Special economic zone «Pavlodar» (hereinafter SEZ «Pavlodar) was established by the Decree of the President of the Republic of Kazakhstan dated November 29, 2011. No. 186 with a view to the development of the manufacturing industry.

JSC «Management Company of SEZ «Pavlodar» (hereinafter The Company) was created by the decree of Akimat of Pavlodar region No. 269/9 dated December 02, 2011.

The Company operates in accordance with the current legislation of the Republic of Kazakhstan, by the Law of the Republic of Kazakhstan «About special economic zones» and the Company Charter.

PERSPECTIVES OF LOGISTICS DEVELOPMENT

Location of SEZ «Pavlodar» near the big cities of Siberia and Kazakhstan will allow to carry out goods from China, Kyrgyzstan, Uzbekistan, Russia and Europe.

Many large cities in China, Kazakhstan and Russia, including cities with population over one million people (Omsk, Novosibirsk, Barnaul, Chelyabinsk, Almaty and Kazakhstan’s capital Astana), are located in the immediate vicinity to SEZ «Pavlodar». These and other neighboring cities are permanent growing markets, supplying products to which is possible in the absence of customs duties within the common economic space of the Eurasian economic Union.

Redirecting of transport streams from the South-East direction of delivery of the goods across the sea for a shorter, cost-effective route China-Kazakhstan-Russia-Europe will happen due to the improvement of custom and transport-logistic administration.

THERE ARE SEVERAL LARGE INDUSTRIAL ENTERPRISES IN PAVLODAR AND PAVLODAR REGION. THEIR PRODUCTS CAN BE CLAIMED BY THE FUTURE ENTERPRISES OF THE SEZ.

Mineral reserves in the territory of Pavlodar region (from total volume of the Republic of Kazakhstan):

• 100% aluminum;• 75% ferro-alloys;• 45% electric power;• 35,7% coal reserves;• 5,2% of gold reserves;• 3,7% copper reserves.

The absence of natural gas fields which are important for chemical industry can be compensated by the development of production of synthesis gas from coal, abundantly produced in the region.

FOR THE POTENTIAL PARTICIPANT OF SEZ

MAIN STAGES OF INTERACTION:

1. Negotiations to determine the feasibility of the project on the territory of SEZ «Pavlodar».

2. Preparation and analysis of investment application and investor’s profile.

3. Signing of the contract with the participant of SEZ. Determining the needs for

infrastructure services and adoption of the project plan.

4. Registration of the agreement in the «Unified Register of the Republic of Kazakhstan SEZ

participants”, assignment of «Member of the SEZ» status to an investor.

5. Selection and registration of land plots on the territory of SEZ «Pavlodar».

6. Development of design and estimate documentation and construction of investment and

production facility.

7. Commissioning.

Obtaining tax benefits is possible only with the implementation of priority activities of SEZ “Pav-lodar” and in accordance with the requirements of the Tax Code of the Republic of Kazakhstan Chap-ter 17. The preferential customs regulations are provided at the im-plementation of priority kinds of activity of SEZ “Pavlodar”, accord-ing to the existing customs legisla-tion of the Republic of Kazakhstan.

ACTIVE PARTICIPANTS OF THE OPERATING CONTROL SYSTEM OF SEZ «PAVLODAR» are both public authorities and specialized institute of development of the regions – Department of an industrial and innovative development of the region. It allows to realize investment policy of SEZ «Pavlodar» in practice and to provide effective interaction of all participants, assigning the functional spheres, authority and responsibility to everyone of the participants.
