RE: InterRoyal Corporation, PlainfieldEPA Inspection for Possible Removal Action

Summarized herein is new information which may make an EPAremoval action at InterRoyal a higher priority than was the case in1991 when EPA last investigated such action. Drinking watersupplies and private residences were found to be in closerproximity to the site than reported in 1991, and current siteconditions make chemical storage a greater risk today.

The information was gathered in preparation for the EPAremoval inspection scheduled for 9-21-95. Information sources:1991 EPA Removal Program PA/SI Report, DEP public files and verbalcommunication with Richard Mercier, President and Owner, GallupWater Services (860-564-7973).

PROXIMITY TO WATER SUPPLIES AND RESIDENCES

- Public drinking water supply wells approximately 1200' away.

The supply well(s) for the Gallup Water Service are locatedonly 1200' west of the InterRoyal site. The wells areinstalled about 65' into a stratified drift aquifer. Gallupserves approximately 3200 people. The InterRoyal site iswithin the Level B aquifer protection area mapped for theGallup supply well(s). Please see various map copies attachedto illustrate spatial relations. [Drinking water suppliespreviously reported as "none".] Neighboring potential sourcesof pollution include the adjacent Pervel Industries site, andnearby Gallup's Quarry NPL site.

- Private residences immediately adjacent to/surround the site.

Residential neighborhoods adjoin the InterRoyal site, with thenearest homes only about 150' away. [Homes previouslyreported to be 1/4 of a mile away.] (K

CURRENT SITE CONDITIONS

- Water shut-off to fire suppression system inside building.

Water service has been shut-off to prevent damage from freezing pipes in winter. One of the two shut-off valves is inside the building, so the system could only be partially reactivated in case of a fire emergency. [Fire suppression system apparently not previously considered.]

- Conduits for aquifer contamination in the building.

Existing floor drains and an unused process supply in the basement provide pathways for direct contamination of the underlying drinking water supply aquifer in the event of chemical leakage or use of water during fire suppression. [Floor drains and the process supply well apparently not previously considered.]

- Soil, groundwater and surface water contamination are known.

Investigations carried-out since the 1991 removal inspection have confirmed the existence of soil, groundwater and surface water contamination at InterRoyal. [Such contamination previously reported as "none" or "potential".]
