Once Waqf Always Waqf !

The word "Waqf" has its origin in the Arabic word "Waqufa" meaning thereby to detain or to hold. or tie up. History says that once Khalifa Omar acquired a piece of land in Khaibar and asked the Prophet Mohammed (SAW) as how best to make the most pious use of it. The prophet said "Tie up the property and devote the usufruct to the welfare of human beings, and it is not to be sold or made the subject of gift or inheritance, devote its produce to your children, your kindred and the poor and in the way of Allah". So, Waqf is the permanent dedication by a person professing Islam, of movable or immovable property for any purpose recognized by the Islamic law as pious, religious or charitable.

Introduction to WAMSI WAMSI Project work comprises of 2 major activities:

1. Digitization Work (Digitizing Waqf Documents & their Storage) a. Pre-Digitization Work b. Scanning Work c. WAMSI-Bulk Data Updation Utility (BDU) d. WAMSI-Document Management System (DMS)

2. Data Entry in WAMSI-Online System

1. Digitization Work: It is divided into 4 sub-activities: a. Pre-Digitization Work: The activity of keeping all the relevant Waqf Property Documents of a particular Waqf Estate (i.e., Auqaf Register Serial No. wise) in a single Physical Folder is called as Pre-Digitization Work. It also includes the activity of pasting/printing the Metadata Sheet* (covering Metadata Fields) on Front Cover of each Physical Folder, duly filled-in as per information contained in the Documents kept inside it. *To View Metadata sheet please refer Appendix 1 The Type of the Waqf Property Documents may be of the type which can establish the Ownership Right to SWB and can be produce in Court of Law as a proof of ownership at the time of any dispute. For example, Waqf Deeds (WD); Waqf Registration Forms (REG); Mutation Records, Revenue Records, Municipal Records (RoR); Gazette Publications (GZ), Survey Commissioner Records (SRV); Layout/Area Maps (MAP); Land Possession Certificate [LPC];etc. This work is to be carried out by the Staff of the State Waqf Boards with the monitoring of Technical Manpower while this has to be carried out by Technical Manpower themselves if the number of Immovable Properties in that SWB is lesser in numbers. The Pre-Digitization work should be done according to the ‘Good Practices’* issued by NIC-PMU(Waqf). *Please refer http://waqf.gov.in/goodpractice/goodpractice.php

b. Scanning Work: The activity of Scanning should be done only when the Pre-Digitization work get 100% completed. The scanning work primarily will be done by NICSI empanelled scanning Agency. However, The SWBs which is having lesser number of Immovable Properties, the Scanning work will be executed by Data Entry Operator under the Supervision of Assistant Developer. The scanning work should be done according to the ‘Good Practices’* issued by NIC-PMU(Waqf). *Please refer http://waqf.gov.in/goodpractice/goodpractice.php c. WAMSI-BDU: WAMSI-BDU has been designed to capture Metadata Fields of Waqf Estate & upload related Scanned Documents of that particular Waqf Estate. The NICSI empanelled agency will do the Data Entry in WAMSI-BDU simultaneously with the scanning of the Waqf Property Documents. However, in case of SWBs having lesser number of Waqf Properties the Data entry in WAMSI-BDU will be performed by the Technical Manpower. d. WAMSI-DMS: is an off-line System which is installed in the State Waqf Board’s PC exclusively dedicated for the Software. The installed WAMSI-DMS is meant for storing scanned Documents (Waqf Properties Documents) with searching capabilities introduced through WAMSI-BDU Utility. This System will be installed by the Assistant Developer following the guidelines laid by NIC-PMU(Waqf) Team. The Screen shot of WAMSI-DMS login page & Home page of M.P. Waqf Board as an example is shown as below:

2. WAMSI-Online System: is an Internet based System comprising four Modules (Registration, Leasing, Return and Litigation). Both the Technical Manpower (AD & DEO) has been given the responsibility of Data Entry in WAMSI-Online System. The Assistant Developer has also given the additional responsibility of verifying the data entered by DEO on a regular sampling basis. The URL of WAMSI-Online System is http://waqf.gov.in/wamsi and the credentials to log in the first Module i.e. WAMSI Registration Module for test/practice will be conveyed to you over phone:

The Training of all the Modules is provided by NIC-PMU(Waqf) team over the phone on a continuous basis. Therefore, Technical Manpower needs to get the phone arranged with STD facility in CCF room from their respective SWBs. The credentials for other modules will be provided later on by NIC-PMU(Waqf). FAQs

Question: What is Waqf Estate in WAMSI? Answer: Waqf Estate acts as a container which encapsulates Immovable & Movable

Properties along with the information of Property Management based on single auqaf register serial no. maintained by SWBs. We consider Waqf or Waqf Estate as same term.

Question: Define Waqf ID? Answer: Waqf ID Consists of 8 Characters. The first 2 characters comprise of the State

abbreviation (e.g. MP for Madhya Pradesh) & remaining 6 characters are the Unique Auqaf Register Serial Number. SWB should follow uniformity while composing Waqf ID

Question: What are the various Scenarios for Composition of Waqf ID? Answer: Various Scenarios for composing Waqf ID are:

Scenario 1 (Single Auqaf Register maintained across a State) If a Single Auqaf register is maintained in a State Waqf Board then the 6 characters can be formed taking the serial number of Auqaf register starting from 1. For e.g. if 1893 is an serial number entry of a single Auqaf Register maintained by U.P. Sunni Waqf Board then, the 6 digits to be chosen are 001893. In this scenario the Waqf ID generated for a particular Waqf Estate with Auqaf Register serial no 1893 will be UP001893 Scenario 2: (Auqaf Register maintained district wise in a State) (a or b any) a. Taking the above example, If separate Auqaf Registers are maintained for different districts then a unique prefix code can be used (e.g. 01 for Allahabad, 02 for Aligarht etc. preferably the Census Code) adding with remaining 4 digits of serial no. In this scenario the Waqf ID generated for a particular Waqf Estate with Auqaf Register serial no 1893 in Allahabad district will be UP011893 b. If separate Auqaf Register is maintained for different districts then a unique prefix code can also be used defined by the User/SWB (e.g. AL for Allahabad, AG for Aligarh etc.) adding with remaining 4 digits of serial no. In this scenario the Waqf ID generated for a particular Waqf Estate with Auqaf Register serial no 1893 in Allahabd district will be HRAL1893

Question: What are the steps Technical Manpower needs to follow to select one of the scenarios mentioned above? Answer: Technical Manpower need to ask State Waqf Board officials as how Auqaf

Register is maintained in their State. Post that, he should select one of the above scenario & inform NIC-PMU(Waqf) team about the selection. In case of Scenario 2 selection, he should send the list of codes described above to NIC-PMU(Waqf) team.

INSTRUCTIONS FOR FILLING-UP METADATA FORM

This duly filled in Metadata Form (manually) will also help in entering Data in WAMSI Registration Module (WAMSI-Regn.) apart from its usage in WAMSI Document Management System (WAMSI-DMS)’s Bulk Data Updation (BDU) Utility.

• All the Fields marked with * are Mandatory. However if the User doesn’t have the required information he can write ‘Information not Available’ in the mandatory field, but the missing data have to be edited in WAMSI System afterward to have an updated Database.

• All the Fields marked with ** are Mandatory. User cannot skip these fields.

• Collect maximum Information from the Actual Waqf Properties Site/Properties Documents/Mutawalli’s in order to prepare up-to-date inventory of Waqf.

• Use additional sheets if there is more than one Waqf Property in a Waqf (i.e., Waqf Estate). Fill Information from S.No.19 to S.No.22 (in case of Immovable Properties) and S.No.18 (in case of Movable Property).

How to write Waqf ID? First 2 digits are State Abbreviations and rest 6 digits are Auqaf Register Serial Nos with preceding Zeros. If there are several Auqaf Registers as per their Districts, then out of 6 digits, first 2 digits may be set as District Census Code or District Transport Code and 4 digits are District Auqaf Register Serial Nos with preceding Zeros.
