1 Washington Chapter Chat April 2014 Procurement in the Game By Alisha Ghanie, DES When you hear the word procurement what do you think? Maybe you think of procuring or obtaining some type of material or supply to use for a special means. Wonderful, because that is exactly what the dictionary says procurement means. NIGP hosted its own kind of March Madness in the form of a Summit. Players showed up from far and wide, from all agencies to learn how to improve their procurement ways at the Bellevue City Hall. Brian Willett works for our State’s Auditor’s Office; however, at the NIGP Excellence in Procurement Summit, Brian took on the role of coaching. Brian led a training course that conditioned his players to think and strive outside the box. Brian ran through many key drills, a very notable one was about “Developing and Implementing Better Strategic Plans”. In this exercise, the team was able to identify key problems that arise when starting a plan. To sum it up, you get too many players trying to handle the ball and take it to the rim rather than run a cohesive play. Involvement is extremely important to having a successful strategic plan; you need your customers, stakeholders and employees to help create the plan. Otherwise, you will have five point guards trying to play a game and who is going to set the pick in that play or get the rebound? Each entity has a role that is necessary to the plan. We must also remember that the plan needs to regularly be reviewed along with performance and action items; with any sport practice is what brings achievement. As long as a business plan has all the players, constant practice and remembers to keep the plays clean with the basic fundamentals, there is nothing procurement cannot do. Clarification/Tips for Chapters:

Previously 10 points for CPPB and 15 points for CPPO/Dual were required for recertification. When

converted to contact hours, the previous requirements were equivalent to 80/120 contact hours

respectively. The 2014 Recertification Requirements, although restricted primarily to continuing education

activities, represent an overall reduction in the total number of contact hours required.

Attendees to Chapter hosted events should be supplied with a certificate of attendance/transcript for

tracking of contact hours and documentation purposes

Chapters cannot offer CEU’s unless their education is IACET approved and accredited

Officer of Chapter = 3; Chapter Board Member = 2; Chapter Committee Member = 1 (values are contact

hours earned per year)

2014-2015 Exam Schedule

All UPPCC certification examinations are administered via computer at a Prometic testing center. Examinations will be delivered daily, Monday thru Saturday at a time and location selected by the candidate. Fall examinations are administered during the last two full weeks in October. Spring examinations are administered during the first two full weeks in May. Please see exam schedule and associated deadlines below.

Exam Candidate Tips — Strategies for Success…...

RELAX! Have confidence in yourself and your abilities.

Remember... you have met the eligibility requirements, now demonstrate your knowledge.

Maintain a positive attitude.

Get a good night's sleep prior to the exam and have a nourishing protein-filled breakfast on the day of the exam. (your brain needs rest and nutrients to perform optimally).

Arrive early at the test site.

Immediately identify any inappropriate conditions to the test center administrator.

Read all exam questions carefully.

Identify and answer all easier questions first.

Do not spend too much time on any one specific difficult question.

Skip questions that you are unsure of and return to them later.

Eliminate any incorrect answer choices from the potential options.

Translate words and substitute terms to simplify the questions.

Apply practical reasoning to determine the correct answers.

Divide the question into manageable and understandable parts.

Keep the intent of the question and basic subject matter in mind.

There are no trick questions. If two choices seem correct, choose the BEST answer. Remember, good test questions include options that are plausible, but not completely correct. Many options for test questions include common mistakes that individuals make when they don't completely understand the material being tested.

Don't second-guess yourself—your first instinct is usually correct.

Don't read too much into questions and over-anticipate the answers.

Answer what is asked for and not what you feel should be asked.

Estimate time required to answer remaining questions.

Return to previously marked difficult questions to select an option.

Plan time effectively. If you comment on a question, get to the point quickly. You have 3.5 total hours to complete this exam, this includes time you take to answer questions as well as any breaks you may take.

If you are not sure of the answer, make an educated guess. Unanswered questions count as incorrect, so it is in your best interest choose something rather than leaving a question blank.

Monitor the on-screen counter which continuously counts down your remaining testing time from the start of the examination.

During the strategic plan portion of our workshop at the Excellence in Procurement Summit, the attendees were split into groups and challenged to create a strategic statement using bogus words. Each workgroup in the audience seemed to really enjoy both creating the statements and sharing them with the other groups. We at the Chapter Chat thought we would share the submissions below in case you want to refer to these examples on what not to put in a strategic plan

Response team will leverage appropriate low-hanging fruit with the objective of

obtaining enhanced synergies.

In efforts to support our plan we will have a discussion and review in order to achieve

balanced proper & effective strategic initiative and comprehensive studies.

In an effort to encourage a balanced strategic review plan that properly appropriates

results so that we may obtain a comprehensive review to effectively monitory and

support or identify the organization’s strategic goal.

Plan to explore help to encourage balanced facilitation for future appropriate strategic

discussion.
