibility criteria as mentioned in thejob advertisements, are considered eligible for employment in SBP.

(c) All candidates, including the children of the retired/ deceasedemployees of SBP, who fulfill the eligibility criteria as mentioned in the jobadvertisement, are considered eligible for employment in SBP.

New MRP

Machine Readable Passport/ Machine Readable Visa Project hasestablished MRP System at 84 Pakistan Missions abroad, which cater for theissuance of passport to approximately 90% of Pakistani diaspora residing abroad.

Renewal

Moreover, Online Renewal of Passports system has been launched on13th October, 2016 which will further facilitate overseas Pakistanis in renewingtheir MRPs.

(a) the total number of officers of BPS-20 of the FederalGovernment/Constitutional Bodies who are drawing theirsalaries from the Accountant General of Pakistan Revenue(AGPR), Islamabad at present; and

(b) the names of officers out of said who have been drawing theirsalaries from AGPR from the last 21 years in same scalealongwith their designations?

Privatization (Mr. Muhammad Ishaq Dar): (a) The total number of officers ofBPS-20 of the Federal Government/Constitutional Bodies who are drawing theirsalaries from the Accountant General Pakistan Revenues (AGPR), Islamabad atpresent are 580 (Annex-I).

(b) Provision of exact number of BPS-20 officer who are drawing theirsalaries from AGPR from the last 21 years in same scale is difficult and requiresconsiderable time because computerized record and service history of officers isavailable on SAP since 2004. For older record, concerned Ministry/Division/Department or/and concerned pre-audit section has to be contacted which needsconsiderable time. However, record can be provided if relevant details of suchofficer are provided to AGPR Islamabad.

133. *Mr. Nazir Ahmed Bughio:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state whether there is any proposalunder consideration of the Government to establish/open a branchof the Zarai Taraqiati Bank Limited at Naseerabad, District KambarShahdad Kot, Sindh; if so, the time by which it will be established?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The proposal for opening ZTBLBranch at Naseerabad in line with the feasibility/viability is under consideration forinclusion in Annual Branch Expansion Plan (ABEP)-2018. At present, the processof ABEP for the year 2017 has been completed and position thereof has been sentto State Bank of Pakistan for seeking approval.

It is expected that SBP’s approval will be received shortly, then the branchwill be opened formally.

134. *Ms. Naseema Hafeez Panezai:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the percentage of amount givento Balochistan Government directly or indirectly out of the loans takenby the Federal Government during the last three years alongwith theratio of other provinces?

(a) whether it is a fact that the National Database and RegistrationAuthority (NADRA) has adopted a new policy for the residentsof Karachi and asking them to provide photographs of entirefamily and agreement/termination of rental agreement prior toget renewal and amendments in the CNICs/Form B; if so, thejustification thereof;

(b) whether it is also a fact that the NADRA does not demand abovesaid documentary papers for the same procedure of rest of thecountry;

(b) NADRA demands only specified documents as per policy, acrossPakistan.

(c) There is no anomaly in Registration Policy, across Pakistan.

amount of Foreign Direct Investment (FDI) received during the financial year2015-16 is US $ 1, 901.2 million. FDI information received country-wise andsector-wise in total and these are not classified into other categories. The detail ofcountry-wise FDI for the FY 2015-16 is at Annex-I and that of sector-wise atAnnex-II.

(b) FDI is not continuously decreasing. However, there is fluctuation asper detail of FDI during the last five years (Annex-III). During the Financial Year(2015-16), FDI increased by 106.0% to US$ 1,901.2 million from US$ 922.9million. (2014-15).

(i) After upgradation of various posts in Controller General of Accounts(CGA) Organization in 2010, Recruitment Rules were required tobe framed in consultation with Establishment Division and FederalPublic Service Commission which took considerable time in gettingits concurrence and notified by office of CGA in 2014.

(ii) There arose a dispute over the seniority of PIPFA qualified SeniorAuditors of office of AGPR. They filed an appeal in Hon’ble FederalService Tribunal, Islamabad and the FST has ordered (Annex-I) torestrain from holding the meeting of DPC till the disposal of appeals.

(iii) Office of AGPR has already excess posts of Accounts Officer andas per rules/policy promotion could not be considered over and abovethe sanctioned posts.

(b) As per statement of office of CGA/AGPR, more than 100 SeniorAuditor are waiting for promotion due to the reasons stated above.

(c) Promotions in the years 2011 and 2012 were made on senioritycum fitness basis and as per approved seniority list provided by office of CGA/AGPR, according to Recruitment Rules-2008 framed by office of Auditor Generalof Pakistan with the permission of Establishment Division for time being.

o Establishment of Anti Human Trafficking Circles and Police Stationsin Five FIA Zonal Directorates to investigate and prosecute illegalmigrants / travelers.

o Establishment of Inter Agency Task Force (IATF), havingrepresentation from different Ministries / Departments / Agenciessuch as IB/ANF/Intelligence Agencies/ Provincial Forces/ PakistanCoast Guards/Rangers/FC etc., in September 2005, to control illegalmigration across the national borders, especially on Pak-Iran borderthrough land and sea routes.

o Establishment of Integrated Border Management System (IBMS) at26 entry/exit sites/Immigration Check-Posts (Air, Land and Sea) torecord the entry of all travelers and maintain their travel data.

o Installation of BBCS (Bio-metric Border Control System on landroutes between Pakistan, Iran and Afghanistan).

o FIA Link Office has been established in Muscat, Sultanate of Omanand is operational since 16-2-2008. This link office has helpedsubstantially in reduction of Human Trafficking / Human Smugglingfrom Pakistan to Middle East.

o Introduction of MRPs, CNICs, NICOPs and use of CCTV Cameras,Forgery Detection Machine / Equipments.

o Snap Checking by senior FIA Officers to stop illegal immigration /human smuggling.

o Establishment of Overseas Pakistanis Complaint Cell in FIA on24-02-2014 to redress the complaints of Overseas Pakistanis /Pakistani Expatriates.

(b) The following coordination mechanism exists between Pakistan andvarious countries for deportation of illegal Pakistanis back to Pakistan:

o Launching of comprehensive Policy/SOPs on deportation ofPakistanis in 2015 (Annex-A). According to which:

No deportation is allowed without verification of national statusby NADRA & IMPASS.

The requesting country makes a request for deportation ofPakistani nationals to Ministry of Interior through PakistanMissions abroad.

Verification of nationality as well as traveling documents is carriedout either by Pakistan Missions abroad through their desks ofNADRA and Immigration & Passport or by Ministry of Interior;

Verified cases are issued Emergency Travel Docurnents (ETD)by Pakistan Missions abroad;

On their arrival in Pakistan, they are interviewed/investigatedby FIA Immigration officers as per their own SOPS.

o Deportees from European Union (EU) are handled under anagreement titled “European Union Readmission Agreement (EURA)signed with European countries for deportation of Pakistanis.

ix. Projects were effectively monitored to remove the bottlenecks duringthe implementation phase.

x. Quarterly reviews of PSDP were regularly held with executingagencies to assess physical and financial progress of the projects.

xi. The Prime Minister himself chaired a number of meetings to reviewthe progress of the projects and issued several directions for timelycompletion of the projects.

xii. During 2013-14, the Prime Minister constituted a Committee toreview the overall PSDP portfolio with a view to rationalize the sickand non performing projects with focus on completion of fast trackimportant projects by providing sufficient funds.

xiii. Non performing / low priority schemes due to limited fiscal space,were either slashed or delayed.

If a person’s earning is less than Rs 3030 per month he/sheis below the poverty line.

Revamping and restructuring of PlanningCommission under Resolution No. 4-6/2006 Min-1 dated 30th October, 2013on the proposal of Planning Commission is latest initiative in this regard. Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the reasons for not conductingpopulation and housing census in the country?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The issue of holding Census wasdiscussed in the Council of Common Interests (CCI) meeting dated 18th March,2015 and was decided that the Census may be held in March, 2016 as per proposalof the Statistics Division under the supervision of armed forces along with houselisting census. The funds will be shared from the divisible pool by all provincesjointly.

2. Pakistan Bureau of Statistics, an attach department of StatisticsDivision, accordingly, initiated activities for census 2016:

An activity calendar approved by the Minister for Finance,Revenue, Economic Affairs, Statistics and Privatization wasfollowed vigorously;

PBS staff was posted in the field to effectively coordinate withthe Provincial authorities;

A series of meetings were held with all the stakeholders at thefederal and provincial levels;

Finance Division approved budget proposal amounting toRs.14.5 billion out of which an amount of Rs.1969.8 million wasreleased by Finance Division in the Financial Year 2015-16.

3. Preparations for holding Census in Mach, 2016 were almostcomplete on the civil side. The requirement for deployment of Armed Forces atman to man level with the census staff was discussed with Army Authorities.However, they showed their inability to provide requisite number of Army Personnelfor Census operation due to their involvement in other defence related tasks.

4. The PBS presented the position regarding availability of ArmedForces for Census operation in the CCI meeting dated 29th February, 2016 onwhich following decisions were taken;

The Holding of Census under the supervision of Armed Forcesat man to man level is a pre-requisite to ensure credibility,transparency and security of Census operation. Due to non-availability of requisite number of Armed Forces by March /April 2016, Census cannot be held in March /April, 2016 and bepostponed;

A future Census schedule may be decided in consultation withthe Provinces and the Armed Forces. Meanwhile, PBS maycontinue with their preparations for conducting the Census;

The Council further decided that the Census will be held on theavailability of Armed Forces and directed the Secretary, StatisticsDivision to consult the Armed Forces about availability of therequired human resource and propose a new date for the Census.

5. The CCI in its meeting of 25thMarch, 2016 again reviewed the statusof the preparations made by Statistics Division for the Census-2016. StatisticsDivision informed the meeting that the Armed Forces Personnel are not currentlyavailable for deployment at man to man level as per decision of CCI, therefore, afresh time schedule for holding of Census cannot be proposed presently. However,the consultations with the Provincial Governments will continue in order to addresstheir concerns and to take them on board.

6. In the light of above decision, PBS has continued its preparations tohold the Census in calendar year 2016, subject to availability of the Armed Forcespersonnel. The PBS has accordingly held meetings with the Chief Secretaries,Govt. of Sindh, Khyber-Pakhtunkhwa and AJ&K to take them on board whilemeetings with other stakeholders are being planned.

7. PBS approached M/o Defence vide letter No. 1(2)/2016, dated27thMay, 2016 and subsequent reminder dated 14th June, 2016 to intimate theimplementation of CCI’s decision. A meeting with M.O. Dte. was held on20-07-2016 and 22-07-2016 to discuss the availability of Army Personnel. Armyauthorities informed of their engagements against law & order and other securityrelated tasks therefore the position for availability will be reassessed in the end ofthis year.

8. The concern of Balochistan, Province regarding enumeration ofAfghan Refugees in the census process was discussed. They were of the view thatpresence of Afghans and other Aliens in the provinces will change the ethnic stretchhence such people may be excluded from the scope. PBS assured the ProvincialGovernment that Afghans living in the camps will not be enumerated, whereasthose who are living in the common population will be enumerated in the censusprocess, however, they will be segregated from the nationality question, and theirdata will be published separately. In this regard NADRA data will be used.

9. Provincial Government also showed apprehensions that Afghans andother Aliens have also got CNIC’s through unfair means. In this connection, it wasclarified that the checking of CNIC is the mandate of NADRA, who have alreadylaunched a campaign recently to verify all CNICs. However, suspect CNIC numberswill be obtained from NADRA to record them as non-nationals.

10. It was also apprehended by Khyber-Pakhtunkhwa that how thetemporarily displaced persons who have shifted in other parts of the country duringoperation Zarb-e-Azb will be counted? It was informed that such data will befurther filtered with the question of migration from last district / province alongwithreason of migration.

11. It is submitted that Supreme Court of Pakistan has taken Suo MotoNotice vide case No. 09 of 2016 who directed that intention of the Governmentto conduct census in the country may be obtained and a confirm date for theCensus may be submitted.

12. The matter is being pursued with the stakeholders in the light of CCI’sdecision and possible window for holding of census can be March/April, 2017.

Khan;
