Oak Ridge, the Secret City, Celebrates 75 Years

Altrusa International of Oak Ridge, Tennessee, Inc., invites you to the Conference,
where we will share stories of the historic origins of this once secret city. Today, Oak Ridge, Tennessee, and two
other historic cities are home to one of the nation’s newest national parks, the Manhattan Project National Histori-
cal Park, established two years ago. The Manhattan Project, based in Oak Ridge, Los Alamos, NM, and Hanford,
WA, was the government’s unprecedented secret effort to beat the Germans in creating the atomic weapon that
ended World War II.
Oak Ridge began celebrating its 75th anniversary last September. Before 1942, family farms occupied four rural
communities that would form Oak Ridge. As construction workers, then scientists, arrived, the city created by the
U.S. government grew to a population of 75,000, becoming the fifth largest city in Tennessee, though not shown on
any map. Oak Ridge in the war years was a city behind a fence. Military police watched those entering and leaving
the city from seven guardhouses. Residents older than 12 wore a badge at all times. No visitors were allowed with-
out prior approval. Visiting scientists registered at the local inn under fictitious names to keep their travels secret.
The city is now a thriving community of 30,000 residents and home to the Oak Ridge National Laboratory, the U.S.
Department of Energy’s largest science and energy laboratory that houses one of the world’s fastest computers,
and Y-12 National Security Complex, where the nation’s supply of enriched uranium is stored. Though a small city,
Oak Ridge has a symphony orchestra, community playhouse, its own Children’s Museum and Museum of Science
and Energy, with acres of parks, greenways and walking trails that welcome residents and visitors to enjoy the out-
doors.

Happy New Year District Four Altrusans! Thank you
all for an amazing 2017 and cheers to a new year
and new opportunities to make a difference in our
communities!
On behalf of District Four, I extend an invitation to
the 64th Annual Conference to be held in Oak
Ridge, Tennessee, April 12-14, 2018. This year’s
theme is “Find your SPARK in the secret city” and
will be hosted by Altrusa International of Oak Ridge, under the direc-
tion of conference chair Janet Charles, with assistance from Judy
Trimble, Connie Hunley, and Sandra Wessel. Our conference venue is
the DoubleTree by Hilton Hotel.
Our District Four leadership team and the Oak Ridge Club Conference
Host Committee are hard at work preparing to make this conference
experience special. We are honored this year to welcome Judy
Stubbs, International Treasurer, who will serve as our International
Representative and will provide a dynamic training workshop for club
treasurers.
You’ll notice some changes, updates and advancements this year,
starting with online registration and payment. This DSB includes de-
tailed conference information, such as a tentative schedule, registra-
tion and hotel information, candidates for the Nominating Committee
and District Foundation Trustees, and so much more. Conference is
an opportunity to recognize outstanding club accomplishments so
ensure that your club meets the deadlines for award submissions!
We’ve reached a milestone and our District Four Foundation will
award its first grant at our first ever Foundations Breakfast.
I challenge each of you to commit to the conference experience 100%
- make new friends, collect ideas to implement in your clubs, bring
ideas to share and truly enjoy this time with your Altrusa family. Find
your SPARK and ignite your clubs and your communities with a pas-
sion for service, and with a passion for growth.
It is important to honor the memory of those who are no longer with
us. Each year, a time is set aside during our yearly District Four Con-
ference to remember Altrusans that have passed. Please submit me-

We are introducing online registration and prefer that you register
online to simplify data collection and accounting. The online service
is the same one used by International for the Centennial Convention
registration. A 4% processing fee is added to all transactions to cov-
er the cost of the online and credit card services. Paper registration
is also available using the fillable form in this DSB. Be sure to re-
serve your hotel accommodations and submit your registration by
March 28, 2018, to secure the Conference room rate and avoid late

A Little Bit about Your Conference

Similar to Altrusans across the globe, members of Altrusa International of
Oak Ridge, Tennessee, Inc., provide leadership in their community and find
joy in giving as they participate in service projects aimed at improving the
quality of life for those served. Altrusa of Oak Ridge is one of the three larg-
est clubs in Altrusa International, with more than 100 members. Besides
leadership and service, members also enjoy each other’s company, gather-
ing for social events at different locations in the community, especially when
fifth Wednesdays occur in a month.
Our service touches many in our community. Among our service projects
are:
• Scholarship awards to re-entry women in need and high school gradu-
ates.
• Literacy grants to local organizations, funded through an annual literacy
luncheon with an author as guest speaker, in partnership with a local
Rotary Club.
• Partner in Education, partnering with the Oak Ridge Schools Preschool,
serving children considered at risk for learning, by providing each child a
book to encourage literacy and providing Angel Tree holiday gifts.
• In Her Shoes, partnering with Girls Inc. to bring girls into workplaces to
explore career opportunities under the guidance of women mentors of
diverse backgrounds and professions.
• Methodist Medical Center Literacy Tote Bags, providing bags with
books, activities and small stuffed animals for children in hospital wait-
ing rooms, a gift the children can also take home.
In addition to the literacy luncheon, the Club hosts an annual spaghetti din-
ner and auction to raise funds for the Club’s service projects. The Club has
a local Altrusa Foundation that was founded to fund the Sarah Ketron Me-
morial Scholarship and today supports the Club’s service projects.

President - Leanne Milligan
It has been truly inspiring reading of the great service pro-
jects that Altrusans around the world are doing. We have
celebrated International Literacy Day in September with a
wide range of projects supporting people of all ages in
improving their literacy skills. Clubs have been planning
projects that will “Make a Difference” in October and Al-
trusans have been reaching out to victims of the many
natural disasters, floods, fires and earthquakes that have plagued commu-
nities around the world in recent months. Thank you to each and every one
of you who have served as you reached out into communities’ world wide.
Your International Board, Programme Committee members and Task Force
members have been busy working on a number of strategic initiatives to
support our new Strategic Plan. I would like to thank all of them for the
work they are undertaking to create new programmes and tools that will
assist you in helping Altrusa grow from strength to strength in the future.
While our Strategic Plan provides a clear plan for the next five years we
need each and every member to take ownership of the plan. Remember
“Together everyone achieves more”.

Judy has been a proud member of the Altrusa Internation-
al Club of Roswell, NM since 1985. She has been in-
volved in all levels of Altrusa at her club and district level.
She was elected to the International Board of Directors in
2015 and now serves this biennium as International
Treasurer.
Judy spent most of her professional career in executive director positions
with several non-profits and currently continues her service on many local
Boards. She believes that Altrusa has given her the support and strength to
do many things, including serving on her City Council for 16 years. So as
your Altrusa International Representative, Judy welcomes this opportunity to
give back to this wonderful association called Altrusa International and
looks forward to meeting members of District Four.

New Bylaw Changes - Faye Green, District

New Bylaw changes affect the number of Delegates
Authorized at Conferences and Conventions
At the International Convention in Nashville this past July,
the Delegates approved an amendment that reduces the
number of members for Charter Strength to fifteen (15) ac-
tive members. As a result of that change, the calculation of
delegates has also changed.
The new Bylaw states:
“Each Club in good standing in International that has a total active member-
ship of fifteen (15) or less for whom dues have been paid to International,
shall be entitled to one (1) delegate and one (1) alternate. For each addi-
tional fifteen (15) members or portion thereof, a Club shall be entitled to
one (1) additional delegate and alternate up to a maximum of five (5) dele-
gates and five (5) alternates.”
Therefore, if a club has 15 active members, they will have 1 Delegate and 1
Alternate. For a club with 16-29 active members, they will have 2 Delegates
and 2 Alternates. Clubs with 30-44 Active Members will have 3 each Dele-
gates and Alternates, etc. up to a maximum of 5 Delegates and 5 Alter-
nates.
Nominating Committee - Regina Lawson
We have two members willing to run for positions on
the District Nominating Committee, but we will need
additional nominations from the floor in order to elect a
total of 3 members Please be thinking about another
possible member for this committee.
We are also taking nominations for Trustees for the Dis-
trict Foundation. Carolyn Robinson is willing to be elect-
ed to another term, but there are additional positions
open so nominations from the floor will be accepted.
The Girls of the Atomic City: The Untold Story of the
Women Who Helped Win World War II by Denise
Kiernan tells the remarkable story of the young
women of Oak Ridge, Tennessee. Established in
1942, as one of the Manhattan Project’s secret
cities, the young women of Oak Ridge unknowingly
played a vital part in our country’s history.
This is a great read about the history of Oak Ridge
as you prepare for this year’s conference.

Nominating Committee Candidates
Samantha Berven
Samantha moved to Oak Ridge in 2008, after serving in
the United States Air Force. She joined Altrusa of Oak
Ridge in 2011 and has held numerous positions within
the club. She served on the Altrusa Oak Ridge Board for
many years, two years as secretary and has held the
position of club President Elect. She also served as
Chairman of the scholarship committee. She currently
serves as Altrusa Oak Ridge Club President.
Samantha is a graduate of the Leadership Oak Ridge class of 2015. She is
also a member of the Oak Ridge 75th anniversary committee. Along with
these activities she is committed to volunteering with a focus on raising
awareness for domestic violence. She has worked with various organiza-
tions such as, United Way of Anderson County, the YWCA, Cross Roads Min-
istry, and Beauty Behind Bars- “She lost hers, donate yours” purse drive.
Samantha is happily married and a mother of three. Her family is involved
and supportive of her association with Altrusa. She graduated from Roane
State Community College in December 2016 and is currently a nurse for
Covenant Health.
Britley Parker
Britley was born and raised in Jack, Alabama. After see-
ing the need in her community for a service club she felt
compelled to be a charter member of Altrusa Interna-
tional of Jack in 2003. Since becoming an Altrusa mem-
ber she has held several offices. She served on the
Board of Directors, has held the position of President
and Vice President multiple times and has also served
as committee chair for Jack Day and Breakfast with
Santa. Altrusa is a big part of her family, her mom and
sister are also active members of the Jack club. She feels it is very im-
portant to help and serve the people in her community, locally and interna-
tionally.
Britley is very active in her church where she serves as a Sunday School
teacher, Children’s Church teacher and as a member of the choir. She is
also active with the Hydrocephalus Association where she serves as Co-
Chair for the annual Central Alabama Hydrocephalus WALK held at Oak
Mountain Park in Birmingham, Alabama.
She has been happily married to Michael Parker for 20 years and they have
one 19-year-old daughter, Kinley, and one dog Teddy. She works as a cos-
metologist at Hair N’ Motion Salon in Enterprise, Alabama.

First Grant Opportunity
VIP Donors Sought

We are thrilled to host our 1st Annual Foundation
Breakfast at Conference where we will offer reserved
seating for and will recognize our District Four Founda-
tion VIPs. Who’s a VIP? It can be you for a gift of $100.
A Club can be a District Four Foundation VIP too by
simply sending in a gift of $100 and one member from
your club will receive reserved seating. Send $500
dollars and your Club receives reserved seating for 5
members. We will recognize and present mementos
to: 1) VIP members, 2) VIP Clubs, 3) Club with most individual VIP mem-
bers, 4) Club that gave the most, and 5) individual that gave the most.
We are excited about awarding the first District Four Foundation grant and
unveiling our new logo. Applications are available on the website or click
here: District Four Foundation Grant Application. Grant applications must
be postmarked/emailed by February 14, 2018. We encourage each Club
to submit a grant application. We hope to present more than one award at
Conference. It is so exciting to have been on the ground floor of forming
District Four Foundation to now awarding our first grant! We will contact
Club presidents with all the information on both VIP sponsorship and grant
applications.
We are asking Clubs to establish February as foundation giving month.
Because February is the month of love and we love District Four Founda-
tion it’s the perfect month to highlight the Foundation in your local Clubs.
Consider presenting an accent, having a Foundation fundraiser, submit-
ting a grant application, and encouraging all members to be Foundation
VIPs. There are countless ideas to bring awareness to our District Four
Foundation. Please consider adding District Four Foundation as a line item
in your Club’s budget. Make that donation in February, foundation giving
month.
One more thing, be sure to bid high and bid often during the live auction at
Conference for a seven-day vacation benefitting District Four Foundation
(see article on page 14 for more information).
Your Trustees have been working hard for District Four Foundation.
Thanks to the last Board of Trustees it was easy to slide into home base.

Please Bring Bags Not Books to Literacy Lunch
Don’t’ Let Our Children Feel Worthless
Altrusa International of Oak Ridge, Tennes-
see, Inc., partners with Court Appointed Spe-
cial Advocates (CASA) and the Child Advocacy
Center to provide duffel bags for children who
are removed from their homes because of
abuse and neglect. These children are given
a black garbage bag to collect and carry their
meager belongings to a foster care home.
Help these children feel valued during this
transition.
Donate a new duffel bag that will belong to
the child. Bring a duffel bag to Conference. It
should be new, collapsible, no larger than 22-23 inches in length, and
without advertisement other than the maker’s logo. We have bought at
Walmart for under $15.
