“Our mission is to advocate for and advise the Indian River County Board of County Commissioners on activities related to creating, attracting, and retaining high quality jobs for our citizens as detailed within the County’s Economic Development Element of the Comprehensive Plan.

Except for those matters specifically exempted under State Statute and Local Ordinance, the Committee shall provide an opportunity for public comment prior to the undertaking by the Committee of any action on the agenda. Public comment shall also be heard on any proposition which the Committee is to take action which was either not on the agenda or distributed to the public prior to the commencement of the meeting.

A meeting was held of the Indian River County (IRC) Economic Development Council (EDC) on Tuesday, May 19, 2020 at 3:30 pm as a Virtual Meeting with limited attendance in Conference Room B1-501 of the County Administration Building B, 1800 27th Street, Vero Beach, Florida. Call to Order

(3:30 PM) Vice Chairman Joe Idlette III called the meeting to order. Mr. Bill Schutt explained to members how the meeting would operate using Zoom. Roll was taken and it was determined there was a quorum present.

BCC move forward with a referendum on whether or not to renew the Tax Abatement program on the November 2020 election ballot.

(3:59 PM) Mr. Sam Carrol asked if the surrounding counties are in the same category as Indian River County. Mr. Schutt stated that all counties are covered under Florida State Statute and must adhere to the same rules as IRC. Mrs. Helene Caseltine gave an example of how the program works. A discussion arose with how many people within the county were hired based on the information provided.

(4:03 PM) Motioned to have the recommendation to the Board of County Commissioners for consideration and that the Tax Abatement renewal request be placed on the ballot. Motion made by Bill Penny, Second by Sam Carroll. Motion passed unanimously.

Other Matters —

(4:05 PM) Helene mentioned that the state legislature did not reauthorize the Target Industry tax refund program on June 30, 2020. Also, the manufacturing program will be postponed to 2021.

Approval of the EDC Minutes of February 18, 2020

(3:36 PM) After review motion to approve the February 2020 minutes made by Casey Lunceford, second by Dori Stone. Motion passed unanimously.

Consideration of Renewing the County’s Economic Development Ad Valorem Tax Exemption (Tax Abatement) Program- Bill Schutt, Long Range Planning

(3:40 PM) Bill Schutt spoke on how the issue of Tax Abatement was brought up ten years ago and how now the discussion is on if the Tax Abatement should be renewed or to let it expire. Utilizing a PowerPoint presentation, Mr. Schutt spoke on how to incentivize the establishment of new businesses that create new jobs paying above average area wage. Mr. Schutt also spoke about eligible businesses which include industrial and manufacturing companies with at least 10 new wage eligible jobs, new corporate offices with at least 50 new eligible jobs, and business or organization establishing at least 25 eligible jobs with a sales factor resulting in high ratio of exports. He also spoke on the past use of the County Tax Abatement program and how only one application (INEOS New Planer Bioenergy) was approved due in part to the recession. Mr. Schutt used charts (attached) to show the INEOS taxes paid and abated as well as INEOS wages paid. He also mentioned the potential benefit to different sized companies, regional comparison, and general advantages and disadvantages of Tax Abatements. Based on the information, Mr. Schutt stated that the staff recommends that the EDC recommends that the

Commissioner O’Bryan stated how he will present the information that was motioned to the Board of County Commissioners for review and vote. He also stated how everything is slowly coming back to normal, but to please wear a mask, practice social distancing, and wash hands.

Mr. Ralph Turner wanted to state he was available for any questions for the hospital. Mr. Ardra Rigby asked if transportation would be available for people who want to be tested. Mr. Turner stated that that decision would be up to Lundy Fields.

Important Notes About Quarterly Census of Employment and Wages Data (QCEW/ES-202)

1. The QCEW/ES-202 program derives its data from quarterly tax reports submitted to the State of Florida by employers subject to state Unemployment Insurance (UI) laws. Multi-establishment employers also provide individual worksite data. These reports provide information on the number of people employed and the wages paid to the employees each quarter. The QCEW/ES-202 program obtains information on the location and industrial activity of each reported establishment, and assigns location and North American Industry Classification System (NAICS) codes. These data are then aggregated by industry and geographical area and published according to state and federal confidentiality guidelines.

2. Jobs that are exempt or otherwise not covered by unemployment insurance are not included in QCEW/ES-202 tabulations. These include self-employed nonagricultural workers, unpaid family workers, insurance agents paid solely by commission, and employees of religious organizations. Some state and local government workers, such as those who work at state colleges, universities, elementary and secondary schools, are also excluded.

3. Prior to 2001, employer’s business activity was classified according to the Standard Industrial Classification (SIC) system. In 2001, a conversion from the SIC to the North American Industry Classification System (NAICS) occurred. These data series are not comparable. Also, in order to ensure high quality data, the QCEW/ES-202 Unit updates, if necessary, the NAICS industry code, geographic location, and ownership classifications of employers on a continuous basis. These non-economic changes are introduced in the first quarter of each year. Due to these changes in industry and/or geographic location, QCEW data are often not comparable as a time series.

4. Individual employer data provided to the state are not published. In accordance with Chapter 443 of the Florida Statutes, the state withholds publication of UI-covered employment and wage data for individual employers and any industry level when necessary to protect the identity of cooperating employers. Confidential employer information may be made available only to public employees in the performance of their public duties including statistical research, economic forecasting, workforce development, and implementation and administration of state law.

Overview

The Quarterly Census of Employment and Wages Program is a cooperative program invollving the Bureau of Labor Statistics (BLS) of the 11.,S. Department of Labor and the State Employment Security Agencies (SESAs). The QCEW program produces a comprehensive tabulation of employment and wage information for workers covered by State unemployment insurance (UI) laws and Federal workers covered by the Unemployment Compensation for Federal Employees (UCFE) program. Publicly available files include data on the nJJrnber of establishments, monthly employment, and quarterly wages, _by NAICS industry, by col!!J_ty, by ownership sector, for the entire United States. These data are aggregated to annual levels, to higher industry levels (NAICS industry groups, sectors, and supersectors), and to higher geographic levels (national, State, and Metropolitan Statistical Area (MSA)).

The QCEW program serves as a near census of monthly employment and quarterly wage information by 6-digit NAICS industry atthe national, State, and county levels. At the national level, the QCEW program publishes employment and wage data for nearly every NAICS industry. At the State and area level, the QCEW program publishes employment and wage data down to the 6-digit NAICS industry level, if disclosure restrictions are met. In accordance with.BL$ policy, data provided to the Burea1u in confidence are not published and are used only for specified statistical purposes. BLS withholds publiication of UI­covered employment and wage data for any industry level when necessary to protect the identity of cooperating employers. Totals at the industry level for the States and the Nation include the nondisclosable data suppressed within the detailed tables. However, these totals cannot be used to reveal the suppressed data.

Employment data under the QCEW program represent the number of covered workers who worked during, or received pay for, the pay period including the 12th of the month. Excluded are members of the armed forces, the self-employed, proprietors, domestic workers, unpaid family workers, and railroad workers covered by the railroad unemployment insurance system. Wages regresent total compensation paid during the calendar quarter, regardless of when services were performed. Included im wages are pay for vacation and other paid leave, bonuses, stock options, tips, the cash value of mea1ls and lodging, and in some States, contributions to deferred compensation plans (such as 401(k) plans) .. The QCEW program does provide partial information on agricultural industries and employees in private households.

Data from the QCEW program serve as an important input to many BLS programs. The QCEW data are ·used as the benchmark source for employment by the Current Employment Statistics program and the Occupational Employment Statistics. program. The UI administrative records collected under the QCEW program serve as a sampling frame for BLS establishment surveys.

In addition, data from the QCEW program serve as an input to other Federal and State programs. The Bureau of Economic Analysis (BEA) of the Department of Commerce uses QCEW data as the base for developing the wage and salary component of personal income. The Employment ~nd Training Administration (ETA) of the Department of Labor and the SESAs use QCEW data to administer the employment security program. The. QCEW data accurately reflect the extent of coverage of the State UI laws and are used to measure UI revenues; national, State and local area employment; and total and UI

taxable wage trends.

[ BLS publishes data from the QCEW program every quarter in the County Employment and Wages press release. This is usually released 6 to 7 months after the end of the quarter. The QCEW program· also publishes a subset of its quarterly data through tlie Create Customized Tables system, and full quarterly industry detail data at all geographic levels in ASCII files through our FTP server.

In addition, QCEW publishes the annual bulletin Employment and Wages, Annual Averages about 10 months after the end of the year. The 2002 edition is the first to appear on the internet in its entirety. For more information about this, please see the Publications section of our home page. Also, the

cooperating SESAs issue quarterly and/or annual reports of QCEW data.
