WelcomeWelcome to MDF Africa, which is part of the global MDF Training and
Consultancy group with headquarters in the Netherlands. MDF has three
regional offices that are working together under the banner of MDF Africa
to access all corners of the continent. Our MDF West Africa office is located
in Ghana, MDF Afrique Centrale is located in the Democratic Republic of
the Congo and MDF Eastern and Southern Africa is located in Kenya. In this
beautiful continent that is rapidly developing and growing, and at the same
time faces many challenges, international cooperation work is demanding
ever-smarter responses. We need to make alliances work, manage multi-
cultural teams and improve our monitoring & evaluation - often all at
the same time.
MDF Africa has a pool of national and international trainer-consultants
and associate specialists that offer services relevant and tailored to the local,
national and regional context. We also draw resources from six other MDF
regional offices in the world with over 100 trainer-consultants. Through this
broad network we can make sure you will get the right expert to support

3. EVALUATION
We enable your organisation to capture, understand and learn from
the effects of your interventions. Together we design and implement a
sound baseline and/or evaluation process that enables you to learn from
past achievements to increase your future social impact, whilst tak-
ing care of your accountability requirements. We use mixed evaluation
methods that fit the complexity of social change.
4. IMPLEMENTING PARTNER
We are also an enterprising partner in the design, acquisition and im-
plementation of large-scale projects. For these projects, we co-develop
innovative concepts, bring together the right partners, help access the
necessary funding, co-manage implementation and engage and devel-
op the capacity of locally involved players. Our interventions follow the
triple bottom line framework: profit, people and planet.
Our Service Areas
1. MANAGEMENT ADVISORY
We provide a range of management advisory services to help you man-
age a team, a programme or project, to secure funding and to increase
your influence. We provide hands-on support for developing new
organisational strategies, M&E systems, management of change pro-
cesses, development of leadership, improvement of team functioning
and the effective management of partnerships and networks.
2. TRAINING
Looking to improve your own skills or the skills of your team or organi-
sation? MDF Africa offers trainings on a wide range of management
related subjects. You can join one of our open entry trainings across the
continent, ask us for a custom designed training, or approach us to co-
create a unique learning experience.
MDF’s training and consultancy services focus on four main areas:
Training & Consultancy
The client • VIA Water is a Dutch funding programme of IHE UNESCO and
Aqua for All that supports innovative projects solving water problems in Afri-
can cities. VIA Water aims to be more than just a fund. It believes in learning
through innovation, aiming for contracted projects to not only reach their
goals, but also to contribute to a wealth of knowledge about innovation in
the water sector in urban Africa.
The challenge • Young entrepreneurs have many good innovative solu-
tions however they find it however difficult to translate these ideas into
convincing businesses and project proposals. VIA water actually supports
promising applicants in obtaining funding by providing opportunities to
participate in learning events. In order to deliver this tailor made support in
the region, VIA Water needed to find experienced facilitators and experts to
guide and advise on various topics such as proposal writing, project man-
agement and business development.
The solution • Since facilitating learning processes is MDF Training & Con-
sultancy’s core expertice, MDF co-organised Learning Tours in Nairobi, Kigali,
Benin and Accra. This gave applicants the opportunity to come together and
learn from each other and from experts, to share experiences about proposal
writing, starting up a project, and turning their projects into successful busi-
nesses. MDF facilitators designed interactive workshop exercises to stimulate
creative thinking, led peer-to-peer review of project pitches and continuesly
focussed on learning and reflection. MDF also delivered an online Proposal
Writing Toolbox with instruction videos on how to structure a proposal and
the various project management aspects that need to be included (results
chains, indicators, risk analysis).
The results • Participants at the learning events not only gained tools
and new insights, they were able to share knowledge and experiences with
eachother. Learning was mutual, with the VIA Water funding staff also
learning from the participants at the inspiring events. As a result, VIA Water
was better able to meet the needs and provide support to the applicants for
implementation of their innovative projects; projects that lead to increased
access to safe drinking water and sanitation facilities, limit impacts of floods
and reduce health risks.

The client • Since only 31% of the population in DR Congo has access
to water points, the Congolese Government launched an ambitious WASH
programme in 2008, called “Healthy Villages Programme”, which is im-
plemented by UNICEF and the Ministry of Health, with funding from DFID
and USAID. The second phase of the programme (2013-2018) has the aim
to improve the WASH facilities of 6000 villages in the country, focusing on
community mobilization and behaviour change with special emphasis on
the sustainable use of safe, affordable, user-friendly water and sanitation
facilities.
The challenge • From 2008 - 2013 UNICEF and the DRC government
successfully declared 1375 villages ‘healthy’, but only 2% of these villages
maintained the status of ‘healthy village’. It has been recognised that sus-
taining behavioural change is a challenge and another approach to build
capacity is needed. Therefore UNICEF asked MDF to implement an innova-
tive participatory training methodology and coaching strategy and to moni-
tor behavioural change to ensure sustainability of the programme’s results.
The solution • In 2013, MDF Afrique Centrale embarked in this challeng-
ing programme with 12 local trainers and successfully introduced an innova-
tive participatory training methodology and coaching strategy to involve all
facilitators in the programme, building their hard and soft skills. They were
trained on social science and participatory approaches and a specific cur-
riculum for facilitators was created. MDF introduced and tested ‘new’ ap-
proaches like facilitation techniques based on experiential learning and the
use of Venn diagrams.
The results • Since 2013, MDF trained 30 provincial trainers and facilitators
who then trained more than 400 support teams at Health district (local) level.
The support team of UNICEF is being coached by MDF on how to keep the
community engaged in the programme and obtain results in terms of WASH
behavioural changes. MDF’s strategy resulted in 2000 villages in East DRC be-
ing declared ‘healthy’. The inhabitants of all these villages now live in healthier
environments. MDF’s capacity building strategy led to a remarkable perfor-
mance which is unanimously applauded by both the government and UNICEF!

MDF Eastern and Southern Africa was requested in 2015/16 to
externally evaluate the € 11 Million South Sudan Joint Response (SSJR)
of the Dutch Relief Alliance, a consortium led by Save the Children.
The complex evaluation included 12 humanitarian partners, active in
6 sectors, operating in 8 of the 10 conflict areas in South-Sudan.
In addition, SSJR is the first joint response of the Dutch Relief Alliance.
The client • The Dutch Relief Alliance is a consortium led by Save the
Children and includes CARE, Cordaid, Dorcas, HealthNet-TPO, ICCO & Kerk
in Actie, Oxfam-Novib, Plan Nederland, IRC, World Vision and ZOA. The
funding comes from the Dutch Relief Fund; a pilot funding window for relief
operations for the period 2015 – 2017, with a total budget of €570 million
provided by the Ministry of Foreign Affairs of the Netherlands.
The challenge • The Dutch Relief Alliance requested to get better insight
in how effective and efficient the SSJR activities were in order to learn and
improve. Next to this, the Dutch Relief Alliance requested to assess its added
value through its collaboration between the partners, and with the donor,
the Dutch Embassy in Juba, the UN OCHA and other humanitarian actors.
The solution • To adhere to the forward looking nature of the evaluation
MDF applied a qualitative evaluation approach. Via desk study and Key
Informant Interviews in the Netherlands and in Juba data was collected.
Field visits were conducted in three locations engaging 116 adults and
children (64% female). An online survey, the MDF Alliance Thermometer,
was used to gain insight into the quality of cooperation and management
of SSJR. In Learning Events in Juba and The Hague the initial findings were
validated and eventually presented in a highly visualised report.
The results • Through the participatory nature of the evaluation SSJR
members gained insight into the Alliance’s progress towards results, its
efficiency, visibility and ways of working together. Feasible recommendations
were provided that allowed SSJR to improve its programme for 2016 and
strengthen its added value as a consortium.

The client • Per January 2017 the Inclusive Business Accelerator (IBA)
will move on from being a programme to existing as independent entity. In
support of this process, MDF West Africa has become the IBA Hub in Ghana
and works with organisations, businesses and entrepreneurs that need sup-
port. MDF coordinates the delivery of high-standard business development
and capacity building services to these clients. The IBA Hub marries the long-
standing global and local experience of MDF with the innovative, qualified
business services and online platform of IBA.
The challenge • Inequality and poverty pose challenges to development
efforts in today’s society. It is becoming clear that the traditional trickle-
down economy is not working for the people at the base of the pyramid.
In line with the aid-to-trade agenda of the Ministry of Foreign Trade and
Development Cooperation in the Netherlands, MDF is now working on
stimulating business for development. Not any kind of business, but
inclusive business to empower low-income communities.
The solution • The IBA Hub Ghana offers different kinds of support:
direct business development service, training of business advisors in using IBA
toolkits and connection entrepreneurs, advisors and investors. These services
are delivered via the online platform (see iba.ventures) and offline at the physi-
cal location of the IBA Hub. The IBA package exists of two toolkits: first, the
Inclusive Business Toolkit and, second, the Inclusive Innovation toolkit. These
toolkits are used by the IBA advisors in their work with businesses and entre-
preneurs and allow for a standard, high quality and recogniseable service de-
livery. In addition, the IBA is ready to connect ventures, advisors, organisations
and investors online and offline to make businesses grow inclusively.
The results • In 2016, twelve new business advisors have now taken their
first steps in becoming preferred IBA advisors. Being trained, and capable of
using the Inclusive Business Toolkit, they are now ready to deliver inclusive
business development services to entrepreneurs and businesses. The IBA
Hub runs programmes in water, sanitation and hygiene (WASH) and
Agribusiness, and provides business development services to small and
medium-sized enterprises (SMEs).
