CCEA, along with 72Association reps andpartners, has beenon “welcome wagon”mode since earlyAugust, holdingorientation sessionsto provide the newarrivals to the schooldistrict with an opportunityto learn about CCEA and thebenefits of membership.Hundreds of new hires havejoined the ranks and haveenrolled in their healthinsurance plan, as well assigned up for the Section125 benefit. They have alsolearned about the benefits offeredthrough our partners —American Fidelity, Silver StateSchools Credit Union, HoraceMann, IPC (Stuart)/AXA, andSecurity Benefit — and haveentered their names for theraffle prizes offered at eachsession.
Orientation sessions wereheld at Cashman Center onAugust 12, 13, 19, 22, andSeptember 4. To ensure that every new hire has an opportunity to complete thepaperwork process, additional sessions will be held at the Teachers Health Trustover the coming weeks and months.
In addition to the sessions sponsored by the association, CCEA was out infull force at the district’s August 14-15 onboarding kick-off event held at theVenetian. New hires had an opportunity to sign up to become part of the Unionof Teaching Professionals and enter a raffle to win one of the many prizes—including 32” flat screen TVs, iPod docking stations, movie tickets, andnumerous gift cards ranging from $25 to $50.

A Changing WorldChange! A chance to changethe world was what I wantedwhen I began my teachingcareer over 30 years ago. Achance to change the lives ofstudents—to help thembecome critical thinkers, toinquire, and to question theworld. To provide them withthe skills needed to bethinkers. To learn to listen toothers. To be decisionmakers. To provide aneducation so they could inturn have a chance to benefitfrom what an education couldbring to them. I believe this isthe role of an educator.
I believe that being aneducator is about socialjustice. It is my responsibilityto provide an education to allstudents who walk throughmy classroom door. To makesure that the system forproviding that education isequitable and that each childis provided with the expertiseof a great teacher.
I believe that it is myresponsibility to stand up forthese beliefs. This is why I ama member of CCEA. This isthe avenue I can join with mycolleagues to have a voice indetermining the direction ofeducation. This is the placewhere I can share my ideas,listen to my fellow educators,and determine with them thepath to take in this ever-changing profession. My voiceis one voice, my ideas are justmine, until I share them andblend them with a collectiveto move them forward as ourvoice.
Change is the constant.Change is about sharing yourbeliefs and your ideas,
inquiring and thinking,listening and evolving, andworking toward a commongoal.
Over the last two yearsCCEA has been evolving,becoming a new organization,one that strives to move ourprofession forward asking allteaching professionals to besocial justice champions.
CCEA, through ourProfessional LearningProgram, has been providingsupport for our practice tohelp the backbone of theeducation system—theeducators. Classes are beingcreated and offered to developa stronger practice.
CCEA has been organizingteaching professionals to beinvolved, to use their voice intheir schools, in thecommunity, at the schooldistrict level, and in thestatehouse. We continue tobuild leaders because weknow that through organizingwe will have a stronger voicewherever it is needed. Everyteaching professional shouldstrive to include their voice inour profession.
CCEA is adding to the
already strong foundation ofadvocacy and representation.Every educator deserves tohave their rights and workingconditions protected so thatthey can do their job ofproviding an education toeach and every one of theirstudents. Every teachingprofessional should read andunderstand our contract inorder to be the most informedregarding their rights andprotection.
CCEA is constantlyproviding communication tokeep you up-to-date andinformed. In this world ofconstant change, I ask thatyou communicate with us too.Join us in making educationwhat you believe it should be.One way you can do this is bybecoming a BuildingRepresentative. Be a voice at aCCEA Association RepCouncil meeting. Be part ofimproving our professionthrough professional learningas a member of a class or asan instructor. Help to improveour working conditions andrights by building yourknowledge and expertise andbeing a resource for others.Be an advocate for ourprofession.

We Have A Contract...Because You Made The Difference
We hope everyone had agreat summer and gotplenty of rest. This schoolyear will be challenging,but also filled withopportunities. More than1,700 new teachers havebeen hired with hundredsjoining CCEA. There will bemore changes in theclassroom, a newevaluation system, and anew Superintendent who iscommitted to collaboratewith teachers. As the yearunfolds, please watch for e-mails, visit the CCEAwebsite, sign up for ourtext alert by texting CCEAto 545454, take advantageof CCEA’s ProfessionalLearning Program classes,and start the school yearby attending a meeting withyour colleagues at yourschool to find out what isgoing on.
First off, we want tothank each and everyleader and member whohelped in our legislativeefforts to secure moremoney for our ClarkCounty schools this pastspring. Over 8,000 licensedprofessionals were involvedin that effort. There were24,000 e-mails and letterssent to legislatorsdemanding more money forclass size reduction, ELL,etc. It made a difference.Though not enough fundingby any stretch, we helpedbring in additional moniesso that negotiations for ournew contract did not windup being like the last twoyears, where CCSDdemanded concessions.
There was more funding forour contract, more fundingto hire more teachers, andmore funding for ELL andclass size reduction.Whoever says it doesn’t payto get involved is wrong!
I want to remindeveryone that the November2014 ballot will include The[Teachers] EducationInitiative. If passed, it willbring in close to $800million a year into publicschools. That’s the kind ofmoney we need to reallyaddress our classroomneeds. As the year rolls on,we will be discussing thisinitiative and how each ofus can support it. But letme address our contract.
Members RatifyContract for 2013-2014 School Year
We have a one yearagreement. On Friday,August 28 membersgathered at Western HighSchool to learn about theterms of the tentativeagreement reached withCCSD. After a thoroughexplanation of the proposal
and an extensive Q&Asegment, membersproceeded to cast theirvote, resulting in anoverwhelming vote insupport. Now that CCEAmembers have ratified thecontract, the School Boardof Trustees is scheduled toratify the terms of theagreement at its September26 meeting.
Our Road to Securing aContract with CCSDA number of negotiationssessions took place overthe summer—some forinternal preparation andover a dozen meetings withCCSD. The NegotiationsTeam addressed theprimary concerns membersdetermined were important:salary, benefits, workingconditions, and more voiceabout what is going on inthe classroom.
Do licensedprofessionals deservebetter? Yes! But we feelthat given the resourcesavailable, we achieved thebest possible economicpackage we couldnegotiate.

Summary of Economics:
1 One (1) year contract, whereeconomic adjustments areeffective the first pay period ofthe school year.
2 Restoration of Steps andColumns.
3 Effective with the September10, 2013 paycheck, thedistrict agrees to increase theteachers’ salary schedule byone (1%) percent for the 2013-2014 school year. This offsetsthe PERS increase thatlicensed professionals startedpaying in July 2013.
4 Licensed nurses shall beeligible for placement onClass D of the salaryschedule, at the step theywould otherwise be in, inaccordance with Article 26.
5 Longevity payments shall bemade for the 2013-2014school year in accordancewith the following schedule:Years Amountof Service of Stipend10-15 $ 75016-20 $1,00020-25 $1,50026+ $2,000
6 Retiree Health Insurance:Effective the first pay period of2013-2014 school year only:a. The Employee contributionof $15.00 per pay periodfor the Retiree Health Planwill be reduced to $1.00per pay period.
b. The District’s annualcontribution of $1,400,000dollars will be reduced to$100,000 dollars;
c. The District’s per teachercontribution of $12.76 permonth to the PlanAdministrator will bereduced to $1.00 dollar;
7 Health Insurance andTeachers Health Trust:a. The parties agree tocontinue negotiating overhealth insurance postsettlement of all otherissues. In the event theparties do not reach
agreement on the healthinsurance issue, eitherparty may invoke NRS288.217, whereby theparties will submit thedispute for a final andbinding arbitration.
b. If there is a District wideplan, the parties agree thatCCEA-representedemployees shall receive50% of all cost savings tobe used as economicenhancement for CCEA-represented employeesthat the parties shallnegotiate.
c. The parties agree that theterms of Article 28 shallremain in place whilenumber 7(a) above isresolved. Furthermore, theparties agree that theterms in 28-3; 28-4; and28-8 shall remain as part ofthe successor collectivebargaining agreement.
Summary of Non-Economics:Working Groups1. Working groups will be madeup of equal numbers fromeach side to address thefollowing:a. Preparation andinstruction time issues
b. Issues related to non-teaching licensedprofessionals
Subgroups1. Negotiations on the followingnon-economic issues willcontinue through August,September, and October 2013,with a completion date ofOctober 11, 2013. Our outlookis to collaborate with theschool district to find mutuallyagreed upon solutions. a. Grievance back logb. Professional Developmentc. Evaluationsd. Peer Assistance andReview
e. Special Educationf. Advanced StudiesCertification 18-hourprograms for Class E and F
g. Empowerment Schools2. Subgroups will meet in goodfaith, in an attempt to reach an
agreement on those issues.Tentative agreements reachedby the subgroups are subjectto approval or ratification byCCSD and CCEA. If noagreement is reached on anyof the above listed issues byOctober 11, 2013, impasseproceedings may be invokedby either party in accordancewith the provision of NRS288.217.
Meetings with theSuperintendent1. Post-negotiations, theSuperintendent shall meetwith CCEA to discuss thefollowing:a. School Climate issuesb. Association Rights andPrivileges—The parties willmeet in an effort to reachan agreement on issuesrelated to improvingrelationships between theparties on a number ofissues.
Article 10: Teacher AdvisoryCouncil1. 10-2 In a school or centrallocation, which chooses tohave a Teacher AdvisoryCouncil, the election of theTeacher Advisory Council shallbe held no later thanDecember 15. Other than theelection or designation of areplacement due toresignation, there shall be nomore than one election of theTeacher Advisory Council inthe school year.
2. In the event that a principal ata school is replaced during thesecond semester of a schoolyear, teachers shall have theright to request a TAC asoutlined in 10-1 within fifteen(15) calendar days ofplacement of a permanent newprincipal.
Article 17: Temporary Leavesof Absence1. 17-1-1 With the approval ofthe principal andsuperintendent, leave with paywill be granted for the purpose

Start the School Yearon a Positive NoteThe return to school in August is an especially busy time foreveryone. Educators have so many things to prepare and plan—learning environment (how does your classroom look to yourstudents?), lesson plans or daily schedule for those who are
specialists, grade and attendance records. In addition to performing all the essential functions of yourposition, there are other “housekeeping” items to consider:
1TAC — Each school orcentral work location,
where the majority of the facultydesires it, shall establish aTeacher Advisory Council (TAC).“Time for discussion relatingto the desire of the faculty tohave a TAC shall be providedeach faculty at the orientationsessions and/or facultymeetings routinely scheduled atthe start of the school year.”The election of TAC shall be nolater than November 1. ReviewArticle 10 of the NegotiatedAgreement for moreinformation.
In addition to TAC, eachschool now has the option tocreate a School GovernanceTeam. This team shall have thesame objectives as the SchoolEmpowerment Team model,which includes providingcontinued oversight of theschool and assist in themanagement decisions of theschool in the five autonomies:governance, budget, instruction,staffing, and time.
2Salary ClassAdvancement — If
you have completedprofessional growth credits,make sure you have submittedpaperwork for advancement to anew salary class. You shouldalso include approved schooldistrict in-service courses andworkshops. Review Article 26for more information.
3Planning forProfessional
Growth — If you are
uncertain if the courses youplan to take now comply withthe provisions of the NegotiatedAgreement for salary classadvancement, you may submityour list of courses on districtform CCF-160 prior to takingthe courses. The HumanResources Division will respondwithin eight (8) days after therequest has been submitted andall necessary documentationhas been received. ReviewArticle 26-3-5 for moreinformation.
4 Information YouShould Keep
Accessible — Read andunderstand your staff handbookand the district’s AcceptableUse Policy for Interact. Yoursignature on these documentsmeans you have read andunderstand the contents.Special attention should begiven to sections of thehandbook that deal with callingin sick, contacting substituteservices, the school’s disciplineplan, etc.
5Personal Propertyat Work — Employees
are discouraged from bringingor retaining personal propertyon school district premises.But we all know you need it andhave to take it to work. At leastsemi-annually an employeemust receive supervisorauthorization and maintain adeclaration form itemizingpersonal items andcorresponding business use inorder to activate indemnification
up to $1,000 (replacement cost)per employee occurrence(automobiles are not covered).You should be able to get adeclaration form in the schooloffice. Review Article 11 formore information.
6ProgressiveStudent Discipline
— Teachers should meet withthe principal regarding an AB521 Committee to deal withdisciplinary issues. NevadaRevised Statute 392.463 alsoprovides that parents should beinvolved.
7Paycheck — Youshould check your pay stub
on September 25th to ensurethat any personal leave days youearned for the previous year arecredited. Review Article 20 forfurther information. Also,check to make sure you arecredited with a UniversalPersonal Leave Day and youraccumulated sick leave credit isaccurate.
8Sick Leave Pool —If you are not currently a
contributing participant in theSick Leave Pool there is anopen enrollment “window” fromSeptember 1 to September 30.Review Article 18-11 for details.
9Extra-DutyAssignments —
Article 22-7 provides thatinvoluntary assignments bemade on an equitable basis.

10PreparationPeriods — Your
schedule should include adaily preparation period duringthe student day. Elementaryschool and schools on blockscheduling should have at
least 250 minutes per week. Do not give away yourpreparation period.
Newly adopted language provides that the schooldistrict cannot take more than 4 preparation periods perschool year and must provide you with at least 48-hournotice; at least 10 minutes must be left for use atteacher’s discretion; and school district directed prepperiods taken beyond 4 shall be paid at teacher’s dailyrate of pay. Review Article 31 for more information.
11Fall Surplus — If you are notified that youwill be involuntarily transferred (surplussed) in
September, you should contact a UniServ Director atCCEA. Review Article 35 for additional information.
12 Investigatory Meetings — You areentitled to a representative. You should call
CCEA immediately upon receipt of a notice to meet withyour supervisor. If you did not receive the card thatoutlines the Weingarten Rights: Your Right toRepresentation in your membership packet, please askyour Association Representative or UniServ Director for acard. Review Article 36 regarding notice and the right toknow what the meeting is about.
13Observations & Evaluations —Keep a log of when your supervisor observes
you. Nevada Revised Statute sets a minimum number ofminutes your supervisor must observe you. You shouldalso keep all copies of observation notes and any writtendirections for change. Review Article 14-3-1.
14Dress Code — There is one dress codeadopted by the School Board of Trustees.
Individual schools cannot impose additional rulesregarding educators’ attire. See CCSD Regulation 4280 –Dress and Grooming – All Employees.
This looks like a very long list of additional things to do.Most of these things can be accomplished in just a fewminutes. Use this as your checklist. You may also call aUniServ Director at 733-3063 or e-mail [email protected] with questions and/or concerns.

of attending professionalassociation meetings,conferences, delegateassemblies, conventions,training for CCEA unionbusiness, or for the purposeof visiting other schools forthe sole purpose of viewing anew or unique educationalprogram at that school.
Article 18: Sick Leave Pool1. 18-11-2 Each participantmay, during the periodSeptember 1 to September 30or May 1 to May 31, whichshall be the window periodsestablished to contribute tothe Pool, contribute one (1)day of earned sick leave to theSick Leave Pool.
Article 20: Personal Leave1. 20-5 Earned personal leaveshall not be taken during thefirst five (5) days and theFriday before Labor Day, orthe Tuesday, and Wednesdayfollowing Labor Day thatlicensed employees arerequired to be on duty, or thelast five (5) days licensedemployees are required to beon duty, as well as theThursday and Fridaypreceding the last day ofschool, except in cases ofemergency or graduation of amember of the licensedemployee’s immediate familyfrom school, college, oruniversity.
Article 21: Work Year1. 21-1 Teachers shall beprovided a block of time of atleast one day before classesbegin to prepare theirclassroom/work area for theschool year.
Article 22: Hours of Work1. 22-5-2 Special meetings maybe called by thesuperintendent or schoolprincipal. It is agreed,however, that there shall be
no more than three (3) suchmeetings per school year. Afive (5) work day notice shallbe given prior to any specialmeeting.
One Final Comment on theHealth Insurance Issue:The CCEA Negotiations Teamproposed that CCSD increase itsmonthly contribution to healthbenefits in order for theTeachers Health Trust (THT) toreceive additional revenue. CCSDrefused. The CCSD School Boardof Trustees has taken a positionthat they do not want to put anymoney into THT.
The District has been veryclear that they want to have aDistrict wide health plan thathas medical, vision, dental, andretiree health. We agree thatthere should be one Districtwide plan and that all employeesshould receive affordable,quality, accessible health carethat they have some controlover.
The District believes a “forprofit” private sector carrier isthe best option and that theDistrict is in a better bargainingposition with the private marketif all 35,000 employees are underone plan. We are prepared tolisten to this presentation andhave an objective approach todetermine if this is a viableoption. However, we are not surethat the private sector is thesolution.
We have presented to CCSDthat we believe that a self-fundedplan, administered by a non-profit organization, with agoverning structure that allowsemployees control over theirhealth benefits is the preferableoption. However, therein is thedifference of opinion. Just as we
approach this issue in good faithand listen to objective facts, weexpect the District to dolikewise. The parties will attemptto work this out through furthernegotiations but it inevitablymay be decided in an arbitrationhearing.
We have worked closely onthis issue with THT’sadministration and Board ofTrustees (as well as the RetireeHealth Trust Board) and reachedan understanding that we had totake this issue head on. Hence,CCEA will agree to pursue aDistrict wide plan and expectsgood faith bargaining to takeplace and an arbitration processthat allows for fair and objectiveruling. However, before we wouldagree to this, we asked that theCCSD Board of Trustees agree tosplit all cost savings on a 50/50basis. They have agreed to this.As of this writing the parties arecontinuing to negotiate over thehealth insurance issue.
Our outlook is to securehealth, dental, vision and retireehealth insurance benefits thatare affordable, accessible, havequality care, and where we havecontrol over them. However, wewant to hear your thoughts and,more importantly, we need everylicensed professional involved inthis issue. No one can afford tostay on the sidelines. Theoutcome of this issue will affectour health benefits for years tocome.

National Hispanic Heritage Monthbegins September 15
Let’s Celebrate!!!Each year, Americans observe National Hispanic HeritageMonth from September 15 to October 15, by celebrating thehistories, cultures, and contributions of American citizenswhose ancestors came from Spain, Mexico, the Caribbean,and the Spanish-speaking countries of Central and SouthAmerica.
The observation started in 1968 as Hispanic HeritageWeek under President Lyndon Johnson. It was expanded byPresident Reagan in 1988 to cover a 30-day period startingon September 15 and ending on October 15.
The day of September 15 is significant because it is theanniversary of independence for Latin American countriesCosta Rica, El Salvador, Guatemala, Honduras, andNicaragua. In addition, Mexico and Chile celebrate theirindependence days on September 16 and September 18,respectively. Also, Columbus Day or Día de la Raza, whichis October 12, falls within this 30 day period.

Tips for a SuccessfulSchool Year
Student Behavior& DisciplineHelping students to govern theirown behavior in ways that helpthem learn is a goal of allteachers. There are a number ofways you can promote gooddiscipline in the classroom.Most of them you’ll probablyrecognize (and probably haveused), but a review can bevaluable.
• First and foremost, be thekind of person childrenrespect and trust. Be firm,fair, friendly, courteous,enthusiastic, and confident.Above all, keep your sense ofhumor.
• Get to know your students.This will help you anticipateproblem situations.
• Don’t talk about themisdeeds of students, exceptto those who have a right toknow. Don’t openly compareone pupil to another.
• Admit you’ve made a mistakeand apologize if you’ve treateda student unjustly.
• Make sure punishments areappropriate for themisbehavior and explain to thestudent why he or she is beingpunished.
• Don’t argue with students.Discussions about classworkare invaluable, but argumentsare not.
• Show courtesy to everystudent and display trust andconfidence in them all.
• Be consistent in applicationof discipline and be fair inyour requirements andassignments.
• Allow a student to tell you hisor her side of the situation.Be willing to considermitigating circumstances.Don’t use schoolwork as apunishment.
• Give clear directions;confusion leads to disorder.
• Make learning fun,interesting, and relevant tothe students’ lives.
• Establish as few classroomrules as possible and keepthem simple.
• Be fully prepared.
Communicatingwith ParentsWorking with parents is animportant and positive part ofteaching. While it’s normal tofeel a bit nervous when a parentasks to speak to you or to meetwith you, there are some basicthings you can do to makecommunication with parentsenjoyable and productive.
The key is to establish apartnership with your students’parents early in the year andthen to maintain it throughoutthe year.
• Reach OutStart by sending a note tostudents and parents,welcoming them to your class.Or, have a letter ready to handout the first day of school thatintroduces you to your class.It might include your goals forthe year, an outline of thecurriculum and/or yourphilosophy, a supply list, andsome background informationon you. A few days, or a weeklater, you might send homeanother letter, describing yourbehavior management andhomework policies. Be sure tohave it returned and signed bythe parent and student.
Cautionary Note: Mostbuilding principals willappreciate seeing a copy of anyparent letter going home withstudents before it goes out.
• Make Positive CallsToo often, we call parents witha complaint about their child.How about “just thought you’dlike to know how well ‘so andso’ is doing” call? It makeseveryone—parents, studentsand teachers—feel great!
• Provide EncouragementUrge parents to provide theirchildren with a quiet studyarea, a good breakfast, a timeto read together, and guidanceand supervision of TV viewing.
• Welcome Parents into theClassroomConsider having parents comein as “special guests” or asspeakers, or ask them to helpwith projects at home thatrequire their assistance, whilesetting realistic limits at alltimes.
• Take Calls at SchoolYou don’t have to give out yourhome number; it’s okay to“draw the line.” You canreturn calls when mutuallyconvenient, either right afterschool or in the evening.
• LettersYou’ll get complimentaryletters from parents, but youmay also get inquiries that arebased on misunderstandings,which can almost always beironed out with a phone call.
• Electronic MailIf you are using electronicmail, and you find that yourstudents’ parents are too, thiscan be an excellent way to stayin touch, answer questions,and communicate at everyone’smutual convenience. **

In 1998, CCEA negotiated with CCSD to createthe Sick Leave Pool—giving teachers withcatastrophic illness or injuryaccess to additional sick leavedays above those they hadaccrued.
How does it work? 1) Enrollment in the Sick
Leave Pool is voluntary.2) The open enrollment
period is September 1 throughSeptember 30 of each schoolyear.
3) Enrollment is open toany teacher who has accruedsix (6) days of unused sick daysas of September 1.
4) One (1) sick leave day is deducted fromeach teacher who joins the pool. You only needto enroll in the pool once. If you have notpreviously joined the pool and would like to now,please fill out the form below and mail it toCCEA—school mail or U.S. mail (4230 McLeod
