1. SITUATION:

A. Same as previous POLREP.

2. ACTION TAKEN:

A. On May 5, 1986 the SCDHS resampled 6 homes in the con­taminant plume (4 homes receiving bottled water and 2 additional homes within the plume) as requested by the OSC. The objective of the sampling program was to evaluate the degree of contamination caused by l,2-dichloropropane. The results of the sampling program was to determine the next course of action at the Wading River site.

B. Results of the SCDHS's sampling program were received by U.S. EPA on May IS, 1986 for the 6 residential well water samples. These samples were analyzed for the volatile organic 1,2-dichloropropane. The sample results revealed that 1,2-dichloropropane was found in concentrations ranging from 3-24 ppb.

C. Based on the history of sampling stated below in item 0, the ose, during the week of May 5, 1986, ceased the delivery of bottled water to the four residents in Wading River.

D. HISTORY OF SAMPLING PROGRAMS

This sampling data revealed that con­centration of l,2-dichloropropane in the contaminated samples ranged from a low of 2 ppb to a high 140 ppb, and averaged 57 ppb. EPA recently established interim 10-Day Health Advisory level for 1,2-dichloropropane of 90 ppb which was exceeded in the potable water of one home. The NYSDOH Drinking Water Guidelines (50 ppb for a single organic compound or 100 ppb for total organic compounds) were exceeded in 3 additional homes. The Center for Disease Control (CDC) recommended that water containing more than 25 ppb of l,2-dichloropropane should not be used for human consumption more than 2 months. One additional home exceeded CDC Guidelines.

2. On November 22 and 23, 1985, EPA sampled 58 homes at the tap. The sampling results revealed that only one residence exceeded 50 ppb of l,2-dichloropropane while 4 residences were between 10 ppb and 25 ppb.

3. On January 18, 1986, the SCDHS resampled 13 homes at the tap and the results revealed that none of the homes exceeded EPA 10-Day Health Advisory or NYSDOH Drinking Water Guidelines.

4. On May 5, 1986, SCDHS resampled 6 homes at the tap as requested by OSC. The results revealed that none of the homes exceeded either 10-Day Health Advisory Level, the NYSDOH Drinking Water Guidelines, or the CDC Guidelines for 1,2-dichloropropane.

A. A request for an EPA removal action at Wading River, Suffolk County, Long Island, New York was received on April 19, 1985, from Norman Nosenchuck, Director of the Department of Solid and Hazardous Waste of the New York State Department of Environmental Conservation (NYSDEC).

B. The Suffolk County Department of Health Services (SCDHS) has documented an incident of drinking water contamination presently impacting eight private wells. Four of these wells have exceeded New York State drinking water standards and five homes exceed the Center for Disease Control's (CDC) recommended two month health advisory for 1,2-dichloropropane.

C. The SCDHS has identified area agricultural practices, which include the use of pesticides containing 1,2-di­chloropropane as the possible contamination source. The area of groundwater contamination, defined to date, is primarily Farm Road West in Wading River, New York.

D. Results were received by the EPA on December 11, 1985, for 58 well water samples of residences in Waqing River. Only one residence exceeded 50 ppb of 1,2-dichloropropane while four residences were between 10 ppb and 25 ppb. These results show a decreasing contamination level over time.

2. ACTION TAKEN:

A. From November 4 to November 6, 1985, initial sampling surveys and bottled water distribution surveys were completed by personnel from the U.S. EPA and the U.S. EPA Technical Assistance Team (TAT).

B. Four affected residences of Wading River received their first delivery of bottled water on November 12, 1985, and continue to receive bottled water on a weekly basis.

1. PURPOSE:

A request for EPA Removal Action at Farm Road West, Wading River, has been received from the New York State Department of Environmental Conservation (NYSDEC) on April 19, 1985. The request, signed by Mr. Norman Nosenchuck, Director, Division of Solid and Hazardous Waste, outlines a serious incident of drinking water contamination by 1,2-dichloropropane, a designated haz­ardous substance, impacting five homes and present in four others. EPA's recently established interim 10-Day Health Advisory Level for 1,2-dichloropropane (90 ppb) has been exceeded in the potable water of one home. The New York State Department of Health (NYSDOH) guideline limits for potable water (50 ppb for a single organic compound or 100 ppb for total organic compounds) have been exceeded in three additional homes. The Centers For Disease Control (CDC) have recommended that water contain­ing more than 25 ppb of 1,2-dichloropropane should not be used for human consumption for more than two months (see Appendix #1). One additional home exceeds this CDC recommended action level. These residents currently depend upon their wells as their sole source of potable water, and as a result, this groundwater contamination poses a significant and immediate threat to human health. An immediate removal action under the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA) is herein recommended to provide protection to affected residents and to any additional residents whose wells are found to exceed the CDC recommended action level. Given the normal random variation in water well contaminant strength within any given plume, all wells found to contain detectable 1,2-dichloropropane will be held to be at risk, and bottled water will be provided to residents of these homes pending additional sampling and analysis.

-2-II. BACKGROUND:

A. Site Setting/Description:

The contaminated wells are_located in_~he Township of Riverhead, Suffolk County, Long Island, New York (Figure #1). The contaminant plume is generally defined by the Suffolk County Department of Health Services (SCDHS) as having resulted from the appli­cation of 1,2 dichloropropane as an agricultural fumigant. The documented residential well contami­nation is in the vicinity of Farm Road West, north of North Country Road (Figure #2). According to SCDHS all or almost all homes existing at the time of sampling were tested for 1,2,-dichloropropane. Figure #2 displays the distribution of contamination. This area is a relatively new subdivision. Since SCDHS sampled in the area, many new homes have been built and more are under construction. SCDHS requires that each new home have its well water tested for various parameters, including 1,2-dichloropropane, before obtaining a certificate of occupancy. (The locations of these newer homes are identified on Figure #2).

Groundwater contamination identified to date has been verified based upon analytical results obtained from samples collected from residential wells with depths ranging from 70-150 feet. Sampling was conducted by SCDHS and the analytical work was conducted by the SCDHS Laboratory which is certified by NYSDOH. All of the sample results received for this site are greater than nine months old.

Since the previous sampling was done at this site, many (33) new homes have been built at this site. A new baseline sampling effort is included in this action memorandum to better define/scope the required action. Continuation of this removal action, as well as further action, will be contingent upon the verification of unacceptable contaminant levels. The community relations plan will reflect this limitation.

B. Quantity And Type Of Substances Present:

Although VOC scans were run, only one volatile organic compound has been identified at this site in residential potable well water. This is 1,2-dichloro­propane.

Concentrations of 1,2-dichloropropane in the contam­inated samples ranged from a low of 2 ppb to a high of 140 ppb and averaged 57 ppb. Table #1 presents a summary of the results of the residential well sampling by SCDHS and the Department of Agriculture (DOA).

Direct contact with 1,2-dichloropropane may cause the following range of toxic effects: defatting the skin; eye irritation; acute exposure may result in central nervous system narcosis and/or fatty degen­eration of the liver and kidneys.

C. This site is not on the National Priorities List.

THREAT:

A. Threat of Public Exposure:

This is a case of actual contamination at the tap in excess of CDC's recommended action level of 25 ppm for 1,2-dichloropropane for the residents of five homes in one of which the EPA 10 Day Health Advisory Level has been exceeded, and the threat of such exposure to four additional homes. The location, direction and dimensions of the plume are affected by the variations in water table depth, rate of pumping of the wells, duration and intensity of rain­fall and possibly the intermittent release of this chemical. Given the above uncertainties which affect contaminant distribution within the aquifer, it is anticipated that, over a period of time, contaminant strengths in any well within the plume will vary randomly. As a result, sampling of the wells within the plume will be undertaken to determine the need for provision of bottled water to additional houses in the affected area.

In addition to the potential for exposure through drinking the water or eating food prepared with the water, tests have been conducted at Pomona Oaks, New Jersey which show that showering with water contaminated with volatile organics elevates the levels of the contaminants in the household air.

B. Evidence Of Extent Of Release:

Investigation, sampling and analyses by SCDHS have identified contaminated groundwater as described in II-A, above, containing contaminants as described in II-B.

C. Previous Actions To Abate Threat:

SCDHS has advised the residents with contaminated water not to drink their wellwater, not to use it for cooking and to limit its use for bathing to short tepid showersjiending resolut:Ton of the contamination problem.

D. Current Actions To Abate Threat:

With the exception of the two action memoranda in process, no current mitigative effort is known to be underway or planned. Please refer to V, below for definition of the two action phases planned.

IV. ENFORCEMENT:

No enforcement action is known to be in progress at this time. Notification to NYSDEC regarding this problem occurred August 22, 1984. NYSDEC notified U.S. EPA Region II by letter dated April 19, 1985. This contami­nation may be (per SCDHS) the result of the application of an agricultural fumigant. Should SCDHS be correct in its assessment of source, costs are not likely to be eligible for recovery under CERCLA, although authority to conduct the removal action exists. The Site Investi­gation and Compliance (SIC) Branch has been asked to conduct a source investigation.

V. PROPOSED PROJECT AND COSTS:

A. Objective Of The Project:

The primary objective of the proposed action is the mitigation of the threat to public health by provision of a safe potable water supply to the affected homes.

To reach the objective, while safeguarding public health, a two phase removal action is planned. The Phase 1 objective is to provide a temporary bottled drinking water supply to the homes at risk and to sample in order to better define the limits of contami­nation. Bottled water will be provided for the 5 houses exceeding this guideline (listed in Table #1), plus any additional houses that are considered at risk or identified as such in future sampling. A contingency is included in the project cost estimate to allow for additional homes that may be identified at a later date.

Since no data is available regarding vertical contami­nant distribution, a monitoring well will be drilled and sampled as part of Phase 1.

The longer term Phase 2 objective will require provision of a safe wate~-supply-tothe threatened residents­wells within the plume area. Phase 2 is the subject of a separate Action Memorandum, and is not covered here nor included in the requested funding.

B. Project Estimated Costs:

The SCDHS recommends initially that EPA supply one gallon of water per day for each resident at risk. Using an average household size of 4 people, the weekly water usage at each household is estimated to be 28 gallons per week. The estimated cost for providing bottled water to sixteen residences (the 9 known affected homes plus a contingency of 7 additional homes) is based upon delivery of 28 gallons per week per household for a period of 26 weeks (the limit of removal action time frame) or by the time a safe water supply is provided, whichever comes first.

One monitoring well will be installed in order to moni­tor and determine the vertical limit of contamination and the feasibility of selective well deepening as the preferred solution to this problem. The monitoring well (250 feet deep) will be 2-inch diameter schedule 40 PVC casing, with machine-slotted PVC screen.

Monitoring well will be tested for water quality. Samples will be collected starting at a depth of 150 feet and every 5 feet increments, thereafter. Samples will be analyzed for total organic carbon (TOC) and 1,2-dichloropropane and bacteriological quality.

Project initiation of Phase 1 (bottled water) can be implemented within one week of fund authorization. Monitoring well construction can commence within one week of fund authorization. Mobilization of equipment, completion of well construction and sampling completion is expected to take 4 to 6 weeks.

VI. REGIONAL RECOMMENDATION:

Conditions at the Farm Road West, Wading River Site meet the NCP Section 300.65 criteria for an immediate removal:

a) 300.65 (a) (1) Human exposure to unacceptably high levels of acutely toxic substances.

b) 300.65 (a) (2) Contamination of a drinking water supply.

Documentation has been provided in this memo of 9 wells contaminated by 1,2-dichloropropane.

I recommend your approval of Phase I (Bottled Water) of this immediate removal request for the Farm Road West, Wading River Site. The cost is estimated at $44,000 of which $34,550 is for mitigation contracting.

It must be noted that the suspected source of this incident is the use of 1,2-dichloropropane as an agricultural fumigant. Under CERCLA, removal actions resulting from normal applica­tion of compounds regulated under FIFRA are not eligible for costs recovery.

My office has been made aware of a very serious condition which is adversely impacting the drinking water for a number of II1.Y constituents in viading River. The SUffolk County Department of Health Services has made a request to the NE!W' York State Department of Environmental Conservation to assist than in dealing with the contamination of groundwater by a synthetic organic chanical. I join than in their request to fund, lID.der the emergency provisions of the Federal SUperfund, the extension of water rrains so as to provide these residents of Wading River a safe and chanical-free drinking water supply.

This neighborhcx::xi has already been affected by the agricultural pesticide Tanik. Under the agreanent negotiated with Union carbide, those haneonwers I whose drinking water was detected to be al::xJve the guidelines for safe aldicarb levels received a carbon filter 0

These hanec:Mn.ers are nON throught to be fortunate, inasmuch as the can:x:m filter installed to rerove aldicarb also reroves the contaminant presenUy detected i..'1 the drinking water -namely 1,2 dichloropropane.

It is II1.Y hope that public water mains will be extended since these residents are exfX)sed to potential health risks by a contaminant that is often used in agricultural pest control programs. Your attention to this matter will be greaUy appreciated.

The level of 1,2-dichloropropane which is acceptable for drink­ing and cooking usage under the New York State Department of Health (NYSDOH) guidelines is 50 ppb. Your wellwater does not exceed these criteria.
