Commerce PRC

Academic Education Programs sponsored by the Ministry of Commerce of People’s Republic of China is designed to foster high-end business officials and managerial personnel for the recipient countries, offering one-year and two-year master programs as well as three-year doctoral programs for the purpose of educating high-end and inter-disciplinary talent working in the applied fields of government, trade, foreign affairs, agriculture, technology, education, culture and health, building intellectual capacity and facilitating the economic and social development of the recipient countries. These programs provide assistance to governmental officials, research fellows, and senior managerial personnel on their master and doctor education in China, which are fully conducted in English. Admission requirements include a bachelor’s degree, relevant working experiences, and decent physical conditions, essential for the high-compact curriculum needed for the degrees.

Starting from 2008, a number of 1,695 students from developing countries have attended these programs, until now, except for those who are in the middle of their studies, 835 of them have graduated and obtained master degrees. These graduates are now working in their specialties back in home and undertaking an increasingly significant role in the economic development cooperation between China and their home countries.

As for the positive effects and good results brought by these programs in strengthening economic ties and friendship between China and the recipient countries, the Ministry of Commerce of People’s Republic of China will continuously intensify its efforts in enlarging the enrollment scale and improving the quality of education. We believe that by attending the programs and achieving the degrees, you will embrace a successful career and brighter future.

Central University of Finance and EconomicsUnder the direct leadership of Ministry of Education of China (MOE), CUFE is one of the national "211" key universities (one of the 100 universities to which the Chinese government has attached top priority for the 21st Century). CUFE is among the pilot universities building the national innovation platform for preponderant disciplines.

In 1949, shortly after the founding of the People's Republic of China, CUFE, the first university of finance and economics in the Republic, was created by the China's central government. The former name of CUFE was Central School of Taxation. Later, it went through several stages of development, from Central Institute of Finance, Central Institute of Finance and Economics, to Central Institute of Finance and Banking. In 1996, the Institute was officially renamed as Central University of Finance and Economics (CUFE) under the direct leadership of the MOE. CUFE upholds "loyalty, unity, truth and innovation" as its motto, adhering to the philosophy of "pursuing truth and excellence". With over ninety-thousand graduates, CUFE is known as "the Cradle of Giants in the Field of Finance and Management ".

Driven by our internationalization strategy, CUFE has established relationships with more than 120 international organizations. Since 2006, we have offered professional training services to more than 300 government officials from 77 developing nations. CUFE is also one of the first universities chosen to award government-sponsored scholarships for Chinese students wishing to study abroad. In 2005, CUFE was accredited by the MOE to confer international scholarships to assist and encourage foreign students in China. Our goal is to achieve responsible, managed growth through continuous service improvement, thereby developing a unique, multi-disciplinary research institution of international standing.

Training School

Training school is subordinated to the Central University of Finance and Economics and engaged in professional education and training. In November 2005, the school was founded by CUFE to give full play to the advantages of its own resources and enhance the social service functions. The establishment of training school has adapted to the requirements for colleges and universities under the new situation of higher education development, integrated the resources of university, also built a new platform for a higher level international cooperation.

I Program Description

Prospective Students:

Our prospective students are mid-to-senior level officials or managers from the government, the media, NGOs, and other public sectors, who have demonstrated superior performance, both academically and in their work. By the time of matriculation, each must have obtained an undergraduate bachelor's degree.

Program Objective:

The Master of Economics Program is a two-year English degree program offered by Central University of Finance and Economics. It is designed for government officials as well as the experienced professionals from developing countries and focuses on enhancing cooperation and exchanges between those countries and China. Students are expected to complete the program full time over 2 years. The program aims to- promote students to acquire advanced knowledge of economic theories, gain a better understanding of China’s development practices and the current development of this subject.- help students to learn the modern economic theory systematically and therefore to understand more about how to apply sophisticated techniques in analyzing real world issues.- provide students with an opportunity to study China’s economic institutions and

Enrollment Plan:

In 2016 we have planned to enroll up to 20 students in our master program, with a concentration on economics.

II Education Plan

1. Instruction:The medium of instruction is English. Classes will incorporate a mix of lectures, seminars, case discussions, tutorials, presentations and so on. Upon application, students could also choose some courses taught in Chinese.

2. Program durationStudents are expected to complete the program in two years from Sept. 2016 to Jun. 2018. For confirmed date, please refer to the admission letter. Students are required to finish the full time course-work, thesis writing and thesis defense by the end of the academic years.

3. Curriculum

4. Field Study

Field trips will be arranged for students to visit Chinese government agencies, special economic zones, business corporations, etc., to gain first-hand knowledge of how governments and markets operate under various changing conditions in the reform and opening-up process of China.

5. Master Thesis

Students are expected to bring specific research questions concerning theoretical coverage and economic analyses to the program, as a part of thesis research preparation. Towards the end of the first semester, a number of faculty members from the school will be invited as potential thesis supervisors, and the school will make arrangement for students to choose their supervisors. The thesis is expected to

combine theoretical perspectives, analytical skills and practical experiences of economic issues, and aiming at solving practical problems. Students must pass oral exam for the thesis.

6. Degree Requirements

Students are required to successfully complete 30 credit-worthy course work and a master thesis and thesis defense within the required time period. After meeting the above requirements and with the approval of University Degree Committee, the master degree of Economics will be awarded.

HAN FULINGMr. Fuling Han is a professor of Finance School and the director of Department of Applied Finance. He obtained his M.A from the Management School of Beijing University of Science & Technology, his Ph. D of Economics in the Economic School of University of Silesia, Poland, and continued his postdoctoral research on economics in the Institute of Economics at Chinese Academy of Social Sciences. ZHONG RUI

Assistant Professor. He obtains Ph.D. in finance degree from John Molson School of Business at Concordia University and Master in financial risk management from Segal Graduate School of Business at Simon Fraser University in Canada. His current research interests lie in the area of asset pricing, credit risk, fixed income, financial derivatives, investments, financial markets and financial institutions. His research work has been published on many academic journals, such as Journal of Banking and

Finance, Quantitative Finance,International Economics and Trade Research, etc. He

presented his research papers in numerous academic conferences and financial institutions, such as Northern Finance Association (NFA), Financial Management Association (FMA), China International Conference in Finance (CICF), Bank of Canada and Federal Deposit Insurance Corporation (FDIC), etc. His research work on credit derivatives was financially supported by Montreal Institute of Structural Finance and Derivatives (IFSID). He is also a CFA Charterholder and a Certified Financial Risk Manager (FRM) .

IV Financial Aid

The Chinese Ministry of Commerce will provide "Chinese Government Scholarships" to admitted students from developing countries. These scholarships cover both tuition and living expenses. They also include a round-trip international airfare for all the students, and a maximum of 2 round-trip international airfares for home visits applicable only to doctoral students (one time per year set at the end of an academic year). In terms of living expenses, it is 36000RMB/year for the master program, and 42000RMB/year for the doctoral program. There is also a settlement allowance of 3000RMB/person.

If a student expects to have his/her spouse, children, relatives or friends to visit him/her during the stay in Beijing, the visitor will have to bear all the expenses by him/herself.

V Application

All applicants must meet the following admission requirements:(1). Applicants must be non-Chinese citizens with a valid passport, abide by laws, decrees and rules, regulations of People’s Republic of China and Central University of Finance and Economics;

(2). Applicants must have attained a Bachelor’s degree or above, with a higher level of English and working experience of three years, under the age of 45, and also meet the professional requirements of the university which applicants applied for;

(3). Applicants who are not native English speakers or whose undergraduate education was not in English are required to take an appropriate English Language Proficiency Test and in general achieve a sufficient score, such as:

• TOEFL 600 or better (Paper Based Test)

• TOEFL - iBT 100 or better

• IELTS 6.5 or better ( with at least 6.5 in Writing)

A GRE score is desirable but not required.

(4). All applicants shall be healthy and must not have any disease or situation listed below:

a) Diseases prohibited by Chinese Entry-Exit Inspection and Quarantine Laws and Regulations

b) Other severe chronic diseases like high blood pressure, cardio-cerebrovascular disease, diabetes; psychological diseases; or other infectious diseases which may harm public health c) In recovery period after major surgery or acute disease attacksd) Severe physically challengede) Pregnancy

(5). Only applicants recommended by the Economic and Commercial Counsellor’s Office of Chinese Embassy in the country that accords with the candidate’s nationality will be considered.

Please fill the “Application Form” firstly, and then print the complete form out, put on a hand-written name and date, and then post a photo on it.

Acquire recommendation from your current organization to the Economic and Commercial Counsellor’s Office, Embassy of the People’s Republic of China in your own country and get approved.

Please visit the online application system of Chinese Scholarship Council at http://laihua.csc.edu.cn, and register for an account. Select the program “Chinese Government Scholarship”, fill in all the required information, and an application form will come into being. Print out the form, put on a hand-written name and date, and then post a photo on it. To complete the form successfully, please note the following information:The agency No. of Central University of Finance and Economics is 10034.Note: Only if you finish this online application, can you finally receive the formal Admission Notification from Central University of Finance and Economics.

Reminders:

a) All the documents to be submitted should be in Chinese or English. Otherwise, a notarized copy in Chinese or English is required.

b) An original copy of degrees, transcripts and language certificates must be presented for on-site verification.

c) Applicants will get back all the hard-copy materials, both original copies and photocopies from the Economic and Commercial Counsellor’s Office. If admitted, they must take the documents to China and submit them to the Institute of South-South Cooperation and Development during registration in early September.

d) None of the materials submitted to the Central University of Finance and Economics will be returned. For important documents such as degrees and transcripts, a stamped copy issued by the institution where the applicant received his/her degrees will be accepted as a replacement of the original copy. In this case, the original copy must be presented for on-site verification.

3. Deadlines

The application deadline for the master program is May 31, 2016.

VI Admission

The Admissions Committee of the Training School, Central University of Finance and Economics makes final admission decisions. No explanation will be made regarding admission results.

Admission letters will be sent by the end of June, 2016. They will include other necessary documents for visa processing.

VII Registration

Registration will take place in early September 2016. The exact date will be specified in the admission letter.
