Minutes of 182 nd NRC Meeting Held from 15 th to 21 st May, 2011 The 182 nd Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 15 th to 21 st May, 2011 at NRC, Jaipur. In pursuance of the Gazette Notification No.213 dated 25.08.2010, NRC has been terminated under Section 21(2)(a) of NCTE Act, 1993 and the powers and duties on behalf of the Northern Regional Committee are being exercised and performed under Section 21(2)(b) by Shri Hasib Ahmad, former Member Secretary, NCTE. The 182nd Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 15th to 21st May, 2011 at NRC, Jaipur.

In pursuance of the Gazette Notification No.213 dated 25.08.2010, NRC has been terminated under Section 21(2)(a) of NCTE Act, 1993 and the powers and duties on behalf of the Northern Regional Committee are being exercised and performed under Section 21(2)(b) by Shri Hasib Ahmad, former Member Secretary, NCTE.

The following member and convener were present:-

B.ED. The institution’s reply dated 23.03.2011 in response to the letter of deficiency issued by NRC on 18.02.2011 has been considered. Consequent upon the order of the Hon’ble Court of Delhi dated 10.12.2010, the action taken by the society to convert the land( available to them earlier on lease for 30 years) on ownership basis, through Gift Deed and purchase of a piece another 100 Sq. Mtr by Sale Deed, has been taken into account. The institution had already constructed a building in the name of Fairfield Institution of Management & Technology. This was done without approval of any Civil Authority and the building plan submitted was signed by an Architect. However, the society submitted a No objection certificate issued by the Deputy Commissioner (South West) dated 20.02.2009 Delhi for the use of said building for higher education purpose, which has been considered in lieu of the approval of the building plan.

A close scrutiny of the building plan submitted by the institution reveals that it has a total built up area of 33918 Sq.ft. This area is not exclusively for B.ED. Course but for all other existing Courses being conducted by the Fairfield Institution of Management & Technology. The society has not given any details about the existing usage of the total area and manner in which they would be able to earmark 1500 Sq. Mtr. of built up area for the

proposed B.ED. Course. The Fairfield Institution of Education is already running four courses eq. BBA(3 years), BBA (Banking insurance) (3 years), BCA (3 years), Bachelor of journalism of Mass Communication (3 years) and it is therefore not understood as to how they would earmark 1500 Sq.Mtr. area for B.Ed. Course out of the total 3151 Sq. Mtr. of built up area available to them, in the absence of any built up plan, with clear earmarking for different courses. This is important as the institution has not submitted a duly approved building plan with earmarked built up space for the B.Ed. course .Moreover the building plan does not provide the details of the land on which the said building was constructed3.The institution in its new application submitted on 24.09.2010 did not mention the courses that they are conducting in this building ,although they were required to do so in the specific column in the application form entitled “Details of programmes other than teacher training courses.”

As such, Show Cause Notice be issued to the institution as reply to this letter of deficiency issued to them on 18.02.2011 has not been found satisfactory on the grounds mentioned in paragraphs 2 & 3 above. The institution be asked to reply to the Show Cause Notice within 30 days.

2. CH-29 Institute of Educational Technology And Vocational Courses, Punjab University, Chandigarh.

B.A. Hons (Edu), B.Ed. Innovative Course

The reply of the institution dated 12.03.2011 has been carefully considered with reference to the points of Show Cause notice dated 18.02.2011 based on the observation of NRC in its 177th meeting held 27-29 Jan, 2011. The reply has been accepted in view of the fact that University has itself reduced the intake to the Course from 100 seats to 50 seats and has developed some more facilities in the ICT Resource Centre. The department library along with the University’s, Central Library, would meet the requirement. Similarly, the multipurpose hall of 1457 sq ft. would be sufficient for 50 intakes in the context that the NCTE Norms prescribed 2000 sq ft. for 100 students of B.Ed. course. This needs to be seen with reference to the available facility of Auditorium of the University, which may be used for occasion requiring assembly of total 200 students on rolls for the course. at its optimum strength .

As such, the infrastructure needs to be inspected for which VT has been constituted under section 14 of the NCTE Act 1993.

3. RJ-368 & RJ-

B.ED. The decision of NRC to withdraw the recognition of the institution duly endorsed by

the Appellate Authority was set aside by the Hon’ble High Court of Delhi. A letter conveying the decision of the Court to Continue the recognition of the institution for the academic session 2010-11 was issued on 20.10.2010.

In view of the observation of the Hon’ble Court that the order of NRC withdrawing the recognition was not reasoned one and was contrary to provision of Section 17 of the NCTE Act 1993, the reply of institution, in response to the Show Cause Points observed by NRC in its 142nd meeting held on 14-16 June 2009 has been considered afresh, in the light of the VT Report and observation of the CD taken at the time of the inspection. Following observation in regard to the available infrastructure in the institution are made:-

(a) The ET Lab and Psychology lab Continue to be ill equipped and are not properly furnished. The CD reveals that Psychology Lab does not have proper Chairs and Storage space for Psychological equipment and tests. The ET lab has not been developed as an ICT Resource Centre in accordance with the recommendation of NCTE as contained in its manual on ‘organizing Teaching learning Resources of Teacher Education Institution’. The computer was not kept on proper Computer tables and no matching Computer Chairs were provided. The existing plastic chairs are not appropriate for the computer tables.

(b) The Library of the institution is not having proper seating capacity. It does not have a computer with internet facility and a Photocopier. A separate reading room arranged at the time of inspection is not proper and does not even establish the availability of the required seating capacity in the library. The plastic chairs kept with reading tables are not appropriate. As such, proper reading tables and the reading chair has not been provided in the Library.

(c) The institution has no Science & Math Resource Centre and the same has not been developed as per recommendations of NCTE in its ‘Manual’ on ‘organizing Teaching learning Resources of Teacher Education Institution’.

(d) The appointment of staff has not been

made by a duly constituted Selection Committee. The composition of the Selection Committee is without any nominee/representative of the University and has only management nominee/representatives. Moreover, the institution could not establish that it advertised the positions and interviews were held and attended by adequate no of candidates. The list of candidates presented by the institution contains only those who were absent and those who were selected. The institution did not obtain any approval from the University about appointment of Lecturers (except the approval obtained from the University for appointment of Principal).

(e) The multipurpose hall of the institution is short of required dimension of 2000 sq ft. It is of only 1440 Sq ft, as per dimensions given in the V.T. Performa. However, the CD does not show that they have a proper multipurpose hall with public address system and proper furniture/Chairs

(f) The institution is not having proper staff for its BSTC course. As per NCTE Regulations 2009, institution is required to appoint 1 Principal/HOD and 6 Teacher. The institution has not appointed an HOD, as the Principal of the B.Ed. College, who is the Principal of BSTC Course, is not qualified to be the HOD of the BSTC Course.

(g) The BSTC Course has only 3 Lectures as against required 6 Lecturers. The institution has not appointed one lecturer each in Fine Arts/ Performing Arts and Health and Physical Education. Two of the three teachers appointed for BSTC Course and not qualified to teach the course; only Smt. Kalpana Joshi having an M.A.(Sanskrit), M.A.(Education) and B.Ed. is qualified, whereas the other two Lecturer are not qualified as they do not posses Master degree in a School teaching subject with Diploma in Elementary Education.

Show Cause Notice be issued to the institution under section 17 of the NCTE Act 1993 for a reply within 30 days.

LT Nand Kishore Singh Degree College, Vill- Dhanuha, Post- Naini, Tehsil- Karchhana, District- Allahabad, Uttar Pradesh

B.ED. This institution was inspected on 10.06.2010 and the visiting team pointed out a good number of deficiencies in the institution indicating clearly that the infrastructure provided is not adequate. Show Cause Notice was issued on the basis of these findings. However, on consideration of the reply of the institution to the Show Cause Notice, NRC vide 163rd meeting of NRC held on 29-31 July, 2010,NRC decided to constitute a fresh VT to verify whether the short comings as mentioned earlier have been removed. The Second inspection of the institution was conducted on 14.02.2011, NRC considered this report along with the CD taken on the occasion of this inspection and came to the conclusion that the visiting team was not right in its observations. The institution did not fulfill the infrastructural requirements as per NCTE norms and the VT was, therefore, not justified in recommending the B.ED. Course to the institution on the following considerations:-

(a) The class room furniture comprising of long tables with benches without back support was shabby and totally inappropriate for students of B.ED. Course; the institution has not developed its Science & Math Resource Centre, as per recommendations of NCTE as contained in its Manual on Organizing Teaching Learning Resources in Teacher Training Institutions. The labs. Provided by the institution as shown in the CD, are two different labs for Biology & Chemistry, which are found in an Intermediate/Senior Secondary School. The two labs do not meet the requirement of the Science & Math, resource centre for B.ED. Course.

(b) The library of the institution is not having proper seating arrangement. The tables along with plastic chairs were kept for inspection purpose. Proper seating arrangement with tables has not been provided. Moreover, the library is not having a computer with internet and photocopier, required as per NCTE norms.

(c) The psychology labs have not been developed at all. Some additional tables were kept in a class room, at the time of inspection to display psychology test & equipment, which was inadequate in number. There was no arrangement to store the tests/equipment.

(d) The language lab as part of ICT resource center has not been built at all. Some head phones were kept on a table for the purpose of inspection, which does not constitute a lab.

(e) The campus particularly the play ground has not been developed.

(f) The institute lacks proper sanitation; the toilets provided were unhygienic/filthy and not adequate in numbers.

The NRC, therefore, came to the conclusion that the deficiencies pointed out by the visiting team on 24.04.2010 continued to exist and the Institution did not take any step to improve the infrastructure as per claims made by it in reply to the show cause notice issued to the institution earlier and this was confirmed by the observation of the CD taken on the occasion of the inspection conducted on 14.2.2011.

As such, NRC decided to refuse recognition to the institution for a B.Ed course under clause 14(3)(b) of the NCTE Act 1993.

5. RJ-1041 & RJ-1045

As per order of the Hon’ble Court. The institution has applied for various courses, which may be accepted and processed as per NCTE Regulation 2009. Letter of deficiency may be first issued to the institution.

6. HR-1283

Vivekanand College of Education VPO- Bawwa, District- Rewari, Haryana

D.ED. The legal notice by Sri. Jitedra Advocate that land documents of the institutution are fradulent may be immediately sent to the institution for their comments within 15 days. The comments when received would need legal opinion before initiating further action.

Saraswati Higher Education & Technical College, Village- Ganhi, Post- Ayar, District- Varanasi, Uttar Pradesh

As per decision of the Appellate Authority, the institution be asked to submit Rs 40,000 as the inspection fee for inspection under section 15 of the NCTE Act 1993 for their existing courses, including other courses and additional intake.

B.T.C. As per orders of the Appellate Authority, the institution submitted a list of Faculty appointed by them, which has been examined and following observations made:-

1. The institute despite the time given by the Appellate Authority did not initiate the due process of selection by giving advertisement in the press, constituting a selection committee having a minimum of two experts in the field of Elementary Teacher Education and approval of the Examining Body. As such institution be asked to make selection in appropriate manner and submit following documents.

1) A copy of the advertisement in the press.

2) Minutes of Selection Committee having experts in the field.

3) Signed list of candidate who appeared for interview.

4) Approval of the Controller of Examination, Allahabad to the appointments made.

5) A list of candidates selected giving details of the qualification and experience in the prescribed format along with the affidavit of the management in the prescribed format.

appointed has been considered. The appointment of Principal and Lecturer has been approved by the Univesity. However, it is seen from the minutes of the selection committee that the committee comprised of four memsers of which 3 were the office bearers of the management and only one subject expert namely Mrs. Suraksha Pal was associated as a subject expert. Mrs. Pal is a retired Professor/HOD of the C.C.S. University and it is apparent that she was not nominated by the University as the subject expert. As such,the composition of the selection committee has not been found in order. This is in violation of the provision of U.P. State University Act 1973, which provides that the selection committee shall comprise of two experts to be nominated by the Vice-Chancellor.(Chapter VI- Appointment and conditions Of service of teachers).Since, in this case, no expert was nominated by V.C. the University’s approval to the appointments made by the institution was not in order and has not been accepted.

Hence, Show Cause Notice be issued to the institution under section 14(3)(b) of NCTE Act 1993 before recognition is refused to the institution for its failure to appoint Principal/Teacher in a proper manner as per provisions of the U.P. State University Act, 1993.

20. UP-2653

B.ED. The reply of the institution dated 27/12/2010 in responses to the points of Show Cause Notice has been carefully considered and following observation made:-

a) The institution is a multi faculty institution and claimed that it has enough built-up space, through blue print of the building of the PG College, which is not approved by any Civil Authority and cannot be accepted.

b) In support to their contention that they have adequate Labs, the institution has submitted certain photographs and copies of the bills regarding purchases of equipments. These cannot be relied upon

as the institution is having B.Sc /M.Sc Courses and purchases were made for the college and not for the education Dept./Faculty of the college. The bills, although dated 15.07.2004 has no consecutive numbering. No mention about entry of these items in the Stock Register has been made. One of the three bills produced is related to chemicals and consumables, but most of items purchased, are relevant to Laboratories of Senior classes and not for a Science and Math Resource Centre of a B.Ed. college. Moreover, there are no Biology equipments in these purchases, which clearly establish that the institution has not been maintaining the Science and Math Resource Centre as observed by the Visiting Team. The V.T. clearly observed that the Labs had only few Apparatus/Equipments/Model Charts/ material for teaching of Science at Upper primary and secondary level.

2. The institution has submitted bills and photographs for its Psychology, ET and Language Lab. These bills dated November 2004 cannot be accepted as authentic in the absence of any entries of these bills in the stock register, proof of payments of these bills, particularly when the bills have no serial no. on it. The photographs of the computer lab generate no confidence, as computers are placed on concrete platform constructed adjacent to the room wall. This platform is at a higher level in comparison to the chairs placed in front of them. The arrangement does not make the Computers operatable. There are no computer tables with matching computer chairs in these photographs. The bills produced also cannot be relied as they are in the name of the P.G. College and not in the name of Dept. This again needs to be seen w.r. to the specific observation of the V.T. that ‘only one’ computer, out of 19 Computer kept in the Computer Lab, was being used. The institution did not produce stock register before V.T. to substantiate their clam that they were for B.Ed. student/B.Ed. course.

3. Regarding observation about non-availability of infrastructure in the class rooms, the photographs and bills for purchase of furniture dated July 2003 again cannot be relied as these purchase were made for the P.G. College and the observation of VT was specific about poor quality of furniture. The VT also observed, “even fans were not provided in the Labs, Library and Computers Lab.”.

the time of inspection, the institution has provided copies of the attendance register of the staff from year 2005 to 2008. This again is very doubtful document as same teachers are constantly with the institution, which is never the case as rate of attrition in B.Ed. Colleges of UP is very high and teachers change their institution quite often. Moreover the institution could not provide any document related to the approval of the faculty by the affiliating body. This was seen in the context of the observation of the V.T. that proceeding of the Selection Committee were not produced before them and the appointed faculty was not shown to the members. This further confirms the apprehension of the V.T. that B.Ed. course was not being run in the institution.

Hence, NRC decided that recognition of the institution be withdrawn under section 17 of the NCTE Act, 1993 on the above grounds from the coming academic session i.e. 2011-12 and no further admission be allowed by the university.

26. HR-1049 Govt. College, Sector-1, Panckula, Haryana

B.P.ED. The reply of the institution dated 14.03.2011 w.r. to the points of Show Cause Notice dated 18.02.2011 has been carefully considered. The institution applied for B.P.Ed. Course in 2007, whereas NCTE Regulations 2007 were in operation and it required faculty of one Principal and 5 Lecturers for an intake of 50 students.

However, Since at the time of issue of letter of intent prior to recognition under section 7(9) in June 2010, the 2009. Regulations were already notified which provided for a faculty of 1+8 for 100 intake including a faculty with MBBS Degree; the contention of the institution that the staff will continue to be appointed as per 2007 Regulation cannot be accepted in Toto. Since the infrastructure has been developed as per Regulations 2007, the faculty of 1+5 can be accepted but then the qualify input introduced in the Regulation 2009, in form of appointment of a Lecturer with MBBS/Physiotherapy qualification etc cannot be ignored. As such, the institution be asked to make one appointment with new qualification of MBBS/Physiotherapy so as to get formal recognition for B.P.Ed. Course with annual intake of 50 seats.

27. HR-1467 Guru Brahamanand College of Education, Vill- Manchuri, Tehsil- Nilokheri, District- Karnal, Haryana

B.Ed. The reply dated 04.04.2011 of the institution on the points of Show Cause Notice has been carefully considered. The institution has now submitted a building plan, approved by the Gram Pradhan and Block Development and Panchayat Officer on 15.03.2011, which indicates that the building has a total existing built-up area of 1546.64 Sq Mtr. on ground and

first floor. Since the building plan is submitted along with an affidavit it may be taken as authentic about availability of built up area as per NCTE Norms.2. Regarding furniture in the class-rooms, re-building of Labs, arrangement of Library with seating capacity, the institution has submitted photographs and bills of purchase which seems, to be authentic but cannot be totally relied upon. The institution therefore needs to submit a continuous, un-edited CD of these facilities, as the institution did not have these facilities on three previous occasions of inspection.

3. The multipurpose hall has still not been made, as the photographs clearly depict a temporary arrangement of platform and public address system.

Hence, institution may submit the clarification along with CD after proper making of the multipurpose hall within 30 days.

28. UP-1312 Pt. Tej Ram College of Education, Sadique Nagar, Main Shiyani Road, Ghaziabad, Uttar Pradesh

B.T.C. The reply dated 18.02.2011 has been considered. The Principal is not qualified to be appointed as Principal of a BTC course, as she does not possess the required 5 yrs experience of teaching in a teacher training course at Elementary level (i.e. D.EL.ED & B.T.C. course). Her experience of teaching in a B.Ed. course is not relevant as per NCTE Norms.Morover ,the approval of Controller of Examination Allahabad is still awaited.

Hence institution be asked to appoint a Principal with qualification as per NCTE Norms and submit approval of the Controller of Examination Allahabad.

29. UP-2020 Maulana Azad Institute of Humanities Science & Technology, Railway Station Road, Mahmudabad, Sitapur-261203, Uttar Pradesh

M.ED. The reply of the institution dated 13.03.2011 has been considered. The institution has made a fresh selection to the post of Associate Professor, and applied to University for approval; the University’s approval be awaited.

D.El.ED. The reply of the institution dated 04.04.2011 in response to the Show Cause Notice has been considered. The reply has been found satisfactory in view the photographs, CD, bills and other Certificate submitted by the institution.

Hence, NRC decided to issue letter of intent under section 7(9) of the NCTE Regulations, 2009 prior to grant of recognition.

31. NRCAPP-43

Maa Vaishnavi Degree College, Vill- Jagdishpur Pure Chanda, Post-

Tharwai, Tehsil- Soraon, District- Allahabad-211013, Uttar Pradesh

Norms, the institution submitted a map of the college and claimed that a built up area of 1671.78 Sq Mtr is available on the first floor of the building. The map has been approved by the Sarpanch and gives details of the land on which building is proposed as khasra No.2214 at Jagdishpur Chanda Tharwai, Allahabad. This map is totally different from the one that was earlier submitted twice by the Institution and gives details of the land as Khasara No. 203,301,89,201/214 at Tharwai, Allahabad. Thus, the authentically of the new (different) map is doubtful and was not accepted in the context of specific observation of the Visiting Team that the institution did not earmark adequate space for the D.Ed. course.

2. The Multipurpose Hall continues to be improper. The Photo shown is that of an auditorium having fixed graded seating arrangement in different tiers, which is not suited to the requirement of multipurpose hall for a teacher’s training course.

3. The Science & Math Resource centre continues to be as such. The photographs submitted do not generate any confidence as they are of different Labs from different institutions. Photographs of Chemistry Lab, Physics Lab and Biology Lab of other institutions have been submitted to stake the claim that they have the required facilities in their lab. The photograph therefore cannot be accepted.

4. The Psychology Lab continues to be shabby and without proper furniture. Even here photos are computer manipulated.

In view of above, NRC decided that recognition to the institution for the D.EL.Ed. course be refused under section 14(3)(b) of the NCTE , Act, 1993 on the above grounds.

32. UP-3395 Baran College of Eduation, Vill- CHanderu,Tehsil- Sikandrabad, District- Bulandshahr, Uttar Pradesh

B.Ed. The reply of the institution dated 10.03.2011, w.r.t. the Show Cause Notice has been considered and following observation made:-

i. In the new building plan, submitted now, details of the land as Khasra No. 54 and Khata No. 659 along with total covered area as 1692.34 Sq Mtrs. has been indicated. However, there is no corresponding mention of the land specification and its area either in the Building Completion Certificate or in the resolution of the Panchayat. As such, this new building plan cannot be accepted for the purpose of clearly establishing that the institution has requisite built up area. The institution has failed to establish beyond doubt that they have the required built up space of 1500 Sq Mtr. This was essential as the Visiting Team categorically

mentioned availability of only 1135.35 Sq Mtr only.

ii. The reply regarding availability of 30 computers, duly entered in the stock register is again not satisfactory, as no photos showing the entries in stock register or purchase bills has been submitted to establish that the computer displayed at the time of the inspection belonged to them. This was seen in the context of the observation of the V.T. that only 10 out 30 computers were entered in the stock register. The institution could not submit any document to establish that all the 30 computer displayed at the time of inspection belonged to them.

In view of above, the reply of the institution to the Show Cause Notice has not been found satisfactory. Hence, NRC decided that recognition of B.Ed. course be refused under section 14(3) (b) of the NCTE Act, 1993 on the above grounds.

33. UP-3394 Shri Krishna College of Education, VPO-Sahajalpur, Tehsil- Shikohabad, District- Firozabad, Uttar Pradesh

B.ED. The reply of the institution dt. 18.08.2010 with reference to the Show Cause Notice has been considered and following observation made:-

The institution could establish that they have the land, adequate books in the Library, electricity connection has been taken, and internet connection has been obtained. However the reply could not establish that following deficiencies have been removed;-

a) Deficiency in the Science Lab continues to exist, the equipments are kept on removable tables and one photograph of the Chemistry Lab of another institution has been submitted.

b) The Class room furniture is not proper as it is school furniture comprising of long tables with long benches, without any back support, which is not suited for B.Ed. Students.

c) The bills submitted for purchases regarding ET/Computers, Language Lab etc are not supported by corresponding proof of payment. The photographs cannot be accepted as adequate proof.

In view of above, institution needs to submit clarification on points above along with a fresh unedited CD, so as to clearly establish that the facilities in Labs, adequate class room furniture has been provided by the institution. The reply may be submitted within 30 days.

34. UP-1763 Sankalp Insitute of Education, 141 Duhai, District- Ghaziabad,

B.T.C. The reply dated 09.03.2011 in response to the clarification sought by NRC has been considered. Smt. Rathi is not eligible for

Uttar Pradesh appointment as Lecturer to teach ‘Foundation Course’ in the BTC course as she does not possess a Diploma/Degree in Primary/Elementary Education even when she posses a MA(Education) and B.Ed. which is a degree in Secondary Teacher Education and Cannot be taken in lieu of Diploma/Degree in Elementary Education.

Hence, Show Cause Notice be issued to the institution under section 15(3)(b) for its failure to appoint faculty as per NCTE Norms, despite repeated opportunity given to it.

35. UP-2470 Indira Gandhi Girls Degree College, Rampur, Taramandal, District- Gorakhpur, Uttar Pradesh

B.P.ED. The reply of the institution dated 21.04.2011 has been considered. Dr. Sanjay Kumar has ten year experience of teaching, out of which eight years are in a college of Physical Education, and remaining two years experience is on part time basis. The institution has pleaded that the appointment made by it is in accordance with U.P. Govt G.O. dated 12th August, 2009 wherein for appointment of HOD the prescribed experience is only 7 years, out of which 5 years are required in a college of Physical Education. The qualification prescribed by the State Govt is at variance with those of NCTE. As such institution is asked to make another appointment of the HOD as per NCTE Norms. NCTE Hq. may also be requested to take by the matter in the State Govt of U.P., so that G.O.dated 12.08.2009 is made in consonance to the qualification prescribed by NCTE for Principal of a B.P.Ed. Course.

36. UP-1523 Institute of Management & Research, 8th Mile Stone, Delhi- Meerut Road, Duhai, Ghaziabad-201202, Uttar Pradesh

B.T.C. The reply of the institution dated 02.03.2011 giving details of the faculty appointed by the institution for the BTC course has been considered. The institution has not furnished approval of the Controller of Examination, Allahabad for the appointments made by them. The same may be obtained and submitted with 30 days.

Eram College, Plot No.-380-383, VPO- Melaraiganj, Tehsil- Sirauli Gauspur, District- Barabanki, Uttar Pradesh

B.ED. The reply of the institution dated 05.03.2011 has been considered. The two deficiencies pointed out in the Show Cause Notice has been removed.

Hence, NRC decided to issue Letter of Intent prior to recognition under section 7(9) of the NCTE Regulation 2009

38. UP-3123 Baba Naipal Smarak Mahavidyalaya, VIll- Brahmpur (Sattar), Post- Garenua, Tehsil- Sagari, District- Azamgarh, Uttar Pradesh

B.Ed. The reply of the institution received in NRC office on 27th July 2010 in response to the Show Cause Notice has been carefully considered and following observation made:-

i. The institution established that it has the required built up space to conduct the B.Ed. course and asserted that it had earmarked 16,649.20 Sq. Ft. of built up space, including common space and that it has two class rooms of 1000 Sq. Ft. each exclusively

This has not been accepted, in view of the categorical observation of the Visiting Team that the college has only four class rooms and after taking into accounts the requirement of B.A. and B.P.ED. Course, the available class room facility is not as per specification by NCTE Norms.

ii. The institution, despite its assertion in the reply, has not developed its laboratories properly in accordance with the recommendation of NCTE as contained its Manual on ‘‘Organising Teaching Learning Resources in Teacher Education Institutions’. The new photographs of the Science & Math Resource Centre now submitted clearly shows that the equipment/apparatus continued to be placed on removable tables and Lab. had no fixed structure with experimental table, water and drainage arrangement and storage capacity to keep the chemicals/consumables.

iii. Similarly, the Computer Lab, lack proper computer chairs. The chairs kept before computer do not match the size of the wooden platform for the computers making the computer, totally non operatable.

iv. Psychology Lab has no storage capacity.

v. The Library was without proper Library furniture.

Hence, NRC decided that the recognition for B.Ed. course be refused under section 15(3) (b) of the NCTE Act 1993 on the above grounds.

39. HR-1739 Mahendra College of Education, Majara Khurd, Near Indane Gas Godown, Majra Road, Mahendergarh-123029, Haryana

B.ED. The reply of the institution dated 01st April 2010 has been carefully considered and following observation made:-

1) The institution reply that it has two buildings does not reply to the basic issue that they submitted same building plan for the B.Ed. & J.B.T. course with tampering in one plan. The photographs submitted to establish that they have two buildings is again computer manipulated and could not be accepted.

2) The institution did obtain letter from the office of District Town planner, Narnaul, but then this is dated 10.03.2011 i.e. after the issue of the Show Cause Notice on 17.02.2011.

3) The reply of the institution that since the Appellate Authority allowed consideration of Appeals for B.Ed.

course and D.Ed. course, it was entitled for consideration of both the application, cannot be accepted. Consideration of two applications together in one institution would be in gross violation of provision under clause 8(2) of the NCTE Regulation 2009. All the more when the institution hid the fact at the time of application for B.Ed. course that it had already applied for J.B.T. course.

Hence , NRC decided that the recognition for B.Ed. course be refused under section 15(3)(b) of the NCTE Act 1993 on the above grounds.

40. HR-1668 Rao O.P.M. College of Education, Vill- Berli Kalan, Post-Musepur, Tehsil-Rewari, Haryana

D.ED. Show Cause Notice be issued to the institution under section 14(3)(b) before recognition to the institution for the proposed B.Ed. course is refused on the following grounds:-

i. The institution lack proper infrastructure as per NCTE Norms, e.g. Size of multipurpose hall, Laboratories and Library is not as per Norms.

ii. The infrastructure of Laboratories, Science & Math Resource Centre, I.C.T. Resource Centre, and Library is not as per recommendation of NCTE as reported by the visiting team.

iii. The Campus of the institution is not properly maintained, including its play grounds.

2. The above situation, based on the report of the Visiting Team has been further confirmed with the perusal of the CD taken at the time of inspection. Following observations were made:-

a) The institution has temporary cotton hoarding on its building showing that the building is being used for some other purpose.

b) The library does not have adequate seating arrangement and is not having

computer with internet facility.c) The I.C.T. Resource Centre including

Computer Centre is not having proper furniture. Computers are not kept on proper tables and the small sized plastic stools kept in lieu of proper Computer Chairs are not appropriate and make the computer Non- functional.

d) Some portion of the building is without plaster.

e) The general milieu of the building inspected is not at all conducive to the requirement of a B.Ed. College. The general ambience is not that of a B.Ed. College.

Institution be issued Show Cause Notice, before recognition is refused to the institution.

41. HR-1708 Arya College of Education, Rajgarh, Bhiwani-127021, Haryana

B.ED. The inspection of the institution was conducted on 15.03.2011. The Visiting Team report and the CD taken on the occasion was carefully considered and following observations made:-

1. An inspection of the college was earlier conducted in Oct 2008. A CD was also submitted then, which is without the inspection team members. A perusal of that CD and the CD now taken at the time of inspection in March 2011 clearly shows that the two buildings are entirely different. The dimentions of different rooms, multipurpose hall etc are also therefore different in the two CD’s. This situation is not understood, as the institution did not change its land documents. As such either the first inspection or the new inspection was got conducted in a fradulent manner, putting the credibility of the Institution under serious doubt.

2. The institution submitted a building plan that indicates total built up area as 19543 Sq.Ft. This map provides dimension of Multipurpose Hall as 65×31=2015 Sq.ft. However, the dimensions of multipurpose hall as given by the VT in its report is only 52×31=1612 Sq.Ft, which is less that the prescribed Norm of 2000 Sq.Ft. Moreover, the building plan submitted now to the inspection team was approved o 13.03.2011 and is of Arya College of Education at Village ‘Roof Garh’ of District- Bhiwani. However the college in question is with the same name but at village Rajgarh. This is

totally not understood and suggests that the institution might have got the inspection conducted at a different building. This is further indicated by the fact that institution submitted two other building plan of the Arya College, Village Rajgarh, Which were approved on 13.10.2008 and 24.04.2009 with built up area as 3584 Sq. Meter and 3607 Sq. Mtr respectively. Both the maps are totally different from the map now submitted with the built up area 19543 Sq. Ft (at village Roofgarh).

3. The institution now inspected has the required Lab as per NCTE norms reported by V.T. but the visiting team also pointed out that the Lab are not organized. A perusal of the CD confirms that the display in Labs were arranged for inspection and the labs has not been developed as per recommendation of NCTE as contained in its Manual on ‘‘Organising Teaching Learning Resources in Teacher Education Institutions’. Following observation are made about labs:-

a) The Science and Math Resources Centre has not been orgnised with fixed structure proper experimental table with water and drainage arrangement. The display of equipment/apparatus arranged at the time of inspection was of equipments of higher classes and not those meant for B.Ed. course. Moreover there was no storage arrangement for consumables /Chemicals.

b) The Language Lab and Psychology Lab were totally nonexistent. The CD does not reflect their availability.

c) The sports material was lying on the floor, without any arrangement of racks or Almirah to store them.

Hence, NRC decided to issue Show Cause Notice under section 14(3)(b) of the NCTE Act.

B.ED. The Visiting Team Report and CD taken on the occasion has been carefully perused and following observations made:-

1. The institution being an old and reputed institution of Delhi University did earmark some class rooms, out of its existing building, for B.Ed. classes. However, if did not take any step to

The institution has not even earmarked space for this purpose and also has not made any purchases for this purpose.

2. The Psychology Lab has not been developed at all. Few tests were displayed in a class room on removable tables as a temporary measure for the inspection purpose .

3. The institution has a big Library which no doubt is an asset but for starting the B.Ed. course a departmental Library is also essential. No steps have been taken to develop it. Moreover, as reported by the Visiting Team, the existing Central Library of the College does not have books on Education and Pedagogy. The institution has not purchased books on education and no Journal on education has been subscribed.

4. The contention of the college authorities that all instructional and infrastructural facilities will be created once the course is recognized is not acceptable, as creation of these facilities is a pre-requisite and must,before issuing letter of intent prior to recognition by NRC.

5. The institution has got a budget for construction of a building for B.Ed. course. A detailed map of this building and its construction is therefore, a pre-requisite for recognition, as in the existing building necessary facilities as per NCTE Norms are not available.

A Show Cause Notice under section 14(3)(b) may be issued for a reply within 30 days.

B.ED. The inspection of the institution was conducted first on 25.01.2010 and a Show Cause Notice was issued on 7 points related to non-availability of proper infrastructure in the institution. The reply of the institution dated 28.04.2010 in response to the Show Cause Notice was considered and NRC decided to constitute another Visiting Team to verify whether the deficiencies pointed out in the Show Cause Notice has been made up. Second inspection was conducted on 20.02.2011. The inspection report along with the CD taken on the occasion was carefully perused and following observation were made:-

1. The institution continues to suffer the deficiencies pointed out earlier. The facilities in the laboratories are totally inadequate. The laboratories have not been developed at all. At the time of inspection equipments, test, instruments etc were displayed on removable table without any proper arrangement and furniture for Labs. Following needs to be mentioned here:-

a) The Science and Math resource Centre has not been developed with proper fixed furniture having experimental table and associated water and drainage arrangement. The equipment were displayed on removable table in a class room, which cannot be taken as lab.

b) The ICT Resource Centre has not been developed at all. Good No. of computers were kept on temporary tables and on a wooden platform, without matching computer chairs. The plastic chairs made the computer unoperatable. Very few computer tables were available. Internet facilities were still not available.

c) The library was not properly furnished. Seating arrangement made by removable tables with plastic chairs was not proper library furniture.

d) The multipurpose hall of the institution continued to be short in size i.e. 155.88 Sq.Mtr as against required 2000 Sq. ft.

In view of above NRC, came to the conclusion that despite the Show Cause Notice, the institution has not been able to develop facilities required for a B.Ed. Course. Hence recognition be refused to the institution for a B.Ed. course under clause 14(3)(b) of the NCTE Act 1993.

1. The institution has not properly developed its Laboratories (a) The Science and Math Resource Centre has not be developed as it had no fixed structure with experimental tables and associated water and drainage arrangement. (b) The ET lab has not been developed by having proper furniture of computer table and matching computer chairs. (c) The Language lab has not been developed as part of ICT Resource Centre in accordance with NCTE recommendation as contained in its manual on ‘Organising Teaching Learning Resources in Teacher Education Institutions’.

2. The Psychology Lab has not been developed. Test/Equipments were displayed on removable tables for the purpose of inspection. It had no proper furniture and storage capacity for keeping the test/ experiments/equipments.

3. The library has not been developed with proper furniture. The seating arrangement with the plastic chair is not proper as library furniture and reflects that a temporary arrangement was made for inspection only.

4. The size of the multipurpose hall is only 1632.5 Sq.ft, which is less than the required size of 2000 Sq. ft. as per NCTE Norms. Moreover furniture in the multipurpose hall with plastic chair is not proper. The hall has no raised plat form, Dias and public address system.

Hence, NRC decided to issued show cause notice to the Institution under section 14(3)(b) of NCTE Act, 1993.

The first inspection team on 30.05.2010 suggested to the institution for its replacement, which was not done despite management agreeing to it with the inspection team (this is as reported in VTR at 30.05.2010).

Hence, Show Cause Notice be issued under section 14(3)(b) of the NCTE Act.

48. NRCAPP 139

Chitra Degree Colleg, Plot No- Araji No. 453,454,456 & 461/5, Village-Arra, Post Office- Naubasta, Teh- Kanpur Sadar, City- Kanpur Nagar, Uttar Pradesh

D.EL.ED. The VTR and CD taken at the time of inspection on 17.2.2011 has been seen and following observations made:-

1. The inner walls of the class room, hall and labs are not plastered and totally unsuitable to start the D.Ed. course. Even electrification has not been done in most of the rooms.

2. The furniture of the class room is old and meant for school children. It’s size is too small to be used for D.Ed. student. This is indicative of the fact that inspection was got conducted in a school building and not a proper building constructed for D.ED. Course.

3. The Library is not properly developed and has no proper seating space. The number of books in the library is only 1003 with only 10 reference books, which is not as per NCTE Norms.

SSM PG College, Khasara No.-457&458, Village- Makanpur, Post Office- Jalesar Road, Tehsil- Sadabad, City- Sahpau, District- Mahamaya Nagar, U.P.

D.EL.ED. The VTR and CD taken at the time of inspection has been seen and following observations made:-

1. The class room furniture comprising of long tables with matching long benches, without back support is not proper. The Size of tables/benches is also small, indicating that it was meant for School Children.

2. The library has not been properly furnished. The seating arrangement made is temporary with plastic chairs, which is not appropriate as the Library furniture. The library has no computer with internet and photocopier as per recommendation of NCTE.

3. The Psychology lab has not been developed. A class room was temporarily used to display some (Psychology tests/apparatus, as a temporary measure. Even the regular class room furniture was intact at the time of inspection. Number of test/equipments was as apparently short

4. The ICT Resource Centre has not been developed properly as per recommendation of NCTE in its Manual on ‘Organising Teaching Learning Resources in Teacher Education Institutions’. Here again a class room was used to display Language lab equipments (Only Head Phones).

Hence NRC decided to issue Show Cause Notice under section 14(3)(b) of the NCTE Act.

50. UP-3148 Bihari Lal Smarak Kisan Mahavidhalaya Amadarvespur, Ambedkar Nagar, U.P.

B.ED. The inspection of the institution was conducted on 28.01.2010 on the basis of which Show Cause Notice was issued earlier on 31.03.2010. The representation of the institution dated 29.12.2010 was considered by NRC and it

decided to send another visiting team to see the improved infrastructure. The visiting team inspected the institution on 18.02.2010. The VT Report alongwith CD taken on the occasion was carefully seen and following observations made:-

a) No remarkable improvement in infrastructure has been noticed in the CD now taken at the time of inspection. The furniture in Library and Psychology continues to remain inadequate . Only class room furniture has been improved a bit.

b) Language Lab as part of the ICT Resources Centre has not been developed. Some equipment (Few Head Phones) were displayed on a table placed in a class room at the time of inspection.

In view of above NRC came to the conclusion that the institution did not improve its infrastructure despite the Show Cause Notice and the CD taken at the time of fresh inspection reflected the Continuance of the deficiencies as enumerated above. As such, NRC decided to refuse recognition under section 14(3)(b).

51. NRCAPP-299

College of Education and Technology, Plot No. 72A, Devpalpur, Post- Choubeypur, Tehsil- Bilhour, District- Kanpur Nagar-209203, State- Uttar Pradesh.

D.EL.ED. The VTR alongwith the CD taken at the time of inspection on 16.02.2011 was considered. The infrastructure has been adquently developed, except that the seating arrangement in Library was having plastic chairs and Science Lab was having small size plastic stools.

However, NRC decided to issue letter of Intent prior to recognition under clause 7(9) of the NCTE Regulations. The above deficiency be also reported to the institution along with other usual conditions while issuing LOI for compliance before issue of formal recognition.

52. UP-3505 Institute of Management Education and Technology, Khasara No.-705,706,707, Village- Sardhana, Post Office- Sardhana, District- Meerut, Uttar Pradesh

B.ED. The VT Report and CD taken on the occasion was carefully considered and following observation made:-

1. The institution has not organized it Science and Math Resource Centre as per NCTE recommendation vide its Manual on ‘Organising Teaching Learning Resources in Teacher Education Institutions’. The small sized plastic stools made the computers

3. The Psychology Lab has not been orgainsed. The tests/apparatus were displayed on tables arranged for the inspection only. There was no storage capacity in the Lab to keep tests/apparatus.

4. The institution lack proper arrangement for drinking water and separate toilets for ladies.

It was therefore decided to issue Show Cause Notice on the above points under section 14(3)(b) of NCTE Act 1993 for a reply with 30 days.

53. UP-3313 Krishna College of Education, Plot/Khasara No.-39, 42, Village- Shahbazpur Khana, Post Office- Bijnor, Uttar Pradesh

B.ED. The Visiting Team Report and the CD taken on the occasion has been carefully considered and following observations were made:-

The Psychology Lab has not been orgainsed. Certain Psychological test and apparatus were displayed in a class room. Proper Lab furniture with seating arrangement was not made. Class room chairs with side platform was used as a temporary measure for the inspection.

The Science Lab has not been developed. Here again temporary table were kept for display of equipments/apparatus for the purpose of inspection. There was no fixed structure with experimental table and associated water arrangement in this Lab. The Science and Math Resource Centre has not been built at all as per recommendations of NCTE as contained in its Manual on ‘Organising Teaching Learning Resources in Teacher Education Institutions’. The furniture is not proper for the Science and Math Resource Centre, as it is not even functional for the purpose.

The ICT Resource Centre has not been developed properly as per recommendation of NCTE as contained in its Manual on ‘Organising Teaching Learning Resources in Teacher Education Institutions’. The language

54. UP-3016 Bijendra Teotia Memorial Mahavidyalaya, Khasara No.745, Village- Abidpur Manki, Post- Modinagar, Tehsil- Modinagar, District- Ghaziabad, Uttar Pradesh

B.ED. The Visiting Report alongwith the CD taken on the occasion was carefully considered and following observation made:-

The entire building is unsuitable for B.Ed. College. It is dark, without any ventilation. Rooms are close to each other, without any moving space/varanda. As per CD even during the day time at noon, the inspection was conducted in torch light. The institution being in a rural setting , where electricity supply is a problem, it would not be possible to run the college. This also shows, that institution has no proper light arrangement in various labs, class room, library etc.

ET lab has not been organized as per recommendation of NCTE as contained in its Manual on ‘Organising Teaching Learning Resources in Teacher Education Institutions’. The furniture of the computer room is totally inadequate. Computer were not kept on proper computer tables. Instead of matching computer chairs, long benches for 5-6 computers were used, which made the computers totally un operatable.

The Science and Math Resource Centre has not been built up. There were no permanent fixtures, experimental tables with associated water arrangement. The tables were arranged for inspection as a temporary measure.

Psychology Lab has not been organized. Tests/apparatus were displayed as temporary measure on small tables. No storage arrangement was available.

Language Lab as part of ICT Resource Centre has not been developed, as per

The library has not been orgainsed properly. The seating capacity has not been provided with proper tables and chairs. The long benches provided for seating arrangement are not meant for a Library.

Proper toilet arrangement has not available as required for a B.Ed. college with 100 students.

Even though the college is in rural seating surrounded by agriculture field, the boundary wall of the institution was not in existence.

As such, NRC decided to issue Show Cause Notice to the institution under section 14(3)(b) of the NCTE Act.

55. HP-205 Vijay Memorial College of Education, (Wisdom Education Society), Village&Post- Bhangrotu, Near Chowk, District- Mandi, Himachal Pradesh

J.B.T. The Visiting Team Report alongwith the CD taken on the occasion has been carefully considered and following observation made:-

The class room furniture is not appropriate. Joint table with a bench to seat two students is not appropriate for student of this age.

The total built up area of the building housing B.Ed., B.Ed. (Add. Intake) and J.B.T. as reported in the V.T. Report is 3500 Sq Mtr. However, the institution while submitting its application submitted a building plan ( that included built up space for B.Ed. and D.Ed. course both) indicating the total built up area as 1444.29 Sq.Mtr. However to the inspection team, the institution submitted a proposed building plan of a total area of 4250 Sq. Mtr, that included area proposed to be constructed also. The institution has however not submitted any document which could clearly establish the existing built up area. The certificate submitted by the institution about completion did not indicate total built up area, even though it was prepared by an Architect and countersigned by principal and Gram

The certificate by SDM is without following the due procedure under the relevant Act.

In view of above Show Cause Notice be issued to the institution under section 15(3)(b) of the NCTE Act.

56. HP-297 Gautam College of Education, Ward No.10 UP, Mohal Hamirpur, H.P.

B.ED. The Visiting Team Report and the CD taken on that occasion on 22.4.2011 has been considered and following observations made:-

1. The building plan submitted to the Visiting Team for the building where inspection was got conducted is not in the name of Gautam College of Education, rather the building plan has been approved in the name of Educational building of Gautam Girls College. This building has been constructed on 8301 Sq.Mtr of Land that was earmarked by the Managing Committee vide resolution No. 33 in June, 2008 for conducting professional courses like B.Ed., B.B.A, B.C.A, PGDCA, M.C.A etc. This leads to an apprehension that management is conducting may other courses in the building.

2. The building plan submitted by the institution to the Visiting Team indicates the Plot Area as only 1719.84 Sq.Mtr. The mention that society is in possession of 8301 Sq. Mtr of land has no relevance, once the college building is located on a plot having area 1719.84 Sq.Mtr. As such, the land earmarked by the Society for the college was only 1719.84 Sq. Mtr., which is less than the required land of 2500 Sq. Mtr, as per NCTE Norms.

3. The institution has separately built a Physics Lab and Chemistry Lab and has not developed a single Science and Math Resource Centre as per recommendation of NCTE as contained in its manual on ‘Organising Teaching Learning Resources in Teacher

The existence of two separate labs suggest that these labs. might have been prepared for purposes other than the B.Ed. course or else institution may be conducting some other courses in this building. A clear certification by appropriate authorities e.g District Education Officer and Registrar of the University would be required to clearly establish the fact that the building is not being used for any other purpose.

4. The ICT Resource Centre has again not been developed as per NCTE recommendation as contained in the above said manual. The Language Lab has not been properly developed as part of the ICT Resource Centre. Moreover display of some head phones without individual machines of required configuration linked with server does not constitute a proper language lab.

5. The institution’s computer room has large no. of computer which is again suggestive of the fact that the facility might have been created by the institution for other courses that the society was conducting i.e. B.A., B.B.A., B.C.A. etc course and that the instructional infrastructure would not be available for B.Ed. students.

Hence, NRC decided to issue a Show Cause Notice to institution under section 14(3)(b) for a reply within 30 days. Meanwhile the State Govt of HP i.e. The Executive Magistrate, Hamirpur has not yet confirmed the veracity of its letter dated 04.11.2008 about the land title certification. This confirmation needs to be expedited by R.D.

57. UP-2915 Urmila Mahavidyalaya, Unch Gawan-Rampur Bhagan, Tehsil- Bikapur, District- Faizabad, Uttar Pradesh

B.Ed. The Visiting Team report and CD taken on the occasion on 21.2.2011.has been carefully considered and following observation made:-

The institution has not appropriately furnished its class rooms Long tables with matching long benches are not appropriate for B.Ed. college.

The Science Lab has been constructed in a very shabby manner. Putting long wooden slabs on the small bricks pillars gives a poor picture of the infrastructure made available.

The institution which is a functional degree college has used its entire

building for the purpose of inspection for the B.Ed. course. The college buildings covered area as reflected in the building plan is 26927.47 Sq. ft. The institution has not submitted any building completion certificate to indicate the exact area constructed out of the proposed to be constructed area in the building plan. The building of the college in still under construction. The institution has not indicated the area being used for the existing B.A. Course under which 400 students are on roll and the area that has been made available for B.Ed. course.

The institution has not organized its ICT Resource Centre as per recommendation of NCTE as contained in its Manual on ‘Organising Teaching Learning Resources in Teacher Education Institutions’. The Language Lab facility has not been developed at all.

The Psychology Lab has not been developed with adequate number of tests of equipments with proper furniture and storage capacity.

Hence, Show Cause Notice be issued under section 14(3)(b) of the NCTE Act 1993.

58. UP-3229 Shri Ram Suryamani Mahaviyalaya, Vill- Mauhwa Khurd, Post- Ramwapur Road, Tehsil- Dumriya Ganj, District- Siddarth Nagar, Uttar Pradesh

B.ED. The VT Report and the CD taken on the occasion has been carefully considered and following observation made:-

The total building of the Mahavidhayalya comprising of 2857.56 Sq. Mtr has been shown as earmarked for the B.Ed. course, although the institution is having other courses as well and may be planning to get other courses. The institution has not indicated the built up area being used by the college for other courses.

The institution has not been properly furnished. The Psychology Lab has small plastic stool instead of proper chairs. Similarly chairs used for seating arrangement in the library and in the multipurpose hall are also plastic chairs, not suited for the purpose.

Hence, NRC decided to issue Show Cause Notice to the institution under section 14(3)(b) of the NCTE Act.

59. HR-426 KIIT College of Education, KIIT Campus, Sohna Road,

Gurgaon-122001, Haryana The institution was given a letter of

intent prior to recognition in 2006. The institution was required to submit a list of faculty as per NCTE Norms before formal recognition could be given. The record of the NRC does not show that any such detail was submitted. However, the institution on the strenght of LOI prior to recognition got affilation from the University in August 2007 and started admitting the student. This was not in order. The institution was ,therefore, required to submit the details of the staff that it appointed from the session 2007-08 onward for each year, so as to verify whether the institution had the required staff all along this period since 2007 onward.

The institution is having now full complement of its teaching staff comprising of one Professor/Principal, one Asstt. Professor and only 7 Lecturer (including one for Physical Education). The staff is inadequate as per NCTE Norms 2009, which requires a minimum of 14 full time faculty and 3 part time faculty.

There is a requirement of two Lecturers in Psychology with specialisation in child development and Clinical Psychology. The biodata of Ms. Sneh has not been furnished to indicate her specialisation as the other Lecturer namely Smt. Babita appointed on leave vacancy specialises in clinical Psychology. This shows that institution has only one Lecturer in Psychology instead of two as required under NCTE Norms.

The institution is not having any faculty in Biological science.

The institution is not having part time Lecturer in theater, craft, clinical/counseling practice, as required under NCTE norms

The institution is also having B.Ed. and M.Ed. Programme. The details of the faculty appointed for all the courses has not been provided to appreciate the total availability of the faculty in the institution for different courses.

the Selection Committee dated 20.09.2010 that selection, were made by a Committee comprising of 7 members out of which only one subject expert was taken out of the University Panel. This is not in accordance with University Ordinances. Moreover, no approval of the University has been obtained for the selections made in 2010, as required under NCTE Regulation 2009. The institution did not submit the list of candidates who appeared for the interview on the basis of the advertisement.

In view of above Show Cause Notice be issued to the institution as to why recognition may not be refused to them under section 14(3)(b) of the NCTE Act 1993.

60. UP-3535 S.T.J.M. Mahavidyalaya, Khasra No.-493,495,496, Village- Herwal, Post-Purbowon, District- Hardoi, Uttar Pradesh

B.ED. The Visiting Team Report and the CD was carefully considered to verify the reply of the institution to the Show Cause Notice issued to the institution on 09.03.2011. It was generally seen that the deficiencies pointed out earlier continued to exist at the time of verifying inspection conducted on 21.03.2011 due to following reasons:-

The labs have not been orgainsed properly. None of the two Science Lab are suitable as a Science and Math Resource Centre for a teacher training Course. It has not been orgainsed as per NCTE recommendation contained in its Manual on ‘Organising Teaching Learning Resources in Teacher Education Institutions’. While one lab. was the Chemistry lab. and had experimental table but no water or drainage arrangement was provided. The other lab is only a display on removable tables, kept for inspection purposes only.

The E-Learning and Language Learning facilities continue to nonexistent and they have not be orgaised properly as ICT Resource Centre in accordance with the recommendation of NCTE in its Manual. The computer kept in the so called ET Lab were displayed temporarily on removable tables covered with white table cloth. Proper computer table have not been provided. The matching computer chairs have also not been provided, as the plastic chair kept for the purpose made

computer non-operatable. Toilet facilities continue to be

inadequate, particularly the facilities for girls toilet was totally inadequate.

The furniture in the class room is not appropriate. In two of the three class room wooden furniture of small size meant for School children have been provided which is not adequate. Similarly plastic chairs in the multipurpose hall are not appropriate.

The Psychology Lab has not been orgainsed. Temporary display of test/equipments in a class room could not be taken as Psychology Lab, without proper furniture and storage faculty.

Hence, NRC decided to refuse the recognition to the institution under section 14(3)(b) of the NCTE Act.

61. HR-1740 M.D.S. College of Education, Near Gas Agency, Kosli, Rewari-123302, Haryana

B.Ed. The V.T. Report dt. 17.02.2010 and CD taken on the occasion to verify whether the deficiencies pointed out earlier in the Show Cause Notice dt. 28.10.2009 has been made up was carefully considered and following observation made:-

Most of the deficiencies continued, due to following reasons:-

1. The labs continue to be ill equipped and has not been orgainsed as per recommendation of NCTE in its Manual on, ‘Organising Teaching Learning Resources in Teacher Education Institutions’. The Science and Math Resource Centre was not organized and tests/equipments were kept on removable table, kept for inspection purposes only. There was no experimental table with associated water and drainage system.

2. Language lab as part of the ICT Resource Centre has not been organised properly as per NCTE recommendations contained in above said Manual.

3. The Library did not have photocopier and computer with internet facilities.

4. The Class room furniture is not appropriate. It comprised of small tables/chairs meant for school children. The small tables with attached Bench without back support is not suited for school children. Similarly multipurpose hall’s furniture comprising of plastic chairs was not appropriate.

The institution gradually increased its seats from 120 to 185 in accordance with the provision of the Central Act regarding 27% OBC reservation, without altering the existing available seats to the general category. The same has been found in order as the institution had the matching additional facilities in terms of faculty and other infrastructure.

As, such NRC decided to increase the intake to the B.Ed. Course to 185 in accordance the provision of the Central Act.

B.Ed. The institution applied for shifting to its new premises on 05.02.2010. The visiting team inspected the new premises and gernerlly found it in order. The institution has the land on ownership basis in its own name and not in the name of the Society.

NRC, therefore decided to allow the shifting of the college to its new building and its address may be duly notified. NRC also decided that the institution be asked to further develop following facilities and intimate NRC within 3 months.

The ICT Resource Centre, including the facilities for Language Learning be developed as per recommendation of NCTE as contained in its Manual on ‘Organising Teaching Learning Resources in Teacher Education Institutions’.

The seating capacity in the library provides for plastic chairs, which needs to be replaced by proper reading Chairs.

The multipurpose hall provides for very ordinary plastic chair, which is not appropriate and needs to be replaced.

The college new building has been plastered but it is yet to be painted.

The Science Lab has been organized well but no sinks have not been provided for running water and drainage.

has been carefully considered and following observation made:-

The new premises where inspection was conducted is stated to be only for B.ED. Course (100 seats only). The institution has been sanctioned many other courses like B.ED. Add., C.P.Ed., M.Ed. and B.P.Ed. It is not understood as to why in this new building only one unit of B.Ed. 100 seats has been shifted. Since other courses were sanctioned to one institution, it will not be possible for the institution to have a separate building for only one unit and remaining other courses continue in old building. As such, since the new building/shifting is only for one unit and institution has already shifted in this building, the additional intake for B.Ed., M.Ed. and C.P.Ed. Courses needs to be withdrawn, as the present infrastructure and staff in the new building is adequate only for one unit of B.Ed. While the present building has been adequately furnished following inadequacies still exist.

a. The Science Lab has no fixed structure with experimental table, and water and drainage arrangement.

b. The seating arrangement in the library is not proper with the existing plastic chairs.

c. The ICT Resource Centre were not having proper computer chairs. The small size plastic stools were making computer totally non-opertable.

d. Plastic Chair in multipurpose hall and class rooms etc are not appropriate.

The new premises, where the institution has shifted has building in the name of Society. Since it is not a new case but a case of already existing institution, land should have been in the name of the institution and not in the name of the Society.

The Society, while initially submitting its application submitted land papers of land of Khasara No. 12&13, Village Rund Dhuninath, Tehsil Ramgarh, District Alwar. While this new building has been constructed on another land at village Ballabora, Tehsil and District

Alwar. It is therefore not clear as to whether the new building now inspected is located on the same land whose paper, have now been submitted to the inspection team. The institution needs to clarify its position about land clearly, before the permission of shifting that has been done in an unauthorized manner for part of the courses, is considered further.

The institution cannot be allowed to bifurcate and conduct some courses in one building and other courses of teacher training recognized by NCTE for the same institution, in some other building. As such institution needs to provide full details about various course, available space where these course, are being conducted and faculty appointed for each, before the request of shifting could be consider further in totality.

The institution may clarify its position and give complete details as mentioned above within 30 days.

B.ED. The reply of the institution dated 03.03.2011 with reference to the points of Show Cause Notice vide NRC’s 162nd meeting held on 24-27 June 2010 has been carefully considered and following observations made:-

a) The institution has now appointed a new Principal as per Norms of the NCTE, thus conceding the fact in the Show Cause Notice that they have all along been conducting the course without a qualified Principal. Similar is the case of two new appointments of Lecturer in place of earlier two Lecturer namely Mr. Aryan Kumar and Dr. Santosh Kumar who were not qualified as per NCTE Norms. Moreover none of the three person i.e. Principal and two Lecturer have been approved by the University. Institution has written, seeking approval of the University but that has been done without making the appointments by

Thus no advertisement has been issued, no outside, expert/University nominee has been associated with Selection Committee; minutes of Selection Committee has not been properly drawn. As such, it is clear that the institution has been conducting the course without proper qualified Principal, Lecturer appointed by following due process of selection .The institution even now continues to do so.

b) The website of the institution has been developed, but the institution did not even claim that its website was in existence. This establishes that the website of the institution was not in existence and this was in violation of the provisions in NCTE Regulations.

c) The toilets facility in the institution continue to be inadequate and apparently unhygienic/filthy, as is evident from the fresh photographs as well. The institution has only two urinal and one seat for 100 students, which is not sufficient. Moreover separate toilets for Gents and Ladies do not exist, as the indication on the photographs to this effect is computer manipulated.

The reply to the Show Cause Notice has not been found satisfactory in view of above. Hence, recognition to the institution for a B.Ed. course be withdrawn under section 17 of the NCTE Act for the forthcoming academic session of 2011-2012.

Nagar, Meerut, U.P. conducted under section 13 of the NCTE Act 1993. The Visiting Team which visited the institution on 10th August 2010, made serious observation about the institution indicating,” The college does not reflect a functional institution. No class room, lab, or library has any sign of being used. There is no journal subscribed. Papers are not in place and most facilities appeared to have been created only for inspection. There was none except principal and a few non-teaching staff when we arrived on 10th

August”.

2. Based on the report of the Visiting Team a deficiency letter was issued on 28th Sept 2010 to the institution; to which the institution send a reply on 09 November 2010. The reply has been examined and following observation made:-

On the observation that institution is not having required equipment instrument/apparatus in its Science, ICT and Psychology Lab, the institution responded with a list of equipment that they claim that they had. This list has no meaning in the absence of proper bills, payment proof, entry in the stock register etc. As such, the reply is not acceptable. Some bills submitted are dated Oct 2010 which is after the date of inspection. Hence the Visiting Team has rightly observed that the institution has been functioning without proper instructional infrastructure in its labs, as per NCTE Norms. Regarding language Lab the institution replied that they have established the labs, which further confirmed that institution has been functioning without these facilities.

On the observation that most of the staff of the institution has been appointed at the time inspection and that they had no idea of the college. Those who claimed that they were teaching in the institution made contradictory statements. The institution replied that they have made all new appointment for 2010-11 session, as the earlier staff had already resigned due to 2009-10 being the zero session. The institution did not provide details of the staff that they were

having all along after their recognition in 2004. They did not submit any proof of payment of any salary to the staff during this period. No staff register/attendance register were submitted to show the teaching faculty of the institution. No approval of the University or minutes of the Selection Committee has been submitted to establish that they had properly selected faculty, appointed on regular basis during this period. Thus the institution was functioning in utter violation to the NCTE Norms and Regulations regarding appointment of teaching faculty. Only one payment advice to bank was provided but then that is about payment of salary for the month of Nov, 2011, which is after the inspection. No approval of University is available even for the staff in this list.

In response to the question that the institution is not having any play ground , the institution replied that they had purchased 5460 Sq. Mtr of land and play ground are established on this site. It may be seen here that the applicant institution was given recognition on the basis of a land given on lease by Greator Noida authority at Plot No. K.P.III. Institutional area, Greator Noida, whereas the land now purchased by the Society is at village Ganghole, Pangana Dankor, District G.B. Nagor. This situation is not as per NCTE Norms. It puts the existence of the college and the land use of the land given by Greator Noida for this institution in doubt. The Greator NOida land was of 5000 Sq.Mtr, which is sufficient to house the institution and the play grounds. It shows that the land allotted and shown for the purpose of the institution is being used for other purpose. It is not clear where the institution is functioning, as initially in 2004 some of the letters sent to the institution on Greator Noida address were returned undelivered with the remarks of the postal authority that no such college could be located on the said address.

In view of above, it is apparent that the institution is either not functioning at all or else it is functioning , after its recognition, totally in violation of the NCTE Norms. As such NRC decided to issue a Show Cause Notice to the institution under section 17 of the NCTE Act 1993 for a reply on above observation within 21 days.

74. UP-720 Jan hit Institute of Education & Information, 38 B, Knowledge Park, Phase I, Greator NOida, U.P.

B.ED. The institution has given recognition in 2002 for a B.Ed. course. On receipt of a Complaint inspection of the institution was got conducted by NCTE Hq. under section 13 of the NCTE Act. The deficiencies observed by the V.T. was conveyed to the institution on 01.10.2010 and reply dt. 24.11.2010 received from the institution has been forwarded by NCTE Hq. for further appropriate action. The reply of the institution alongwith its reply on the deficiencies has been considered and following observations were made:-

1. The inspection team observed that the composite building of the institution is offering B.Ed., B.B.A. and B.C.A. Course. While 2 floors are dedicated to B.Ed. course, but the space is being used by other courses. Moreover, the labs of the institution are located in the sheds outside the building, which are not as per NCTE Norms. The reply of the institution that the labs were temporary shifted to the sheds due to maintenance work of the lab in the main building has not be found acceptable. The institution has been functioning since 2005-06 and it is beyond comprehension that the lab needed maintenance to the extent that it required shifting to other building. This precisely means that the institution has been conducting B.Ed. course, without having proper labs as per NCTE Norms. As such, the course was being conducted by the institution with utter disregard to the NCTE Norms.

2. In response to the observation of the Visiting Team that infrastructural facilities were being shared with other courses, the institution replied that 2nd

and 3rd floor are dedicated to B.Ed Course. This is without any details about total area available on different floors, existing usage by different courses and area made available to B.Ed. course. The reply is therefore not

acceptable and it precisely means that the institution has been conducting the course, without having required built up space as per NCTE Norms.

3. The observation of the Visiting Team that its Science, Psychology and ET Labs are not having required equipment and apparatus has been replied by the institution by an assertion, that they do exist. They have submitted copies of the stock register and some photographs to establish their claim. The copy of the stock register bears no date of entry of the items or date of purchase of the equipment or date of bill and its number. As such, the stock register has apparently been prepared subsequent to the inspection and cannot be accepted as proof of existence of proper labs. The institution has provided copies of some bills of purchases made in 2002, 2004 and 2008 but then they are mostly about computer equipment and must have been purchased by the institution for other courses in information technology. As even otherwise most of them are not relevant to B.Ed. course. Purchase bills of equipment , Psychology tests etc. made in August 2010 has also been submitted but then that precisely means that equipments were purchased at the time of inspection and the institution has been running the B.Ed. course without essential infrastructure as per NCTE Norms. No proof has been given about confirmed appointments of teachers in the institution as per NCTE Norms.

4. In response to the observation that CPF/PPF of the facility is not being deducted, the institution submitted that faculty in consultation with management expressed its inability to contribute for CPF/PPF, hence it is not being paid. This reply is not acceptable and is contrary to the provision of CPF/PPF Act.

NRC, therefore decided that a Show Cause Notice under section 17 of the NCTE Act 1993 be given to the institution before its recognition is withdrawn from the next academic session 2011-12. The reply of

B.ED. Add. The request of the institution that the courses earlier recognized in the name of Lingayas College of Education, Nachauli may be renamed in the name of Lingayas University needs further scrutiny in the light of the legislation through which the University has been established. The institution authorities may be asked to submit full details about the University its Act, statutes and ordinances.

79. UP-2820 Maharishi Dayanand Management College, VPO- Loni, Tehsil- Ghaziabad, District- Ghaziabad, Uttar Pradesh

B.ED. The earlier request of the institution to change the name of the institution as Maharishi Dayanand Management College to Maha Devi Mahila College was rejected by NRC. This decision was upheld, by the Appellate Authority. Now the institution by adding the words “for girls only” intents to attain the same objective of making the college exclusively for girls. The detailed reason given by the Appellate Authority for not accepting this change continue to be valid for the new request.

As such, request is not accepted NRC does not feel that the stated objective of enhancing women education would be achieved by making the institution for girls only.
