Major Responsibilities1. Portfolio Growth

Engage various stakeholders (Donors, Governments and WV entities) to explore opportunities for portfolio growth.

Review and provide a global understanding of donor issues including respective global and in-country donor strategies. Support National Offices with messaging for donor engagement.

2. Programme Development 2.1 Proposal Review

Support WV National Offices in the identification and conceptualization of new food assistance projects. Review food assistance project proposals for alignment prior to submission to donors – criteria include;

alignment with LEAP, national office strategies, donor strategies, Global Food Security cluster indicators guidelines, Do No Harm, humanitarian accountability/accountability to affected populations, adequate budget/match for monitoring & evaluation, and staff capacity building.

2.2 Program Development Support Focusing on the themes such as general food distribution, food for asset/work, school feeding,

cash/voucher transfers, supplementary feeding; facilitate the acquisition of skills and knowledge by National Office staff for improved and effective food project/programme design, implementation and management.

Assist food programme staff in the preparation of a fine draft of proposal, budget, log-frames.

2.3 Technical Assistance proposals Provide strategic programming advice and insight for developmental and relief food programmes and

projects. Provide technical support at field level, including assistance with project design, proposal writing,

budgeting, the integration of food with other resources and alignment with partnership standards and policies.

Increase World Vision’s analytical capacity to influence food programming, policy and advocacy issues. Assist in building the capacity of food programming staff to meet established standards through on the

job training, workshops, conferences and any other appropriate methods. Collaborate and coordinate with relief entities in different regions in the design and implementation of

the food aspect of relief programmes, including early warning, preparedness mitigation and actual response.

Support the promotion of documentation and learning of food programming across the WV partnership.

Program commodities and logistics teams. Represent World Vision in the senior management team of the GHG Program in Karamoja and National

level. Overall responsible for the commodity logistics and warehouse management and reporting. Act as link between WV Uganda and WV US and Food Program Management Group (FPMG) on technical

matters relating to commodity management, MCHN and WASH programming. Provide administrative leadership to the WV team. Ensure that all WV and donor administrative,

procurement and financial policies are adhered to by the GHG staff.

AUGUST 2008 TO SEPTEMBER 2012: COMMODITY MANGER - WV UGANDA

Major Responsibilities Assessment, proposal development and fundraising. Overall management supervision of WV Uganda food aid, cash transfer and voucher projects (funded

WFP, USDA and ECHO). Responsible for ensuring compliance with donors and WV standards. Capacity building of staff on commodity and warehouse management, CTS, cash and voucher project

implementation. Networking and engagement with WFP, USDA, ECHO and District/National official on matters related to

WV Uganda food programs. Reporting and accountability to donors including ensuring monitoring and evaluation and humanitarian

accountability activities have been integrated in to the projects.Achievements Successful commodity programs audit (FPMG) in 2010, 2011 and 2012. Voted FY12 Food Assistance Manager of the year during Food Assistance Managers Conference held in

South Africa in August 2012.

APRIL 2007 TO JULY 2008: COMMODITY MANAGER - WV LESOTHO

Major responsibilities Fundraising, proposals development and reporting. Overall management supervision of WV Lesotho food programs (WFP, USAID and WV Taiwan funded

projects). Responsible for ensuring compliance with donors and WV standards. Capacity building of national staff on commodity and warehouse management, CTS, FFW/FFA, ERDM. Networking and engagement with WFP, USAID SYAP partners and Disaster Management Authority

officials on matters related to WV Lesotho food programs. Participate in WV Lesotho HEA emergency disaster committee and other forums.

FEBRUARY 2005 TO APRIL 2007: COMMODITY OFFICER - WV LESOTHO

Major responsibilities Overall responsible for reporting and accounting for all WV Lesotho (WFP) and C-SAFE commodities
