OVERVIEW Enclosed hereto please find attached Rent-A-Drum’s submission to offer waste management services at ZIVELI VILLAGE . The Rent-A-Drum team aim to demonstrate throughout this submission its excellent understanding of the requested task at hand, provide evidence of our team’s competencies, necessary expertise and our team’s combined previous work experience to offer the most appropriate and cost efficient waste management services to ZIVELI VILLAGE through the application of innovative and environmental-compliant initiatives.

Our work is our passion and the aspiration for excellence is visible in everything Rent-A-Drum execute as a team. We sincerely believe that our organisation is capable of offering ZIVELI VILLAGE the most appropriate, effective, but also importantly, cost effective method in terms of waste management services. The method statement will clearly illustrate how Rent-A-Drum will execute its waste management services. Rent-A-Drum places a high emphasis to comply with Namibian statutory Health and Safety Regulations, whilst meeting National Standards to minimize the impact within the operating area.

EXPERTISE AND PAST EXPERIENCE IN WASTE MANAGEMENT

Rent-A-Drum is a private Namibian company and has grown into the biggest private enterprise of its kind with a fleet of more than 50 waste collecting and removal vehicles. The company’s equipment resources are supported by an extremely focused, well experienced and committed management team, which consistently aims to source more cost-effective and environmental friendly solutions which makes Rent-A-Drum the leading organisation in waste management and recycling in Namibia. Rent-A-Drum maintains comprehensive waste management contracts with government institutions, industrial and commercial enterprises, mines as well as residential clientele. Rent-A-Drum has grown exponentially since 1989 and caters for the different needs of clients’ waste generation and continually strives to improve their methods of proper and more effective waste removal and containment management processes. Rent-A-Drum employs ±400 Namibian employee’s country-wide. The company has a strong environmental focus and aims to reduce and control pollution to the absolute minimum. The company’s vision is encapsulated in two powerful words– Zero Waste. Furthermore, Rent-A-Drum’s mission is to stay the leading organisation in waste management and recycling in Namibia.

To indicate us as leaders in waste management and recycling in Namibia, we shortly indicated below what we currently do at two of our bigger and more complex clients.

Swakop Uranium (Construction manage by Husab Project Joint Venture (HPJV) Swakop Uranium is constructing and developing a world-class uranium mine, called the Husab mine, near Swakopmund in the Erongo region in western-central Namibia. Once in full production, Husab, which has the potential to produce 15 million pounds (6 800 tons) of uranium oxide per annum, will be the second-largest uranium mine in the world (the world’s largest uranium mine, McArthur River in Canada, can produce up to 18 million pounds per annum). The Husab mine’s potential production is more than the total current uranium production of Namibia and will elevate Namibia past Niger, Australia and Canada to the second rung on the world ladder of uranium producers, behind only Kazakhstan. During the construction phase there will be up to 5,000 people onsite on a daily basis.

Rent-A-Drum was awarded the tender to do full waste management and recycling on-site. The services that Rent-A-Drum currently provide on-site is the following:

• Provide Swakop Uranium with the necessary waste management equipment. • Waste management services on-site and removal of all the general waste from site. • Hazardous waste removal from the site to Walvis Bay. • On-site recycling. • On-site spillage clean-ups. • Manage their building rubble yard. • On-site medical waste and fat traps management. • On-site KleenBin services by washing and sanitising all the on-site bins. • On-site Health & Safety and Environmental staff. • Manage all waste generated by contractors on a daily basis. • Assist with any other waste or recycling services that they may need.

Meatco Meatco operates four abattoirs, a feedlot and a tannery. The two larger abattoirs, which are owned by Meatco, are located in Windhoek and Okahandja and produce the bulk of the nearly 28 000 tons of beef that Meatco produce. Meatco have just over 1 000 employees, which makes them one of the biggest employers in Namibia. At Meatco, they have some of the strictest food quality and safety processes in the world to cater for their discerning customers globally. Meatco regularly benchmark themselves against the best in the world and keep raising the bar to ensure that they are amongst the best meat processors globally. At Meatco, production happens under very strict food quality and hygiene practices. All of their abattoirs, including the ones in the NCA, are ISO and HACCP certified. The two larger abattoirs also have EU export status and are subject to regular inspections by the European Union and various other third parties, including SAI Global, SGS, Grolink and a number of their global clients. Both export abattoirs are also certified by the British Retail Consortium which certifies food safety and quality systems and scrutinizes ethical and fair practices, animal welfare and corporate social responsibility. Waste management is one of the biggest challenges at an abattoir. Therefore we have to provide waste management services of international

standards to Meatco that they can comply too all the regulations that they have to operate under international regulations. We provide the following services to Meatco:

• Removal of General Waste. • Removal of Hazardous Waste. • Removal of Demolition Waste. • Reallocate skips on-site. • Have Man-on-Site at Meatco who do all their recycling • Pick-up and removal of recyclables to MRF where it is sorted and baled • Medical Waste management. • Transport all their hides and skins from their abattoir to Okapuka • Assist with waste audit to comply with all the regulations and standards.

Overall involvement in Namibia As a well-established Namibian company, Rent-A-Drum has received a multitude of accolades to support its status as an expert and leader in effective and efficient waste management in Namibia. Herewith a list of Rent-A-Drum’s current, as well as the past five-year’s accomplishments and awards:

• Head office in Windhoek, other branches Swakopmund, Walvis Bay, Ondangwa and Oshakati.

• State of art Material Recovery Facility (MRF) in Windhoek and Swakopmund.

• The Finnish-Namibian Municipal North-South Partnership Program during 2007-2011. Research on waste management systems in Namibia was conducted and Rent-A-Drum was identified as the potential waste management company in Namibia to partner with the Finnish company.

• Molok Deep Collection System (Investments in industrial and environmental development in Namibia) (Launched 8th November 2012).

BASIC PRINCIPLES OF WASTE MANAGEMENT AND RECYCLING

PROPOSAL FOR ZIVELI VILLAGE

Description of proposal Our execution strategy for waste management at ZIVELI VILLAGE incorporates proven methodologies, extremely qualified personnel, and a highly responsive approach.

Following is a description of our waste removal services that will be the most appropriate and cost effective method in terms of waste management at ZIVELI VILLAGE, including how the project will be developed, a proposed timeline of events, and reasons why we suggest developing the project as described.

General Residential Areas:

• Rent-A-Drum will install a total of 9 x 5m3 MOLOK and 9 x 3m3 MOLOK Deep Collections Systems at all the General Residential Areas, including the Village Square and the Staff Village.

• The 5m3 MOLOK will be used for ONLY recycalble material, and the 3m3 MOLOK for general waste.

More about the MOLOK Deep Collection System:

• The MOLOK Deep Collection System is resistant to wildlife, is virtually odourless and very attractive. • Due to the large capacity and compaction of the waste through gravity, MOLOK’s are emptied less often

than traditional ‘above ground’ bins. Less empties means less environmental impact through exhaust emissions, and makes MOLOK the most cost-effective waste management system available today.

• One 5m3 Molok can take up to 30 wheelie bins of waste. • Rent-A-Drum installed over 200 MOLOK Deep Collection Systems in Namibia, and is proven to work in

Namibia. • Molok is installed with 2/3 of the container in-ground. A reusable lifting bag is installed within the well, and

the lid secured in place. • During the emptying process, the lid is removed and the lifting bag is pulled from the well. • After positioning the bag over a truck box, the patented safety release mechanism is triggered which opens

the bottom of the bag, releasing the waste into the truck. • The bag is then repositioned over the well, the safety trigger mechanism reset, and the bag lowered back

into the well. This process takes about 3 minutes to complete.

Houses:

• Rent-A-Drum will provide every house with a 2 bin system for recyclables and general waste. • Phase one will be a total of ± 51 bins for general waste and recyclables.

Bistro / Farmstall:

• Rent-A-Drum will provide professional Grease & Fat Trap Maintance with Odorcure’s wide range of specialized services such as:

- Automated Dosing Systems and weekly cleans of grease traps, sewer sumps and septic systems.

MOTIVATION We believe that waste reduction, waste diversion and recycling are an important part of successful and sustainable waste management systems in Namibia. We do not see Rent-A-Drum as just another waste “transporter”. We do not just want to transport the waste problem, but provide a solution for it. However, we also understand that every waste management system must be supported by a reliable and cost effective waste management proposal. For us it is important to limit the impact on the environment and people around it because every waste project/site is unique with its unique challenges. In 2010 Rent-A-Drum erected and commissioned a state-of-the-art Material Recovery Facility (MRF), the first and only one of its kind in Namibia, as well as a six-metre weighbridge to record volumes of recyclables received from the clients, processed and despatched from the MRF. This MRF enables Rent-A-Drum to sort and bale mixed recyclables in huge volumes and has created more than 140 additional employment opportunities for mainly unskilled Namibians, many of them women. Rent-A-Drum identified that if on-site waste management is done, it decrease the clients waste management cost and increase the recyclable volumes. Currently we have more than 20 different sites where Man-on-Sites do the on-site waste management. As the leader in waste management and recycling in Namibia we are committed to establish and maintain the highest standards. Rent-A-Drum is in the process to obtain ISO (The International Organization for Standardisation) certification. The International Organization for Standardisation is an international standard-setting body composed of representatives from various national standards organisations. We are in the process with the following ISO certification:

• OHSAS 18001 – Occupational Health and Safety (stage 1 successfully completed in November 2016). • ISO 14001 – Environmental Management (planned for 2017). • ISO 9001 – Quality Management (planned for 2018).

The rationale behind obtaining ISO certification is to show our commitment to our vision of Zero Waste. The safety of our staff is of outmost importance to us, as they do not only work on our premises, but also on our client’s premises. At Swakop Uranium’s Husab Mine site, our Occupational Health, Safety and Environment policies and procedures is reviewed and audited on a regular basis. We have also achieved 69,000 LTI free work hours.
