Basic services 103 CDR July 2005 Waste water The total value of studies and works contracts awarded in the wastewater sector amounted to U.S.$ 398 million. A single administrative authority for this sector is currently being designated so that it may be turned into an integral part of the activi- ties of potable water and waste- water establishments in all the Muhafazat. The government plan for this sector is based on two main considerations: compliance with the provisions of the Convention for Protecting the Mediterranean from Pollution; and the protection of inland water resources from pollution. Consequently, the objectives of the plan require treatment of wastewater in all regions of Lebanon. Achievements to date Emergency rehabilitation of wastewater networks (NERP-first year): This project, worth US$ 24 million, covered the rehabilitation and extension of wastewater net- works in all regions of Lebanon. It also comprised rehabilitation of two wastewater pumping stations in Al Mina- Tripoli and Jounieh, and rehabilitation and construction of 820 kilometers of sewer net- works. Construction of Ghadir waste- water pre-treatment plant: The construction and equipping of the wastewater pre-treatment plant that services the southern suburbs of Greater Beirut and the rehabili- tation of the associated sea outfall are complete. Construction of this plant started in 1974, but it was interrupted during the civil war. It was put back in service in November 1997. Beirut coastline wastewater col- lector project: This project aims to protect the coastline extending Tripoli wastewater treatment plant

Waste water

The total value of studies andworks contracts awarded in thewastewater sector amounted toU.S.$ 398 million. A single administrative authorityfor this sector is currently beingdesignated so that it may be turnedinto an integral part of the activi-ties of potable water and waste-water establishments in all theMuhafazat. from Metn to Aley. Wastewater iscollected from the northern areasof Beirut, situated betweenDbayeh and Manara, and con-veyed to Dora. Wastewater fromthe southern areas of Beirut and itssuburbs are conveyed via CarltonGhadir –Naameh collector line tothe Ghadir wastewater pre-treat-ment plant.The works of the northern sectionwhich comprises two main waste-water collectors converging inDora have been completed (US$46 million. The first collectorextends from Dbayeh and thesecond from Manara and they con-verge in Dora. Together, theyserve an estimated population of891,000. This section includes theconstruction of five wastewaterpumping and lifting stations andthe installation of more than 17kilometers of wastewater pipingnetworks and culverts. The workson this component, started in1997, are now complete. Maintenance and upgrading ofwastewater and stormwater net-works in the main cities: Theseworks were initiated in 1997 andcomprise regular and routinemaintenance, and repair of exist-ing wastewater and stormwater

piping networks in the main cities.They also aim at limiting overflowand preventing problems emanat-ing form faults in the existing net-works. The works covered clean-ing of existing networks in addi-tion to installing piping and otheraccessories required for improvingthe efficiency of these systems.This project covered GreaterBeirut with its southern and north-ern suburbs as well as Tripoli,Zahle, Jounieh, Saida, Sour,Nabatieh and all their suburbs.The project was implemented inconjunction with the Ministry ofInterior and municipalities at acost of US$ 88.9 million.

Projects in Progress

The southern section of the mainwastewater collector of Beirutcoastal area: This includes theconstruction of two wastewaterpumping stations and installationof 9 kilometers of wastewatersewer lines serving a population of784,000 (US$ 10.5 million). TheIslamic Development Bank pro-vided the funding for the Carlton-Ghadir collector. The works com-menced during the second half of2001, and 51% have been com-

pleted to date.Protection of the coastline againstpollution: Lebanon has signedseveral conventions for the protec-tion of the Mediterranean againstpollution. These include theBarcelona Convention and theGenova Declaration. The agree-ments stress the necessity of treat-ing wastewater before discharge tothe sea in cities and towns whosepopulation exceeds 100,000.Several projects have been pre-pared for the construction ofwastewater collector networks andtreatment plants in the coastalregions. The following steps havebeen implemented in this respect:- A treatment plant with waste-water collectors was commencedin Saida during the second half of2001, (US$ 9.5 million), fundedby the Japanese Bank forInternational Cooperation (JBIC).Approximately 52% of the worksare complete. Moreover, anothercontract was awarded for thisplant outfall (US$ 9.5 million),financed by JBIC. Approximately20% of the works have been com-pleted to date.- Contracts were awarded for theconstruction of wastewater treat-ment plants in Chekka (euro 10.11

million), Batroun (euro 7.6 mil-lion), Jbeil (euro 9.4 million),Chouf coastal areas (euro 14.4million) and Nabatieh (euro 9 mil-lion). These plants are fundedunder the French Protocol. Execu-tion of works started during 2002.- A contract, funded by theEuropean investment Bank (EIB),was awarded for the constructionof the Tripoli wastewater treat-ment plant (euro 76 million).Approximately 7% of the workshave been completed to date. - Execution of Beirut infrastruc-ture rehabilitation project (Lot 1)is progressing with financing fromthe Arab Fund for Economic andSocial Development (AFESD).The total cost of this project isapproximately U.S.$ 15.8 millionand approximately 93% of theworks of Lot 2 have been awarded(US$ 11 million). Approximately32% of these works have beencompleted.- The contract for the Darayabridge- Wadi el-Zaini line hasbeen awarded (around US$ 2 mil-lion). The works have been com-pleted and are now in the handing-over stage.Protection of water sourcesagainst pollution: A study wasprepared in 1994 to update thewastewater sector master plan,originally prepared during 1982.This study identified priority areasfor the construction of new waste-water treatment plants to protectwater resources against pollution.To accomplish this, financing wassecured for installation of collec-tor lines and treatment plants inthe main inland towns (Zahleh,Baalbeck, Nabatieh, and others);also in towns close to watersources and springs (Labweh,

Qaraoun Lake, Anjar, Hermel,Michmich, Bcharre, Bakhoun,Jbaa, Hasbaya, Chakra, Hrajel andKartaba).Construction of Baalbeck waste-water treatment plant was com-pleted in the summer of 2000financed by the World Bank.Construction of Zahle wastewatertreatment plant, funded under theItalian Protocol, is expected tocommence in mid 2005.

Projects in preparation

Protection of the coastline againstpollution: The Ministry of Energyand Water accomplished adetailed study for the Akkar Cazawhich recommended the construc-tion of a wastewater treatmentplant on the Abdeh coast. Thedetailed designs and tender docu-ments for the wastewater treat-ment plants in the coastal areas ofKesrouan and Sour are now com-plete. CDR is seeking funding forthe Kesrouan wastewater treat-ment plant from JBIC and for theSour plant from the EuropeanInvestment Bank (EIB).A tender was launched for theDora Wastewater Treatment Plant

(north Beirut) specifying that thecontractor should provide thefunding for both the design andconstruction of the plant. A feasibility study has been com-pleted for the extension of Ghadirwastewater pre-treatment plant(south Beirut) and the addition ofa secondary wastewater treatmentplant. While CDR has alreadysecured approximately U.S.$ 15million from the GermanReconstruction Fund (KFW) tocover part of the costs, it is seek-ing an additional US$ 35 millionto finance the remaining extensionworks. Negotiations are underwaywith the IDB, EIB and the OPECFund to secure the extra neededfunding.

CDR is also actively seeking fund-ing for the Greater Beirut waste-water treatment project from IDBand EIB. This project involves theconstruction of the wastewatercollection and transmission net-works from northern and southernBeirut to the Dora and Ghadirwastewater treatment plantsrespectively. EIB expressed itsinterest in funding the construc-tion of the north and south Beirut

collector lines for approximatelyU.S.$ 52 million. CDR proposedto IDB the provision of an US$ 80million loan for financing theworks of South Beirut wastewaternetworks.

Protection of water sourcesagainst pollution: The Ministry ofEnergy and Water and CDR haveidentified approximately 20wastewater schemes located nearwater sources (springs, rivers,lakes, etc.) in inland areas.Detailed studies have been com-pleted for several of these schemes

that mostly fall within the frame-work of existing financing agree-ments (Italian Protocol and IDB).Special attention is focused on thewestern Bekaa, Qaraoun Lake andthe Litani River, where the highlevel of water pollution necessi-tates urgent action to install waste-water collection and treatmentfacilities to reduce the water pollu-tion level .

A the end of 2003, invitations totender were launched for the con-struction of two wastewater treat-ment plants and associated net-

works in Jib Jennine and Sough-bine. Works are expected to startduring the second half of 2005.Total cost of the works, financedby a loan from IDB, is estimatedto be around U.S.$ 27 million.

Finally, As part of Baalbeck waterand wastewater treatment project,CDR has awarded a contract forthe construction of 148 kilometersof water and wastewater networksin Baalbeck and the surroundingareas. The cost is estimated at US$14 million and works are expectedto commence during June 2005.
