We want to work to remove restrictions. I believe we have a common goal. Baton Rouge, La. (October 31, 2016) – A Bossier Parish man is accused of theft of livestock for stealing at least three race horses, bank fraud in Bossier and issuing worthless checks in Bienville parish.

Thirty-four year old Jonas Gibson, whose last known address was 700 block of Old Plain Dealing Road, Benton, La., was arrested Tuesday, October 25, 2016 at an apartment complex on Wemple Road in Bossier City, La.

Authorities say information gathered on another unrelated

horse case led to Gibson being charged with forgery in regard to a set of Jockey Club horse registration papers and the theft and sale of a horse last April. The horse was reportedly stolen from Harrah’s Louisiana Downs located at 8000 East Texas Street, Bossier City, La. That particular horse was recovered at Delta Downs in Vinton, La. by the Louisiana State Police Gaming Unit.

Louisiana Department of Agriculture and Forestry Commissioner Mike Strain, D.V.M., said, “Seven horses in

Gibson’s possession are currently being boarded at an equine rescue facility. Brand Inspectors are investigating ownership and identifiers of the horses to determine if they could be stolen and to return them to their rightful owners. Some owners have already been contacted and charges are pending as more information and evidence is gathered.”

Bossier City Police, the Louisiana State Police, and the Louisiana Livestock Brand Commission worked together on this investigation.

The value of all horses involved is an estimated $100,000.

The 2016 sugarcane harvest is off to a great start, said LSU AgCenter sugarcane specialist Kenneth Gravois.

“Harvest is underway, and weather is good,” Gravois said. “Dry weather this fall has been a real plus.”

The final weeks of the 2015 harvest were wet, which left rough spots in the fields, and rains last spring limited cultivation. Although the soil conditions could be better, this year’s harvest is going well.

“Cane is coming in with very little mud,” Gravois said. “And the crop is erect, which makes harvest easier.”

About 20 percent of the harvest is complete, and all mills are running. Cane quality is good, and the crop is clean with high sugar levels.

“Tonnage is a little lower than expectations, but the crop has high sugar, and erect cane in dry fields means lower-cost harvesting,” Gravois said.

Farmer Donny Vallot, of Abbeville, said the tonnage is down on the Vallot family farm. What should be 27-30 tons of cane per acre is down to roughly 23 tons, he said, and he suspects the West Indian cane fly is a reason for the decrease.

“In 2010, I had some flies around August, but this year they flies came out so early, maybe in May,” Vallot said.

On the positive side, he said the dry weather has resulted in ideal harvest conditions, and low diesel prices have helped decrease production costs.

Another farmer, Jim Domingues, of Erath, said the tonnage on his family farm is also down by about 10 percent, and he, too, suspects the flies had an effect. But he said the wet spring and summer may have contributed to the decrease in areas of heavy clay soil that don’t drain well.

He said his planting this year took six weeks, twice as long as usual.

Baton Rouge, La. (Nov. 1, 2016) – Louisiana Department of Agriculture and Forestry (LDAF) Commissioner Mike Strain, D.V.M., said LDAF enforcement agents arrested a Merryville, La. logger on charges of timber theft by fraud.

Donald Foster, 62, Merryville, La. was arrested on Oct. 28 when he turned himself in to the Beauregard Parish Sheriff’s office on an arrest warrant obtained by LDAF enforcement agents.

LDAF enforcement agents received a complaint from a landowner this Aug. regarding Foster. An investigation revealed that Foster provided the landowner with false scale tickets and pocketed a portion of the actual proceeds and profit from the sale of timber. The value of the timber owed to the landowner was $4,000.

Agents also said Foster allegedly misrepresented himself as a legal corporation organized under Louisiana state law. Then, agents said, he deceived the landowner into entering into a contract at a grossly undervalued price which resulted in a loss of over $17,000.

“Timber is a long-term investment. It is very important that landowners use caution and do their homework before contracting with someone to do any kind of work with their timber,” Strain said. “Get references, ask friends, neighbors and call our office to be sure you are dealing with a reputable outfit.”

Strain advises anyone who suspects timber theft to contact the Office of Forestry at 225-925-4500.
