INTRODUCTION

Thank you for your interest in starting a ReNew It Program in your community. ReNew It is a home preservation program that provides minor renovation services for homeowners in need. ReNew It helps low-income homeowners impacted by age, disability and family circumstances, who struggle to maintain their homes, resolve health & safety deficiencies in an affordable way and remain in the home with pride and dignity. ReNew It serves as a companion to an affiliate’s core building program, enabling you to serve more families, increase opportunities for volunteers and expand your base of sponsors. Most importantly, ReNew It is part of Habitat’s broader community development strategy, a holistic approach, which assists communities as well as families. It revitalizes the appearance of the neighbourhood, strengthens connections within the community, and helps preserve and create affordable housing stock.

This manual was put together as a general guide and resource to help you start a successful ReNew It program. The information provided here will get you up and running. We have tried to create guidelines that will give you flexibility to start a program that best fits your particular affiliate and community, and will provide your staff, volunteers and homeowners with a satisfying experience. This program guide is a work in progress. As we learn more from you and explore the questions you’ll raise, HFH Canada will provide additional materials that will expand and complement the information in this manual. Please contact HFHC’s Building Services anytime with questions and needs. We are here to help your program become a success and we welcome your comments and suggestions.

ReNew It is based on a program called A Brush with Kindness (ABWK) which began in the United States in 1999 as a neighbourhood revitalization program of Twin Cities Habitat for Humanity. Twin Cities Habitat had the vision to see the benefit of a program that could complement their home building work. ABWK was created by Pat Lund, and with support from the Valspar Corporation, it has had (and continues to have) a significant impact on preserving the housing stock in the Twin Cities area. Habitat for Humanity International has modified this local program and is encouraging affiliates across the US to join the ABWK movement by expanding their scope of services. ABWK could not be expanded into Canada due to trademark restrictions and so the ReNew It brand was created to offer a Canadian version of ABWK to compliment Habitat’s core Building Program. In addition, CRA (the Canada Revenue Agency) required that ReNew It is charitable and maintain consistency with our core building program. Therefore ReNew It projects will be qualified by first addressing health & safety related deficiencies in a home.

By participating in ReNew It, your affiliate has become part of a new movement to expand Habitat’s capacity to help those in need of a safe and decent place to live. Your light will shine brighter in your community as people see the impact you are having serving those in need by restoring hope and dignity to their lives.

HOW IT WORKS

First and foremost, ReNew It is a Habitat program. It is designed to be integrated into the organizational structure of your affiliate and supported by the board. In most cases your current committee structure (Family Services, Volunteers, Construction, and Resource Development) is sufficient to handle ReNew It. Some affiliates may create sub-committees in each area to better organize the work and responsibilities of the program. ReNew It serves families in need using Habitat’s basic tenets of eligibility – demonstrated need, willingness to partner and ability to pay.

Program Guideline Note: The following guidelines are recommendations on implementing ReNew It. Affiliates are always in the best position to determine the most effective program methods for achieving their goals. ReNew It is intended to compliment HFH’s core building program and be operated within the affiliate’s existing policy and procedural structure.

FAMILY SELECTION

ReNew It begins by finding families who are eligible to participate. You might begin by identifying current Habitat partner homeowners, to help sustain the work you’ve already accomplished. You may identify a street or neighbourhood where you are currently, or have recently been, building. This can provide opportunities to secure additional volunteers in a neighbourhood and increase your presence, and good works, in the community. You could take a strategic view and look for families in neighbourhoods where you plan to build. This can create goodwill for Habitat in the community through a series of easy, short-term projects, and allows neighbours a chance to become involved in helping neighbours. Very often, affiliates participating in ReNew It receive referrals from other groups in the community who are aware of homeowners whose dwellings are in need of repair. These groups may range from the police department to the local church. (see the Community Development section for more on community groups).

As with your core building program, homeowners must go through an application process to determine if they meet your affiliate’s requirements. Homeowners in ReNew It must meet the basic requirements of all Habitat families –demonstrated need, willingness to partner and ability to pay. However, ReNew It provides much flexibility at the affiliate level in how the requirements are determined. Whatever local policies are created, they must be uniformly applied and be consistent with the HFHC Affiliate Agreement.

The condition of the home should be such that at least one mandatory health & safety related deficiency requires remedial work. Once qualified, minor exterior improvements including landscaping, yard clean up, painting, deck and ramp construction, and in some instances, roof repairs could be added to the scope of work. The key is to limit the scope of ReNew It to projects that can be completed in a limited time frame, with minimum skills and with limited staff support.

Affiliates may consider referrals from other housing programs or agencies as demonstration of need as well. Circumstances that prevent the homeowner from doing the work themselves such as financial limitations, disability, age or illness can be seen as demonstration of need. In many cases, homeowners simply lack the knowledge and ability to carry out general maintenance and repairs to their home, which may also be considered in assessing their qualifications. Need may also be evaluated in the context of the affiliate’s service area median income. (see “Ability to Pay” below)

If the homeowner qualifies based on the initial application, a home visit takes place to assess need, scope of work to be undertaken and help determine the homeowner’ willingness to partner.

Willingness to partner

Sweat Equity is a central component of Habitat eligibility. Most affiliates chose not to set a fixed number of hours for ReNew It. Instead, the sweat equity is project based, and the requirement may be met by the applicant working alongside the volunteers, providing refreshments to volunteers or cleaning up. Participation of all adults in the household is expected. Affiliates may develop other criteria which can be used to meet the willingness to partner requirements.

Ability to Pay

Affiliates should use their regular CNIT (Core Need Income Threshold) or LICO (Low Income Cut-Off) threshold percentages to determine income qualification and ability to pay. Total household income is assessed against monthly expenses that include mortgage costs, property taxes, utility costs, etc. Affiliates may find that the much smaller costs of ReNew It renovation/preservation projects will require an adjustment to the minimum loan repayment requirements (e.g. The cost of a renovation project under this program is limited to 10% of the affiliate’s average new house cost). Debt load including ReNew It loans should not exceed 40% of a family’s monthly total household income.

(A note about charging for ReNew It services: The Habitat model for financing construction services is the same whether providing ReNew It service, rehabilitating an

existing unit or building a new house. We are a housing ministry, founded on Christian principles, financed through private donations and utilizing volunteers in partnership with families in need. As indicated in our Covenant, Habitat for Humanity affiliates sell housing services to people in need with no profit added and finance the payments with no interest charged. The resulting payments are used for the financing of additional affordable housing.)

NOTE: HFH will take into account the value of the physical asset of the house or property in question but each case will be reviewed on an individual basis at the local level to determine eligibility. This has been determined based on the following rationale:

1. In the majority of cases, some equity is assumed to be built up in the home but actual asset value is subjective. HFH will not require the added expense of an appraisal and approximate value of the home will be determined based on property tax assessments. The value of the tax assessment will be reviewed against the mortgage owing on the property to determine the approximate equity in the home.

2. Applicant household income would also be assessed to determine if there is sufficient monthly income to meet all operating expenses and the monthly payments on the “renovation” loan through this program. Financial institutions typically offer loans based on using the home as security but in some cases limitations in monthly household income may prevent qualification for such a loan.

a. If inadequate income is available to manage all operating expenses and the renovation loan (even amortized over an extensive but feasible time frame (five years), the applicant would typically be turned down.

b. If the household income is more than adequate and it is apparent that the applicant could afford a conventional loan from a financial institution to undertake the renovation work, this applicant may also be turned down and redirected to a financial institution for a renovation loan.

c. Only applicants that fit between these two would qualify. Essentially those applicants who have an income sufficient to repay the ReNew It loan along with all other operating expenses but not sufficient income to secure a loan through other means to complete the same work.

VOLUNTEERS

Similar to our core building program, volunteers typically perform 90 - 95% of all the work done under ReNew It, and are the heart of the program. Several factors contribute to Habitat’s ability under ReNew It to effectively engage volunteers:

• No minimum skill requirements• Activities limited to simple tasks such as painting and landscaping (some projects

may be more involved requiring specific skills)• Results can be realized in a single day• Volunteers of all ages (from youth to retirees) can participate at any skill or

interest level.• Volunteers can be recruited through businesses, school, churches, and

community groups

• Large teams of volunteers can work on the same or similar projects in a specific geographic area

ReNew It is designed to meet the needs of homeowners, but attention to the needs of volunteers is critical to its success and allows you to engage volunteers who otherwise may never become involved in Habitat for Humanity.

Youth Volunteers

ReNew It is a great way to get church or school youth groups involved as well as families with children. Most of your projects will include painting, clean-up and landscaping and these are ideal activities in which youth could participate. Federal regulations specifically prohibit children under the age of 16 from working in general construction. However, they may be engaged in limited (low risk) activities such as clearing lots, landscaping or painting. Children ages 16 and 17 may perform general construction work, but may not engage in certain activities that are considered hazardous. These include the use of power tools, motor vehicles, demolition, roofing or working from a height >3.0 Meters and excavation operations.

In many cases your volunteers will form teams, either they have a common bond beyond Habitat (e.g., they work together) or they find a type of job within Habitat that they like doing (they like painting). These teams of 5 to 30 individuals should be matched with homeowners to work on and complete assigned tasks. Volunteer teams are matched with appropriate homeowners based on several factors including size of project, experience of the team and size of volunteer team. Projects usually take 1-3 days to complete.

Team RegistrationVolunteer groups from supporting organizations that express interest should be sent a letter of introduction and a Team Registration form. Volunteer teams would then be asked to tell about their group and the experience they have with similar volunteer work. Additionally, they would be asked when they want to work and what level of sponsorship they could provide. Volunteer teams may be asked to sponsor all or part of the cost of the home on which they work. Often, they are asked to provide some of the basic equipment needed, like paint brushes, scrappers, rollers and trays. ReNew It would also consider groups who do not sponsor a home to still volunteer. When a group sends in their Team Registration, ReNew It administrators begin to look for an appropriate project for that group – and an appropriate Team Leader.

Risk Management & Liability

Risk Management applies to all aspects of ReNew It including initial administration, managing volunteers and writing a scope of work before commencing with ReNew It projects. Refer to the guidelines specific FAMILY SELECTION, VOLUNTEERS and CONSTRUCTION for more details specific to managing risk in these specific areas.

InsurancePrior to commencement of the project, verification of appropriate insurance on the homeowner’s policy is critical. It is highly recommended that ReNew It applicants take out an additional $1 Million in liability coverage for the period of the project (Affiliates may determine they require more than $1 Million in liability coverage based on the type of ReNew It projects they take on.) Affiliates must also consult their insurance company to ensure their affiliate insurance is considering ReNew It activity.

Note: Orr Insurance has verified that HFH’s main insurance carrier "ING Insurance" has added the ReNew It Program option to the liability coverage at no additional cost. So, if bodily injury or property damage to a 3rd party occurs, for which the HFH affiliate is considered legally liable, The ING Insurance policy will provide minimum coverage. Because ReNew It projects are small renovations the coverage they require is considered an installation floater. This coverage is also available to affiliates who take on ReNew It projects and this coverage provides temporary property insurance to protect the value of labor and materials of the work in progress in the event that it is damaged by theft, vandalism, fire, windstorm, etc. Coverage starts while the materials are in transit to the jobsite and ends once the job is completed or the owner accepts the work. If the affiliate has already purchased the "Habitat Enhancement extensions" they already have a $10,000 installation floater. Affiliates should contact Orr Insurance to determine the cost to increase this limit if required. The affiliate does not have to report ReNew It project locations. The only time they would have to contact Orr Insurance is if they have not purchased the "Habitat Enhancement extensions" or require a higher limit than $10,000. IMPORTANT NOTE: If insurance is not placed Orr Insurance, affiliates must check with their own insurance provider to ensure adequate coverage as noted above.

Volunteer WaiversAll volunteers must sign a Release and Waiver Form consistent with HFH’s core building program. The Team Leader or Site Supervisor makes sure this waiver is signed before volunteers participate in work on a ReNew It project site.

TEAM LEADERS

Team Leaders (also known as Site Supervisors) are a very important part of the ReNew It program. Team Leaders can be paid staff or experienced volunteers. Team Leaders organize and prepare (and sometimes recruit) their teams for the task of working on a home. The Team Leader is responsible, as the liaison between the affiliate, the volunteers and the homeowner, to coordinate the work and supplies for their project.

One of the most important roles of the Team Leader is working with the homeowner to create realistic expectations of the work that the volunteers will be performing at the house and the homeowner’s role in the process.

Team Leader Training

Before leading a project, Team Leaders must receive training in the ReNew It program. The Training would typically include information concerning:

An introduction to ReNew It. Working to revitalize neighbourhoods. Working and communicating with homeowners. Groups Volunteer Assignment. How to prepare your home project for painting. Volunteer team organization. How to prepare your group for work days. Equipment and materials suggestions. Equipment and materials pickup and delivery. Going over safety issues (including lead paint). Going over a work completion checklist

Note: A Team Leader Handbook is under development and will address the above material. Your Volunteer Coordinator and/or your Construction Manager should lead these sessions.

On-site Supervision

The Team Leader directs the volunteer team on the work site and is responsible for creating a successful experience for them. Each affiliate will have to decide the level of supervision they need for a particular project, however, the more teams in the field, the more families you can serve.

All projects should be followed up with a visit, and an “After” picture for affiliate records (Don’t forget the “Before” picture!). Above all, an inspection and record should be filed confirming the ReNew It project was completed properly.

CONSTRUCTION

Scope of Work--Start with simple projects and work up to more complex ones as experience allows!--

ReNew It must first address mandatory deficiencies in an applicant’s home. In general, mandatory deficiencies related to heating, structural, electrical, plumbing and fire safety to qualify the home for the ReNew It Program. The quality of the repairs should ensure the useful life of your home for at least 15 years. However, not all work required to

bring the home up to minimum standards of health and safety must be completed in order to receive assistance through the ReNew It Program. Some deficiencies may have to be deferred as the homeowner may not be in a position to afford all of this work at one time. ReNew It also covers minor renovations and repairs that include painting, landscaping and yard clean-up that result in significant improvements to owner occupied homes. However, repairs/improvements that are not directly linked to the mandatory deficiencies that qualified the home must be limited to 25% of the entire scope of work. In most cases the total cost of ReNew It projects is limited to no more than 10% of the average cost of a new Habitat house in your service area. ReNew It projects typically take 2 - 5 days to complete but may extend as much as two weeks in duration. For a successful project, two things are critical before starting any work; 1.) An assessment must be done of the work that needs to be performed, and 2.) There must be clear communication with the homeowner regarding what activities the volunteers will undertake.

The homeowner will have provided a brief summary of what work they need completed in their Homeowner Application. Staff/volunteers that go out to inspect the property should take a copy of the application (without the financial information) and complete an assessment using the Work Scope Summary - Exhibit A. This will include pictures (on back of the form) and a more detailed narrative of the work elements to be completed. Be aware of any additional work required including lead paint hazards if assessing a home built before 1978. Provincial environmental and/or Ministry of Labour departments may require that contractors performing renovation, repair and painting projects that disturb lead-based paint in homes be certified and follow specific work practices to prevent lead contamination.

Work items are typically prioritized based on the review of the condition of the element and the extent of deterioration. In some cases the deterioration of an element may be too extensive, requiring full replacement and possibly exceeding program parameters. Remember, start with simple projects and work up to more complex ones as experience and resources allow. (Affiliates should set parameters on what they will do based on their capacity to manage projects and in consideration of the homeowner’s ability to repay the loan.)

After the work scope assessment is completed, communicate with the homeowner that work will be completed as volunteers are available and that not all requests for work may be able to be provided. This may be a good time to review the paperwork you will be asking the homeowner to sign before work can begin.

As your affiliate begins to integrate the changes necessitated by ReNew It into your regular process and procedures (volunteers, construction planning, resource development, financing, marketing, cooperating with community agencies, etc.), as your capacity grows (i.e., the number and skills of your volunteers), and as you review the feedback from staff, board members, donors and the community, additional and more

complicated work might be considered, such as ramps, porches, major repairs and roof replacements.

Interior work

Most homeowners who are candidates for ReNew It will likely need interior work done along with exterior improvements. Affiliates are encouraged to stay within the original scope of the ReNew It program and take on limited numbers of interior projects. It is OK to limit your scope of work. Some reasons to limit the amount of interior preservation work are;

- interior work introduces liability exposure which is greater, and different, than new construction and may increase your insurance costs;

- difficulty protecting the personal effects of the homeowner during the execution of work;

- the difficulty of staying within the original scope of work (and price) that was agreed upon;

- and the higher level of coordination and oversight needed for volunteers and contractors working in an owner-occupied house.

Should a homeowner need interior work performed, try to partner with organizations specializing in interior repair work (e.g., Local Renovation Contractors, Local Home Builder’s Association, etc). If you choose to provide interior preservation services, here are some tips.

Start small. Don’t over-commit. Simple interior work such as painting a room and repairs to windows and trim.

Let your insurer know. Know when to say “No”. Leave the more complicated repairs for when you’re

more comfortable with ReNew It procedures and the skills of your volunteers. Extensive structural work should be avoided on all ReNew It projects.

Renovations and rehabs that are valued at more than 10% of your average new house cost may be outside the scope of ReNew It.

Energy Retrofits

Energy retrofitting of homes is a growing arena however Habitat cannot offer ReNew It to strictly address Energy Retrofit initiatives. Services such as adding insulation, HVAC replacement and air sealing are potential compliments to ReNew It however this work must be limited to 25% of the overall scope of work. Affiliates are advised to partner with local energy audit agencies to assess the home and provide assistance, ensuring the best use of resources and benefit for the homeowner. When determining what energy retrofits should be undertaken (and what must wait for another day), the affiliate rep and the homeowner must identify which remedial measures have the greatest impact at the least cost.ReNew It could eventually include partnerships with local and regional environmental

groups and local utility retrofit or renovation programs. The expansion of ReNew It to include these types of partnerships will evolve over a period of time as program and administrative efficiencies are established at the national and local level.

Determining Costs

Once the assessment is complete, you can begin the process of estimating the cost of the project. An important component of Habitat’s ministry is that repair services are SOLD to low-income partner families, not given away. It is vitally important, however, that the services be a blessing to the family and not an additional burden. Therefore, AFFORDABILITY is an equally vital component. The following guidelines will help your board in setting a pricing policy for ReNew It projects.

NOTE: The Construction committee must work closely with the Family Selection and Family Support committees to ensure that the cost of the house renovation work is truly affordable for families whose incomes fall within the range approved by the board.

The board of directors of your affiliate should review the following two guidelines and determine the policies of your affiliate in setting a selling price for ReNew It projects. In some situations you may encounter “gray” areas that call for creativity and flexibility. The first guideline is a list of the principles that must be taken into account in determining project pricing. The second guideline is a formula that affiliates can use to work though the variables.

Principles for Determining the Selling Price of an ReNew It Project

1. Habitat for Humanity is not a give-away program. HFHC believes that low-income families need capital, not charity. Therefore, ReNew It projects are sold under the terms of no-profit construction and no-interest loans.

2. Each family’s monthly loan payment should go into the local fund that is dedicated to support additional ReNew It housing projects.

3. HFHC recommends that the target population of Habitat affiliates be genuinely low-income families.

4. In figuring affordability, your affiliate should use the guideline that no more than 10 percent of a homeowner’s monthly income should be spent on repair costs. The length of a ReNew It loan is generally 3 to 7 years. The actual loan amount and scheduled monthly payments are based on household income and length of loan. These figures are extremely variable, depending on the homeowner’s income and/or other circumstances. In some cases the loan may include pre-payment incentives. (Pre-payment incentives are essentially agreements made between HFH and the applicant that offer a reduction in total payment if fully paid in advance of loan schedule. E.g. 10% discount for every 12 months reduced from the loan schedule up to 50% or actual hard costs of ReNew It project)

5. Habitat loan payments for ReNew It should reflect affordability to the homeowner. Habitat affiliates should take measures to ensure that windfall profits in the resale of Habitat houses do not occur.

There are certain assumptions built into this formula:

1.) NO dollar value should be added for UNSKILLED VOLUNTEER LABOUR. Most people who give their time and talents as Habitat volunteers do so with the understanding that their efforts make housing more affordable to partner families.

2.) The dollar value of DONATED PROFESSIONAL LABOUR should be added. However, affiliates have some latitude in this area when considering whether or not to add this to the project cost.

3.) The dollar value of DONATED MATERIALS should be factored into the cost of the project. Factoring in the value of these materials helps keep the cost equitable for all homeowners, no matter how large the in-kind donation is for a particular house.

4.) It also is acceptable to add a portion of your administrative expenses to the cost of each project. Your goal, however, should be to keep this figure as low as possible. HFHC recommends adding no more than 10% to each project to cover administrative costs.

Approximately 25% of materials are typically purchased for ReNew It projects.

COMMUNITY DEVELOPMENT

ReNew It is part of Habitat’s broader community development strategy, a holistic approach that assists communities as well as families. As it revitalizes the appearance of the neighbourhood, it helps preserve and create affordable housing stock, while strengthening connections within the community. It is more than a simple fix-up, paint-up program. It enables an affiliate to create, or enhance, alliances within the community. Developing a working relationship with local churches, homeowners associations, neighbourhood groups, housing organizations, social service agencies and local government agencies is part of Habitat’s broader community development strategy, and can lead to an increase in eligible families, a wider range of financial sponsors, more volunteers and greater community support.

Developing alliances with other organizations is much easier than you think. Most alliances begin simply by cooperating with another organization around a mutual problem or opportunity. You’re probably already cooperating with some other group in this way. Alliances benefit the community, strengthen the partner organizations and accomplish mutual goals.

There are four reasons why we encourage you to seek alliances when operating the ReNew It program (these same reasons apply for all your affiliate programs):

1.) More or improved services - finding others with the same or similar goals allows you to provide more and/or better services.

2.) Gain access to new communities or families – organizations with access to new markets but in need of the resources Habitat can bring, allows both groups to achieve their goals.

3.) Attract additional resources – forming alliances often gives you the additional leverage you need for resource development.

4.) Transforms systems that impact affordable housing – alliances enhance your influence when trying to advocate and propose solutions to your community’s housing needs.

These are the types of groups with which RENEW IT has been successful in partnering

Neighbourhood

ReNew It is intended to work closely with neighbourhood organizations (e.g., homeowners associations, local churches, neighbourhood business associations, schools, etc.). They know their neighbours and their needs. You will receive many of your homeowner referrals through these organizations. They can also gather neighbourhood volunteers to work and possibly sponsor a home. Many of the neighbourhoods you choose to work in will be based on the cooperation you receive from these neighbourhood based groups.

Housing

ReNew It can also work closely with other housing organizations and Community Development Corporations in your area. In some cases a sharing of resources, a common homeowner application and/or warehouse space could be arranged with these housing agencies. Consider attending a monthly meeting of these organizations to discuss how together you can maximize resources to meet the needs of more homeowners.

Social Service & Civic

Social agencies and civic groups can play a large role in communicating the services you provide, referring homeowners to you and referring homeowners to services that fall outside your mission. You can seek out agencies such as Meals on Wheels, United Way, Rotary & Lions Clubs, etc.

Government

ReNew It works in cooperation with municipal social workers, city housing inspectors’ office, as well as municipal officials. ReNew It works with these agencies to help homeowners avoid legal issues concerning the upkeep of their properties. They often have programs that provide funding for home maintenance and repairs.

FUNDING APPROACH

Resource development for ReNew It is essentially the same as your core building program, Volunteer labour, donated materials, charitable contributions and loan payments comprise the bulk of the funding. However, the difference in resources needed per program is great. ReNew It projects are by definition “costing less than 10% of the average cost of a New Habitat house in that area”. Therefore, loans to homeowners will also be less. This difference will, most likely, require you to make adjustments to your loan policies in order to offer loans to ReNew It homeowners.

Funding and Donations

Sponsorships - Project sponsorships could be raised through a number of sources including local business, associations, churches and volunteer groups. Your affiliate should take care to coordinate all project sponsorships efforts to avoid multiple asks to a specific potential donor and provide consistent recognition to donors.

General funding – You are encouraged to explore creative ways of funding ReNew It projects other than sponsorships, including events and designated contributions by individuals.

Gifts in Kind - Most of the material and equipment required for ReNew It is typically provided through individual and/or corporate donations. (e.g., paint, ladders, brushes, tools, sandpaper, etc.). The HFHC GIK National Program offers products like paint and insulation materials that may also be available for use with the ReNew It program. National Partners have agreements with Habitat for Humanity Canada to offer donated products to affiliates but not all have included ReNew It.

Cost Recovery Options

Your affiliates should make every attempt to fit the payment option to the partner family’s ability to pay. Several options are available for structuring the loan, due to the smaller financial obligation required by ReNew It. For example:

1. Secured loans with monthly payments may be amortized over an extended period of time to ensure the homeowners ability to pay (3-7 years is the suggested period parameters).

2. ReNew It loans over $3000 should be secured through a legally recognized document registered on title (e.g. 2nd mortgage). By registering this loan agreement on title it provides affiliates with a measure of security in the unlikely even the house is sold prior to the pay out of the entire loan. (Affiliates must consult with their legal counsel to ensure loan agreements are comprehensive and legally binding)

3. Secured loans with prepayment incentives: i. 50% reduction if paid-off when services are completedii. 30% reduction if paid-off within the 1st year

iii. 20% reduction if paid-off within the 2nd yeariv. 10% reduction if paid-off within the 3rd year.

4. Unsecured loan if obligation is $3000 or less, with prepayment options as above secured through an executed “Promissory Note” to define repayment terms.

5. When the homeowner is enrolled in a partner program (private or public) whose purpose is to provide affordable housing services, and that program covers all or a portion of the repair costs, repayment to HFH by the homeowner of a portion or all of the loan may be waived.

Your board should develop parameters for ReNew It loans. This will allow program staff to operate with confidence and consistency when communicating with homeowners.

HFHC RESOURCES AND SUPPORT

HFHC provides support to affiliates who participate in the national network of ReNew It programs in the following ways:

ShareNet – ReNew It has its own link on ShareNet. This site will eventually provide you with information on upcoming training events, the ability to read and share best practices, and participate in forum discussions.

Program Manual – The manual contains the program guidelines, philosophy and purpose of the program and the Templates and Forms needed for you to have a successful program (see Appendix for the Templates & Forms).

Marketing – ReNew It will eventually provide templates for postcards and letters, yard signs for RENEW IT projects, information on how to develop local funding for the program and volunteer recruitment templates.

National Gifts In Kind Program – GIK provides access to our National Partners who have agreed to offer free products to affiliates undertaking ReNew It projects.

Training – HFHC will provide technical assistance to you via phone conference and training workshops.

ReNew It Identifier (LOGO) – As a participant in the ReNew It program, you will be able to use the ReNew It identifier (Logo) on your literature and signage.

Forms, Samples and Templates – The Appendix has forms and templates that have been instrumental in operating the ReNew It program at affiliates across the country. The Appendix will continue to updated and expanded as we both learn more about your needs and receive samples of your work that you find helpful at you affiliate.

HOW TO PARTICIPATE

To participate in the national network of ReNew It programs, you must sign the Program Registration form (Exhibit 1). The form asks you to report your ReNew It activity on the Affiliate Statistical Report, be willing to share your best practices and experiences with other affiliates, use the ReNew It identifier in accordance with HFHI standards and serve families following Habitat’s philosophy and basic tenets (a demonstration of need, the ability to pay, the willingness to partner).

CONCLUSION

We hope starting ReNew It brings added value to your affiliate in serving the housing needs in your community. It is intended to give you another opportunity to invite volunteers living in the neighbourhood to connect with their neighbours in need. Exhibit J – Sample ReNew It PAINT WORKSHEET

I. Tools Needed Inspection forms, camera, measuring tape, city map, note pad

II. Meet homeowner and help identify what is to be painted and which colour goes where (include garage), i.e., body of house—colour X, Trim—colour Y (check for wooden storms/screens, shutters, a porch floor, a picket fence, etc., which need painting as well). Take one picture of front at angle (showing one side, if possible) and any trouble spots that should be highlighted.

III. Note need, difficulty, size, and what’s to be painted. - Note condition of windows behind aluminum storms; note on form. - Note type of exterior and condition of paint. - Estimate the amount of preparation and crew size needed. - Details of what is to be painted and amount of paint needed. - Identify siding and trim types: Pine? Cedar? Redwood? Aluminum? Metal? Vinyl? Stucco? Masonry? Asbestos shingles?

General Rules of Thumb

1. Determine the square footage of home.For example, we have a home with a total of 1,824 sq. ft. Next, divide the total sq. ft. by the number of square feet each gallon of paint covers. (Each gallon of paint covers appx. 300. square feet ). 1, 824 sq. ft. divided by 300sq. ft for each gallon and rounded up to the nearest gallon would estimate at 7 gallons.

When calculating the height of a home use appx.10 feet for each story. A One and a half story is approximated at 15 ft. etc.

The number of gallons to be used on an average wood home with garage:

2. When calculating windows, doors with windows, porch spindles or picket fences, assume they are a solid wall. (Length x Height) Double the square footage if both sides are being painted. 3. For priming requirements, refer back to the condition of the existing paint. Visualize the house thoroughly scraped. How much bare surface would be exposed? The primer covers approx. 300 sq. ft. of bare wood.4. Double square footage calculation when painting stucco or shakes. Open soffits will also require extra paint.
