1 Policy Statement 3.4Rainbow Bridge Family Day Care Pty Ltd will ensure prospective educators are suitably qualified, experienced and able to competently care for the children, and that those educators are able to meet the service engagement and registration process including fit and proper requirements.

We believe early childhood training is essential and for this reason, we strongly support the regulatory requirement that educators hold a Cert III in children’s services (or be working towards their qualification) as well as complete the Rainbow Bridge Family Day Care Pty Ltd foundation training series as a minimum requirement.

4 Service Goals to act in an equitable and transparent manner when enacting the family day

care service engagement and registration process. to ensure that our educators can satisfy the service engagement and

registration process including fit and proper requirements in order to provide education and care for children and families (reg 163)

Markets and event participation by RBFDC coordination unit staff (marquee)

All service staff are involved in the recruitment and induction process. Administration staff help with the distribution of information via website, blog, noticeboards etc and take the initial enquiry.

Field coordinators lead the potential educator through the following sequence of steps. When service registration is likely and close, the educational leader engages with the educator in the first steps of training. The nominated supervisor supports the entire process.

The coordination unit will ensure: that prospective educator are committed to the induction process. any applicant who does not meet the requirements of the Child Care Act,

National Regulations, National Law, National Quality Framework or the service’s policies will not be registered.

that educators must be eligible for a current working with children check and have obtained this before registration with Rainbow Bridge Family Day Care Pty Ltd can be finalised. The field coordinator must verify their working with children check online as part of the application process.

the field coordinator organises a initial interview to the applicant’s residence or venue to discuss any queries regarding the registration process.

at a second/third visit, the field coordinator will gather the remaining required information, sighting originals as necessary and collecting copies of any required documentation.

It is a Rainbow Bridge Family Day Care Pty Ltd policy to also request that all copies of qualifications, first aid, identification documents and any other official documentation be signed by a Justice of the Peace as part of the application process.

checks before registration can be completed. That educators do not enrol their own children with another family day care

educator on any day where they themselves are providing family day care.

Information required with registration application and general informationPotential educators must provide the following documentation before registration:

i. proof that they are over 18 (R. 119). Identifier: One of the following: either a current passport, a current driver’s licence, or a current birth certificate

ii. public liability insurance for at least $10 million.iii. holds a current approved first aid and CPR certificate (reg 136 (3)(a)(5))

iv. has undertaken current approved anaphylaxis emergency management training

v. has undertaken current approved asthma emergency management training

vi. In New South Wales the approved provider must consider the person’s current working with children check or working with children card, verified by coordination unit representative via the Kids Guardian website:

www.kidsguardian.nsw.gov.au/check by the field coordinatorvii. A completed E2 Educator Applicant Medical Survey RBFDC NSW and if

necessary, a medical clearance confirming that there is no medical reason that would prevent the applicant from performing the duties of a home-based educator.

viii. Proof that they possess, or are actively working towards*, an approved Certificate III level education and care qualification (R.127) NB: A coordination unit service staff representative will verify that the educator applicant’s early childhood qualifications are qualifications approved by ACEQUA. If the representative is unable to verify this, they will provide information and contact details of the appropriate department so that the educator applicant can follow up.

ix. food safety certificate, or the ability to complete a recognised and accredited food safety course by December 2016

x. has obtained a current police check (fraud)xi. a copy of the applicant’s drivers licence if they are driving as part of

businessxii. A copy of the Rainbow Bridge Family Day Care Pty Ltd educator or

educator assistant fit and proper registration and service membership application form NSW (which includes details that ensure the educator meets the ‘fit and proper’ requirements (R 163 (2) (4a); R169 (e)(h) as per the regulations and details of referees, and a financial capability statement)

xiii. Obtain a statement from their original juristriction or make a declaration regarding an overseas criminal history, if the applicant has lived or worked overseas at any time during last 3 years

xiv. If the applicant is renting, a letter from their real estate agent or owner of the house stating the owner’s permission for the applicant to conduct a family day care business from the home

*Regulation 10 states that: The National Authority may publish on its website the following for the purposes of the definition of actively working towards a qualification—(a)  units of approved certificate III level education and care qualifications;(b)  the percentage of total units required for completion of an approved early childhood teaching qualification.

The coordination unit may request observation of the applicant interacting with children before registration occurs.

All documents – qualifications, identification, etc - to be included in the application must be signed by a justice of the peace.

The field coordinator will print a copy of the working with children check verification (summary) for the educator’s file, and note date of verification on the educator register and staff record, and the working with children check register.

** If the educator applicant has not yet completed First Aid, CPR, Asthma and Anaphylaxis training, they will need to complete this within 4 weeks of the date of application. The field coordinator will expect these documents at the final house check. If not, the application will be cancelled. ^ If the educator applicant does not yet have a early childhood qualification, they will need to enrol in an approved course. Rainbow Bridge Family Day Care Pty Ltd has contacts within the industry and can direct applicants to suitable providers. Proof of this enrolment is due on the final house check.

1. Collect all documentation provided by the educator to date and file it in the educator file including the Fit and Proper Registration and Service Membership Application Form (which includes details of family or household members living in the residence including the number and age of any children), and Medical survey. Failure to return documents promptly will delay the application process. This file will be secured confidentially.

2. The family day service field coordinator and nominated supervisor will review the information from the ‘fit and proper' assessment to determine whether the application meets the family day care requirements and can proceed. (Refer to Policy 3.6A Fit and proper assessment of family day care educators)

3. Discuss the residence or venue with view to being approved as a potential family day care education and care facility, including home health and safety requirements, audits and checks, and the role of the coordination unit in ongoing monitoring of the residence or venue for children’s health and safety

4. Educator applicants will be advised of all adjustments they will need to make to the environment to meet regulations including glass safety and fencing. Field coordinators are unable to speculate on possible cost outlays but may give general guidance based upon their prior knowledge of helping educators through the process.

5. Educator applicants must determine whether or not the potential cost is feasible or viable given there is NO guarantee of registration approval until the final check when the applicant has met ALL regulatory requirements.

6. The field coordinator may be able to supply a list of potential suppliers or businesses that may be able to help with the required improvements.

If the residence or venue is suitable to continue…1. Review the copy of the Educator handbook and discuss training requirements 2. Provide a copy of the E5 Establishment costs RBFDC NSW and discuss3. Provide a copy of the E6 Fees payable to Rainbow Bridge Family Day Care Pty

Ltd info sheet RBFDC NSW and discuss levies, business, financial and taxation responsibilities; potential earning income, possible outgoings and the limits of service educators receive in return for levies (eg (foundation training, seasonal craft and planning workshops, administration, support plus subsidised fees for creative boosters etc)

4. Educators must provide the service with their intended work days and hours. Rainbow Bridge Family Day Care Pty Ltd recommends that all educators work a minimum of three days per week (7 hour minimums). Applicants intending to work less than this will be advised that their application will be unlikely to be accepted due to the costs of training and support.

7. Discuss the role of the family and household members - – impact, responsibilities, ensuring a protective environment for the children is maintained, confidentiality

8. Provide a copy of policy 2.2.15 Child protection and reporting including 'Keep them safe' (NSW) and discuss mandatory reporting requirements

9. Discuss their understanding of the Regulatory and Law requirements for educators eg National Quality Framework, National Quality Standards, EYLF, learning outcomes etc

10. Discuss their understanding of the requirements for educators eg: understanding of education and care of young children in a learning environment; planning, evaluation and documentation requirements as per the National Regulation, necessary qualifications, health and safety requirements

11. Discuss menus, cooking experiences and food service with regard to health and safety of children including hand washing policy and the requirements by December 2016 to complete a food safety certificate

12. Discuss the excursions and outings policy, including forms necessary to complete, and health and safety requirements and that they must have a business rate of vehicle registration if using vehicle other than the family day care educator’s vehicle; as well as a higher rate of insurance for their car if using it during family day care working hours, and that they must use appropriate Child Car Restraints; and if necessary, have a certificate of a current Child Car Restraint check;

13. Discuss the process of finding and placing children. NB: The service cannot guarantee placements or guarantee that educators will be full within specific timeframes.

14. Discuss ways the service will help with this process eg corflute signage, facebook page sharing, word of mouth, placing where possible, families on the RBFDC waitlist needing care, advertising limits. It is vital that the educator also takes responsibility in this process of public relations and self-marketing.

15. Discuss process of enrolment for families16. Discuss fees and charges that parents pay including CCB and CCR rebate

subsidies for immunised children (including enrolment fee, bonds, yearly registration, waitlist fee, food levy)

17. Discuss fee schedule and statement of fees required (including justification for statement of fees required by educator), along with educator contract payments and how fees collected are dispersed

18. Inform the educator that they will need to provide an emergency evacuation map of the exit routes at the home before registration

19. Discuss the fire safety necessities that the educator will need to provide before registration

20. Inform the educator applicant that they will need to provide a map of the home to show areas of usage (if this changes, new map to office is needed)

NB: Educators are not to enter any area of the home which has not been designated as being used for the care of children. Non-compliance with safety requirements may necessitate a close of the educators business until such time a new assessment of the safety of the educators home has been completed.

If time allows, the field coordinator may complete this assessment form at this first interview in conjunction with the educator applicant to ascertain the areas of the home or residence that need to be improved or changed in order for the residence or venue to be approved as a family day care education and care facility.

If not, the educator applicant will be asked to complete the assessment form on their residence or venue, along with the Hazard identification and risk minimisation plan during their own time in preparation for the second interview.

Please note: the service provider may sometimes seek further information to help determine the applicant’s ability to work in the early childhood family day care environment.

21. The field coordinator may ask the educator to undertake the Skills and Knowledge Competency Assessment if necessary to determine the applicant’s knowledge of the Regulations and National Quality Standards.

22. If required, the field coordinator may request an observation of the applicant interacting with children. The applicant may be directed to attend a family day care educator’s service and/or play session where the field coordinator will complete an observation and assessment of the applicants abilities, manner and attitude.

Application Fee to be paid before second interview Educator applicants must pay the $200 registration fee to the Bond

Enrolment account (details below) at the time of application. Account BSB: 034 635 ACC: 324 610

Information to be shared and gathered at the second interview1. The educator will undertake to complete all the necessary adjustments or

changes to the residence or venue as necessary (to the best of their ability), and collect/complete all the steps BEFORE the field co-ordinator visits for the second interview. Rainbow Bridge Family Day Care Pty Ltd strongly encourages educator applicants to complete these items within four weeks of the date of first interview.

2. The coordinator will collaborate on the follow up Residence and Venue assessment to confirm that the residence or venue is safe and suitable for care. (eg with particular attention paid to glass and fencing for safety of the children, along with the suitability of the residence or venue according to the ratios, ages and abilities of children likely to attend.)

that the equipment, furniture and toys provided are in good condition and repair; that there are enough toys, equipment, furniture and resting mats for the ratios; that there are adequate toileting, laundry, hygiene, and kitchen facilities; that indoor spaces provide suitable light and that there is access to the natural environment.

4. The field coordinator will provide the educator with a copy of the service policies and procedures. (A copy will be provided to the educator as part of the $60 stationery set up pack they must purchase.)

5. The field coordinator will ensure educators are aware of health and safety regulations and policies that must be followed-

1st week of season- fire drills, 6 monthly fire protection tests, residence or venue assessment form to be self-checked at 6 month

interval annual review of residence or venue assessment form updates/changes to residence and venues updates to persons living at the residence must be documented before

the new resident arrives and a working with children check for this person verified and filed in the office

6. Ensuring all paperwork and qualifications are in order and noting any areas still to be completed.

7. The applicant will have an opportunity to seek support and/or guidance in areas such as toy selection, craft materials needed, books to read etc

8. The field coordinator will either:a. finalise a list of rectifications to the residence or venue that must be

completed before registration sign off and with the educator, noting a start date for families that hinges upon residence or venue approval or,

b. if satisfied that the residence or venue meets regulatory and law requirements, the field coordinator will sign off on the residence or venue as being suitable.

Residence or Venue assessment to be timely The field coordinator will conduct a Residence and Venue Assessment to

upon all requirements being met. If all is in order, Rainbow Bridge Family Day Care Pty Ltd service will accept the applicant’s membership and induction training and a programming/planning support session will be arranged at a time suitable to the applicant. The applicant is now able to finalise a start date for their service to open and begin interviewing potential families. NB: Educators must have completed the induction training and program/planning training before commencement of care.

If the applicant is successful, a letter confirming the outcome will be sent to the new educator and the applicant will be invited to sign their Educator Code of Conduct Contract

The induction training will include taking educators through Rainbow Bridge Family Day Care Pty Ltd policies and procedures, National Regulations, the necessity for accurate keeping of fortnightly attendance records, child protection, children’s health and safety, behaviour management, curriculum planning, evaluation and critical reflection, documentation of children’s learning, and other necessary topics.

Once all the regulatory and fit and proper requirements and residence or venue assessments have been approved, and the induction process completed, Rainbow Bridge Family Day Care Pty Ltd will approve the educator and sign off on their registration, issuing a letter of conditional registration and a certificate of registration also. A start date for opening will be confirmed.

At any time during the process, if the coordination unit is concerned about the suitability of the applicant, the concerns will be discussed and the process of induction may cease. This is an option for either party throughout the process.

A letter of notification will also be sent to unsuccessful applicants. The applicant is invited to contact the coordination unit for feedback. Application may be made again after a six-month period, after seeking further experience and knowledge in childcare.Please see Registration Procedure Flowchart below

Other Educators must become aware of recommended immunisations for

educators from The Australian Immunisation Handbook (10th edition, Jan 2014) and what happens if child/adult is given medicine to deal with infectious illness; and automatic exclusion when an infectious disease is notified at the service as per infectious diseases policy)

Should the approved provider be notified or ascertain that the educator’s ability to meet the fit and proper requirements have been breached or compromised, (for example, first aid qualifications expired and not

attempted to be renewed) the service will cease the educator’s registration immediately and note the date that the educator ceased to be registered or approved by the service on the educator file and staff record, for the period of 3 years following that date

Initial support contact as per the E7 Coordination unit support during first three months of commencement RBFDC NSW will be commenced post induction.

The new educator will continue with the rest of ten mandatory foundation sessions, and essential training for RBFDC educators. (eg rhythm and routine, creative discipline)

The educator must ensure that this paperwork is completed within first 6 months:

a. Their educator philosophyb. Their behaviour management philosophy (including behaviour contract

template), c. A child's life profile for each child commencing care. (Educators will be

required to conduct a casual interview with the family either before a child commences or within 6 months for this.)

Educator Record and RegisterFor details of what must be included in the educator record and register, please see policy 3.9 Keeping a register of family day care service staff, educators and all others

Crucial changes and updates to registration The family day care educator providing education and care at the approved family day care residence will:

1. Notify the service of any children residing or intending to reside in the family day care residence who are turning 18 years of age within 30 days prior to them turning 18.

2. Ensure any children residing or intending to reside in the family day care residence who are turning 18 years of age, provide the family day care service provider with the requirements of “Adults residing at the family day care residence” see policy 3.6.

3. Notify the family day care service in writing within 24 hours of any change of circumstances to residents or persons intending to reside who are over 18 years of age who have previously been assessed as fit and proper to be in the company of children on the form, F12 VISITORS Notifications of new persons or updates to current arrangements at Residence or Venue RBFDC NSW

4. Notify the family day care service provider in writing of any person aged over 18 years of age intending to reside in the family day care residence on a temporary basis. Include a statement outlining the person’s contact with children during the

9 Responsible Practice:The approved provider will implement this policy by referring to, and using the following documents:

Educator ‘Fit and Proper’ registration and service membership application form

Curriculum Vitae of the potential educator including references Residence and/or Venue Assessment form Skills and knowledge competency assessment (if necessary) Working with children check verifications and a police check -fraud

Potential educators: will be familiar, or working towards being familiar with the NQF, the NQS, the

National Regulations, National Law, and Rainbow Bridge Family Day Care Pty Ltd policies and procedures

will have or be developing an understanding of child development will be committed to the registration process and timely in providing

information to the service (within 2 - 4 weeks) complete the fit and proper and service membership application form and

have all requested and required documents signed by a Justice of the Peace and in hand during interview

commit to the timely process of making their home/venue suitable should that be a requirement of registration (within 6 weeks)

will ensure they have a current working with children check and a police check- fraud

commit to completing the 10 foundational training sessions offered by Rainbow Bridge Family Day Care Pty Ltd within first 12 months of registration with the service

will complete the Rainbow Bridge Family Day Care Pty Ltd induction process before registration

The field coordinator will also revisit the educators obligations under the Family Assistance Law including the necessity for accurate attendance records for CCB and CCR

rebate subsidies and give instruction on how to complete attendance records to fulfil requirements correctly.

Set up of child fileEducators will be shown how to organise their child files using title pages as required by completing

a sample file.

Potential educators or relief educators contact the service office representative (Field coordinator)They may attend an Educator Information Session if available or discuss process with coordinator

during this initial conversation.Educator applicants will be given a copy of the educator handbook and the forms listed on page 8 of Policy 3.4 under “Information shared during initial conversation”, and will be directed to read

more about our requirements, philosophy and style of education on the website www.rainbowbridgefamilydaycare.com

If applicants find our requirements and philosophy to be a suitable fit for their educator goals, educator applicants will be given a Fit and Proper Registration and Service Membership Application

Form to complete.

Applicants complete application form and gather required documents.A first interview is arranged in the applicant’s home or proposed venue.

At the initial interview, educators must provide the documentation noted on page 8 under “Information to be shared and gathered at first interview” in policy 3.4 Engagement of family day

care educators and policy 3.6A Fit and proper assessment of family day care educators

Field coordinator creates an Educator File and places forms and certified copies of documents into

correctly labelled sections.

During the 1st interview the field coordinator will determine the possibility of the residence or venue as a likely education and care environment. If this is likely, the field coordinator will continue to

discuss all the information noted on page 8 – 10 of policy 3.4 Engagement of family day care educators.

The educator must complete a Residence or Venue Assessment form and endeavour to undertake all necessary adjustments or changes and must pay The applicant must pay the application fee of $200

BEFORE the second interview can be conducted.

During the second interview, the field coordinator will gather the outstanding documentation, follow up on the residence and venue assessment and all outstanding areas needing attention. Further discussion re: policies and procedures, and regulatory and law requirements will be conducted.

When all is complete, the field coordinator will discuss the application with the nominated supervisor regarding the outcome of the application. A letter of the final outcome will be sent to all applicants.

If successful, the educator must sign the educator code of conduct and begin the induction process.

If unsuccessful, the applicant is invited to contact the coordination unit for feedback.

Upon registration with the service, the educator will receive a certificate of conditional registration (valid for 6 months) and they may begin interviewing potential families to fill their vacancies.

A start date will be negotiated with the service.
