U.K. radio report callsfor regulation changesby Mike McGeever

LONDON - Change the rules. That's thechallenge to the U.K. governmentwhich emerges loud and clear from thepages of a new study into the future ofcommercial radio.

The evaluation-the first insome 15 years-was commis-sioned by industry trade body,the Commercial Radio Compa-nies Association (CRCA). Itconcludes that, if the U.K. com-mercial radio industry is tocontinue to develop and grow,the regulations which govern itmust be changed.

Longer licence periods, the privatisa-tion of national public radio networksBBC Radios 1 (CHR) and 2 (MOR) andthe inclusion of a cash element in licencebids are among the study's recommenda-tions as ways of developing the industry.

National Economic Research Associ-ates (NERA)-a leading internationalcompany specialising in the application

of micro -economics to regulatoryissues-carried out the study for theCRCA. Tim Schoonmaker, CRCA chair-man and chief executive of Emap Radiosays: "The NERA report kicks off thedebate on radio's future regulation."

The report identifies points of currentlicencing procedures employedby U.K regulator the RadioAuthority (RA) as obstacles togrowth in the commercial radioindustry and the advance ofDigital Radio.

The NERA report urges: "Areview of current regulation toboost growth and help fundthe investment [by radio com-

panies] required by Digital Radio," and"a relaxation of ownership controls toachieve economies of scale and improveprofitability and, in turn, a broadeningof listener choice." It also recommendsthat the licencing procedures shouldinclude a "cash bidding" process.

IFPI Platinums'Euro-strength-LONDON - The current strength ofEuropean repertoire is confirmed bythe disclosure that 65 percent of allalbums qualifying for IFPI PlatinumEurope Awards during 1997 were byEuropean artists.

In total, 85 albums were certifiedin 1997 by the International Federa-tion of the Phonographic Industry(IFPI) for European sales of over onemillion units, representing sales inexcess of 170 million units.

Almost a quarter of the certifiedalbums were sung in languages otherthan English, and some 61 albumsreceived a Platinum Europe Awardfor the first time. The year's highestselling multi -platinum album was theSpice Girls' Spice (Virgin) at 8 million,followed by Celine Dion's Falling Into

Politics hit Spanish licenseesMADRID - The allocation of thefirst batch of Spain's 350 new FMcommercial radio licences hascaused exactly the kind of politi-cal outcry broadcasters hadhoped to avoid.

Galicia, the first of the coun-try's 17 regions to make theawards, has given a quarter of its 41licences to Cadena COPE, owned bythe Catholic church and widely seenas a supporter of Spain's centre -rightPopular Party (PP) government. Thecurrent president of Galicia is PP vet-eran Manuel Fraga, a former ministerduring the regime of fascist dictatorGeneral Franco.

Emilio Perez, a spokesman for theopposition Galician socialist party,has described the licence awards as"scandalous," and called on Fraga toexplain what he called "discrimina-tion against groups who do not sup-

port the PP."Of the 41

licences grant-ed by the Galician regional govern-ment, 11 went to COPE and nine to theGalicia -based Grupo Voz. Onda CeroRadio won two licences, as did one of itsleading presenters, Luis del Olmo, act-ing in a private capacity 11 licenceshave been awarded to independentlocal operators. Significantly however,SER the country's largest commercialradio company-held to be pro-social-ist-did not receive a single licence.

Fraga told a press conference thatthe criteria used to allocate the 41Galician licences were "fairness, justice,balance among the networks, and natu-rally, a priority for Galician stations.

"COPE," he declared, "is consideredto be a very representative and excel-lent network, and has an activeGalician section."

Alejandro Echevarria, the chairmanof commercial TV station Thle 5 which,like SER, did not receive a singlelicence, predicts that what happened inGalicia is a taste of what is to come inSpain's other regions. "We must seekcriteria that are more professional andless politicised," he comments.

Its chairman Jose Antonio Sanchezsays: "The licences are awarded with awink and a nod, and the decisions of thegovernment of the moment arealways arbitrary"

Czech awards add viewersby Michele Legge

PRAGUE - This year's Czech MusicAwards show was a slick, sentiment -charged display of local talent whichattracted a record TV audience.

The 100 -minute ceremony onMarch 7 was broadcast live fromPrague's Lucerna ballroom on com-mercial TV station Nova. The TV audi-ence averaged 2.3 million viewers,according to official ratings figures.

Vratislav Safar, president of labels'body IFPI Czech Republic, one of theceremony's organisers, says the audi-ence was the largest yet in the six -year history of the event, previouslyknown as the Czech Grammy awards.

Most of the major category winnerswere, predictably, last year's biggest

sellers. MORsinger LucieBila was femalevocalist of theyear, while herMonitor -EMIlabel -mateDaniel Hulka,took home thetrophies asmale vocalistand discovery ofthe year.

The night's big surprise, though,was droll folk-rock sextet Buty. TheBMG-Ariola act was voted overallband of the year, as well as best pop -rock band. In addition, the video forthe band's single Krtek (Mole), won itsdirector an award. Buty also provided

the evening'smost entertain-ing perfor-mance, with arendition oftheir folk-rocksong Ay BuduSvaty (When I'mA Saint).

Nine otherartists per-formed on thenight, including

Bila, Hulka and pop -rock bandChinaski. Slovak singer MarikaGombitova, paralysed in a car crash adecade ago, received a standing ova-tion from the 2,200 -strong crowd forher wheel -chair bound performance ofher '80s hit Colosseum.

Youth bids for U.K. regional licenceby Jonathan Heasman

LONDON - New music genres, particu-larly dance and alternative rock, arethe most popular formats being pro-posed for the second regional commer-cial radio licence to serve the north eastof England.

By its March 10 deadline, U.K com-mercial radio regulator the RadioAuthority had received 14 applicationsfor the FM service, which will have apotential audience of around two millionadults. The new station will cover thesame geographical area as AC/talk sta-tion Century Radio, which won the firstnorth east regional licence in 1994. Theregulator expects to award the newlicence by early autumn.

Dance music applications havebeen submitted by Chrysalis Radio,which hopes to bring its contempo-rary/classic dance brand Galaxy to theregion, Ice FM (backed by Kiss 100

FM/London founder GordonMcNamee) and the Essex RadioGroup, which wants to extend its VibeFM format, already broadcast in EastAnglia, to the north east.

Two applicants mix dance with alter-native rock-Crash FM (holder of alocal licence in Liverpool) and The Point(backed by The Radio Partnershipgroup). More traditional rock is on offerfrom Rock 105, headed -up by existingregional station Century Radio, andlocal applicant NE Rock, which hopes toblend contemporary and classic rockwith blues and alternative rock.

London News Radio is hoping toexport a variant of its News Directrolling news format outside the capitalfor the first time, while another London -based broadcaster, Capital Radio, isbehind the Fun Radio application toprovide a "music -led, interactive servicetargeting children aged 4-14" (see OpenMike, page 4).

Members of the Rock 105 consor-tium include (1-r): Peter Mitchell,John Myers, Peter Brownlow, JohnAnderson and Stuart Bell. Myers isMD of existing north east regionalbroadcaster Century Radio.

Another less conventional applica-tion (in format terms) comes from veter-an record producer Pete Waterman,whose Virus Radio promises the bestnew music in general, "with interestingand provocative speech elements."

Q: What's the concept behindCapital's application for thenorth east of England licence,Fun Radio?A: What drives it is that the agegroup, 4-14 year -olds, is not beingcatered for. U.K. commercial radio-at its youngest level-is targeting 20year -olds. But there is a lot of musicbeing generated in the pop fieldwhich is being starved of anywhere toget consistent airplay, and [whichwould] entertain Fun Radio's targetage group.

Q: Will it be possible to accuratelymeasure if you're reaching that 4-14 year -old audience?A: Absolutely. You have 4 -plus mea-surement in RAJAR [the U.K's offi-cial listenership ratings] now. It is pos-sible to break it out in the 4 -plus, 12 -plus and 15 -plus age groups.

Q: What's your view on develop-ments in Digital Radio?A: Until we get the broadcasters[together] with the manufacturers ofDigital Radio receivers, and find away of taking the technology forward,we have a problem. Why would you, asa consumer, buy a digital radio receiv-er, if it doesn't give you anything dif-ferent from what you currently get onFM? Capital is committed to DigitalRadio. There is no doubt we will be apartner in a multiplex. We'll get on thedigital train, but not in the engine orfirst class. Don't look to Capital to leadthe field.

Q: The U.K singles chart is notori-ously volatile: does it influenceyour programming decisions?A: Not in terms of it determining theCapital stations playing the records init. Sometimes I chose to play trackswith a bit more power when they actu-ally start going down the chart.Certain records can only be evaluatedwhen they are heard on the air.

Q: On a different tack, are thereany recent signings to Wildstar?A: We have two new acts who willhave material out this year. One is arock band from Sheffield called SeaFruit. We need some good rock bands;the industry is a little short of them.The other is a two -person act fromCork in Ireland and the Ivory Coast,by the name of Matisse. I'm tippingthem to have a Top 10 European hitthis year.

NRJ plans FlemishBRUSSELS - French radio group NRJ ispreparing to launch its brand intoFlemish-speaking northern Belgium, inanticipation of imminent legislation tolegalise networking in Flanders.

NRJ Belgique has been an activeplayer in French-speaking southernBelgium for some time, offering a cus-tomised version of NRJ's French CHRformat. The Flemish NRJ networkwill be called NRJ Vlaanderen andheaded up by Jan D'Haese, formerlymanaging director of the Dino label inBelgium. Kris Borggraeve, currentlya news anchor for Antwerp -basedcommercial TV station ATV, will bestation manager.

The new network is planning tolaunch before the summer on some 15local stations in Flanders' principal

cities. "Although we have visited virtu-ally every important station inFlanders, and rumours are circulatingall the time, we haven't concludedany definite contracts yet,"insists Borggraeve.Those preliminary visitswere merely to allow theFrench NRJ people to getacquainted with theFlemish radio market."

Borggraeve says ofNRJ Vlaanderen's planned program-ming strategy: "We're very aware thatFlanders is in the centre of Europeand our approach will be very`European,' including a lot of interac-tivity with other NRJ networks inEurope. We will certainly try to softenNRJ's 'French' label, without trying tohide our roots."

With both Radio Contact (CHR) and

aunchRadio Nostalgie (AC/gold)now covering the whole ofBelgium with bilingual defacto networks (plus, inthe case of Radio Contact,an additional German -language operation), andincreasing co-operationbetween the Flemish Top

Radio and French FunRadio CHR networks, it appears thatnational coverage is finally coming toBelgian radio.

"The main thing about this wholeproject is that NRJ will finally be ableto offer the whole Belgian territory toadvertisers as a single package," sur-mises Francois Pelletier, local opera-tions manager of NRJ Belgique. Heconcludes: "The Flemish radio marketis very lucrative and we want a pieceof it."

PolyGram/Mega pact; VP quitsby Kai R. Lofthus

COPENHAGEN - Following the break-down of a proposed distribution dealwith the Netherlands' Arcade group,Mega Scandinavia has signed a dis-tribution deal for Sweden andNorway with PolyGram.

Mega's senior VP, Cai Leitner, leftthe company three days prior to theMarch 2 completion of the deal, forundisclosed reasons. He was unavail-able for comment at time of goingto press.

Mega, which plans to release a newAce Of Base album in May, already hasa distribution deal with PolyGram forthe world excluding Denmark (GDC),Finland (Promotion House), North and

South America and Japan (Arista). "Weare quite familiar with PolyGramthrough our international co-operationon artists like Ace Of Base," says MegaScandinavia business affairs managerCloes Cornelius. "So we are highly sat-isfied with the agreement."

The managing directors of MegaSweden (Anna -Lena Ahlstrom) andMega Norway (lerje Engen) both leftthe company last year following its deci-sion to centralise A&R activities inCopenhagen (M&M, December 131997). Ahlstrom recently joined DieselMusic as general manager, whileEngen has acquired Mega. Norway'slocal A&R roster and is launching S2Records, distributed by WarnerMusic and MNW.

A number of applicantshad hoped the MABB would make adecision on the licence award at itsMarch 6 council meeting, but the win-ner will not be decided until June at theearliest. "These things take time," notesMABB spokesperson Susanne Grams.

Applicants for the frequency includeformer Energy/Berlin founder andPower Radio general manager ThomasThimme, JazzRadio/Berlin partnersWilhelmina Steyling and Julian Allitt,and Antenne Bayern/Munich'sKarlheinz Horhammer.

0 1\1 T BI ATREGULATOR APPROVES SYNDICATIONBERLIN - Baden-Wuerttemburg radio regulator LfK hasdecided to officially support plans for syndicated pro-gramming amongst the state's commercial radio sta-tions. LfK committee president Thomas Hirschle is call-ing for closer co-operation between commercial operatorsin the face of the impending merger of public broadcast-ers SDR and SWF. From June, programming producedby Antenne Radio in Stuttgart and Die Welle in Karl-sruhe will be offered to the state's other major commer-cial FM network, Radio Regenbogen, as well as to small-er local broadcasters.

NEW LINE-UP FOR CLASSIC GOLDLONDON - U.K. radio regulator the Radio Authority(RA) has allowed the GWR Group to switch local pro-gramming on its Classic Gold network from the break-

fast slot to afternoon drive -time. MikeRead (pictured), a former DJ onnational CHR station BBC Radio 1,will be the new networked breakfastpresenter, while another ex -Radio 1name, Simon Bates, is joining to hostan early -evening show, which he willpresent in addition to a breakfast showon 963 Liberty/London. lunchtime slot. The RA has also given GWR permissionto incorporate Wolverhampton -based gold service WABCinto the Classic Gold network.

DR CHIEF WANTS FOURTH NATIONAL FREQUENCYCOPENHAGEN - Hans Jorgen Skov, head of radio at Dan -marks Radio (DR), has added his voice to the public broad-caster's campaign to secure the country's fourth nationalFM licence. Writing in the Berlingske Tidende newspaper,Skov claimed that experimental programming by DR on thenew frequency had been a major success. Skov says hehopes the Danish government will reach a decision aboutthe licence award this spring, but if not, he wants to be ableto continue DR's experimental broadcasts (in preparationfor future DR digital radio services) until the year 2000.

RADIO 3 CAPTURES FESTIVAL FUNMADRID - RNE's national alternative/ethnic stationRadio 3 is to broadcast all this year's open-air festivals inSpain between April and September. The public station'stransmissions will be a mixture of live and recordedhighlights. The first will be the April 4-5 Esparrago RockInternational Festival in Granada, with Faith No More,Ocean Colour Scene, Iggy Pop, Bad Religion, Therapy?and leading Spanish bands. It will be followed by theMay 1-2 Festimad at Mostoles, near Madrid. Other festi-vals to be broadcast include Womad at Caceres, Sonarand Barn in Barcelona, Pirineos Sur in Huesca and LaMar de Musicas in Cartagena.

CAFÉ MENU FOR RADIO 2ANTWERP - Flemish AC/MOR network VRT Radio 2 is

to open its first "Radio 2 Café" in the Belgiancity of Aalst on April 24. In a joint project

with brewery group Interbrew, the publicstation wants to strengthen its ties

with local audiences by opening fur-ther Radio 2 cafés in the major Flem-ish cities. The opening of the Aalst

café will be marked by live broadcasts of Radio 2 pro-grammes and performances by Flemish artists.

Although largely staged byand for the U.S. industry, theseminar, organised by CRB(Country Radio Broadcasters),featured a keynote presenta-tion by Garth Brooks andattracted visitors from theU.K., the Netherlands and asfar afield as Namibia. Theevent was held downtown atthe Nashville Convention Cen-ter, after a 16 year run at thegiant Opryland Hotel.

The move downtown, posi-tively received by most atten-dees M&M spoke to, enabled

record compa-nies to hostnumerous indus-try parties andshowcases in theDistrict area'smany clubs andvenues. Amongthose performingwere the Maver-icks, LeAnnRimes, HalKetchum, RandyTravis, DeanaBryan White.

Music televisionhas establisheditself globally as aprofitable broad-casting niche. The

advent of digital TV with itssuperior pictures, sound,interactive possibilitiesand potential for multi-plexing, appears to openup a whole new world ofopportunity. But, as ChrisFuller reports, legal obsta-cles, cost, and the rate oftransition from analoguemake Europe's digital TVequation a complex one.

MUSIC TELEVISION

Around the world, theprospect of multi -channeldigital broadcasting,with its facility totarget precise

demographics with tailored pro-gramming, has provided muchfor the music industry to getexcited about: and it duly has.

In Japan, for example, SonyMusic Entertainment's recent deci-sion to form a brand new digitalbroadcasting subsidiary-via theJSkyB-PerfecTV platform-repre-sents a multi -million dollar invest-ment into what is seen as both a vital-ly important new promotional tool,and as a new source of revenue in itsown right.

In Europe, a range of different andincompatible systems has made forsomething of a stuttering start for dig-ital TV, and opinion appears mixed onwhat, precisely, it will all mean. Someindustry figures, such as Sony MusicEntertainment Europe president Paul

In stark contrast, in the broadcast-ing camp, Brent Hansen, president andchief executive MTV and VH-1 Europe,enthuses that "digital will be a greatliberating force in broadcasting andmusic, allowing much more airtimeand exposure for the innovative, theniche and even the downright weird."

Turn on, tune in...Martin Lindskog, president of broad-casting group ScandinavianBroadcasting System (Sweden),which has entered into a long-termstrategic alliance with CanalPlus/Telenor offshoot Canal Digital,believes that despite the muddledbeginnings, digital TV's dominance"really is only a matter of time.

"The crucial day," he suggests,"will come when broadcasters findthey cannot justify the cost of ana-logue transmission by the number ofavailable analogue viewers. And withthe jump into an all -digital environ-ment, all aspects of the entertainmentbusiness-music included-had bet-ter be ready."

Perhaps readier than most, MCMEuromusique-plus the French musicchannel's international spin-off MCMInternational-"are very strong believ-ers in the digital future," according tomanaging director Thierry Laval.

However, Laval also warns: "Todayyou might have 100 channels, tomor-

row 200 and the day after that 300...in this potentially crazy environment,

the channel which wins will be thatwith the strongest brand."

Brand awarenessWith branding squarely in mind,MCM, which-with an audiencereach of 2.3 million-claims tooutstrip its nearest rival in

France's music segment, MTV, by2:1, will open its own TV Cafe inParis this April.

According to Laval, the opera-tion will "not only be a cafe but a

state-of-the-art digital facility. Herewe will shoot up to 250 hours of liveperformance a year. It will be theplace to be and the place to beseen at."

In addition, MCM is rebuilding itswebsite to incorporate video clips, chat -rooms, forums, with an integratedsearch engine to steer MCM viewers toother genre -specific sites across theWeb. Also in development is a "virtualmall" for ticket ordering, books, sports-wear and other merchandise; plus-bySeptember-dedicated MCM Techno,Metal and other sites offering videoand audio on a proprietary platform.

"It's all part of a multi -faceted digitalpackage... and all part of putting acrossthe MCM brand," says Laval. "At pre-sent most of the activity is centredaround the Internet and Net -TV inter-activity. Digital also, of course, offers thepossibility of new broadcast channels,such as MCM Rap and MCM Dance, alittle further down the road. But wehave to see how the market developsand choose the projects wisely."

Digital benefitsAt MTV Simon Guild, chief operatingofficer, MTV Networks Europe, saysthat digital TV is already making a"profound impression" on all aspects ofstation operations-from programmingresearch and compilation through toproduction, post -production and even-tual signal transmission.

"A satellite transponder for an ana-logue signal can cost £4-5 million ($6.4-8m) a year," says Guild. "But digitalallows you to fit 6-8 signals within thatsame space. Historically, the cost of atransponder has been a fairly majorfactor within the running of a station,so the ability to split signals obviously

has broad financial implications."At present, MTV's U.K. signal

remains analogue (via ASTRA),though across continental Europemost countries are served by digitalfeeds. In a notable operationaladvance in September 1996, MTVEurope replacedits single, pan-European pro-gramme sched-ules with threeseparate sched-ules designed toserve the specificneeds of three-Northern, Centraland Southern-continental European services.

At the other end of the process, digi-tal technology is serving to change rad-ically how MTV programming is puttogether. The station's 165,000 -strongcollection of video clips-the largest inEurope, says Guild-is now in theprocess of being fully digitized (M&M,February 28).

"In the past," Guild notes, "everyvideo shown would entail the loading ofa new tape, and every time we wantedto launch a new channel, we wouldhave to duplicate those tapes. But withthe new technology, we will be able toservice multiple transmission systemsfrom a single digital library"

Dynamic programmingDigitisation will also allow greaterflexibility in terms of application, saysGuild: "In the past, with such a vastlibrary of individual tapes, just know-ing what was in there or getting swiftaccess to stuff in the library could beproblematic. What we are movingtowards is a digital system which willbe run on a series of keywords.

"The idea of the`digital dream' is, ofcourse, whollyattractive"

"If, from his desktop, a producerkeys in for example Bryan Adams,within seconds he or she will get a listof everything that's in the libraryrelating to that artist-clips, inter-views, live material and so on.Obviously this facility will make it alot easier, and faster, to put togetherprogramming which utilises thelibrary resource to the fullest extent."

MTV intends to go live with the dig-itized system in October of this year,with full in -station desktop viewingscheduled to be in place by 1999.

Among digital initiatives designedto broaden synergies with theInternet is MTV's project -in -develop-ment, M2, described by newly -installed managing editor Peter Goodas "an interactive, experimentalmusic channel." It is being readied forlaunch by Spring 1998, initially forcarriage on Canal Digital'sScandinavian digital satellite service.

Europe's M2 derives from analready -proven MTV concept in theUS, where M2 is now reaching morethan nine million cable and satellitehomes. The US M2 uses Intel'sIntercast technology to allow viewersto access Internet -delivered informa-tion about a particular artist, whilesimultaneously watching the video.

"There was no point in just repli-cating an MTV or VH-1 in a digital for-mat," says Good. "Our plan is to devel-op a unique, technology -driven servicewhich is not available via existing ter-restrial, satellite or cable providers."

Reality and the digital dreamThe view from Germany's DieterGorny, managing director of Germanmusic broadcaster Viva Fernsehen, is

that while "theidea of it, the`digital dream,'is of coursewholly attrac-tive...in Ger-many, at least,the dream is,sadly, veryquickly dis-pelled by mar-

ket realities."In what remains Europe's biggest

music market, the EuropeanCommission is engaged in an anti -com-petition investigation into a so-called"digital alliance" between mediagroups Bertelsmann, Kirch andDeutsche Telekom.

This has effectively stalled theestablishment of a nationwide digitalplatform centred on the pay -televisionmovie channel Premiere, and is "butone headache that we have to sortout," according to Gorny.

Kirch Group managing directorJan Mojto has cited "the music indus-try...and music fans" as being amongthe most immediate beneficiariesfrom a digital broadcasting environ-ment, which he believes "should beestablished as soon as possible inGermany." But EC competition com-missioner Karel Van Miert-the EU'scompetition watchdog-clearly begsto differ.

Van Miert has voiced concern thatthe pooling of Kirch's digital TV tech-nology-including its set -top decoder

box-and the participation ofDeutsche Telekom in the alliance,would create too high a hurdle forpotential new market entrants. VanMiert's office is expected to rule onthe legality of the alliance by the endof April, 1998.

Who needs it?In Gorny's words, even if the EU barri-er is cleared,there stillremains the hugequestion as towhether the pub-lic actually needs,"or more to thepoint, wants" digital television.

"At present," Gorny says, "the freeTV market is so competitive here, andthe amount of expensive, high -qualityentertainment already available on thefree channels is so broad and all -encompassing, that the notion of 'pay-ing' for something extra is difficult tocomprehend.

"What exactly are the 'extras' thatthe broadcasters have in mind? Therehave been moves to take soccer overinto pay -TV.. but it's proven extreme-ly high -risk and political, and repre-sents a very bitter pill for the publicto swallow."

From Viva's point of view, digitalwould very much constitute an addedvalue attraction, says Gorny. `Within adeveloped digital platform, perhapskids would be attracted by an addition-al digital service, offering more themedprogramming or extra information andinterviews." But he stresses it would be"a sideshow" next to what has proven tobe a successful two -channel strategy.

Backed by the majors-Sony,PolyGram, Warner and EMI-theCologne -based Viva and Viva 2 havepursued a decidedly pro -Germanstance in their all -music program-ming, giving the, stations an edge, saycompany sources, over chief competi-tors MTV and VH-1.

Both Viva (launched December1993, target group 14-29 year -olds,market share 0.5 percent) and Viva 2(launched March 1995, 25+ targetgroup, share 0.1 percent) observe a 40percent quota on German -producedrock, pop and dance.

Meeting national tastesIn Spain and Portugal, Sol Musica-the brand-new musical arm of theMulticanal broadcasting groupbacked by Disney/ABC , UnitedInternationalHoldings, Urbinaand Multitel-has "alreadytuned in to thedifferent musicaltastes on theIberian peninsu-la," according toMulticanal managingEduardo Zulueta.

"Given that the channel onlylaunched eight months ago," saysZulueta, "we are at a very early stageof penetration, and while the prospectof splitting the signals is of courseexciting, our main priority has to beconsolidating our core audience andsecuring distribution.

"The initial target group of SolMusica was 14-25," Zulueta explains."In the event, we're surprised at howmany subscribers we are getting agedbetween 25-35. This is because noother channel carries such a signifi-cant weight of Spanish andPortuguese music. This localisationaspect is really hitting the target."

Among Europe's smaller territo-ries, meanwhile, TheNetherlands' TheMusic Factory(TMF)-besides beat-ing MTV in terms ofaudience reach (up to"six or seven times

better than MTV," according to man-aging director Lex Harding), claims tohave been more far-sighted than theopposition in embracing digital. "TMFwas conceived as a digital station andthat's what it's been from the off,"says ex -DJ and Dutch commercialradio pioneer Harding.

Since launch in May 1995, TMF-a subsidiary of the Wegener Arcadegroup-has been "a fully digitized,automated, under -one -roof opera-tion," says Harding.

"From here [in Bussum, nearHilversum], the music director selectsthe videos to be broadcast, the editor-ial staff help the veejays prepare theprogrammes, the production depart-ment records the programmes and ateam from NOB technical facilitiesruns one of the most advanced broad-cast installations in Europe."

Market saturationTMF's success is down to the fact,says Harding, that "it's national,rather than international, consistingof about 40 percent of Dutch music."

During 1998, Wegener Arcade isplanning to launch several other coun-try -specific TNIFs in Europe, though inHarding's opinion, the size of the Dutchmusic market precludes the need forany other music channels at home.

"Of course, digital allows for multi -signal transmission, but in a marketthe size of Holland that's not reallythe point. Even with cheap transmis-sion, investment is required for theprovision of strong programming,which is what will get-and keep-the. audience. If the audience is notthere... then spending the money issimply not justified."

At MTV Europe, Simon Guildmakes a similar point: "Thanks to dig-ital we've already started on splitting

signals, and ascosts come downit opens up stillnewer targetingopportunities.Next year, signaldelivery will costabout a tenth ofwhat it was a

few years ago. But there also comes apoint where it's just not necessary orjustified," Guild continues.

"The idea of a localised MTV forevery country is great... but MTVLiechtenstein? That would be tough!Rather than just utilising the technol-ogy for its own sake, we see the bot-tom line as whether or not it can addvalue for the customer."

Five years on, 'instant'success for Cornershop

The Gallagher brothers, "Pizzaman" NormanCook and an unsung hero at U.K. CHR stationBBC Radio 1 are the unlikely protagonists whohave finally propelled indie band Cornershopto pop stardom.

More than six months after its first release asa single, Cornershop's Brimful Of Asha (Wiiija)from their current album When I Was Born ForThe 7th Time has been gathering momentumacross Europe-it ranks at number 17 of M&M'sHot 100 European Singles chart this week.

Cornershop's big break came after the bandreturned from touring the U.S. with Oasisbetween January 8 and February 8. Mediacoverage of the tour had started a buzz aroundthe band-a seemingly constant inclusion in"next big thing" lists over the past couple ofyears-and a re -mix of Brimful by "big beat"producer Norman Cook was steadily picking

Wiiija subsequently made its own radio editof the Cook mix and gave it a full commercialrelease on February 16. The track entered the"official" U.K. CIN singles chart at No.1 in itsfirst week, although it dropped in week two.

Meanwhile, at Radio 1 nobody seems eagerto reveal who produced the crucial edit, and aspokeswoman for the station says it now plays"the radio edit from the commercial singlerelease." Apart from its heavy support fromthe public broadcaster, the track has alsopicked up considerable U.K. exposure from themost commercial of media-it's currently beingused in a TV advertisement for beer...

Radio in Holland, Belgium, Sweden andNorway supported the new mix from a veryearly stage, according to Beggars Banquethead of promotions Craig McNeill.

hits as Pizzaman's Sex On The Streets and theMighty Dub Katz' Magic Carpet Ride-hadsuggested the re -make of Brimful, which hadbeen around since August 18, himself, accord-ing to Beggars Banquet -affiliated label Wiiija.

After he got the green light from Wiiija, theBrighton -based producer updated Brimful forthe dancefloor with a nod to his own currentrecordings under the name Fatboy Slim forSkint Records.

Wiiija released Cook's mix before the Oasistour as a one-sided vinyl 12 -inch single in alimited edition of 500 copies, three weeksbefore Christmas. Cook's original mix clockedin at eight minutes, but an un-named produc-er at the BBC made a shorter edit, whichRadio 1 began to play (Radio 1 occasionally

Parisian stations Oui FM (Adultalternative) and Radio Nova(alternative/world), but not bymainstream stations. WiiijaFrench licensee Play It AgainSam label manager LaurentDidailler says the situationchanged after the track movedto the top of the U.K. charts.

"Definitely, something haschanged in the way the song isperceived by the main stations,"he explains. "Although it hasnot translated into massive air-play, the fact the song went toNo. 1 in the U.K. charts caughtprogrammer's attention. Thereis some real interest and I antic-ipate some major stations to addthe song soon."

The follow-up to Brimful willbe an Ashley Beedle re -mix ofthe album track Sleep On TheLeft Side, which is due out inearly May. However, "Nobodyexpects Sleep to do as well as itspredecessor," cautions BeggarsBanquet head of press ChrisSharp. "A lot of things cametogether rather by accident forBrimful. We don't think that itresembles the way we want tomarket the band in this way."

Sharp says he sees the fiveyear -old band, built around song-

writer Tjinder Singh, as an album act, not a popsingle phenomenon. "When I Was Born has wonthe band much critical acclaim-even before thesupport slot for Oasis-and the re -mix estab-lished them in the pop charts," says Sharp.

Released on September 8, the album re-entered the U.K. charts in January, mainly on theback of airplay support for Cook's mix of Brimful.and largely thanks to U.K sales success, thealbum entered Music & Media's European Top100 Albums chart for the first time on February21. This week, it stands at number 84.

McNeill says he expects a further promo-tional boost from Cornershop's imminent tourthrough Europe. "The tour kicks off on March17 in Eindhoven, Holland," he notes. "It willmove on to Denmark, Sweden, Germany andSpain and France. The final show is on April11 in Strasbourg."

BANG A GONG (AGAIN)With the late '90s heralded asthe "age of revisionism," there'snever been a better time toadmit a fondness for groupslabelled as hippy during thepunk era. The revival of Anglo-French progressive bandGong-filling live venues acrossEurope after 27 years in thebusiness-is gathering pace justin time for the milennium.Benefitting from interest in all things ambient, Gong'salbum You has been revamped as You Remixed by U.Kindependent GAS.

"We're a Grateful Dead type organisation without thebacking of a major label. People give help and donate theirtime," says label boss Jonny Greene. "Once within the psy-chic gravity of Gong it seems there is no escape." In thecase of You Remixed the "giving" was by artists such as TheShamen, The Orb, Moodswings, Youth, System 7, KenIshii and 808 State's Graham Massey.

But there's a second reason behind the decision to remixGong's biggest seller. "25 years of royalties went to fightlegal battles with [back catalogue distributor] CharlyRecords," claims Greene. "The musicians got zip all fromYou! I hope this re-release will change that."

TRIED AND TESTEDTest Department were among the first experimental,percussion -based "Industrial" acts at the beginning ofthe '80s. Proving they've lost none of their relevance,the group has made a comeback in recent years with aclutch of strong recordings and startling live shows. OnThe Enigma Of Doctor Dee (KK Records/Belgium), theytransform a slow funk rhythm into a sizzling junglegroove accompanied by dark textures and a delicatemelody played on Tibetan bells.

WORD IS OUTHouse-meister Steve 'Silk' Hurley returns to the scene withThe Word Is Love (La Belle Noire/U.S.). Recorded with TheVoices Of Life feat. Sharon Pass, The Word is one of thefreshest, most unapologetically uplifting tracks of the yearto date. Grafted onto a '70s disco/funk bassline, the trackcombines a classic groove with sheets of intense vocal har-mony and a gospel -tinged chorus. A track with 'hit' writtenall over it from the opening chords onwards.

REPEAT WHEN NECESSARYJust as one is wondering why Dutch label Mo' Bizz made aradio edit of A.T.G.O.C.'s Repeated Love, it clicks into placebeautifully. After the most basic of intros, an upbeat chorusarrives with an impact which just about justifies the pre-ceeding lull. Top marks to Mo' Bizz for the 3:29 version butit will be the longer mixes, specifically the Rollercoaster'sMix and a version by Da Techno Bohemian, which establishthe track on the dancefloor in coming months.

KEEP TAKING THE TABLETSBerlin -based duo Sub -D's open their pharmacy cabinet ondebut album Exaspirin (MFS/Germany). The eight instru-mental tracks here are low-key, coming over like musicfrom an otherwordly thriller series. Tension, atmosphereand melodies unravelling sinuously over several minutesare what Sub -D do best. Relaxing and spooky, stand -outtracks include Baldrian and Baldriparan.

A first single, Some Kind Of Bliss,was co -written and co -produced byJames Dean Bradfield of Welsh indierockers Manic Street Preachers. A sec-ond single, Did It Again, followed atthe end of 1997 but Minogue's self -titled second album for the label,intended to establish her credibility asan "alternative" rock artist slid backin the schedules.

"Initially we did contemplateputting the record out last September,but we had production problems andvarious other complications whichprevented us from doing so," admitsDeConstruction head of internationalJuliette Joseph.

"We really wanted there to be athree single album plan, particularlyin the UK. It gives a wider picture ofthe wealth of [Minogue as an] artistand it's important for us to give peoplean idea of the different facets of thisalbum. Everybody knows who Kylie is,[but this album] is quite different fromwhat she's done in the past."

The album itself is the product of ayear of turmoil, confesses Minogue."There were times when I visualised it

as my rollercoaster ride. Withevery experience I went throughthere was a part of me that wassifting through it and thinkingwhat would be good for myalbum?" Minogue is proud that"[the songs] are my ownmelodies," with the exception ofthe Manics' tracks Some Kind OfBliss and I Don't Need Anyone"which were written without mebeing present."

It has taken until the seconddecade of her musical career forMinogue to begin writing her ownmaterial. However, it's an ambi-tion she's long held. "I thoughtabout it years ago," she declares."My former producers Stock,Aitken and Waterman wouldsometimes send me out of theroom, so they could finish writinga song.

"I wanted to write, but thatwasn't encouraged. But then prac-tically every time they penned atrack they were writing a Top 10hit, so why would they say 'write yournext single yourself'?"

The album was preceded on March9 by the third single Breath, whichintroduces another facet of Minoguewith a fresh set of remixes by houseproducers such as Todd Terry, Sashand Nalin & Kane. "What we're doingright now is talking to press againand saying this is a new single and afresh album," says Joseph.

This approach had become all themore necessary when both label andartist had to deal with Europeanmedia already oversaturated with

Kylie material from last year's pro-motional wave for her image change.

Joseph adds that the singer willpromote Kylie Minogue intenselyuntil the end of April and thatdemand from Europe is high."Bearing in mind the fact that we hada release planned for the latter part of1997, the response has been quitephenomenal," adds Joseph.Scandinavia, Germany, Austria,Switzerland and the U.K. haveemerged as Minogue's strongest mar-kets so far, she notes.

For her part, Minogue is taking a

positive view towards promotingthe new set. "Right from when Istarted work on this album I havebeen trying to be more acceptingof myself," says Minogue "andthat has allowed me to be morefrank and relaxed about inter-views," she says, admitting thatpast negative experiences withthe media had made her cautious.

"There's a whole part of my per-sonality," Minogue declares, "whichis no more than a myth, so I'verealised I need to be more open."

She also has a positive attitudeto touring this time around. "Sooften people are saying to methey'd love to see me in a showand it's great to know that there'sa demand. I'm looking forward todoing smaller venues, I did someperformances in London beforeChristmas with a band and thatwas such fun."

Regardless of any new image,the singer's past as a pop pin-up isnever far away. "I am sure, that if

someone came to my show the firstquestion they'd be asked would be `didshe do I Should Be So Lucky?'" reflectsMinogue. "I definitely would play it,there's a good dose of irony that couldgo along with that particular song!"

Much recent press attention hascentredof 30 this year. The artist herself isunfazed by the milestone, and adds:"I'm looking forward to the future andthe album is indicative of that. I findmy opportunities keep growing andmy vision of what's possible seems toget broader and broader."

Propellerheads take offby Menno Visser

With Decksandrumsandrockandroll(Wall Of Sound), the first big albumin the history of the big beat'genre arrived.

The debut album by Bath -based duoPropellerheads seems to be single-handedly creating an internationalmarket for what is often seen as a pure-ly U.K. music trend. Released onJanuary 26, Decks... has charted inFrance, Germany, Italy, Holland,Switzerland and Ireland as well astheir homeland.

Wall Of Sound MD Mark Jones,who launched the label in 1994together with Marc Lessner, says theduo laid the foundations for their suc-cess themselves. They did, he sug-gests, "by doing club tours and re -mix-ing tracks for other artists for a coupleof years before they embarked on arecording career."

The chart story of drummer WillWhite and one-time Stranglers saxplayer Alex Gifford started in May1997, when their single Spybreak madethe U.K listings. Continuing the "espi-

onage" theme, their follow-up On HerMajesty's Service-featuring originalMs. Goldfinger, Shirley Bassey-brokeinto the British Top 10.

Recorded for film composer DavidArnold's compilation album of JamesBond film tune covers Shaken, NotStirred (East West), On Her Majesty'sService picked up the attention ofEurope's more leftfield-oriented sta-tions at the end of 1997. But it is itssuccessor History Repeating (Wall OfSound)-again with Bassey-whichhas helped the Propellerheads firmlycross over into CHR radio.

"[History Repeating] is a very coolrecord which surprises the listener,"comments Max Desiato, head ofmusic at Italian CHR-outlet RV1 inTurin. Desiato designated the trackfor powerplay on RV1 two weeks agoand is keen to check out more mate-rial by the band. "I had not heard ofthe Propellerheads before, but now Iam interested in listening to thewhole album."

Outside the U.K, Decks... is distrib-uted by Brussels -based independentPlay It Again Sam (PIAS) in France

and the Benelux countries and byVirgin France's sub -label Labels inSpain, Portugal, Italy, Greece and theScandinavian countries. In Germany,the album is handled by Connected, arecent 50/50 joint venture betweenPIAS and Edel.

According to PIAS internationalmanager Russ Curry, Decks soldmore than 100,000 units in France,the Netherlands and Belgium duringthe three weeks after its releasealone. In the Netherlands, the band'shottest market outside the U.K. sofar, "a large share of actual sales isthrough so-called alternative outletswhich are not monitored in the officialsales charts," says Curry. "Dutchchart positions therefore don't reflectthe Propellerheads' popularity to itsfull extent."

Labels MD Alain Artaud is confi-dent that his company's internationalexploitation department-which hassuccessfully established local Frenchdance acts Daft Punk and Air abroad-can do a similar job for thePropellerheads the South of Europeand in Scandinavia.

Artaud, who worked out the dealover lunch with Jones during Midem,says, "I knew we could do some goodwork on this album. My point was totell Mark [Jones] that what has workedfor Daft Punk and Air could work aswell for the Propellerheads."

Inspired on a trip to London by the fast and furiousculture of do-it-yourself white label dance releases, hereturned to Denmark to launch his own label, Multi-plex. After meeting up with local DJ Kong, he pro-duced a series of 12 -inch singles which gave newmeaning to the term free -style. Like Ninja Tune'sFunky Porcini, Bojsen-Meller forges jazz, breakbeatsand tunes fit for children's TV into a swirling, auraltrip through the chill -out zone. A tune like Theodor'sLullaby would fit snugly into LTJ Bukem's record boxand Reel Thing could be Denmark's answer to Nor-man Cook. Naked Lunch, The Wild Boys, Place Of Dead Roadsand The Western Land --and one CD of original cut-ups and tape experiments. The majority of the read-ings were recorded between 1971-1987, while CD 3features original recordings from the late '50s andearly '60s. This labour of love gives a unique overviewof the works of the writer, "street philosopher" andvisionary who influenced generations of musiciansfrom Lou Reed and Patti Smith to U2 and R.E.M.'sMichael Stipe. Yes, this is a spoken word recording-but it's more rock'n'roll than most bands brandishingguitars are these days.

German electro-pop trio De/Visionhave been around since 1988. Mono -sex is their fifth album to date andmarks their debut on major label WEA after a longstay with local independent Strange Ways. Stronglyinfluenced by Depeche Mode, De/Vision try to updatetheir sound on Monosex. Outstanding tracks are theopener God Is Blind, which plays with the dark lyricsand heavy sounds of German shock -rockers Ramm-stein, and Slaves To Passion, which resembles a '70sdisco romp with a bass sequencer straight out ofDonna Summer's Love To Love You. The vocals, how-ever still sound uncannily identical to D.M. and leavean irritating feeling of deja-vu behind.

Madonna rewrites the record books again thisweek, with Frozen (Maverick), sitting firmly atthe top of the airplay charts and adding anothernine stations to her own record total of stations.

Although The Spice Girls pick up the "mostadded" and "greatest chart points gainer" titlesfor the second consecutive week with Stop (Vir-gin), the gap between number four and the sum-mit looks hard to bridge.

Highest new entry this week is the radio -friendly R&B of M -People at number 33 withAngel Street (M-People/BMG). The track is al-ready number 4 in the Major Market Airplaychart for the U.K. and is also doing well inSwitzerland and Denmark. We also welcome backThe Corrs at 35 with What Can I Do (Lava/At-lantic). The Irish act's latest single has alreadygone higher than their two earlier entries thisyear, Only When I Sleep and I Never Loved YouAnyway (both Lava/Atlantic). Echoes rapped up by NanaNana's self -titled debut album,

released in May 1997, has sold250,000 units to date, and establishedthe artist outside the G/S/A region,charting in Norway, Denmark, Hun-gary and the Czech Republic. "My[production] style mixes R&B and hiphop with [white] pop to make it morecommercial for European ears," com-ments Cottura. The second Nanaalbum, Father, is due for release onMotor in mid -May.

It was a good night for the rapgenre in general-female trio Tic TacToe (now split) collected Echoes forBest National Group and Best PopSingle. Tic Tac Toe's Jazzy and Lee-now appearing as Tic Tac Two-alsoperformed Falco's Der Kommissar asa tribute to the Austrian artist whodied recently.

TV ratings for Germany's annualmusic awards hit a record high thisyear, pulling in 4.5 million viewers andtaking an audience share of 14.5 per-cent. Public TV network ARD broad-cast a 90 minute edit of the show atprime time the following day (Friday

March 6). Last year's Echo edit wasbroadcast, after a two day delay, on aSaturday, and was watched by 4.2 mil-lion viewers.

International artists appearing atEcho '98 included Jon Bon Jovi,Aqua, Chris Rea and All Saints. Fur-ther performance highlights wereprovided by local newcomer XavierNaidoo and by German rock veteranPeter Maffay's Wapi Yo duet withLokua Kanza.

The presence of top music industryexecutives emphasised the prestige theEcho awards now possess. EMI MusicEurope president and CEO RupertPerry attended for the first time thisyear. Also present were Rick Dobbis(president, PolyGram central Europe),Manfred Zumkeller (president, Warn-er Music Europe), Rudi Gassner (presi-dent, BMG Entertainment Interna-tional), and Tim Bowen (executive VP,business affairs and development, Uni-versal Music).

Myers' Growing Pains paying off

touring and knocking on the doors ofradio stations across the U.S. "My firstradio performance," Myers recalls, "wasat a tiny pirate station where there wasa huge dog in the corner staring at me."

Canine intrusions apart, Myers' per-sistence paid off, and she eventuallywon over U.S. radio programmers withthe single Kiss The Rain, lifted from herdebut album Growing Pains. Co -writ-ten by Myers, Eric Bazilian andDesmond Child-the latter also pro-duced the track-Kiss The Rain is cur-rently number 13 on the Billboard Hot100 Airplay Chart and stands at num-ber 22 on the Billboard Hot 100, after19 weeks on that chart.

Boosted by confidence gained inthe U.S., Myers is preparing toreturn to Europe to promote the sin-gle and album, and she will find somepositive signs here. Encouraged byearly interest from British program-mers, Universal moved the U.K.release dates of Kiss The Rain andGrowing Pains up a few weeks, toMarch 30 and April 20 respectively.

Capital Radio's stable of CHR FMstations playlisted the single about twomonths before release, while nationalbroadcasters BBC Radio 1 (CHR) androck outlet Virgin Radio put it on air amonth before release.

That airplay interest has snow-

balled across the channel to program-mers on the continent. "Within abouttwo weeks of going to radio," says MaxMueller, marketing director at Uni-versal Germany, "the single is shapingup well. We have had fantastic earlyacceptance from stations such as[CHR stations] BR3 in Munich andBremen 4/Bremen."

He says airplay on those stations isan indication of how other broadcasterswill follow. "This is encouraging, espe-cially for a new artist in a slow -movingmarket such as Germany." The singlewas released in Europe-apart from theUK -on March 2, followed by thealbum on March 23.

U.K. radio report calls for regulation changescial radio licences are evaluated on thestrength of proposed programming andcontribution to listener choice. Onlynational commercial licences are deter-mined by the size of cash bids.

NERA also recommends that theU.K. government reconsider privatisat-ing public networks BBC Radios 1 and2, and possibly BBC local radio. Thisscenario was previously discussed priorto the introduction of the 1996 Broad-casting Act, which largely reshaped thethen -existing radio landscape.

The new study also states: "If the[programming] regulation of commer-cial radio is not liberalised to create alevel playing field [then] the BBCshould be made more accountable [for

changes in formats and programming]."To ease the financial burden of

investing in Digital Radio forcommercial radio, NERA rec-ommends lengthening the cur-rent eight -year licence period.It argues there should be ashorter period of time betweenadvertising and awardinglicences, and that additionalfrequencies currently held by the BBCshould be released.

The report also notes that, despite arosy picture painted of the U.K. radioindustry as a whole, only large compa-nies are making a significant profit-onaverage, those outside the top fourgroups are not making any profits.


The CRCA's Schoonmaker adds:"Commercial radio has gained the lead-

ing share of listening and morethan doubled its share of advertis-ing [revenue] in a few years offurious activity."

Schoonmaker concludes: "Theworld is changing fast and thereport calls for better regulationto support our continued success."

Ralph Bernard, chief executive ofthe GWR radio group, comments: "Theconcepts of cash bids and the reductionof central control on formats which sta-tions run would lead to a much widerchoice for listeners, a stronger commer-cial base for the industry and a greaterrange of options for advertisers."


Myers' understanding of the U.Kand European scene led her to push fora new promotional video to be shot forthe single in Europe. The one for theU.S. was unsatisfactory, she declares. "Ijust didn't like it. Everyone who saw itsaid That's not you'. When you workwith some [video] directors they forgetthat when someone writes a song theyhave a vision. Some of them are on theirown little trips," she says.

Back in the U.K., despite enthusi-asm from certain quarters, some pro-grammers needed convincing aboutKiss The Rain. "I wasn't that keen onthe single to start with," admits PaulChantler, Essex Radio Group groupprogramme director. "But it is a grower.We are getting a good reaction from itfrom our phone-in request show onEssex FM," he says.

Capital Radio's group programmedirector Richard Park says Kiss TheRain didn't initially test well in Capi-tal's audience research; however, he isconfident that "it will work well for usand will continue to gain strength."

Meanwhile, Myers says she is look-ing forward to returning to the U.Kwith her new-found confidence, andholds no grudges. "Yeah, I was upsetthat I couldn't get signed in the U.K,"she says, "but looking back, I didn't nec-essarily have all the right parts at thetime. I don't know if Kiss The Rainwould have made it. I wasn't very confi-dent-and I'm not over -confident now-but now I've had time to grow."

At last week's Echo Awards, one of the hotterrumours making the rounds was that thatSony Music Entertainment Germany wouldbe moving from Frankfurt to Berlin within thenext two years. The rumours have been leantcredence by the news that parent companySony Corp. is building a huge office block-theSony Centre-at Potsdammer Platz in the mid-dle of Berlin. The building is scheduled to be.completed in the year 2000. However, sourcessay that, although Sony Music Entertainment islikely to establish "a label presence" in Berlin,its main head office functions are expected tostay in Frankfurt.

Is London -based Dedicated Records under-going Reconstruction? Until now, the sevenyear -old label, with Spiritualized (U.K.) andSilkscreen (Netherlands) on its roster, hasbeen a joint venture between BMG and formerChrysalis Records executive Doug D'Arcy.But could its future lie in the hands of anotherBMG label?

Sources at French CHR network Skyrocksuggest the station could be sold as soon asApril. Skyrock's present owner HachetteMedias Filipacchi needs to sell the network tomeet with ownership regulations. Apparently,"several groups" have looked at the station,including the U.K's Emap.

It seems Hamburg -based independentEdel is planning to expand its U.S. presence.Founder/CEO Michael Haentjes is currentlydevoting much of his time to developing Edel'sstateside operations, which reportedly willinclude an in-house sales force servicing thecountry's key accounts.

French business magazine Le RevenuFrancais will publish a report on its investiga-tion into author's rights society SACEM/SDRMand its financial situation at the end of the'month. The publication is apparently trying tocompare SACEM/SDRM's situation with that ofU.K. counterpart PRS/MCPS... Andon the subject of PRS/MCPS, OTRhears that its CEO JohnHutchinson, who launched a high -profile attack on German collectingsociety GEMA at Midem '98, plans tocontinue to target GEMA for what heclaims are "excessive" expenditureson cultural expenses and pensions.

German foreign minister Klaus Kinkel looksset to open the 41st world congress of interna-tional authors' rights body CISAC in Berlin(September 6-9). The central topic of the con-gress will be the protection of authors' rights inthe 21st century. The event is hosted by Germancollecting societies GEMA, VG Wort (writtenword) and VG Bild-Kunst (visual arts).

The French government has opted to takesome time to look at the various proposals sub-mitted at the end of February for the privatisat-ed future of radio group RMC. Word is that ajoint project by NRJ and Fabre seems to befavoured by the government.

European dance music conferenceAmsterdam Dance Event (ADE) has found anew home. The third ADE will take place fromOctober 22-24 at the city's Felix Meritis theatreand cultural centre. However, the trade fair partof the event has been dropped in favour of alarger "networking" lounge.
