Heading a NASPAA-accredited masters degree program (MPA) with 17 participating faculty and approximately 60 students. Responsible for a major effort to advance the development and standards of the program. Also participated in the administrative and academic restructuring of the degree program for its transfer to the School of Government and Public Service created in association with the George Bush Presidential Library. Coordinator of International Education, University of Houston - Clear Lake, February, 1985 - May, 1986. Part-time appointment reporting to the Vice Chancellor and Provost for Academic Affairs with responsibility for planning and implementing new international education initiatives including new course curricula, study-abroad programs, faculty exchange programs, and consortial arrangements with other universities to expand international education opportunities.

Heading a multidisciplinary unit of the School of Business and Public Administration with 15 full-time and 10-15 part-time faculty and approximately 170 undergraduate and 260 graduate majors. CURRENT RESEARCH ACTIVITIES On-going research program on the democratic process in the United States intended to develop systematic theory about the representational activities of members of

the U.S. Congress. The work in progress especially explores how “models” of representation like the belief sharing, delegate, responsible party, and trustee ones can be used to characterize constituency representation in individual Congressional districts.

I also write occasionally on scientific literacy. The most recent published work on this topic is a journal article in PS: Political Science & Politics that proposes a fundamental body of knowledge that University educated individuals should know to be scientifically literate in political science.
