Downtown Improvement Projects Start This Spring The Downtown area, south of Northwest Highway, will have a busy construction season this spring as various improvement projects get underway. Landscape Waste Collection Resumes April 1, New Pricing for 2019

Landscape waste collections will resume the week of April 1 and will go through December

13. Landscape waste is collected on your primary service day.

Landscape waste stickers will be $2.75 each as part of the 2019 - 2020 contract between the Village and Groot. As part of the Groot contract, residents have the 2 for 1 bags of leaves pro-gram where only one yardwaste sticker is required for every two bags of leaves from Novem-

ber 4 - December 13.

New rates effective April 1 - March 31, 2020 will be $18.06 per month for once-a-week

curbside service and $25.41 per month for twice-a-week service. Once-a-week curbside ser-

vices for seniors will be $15.36 a month and twice-a-week will be $21.60.

Message from Mayor Hayes

Dear Residents,

The warmer temperatures coming this spring will mean the start of a busy con-

struction season in Arlington Heights!

The Village will embark on two major stormwater improvement projects this construction season – the Downtown

Improvement Project and the Cypress Area Storm Sewer Improvements. Both of these projects have been identified as top priorities following comprehensive flood control studies performed in the Village between 2013 and 2016. Projects identified in the studies were prioritized based on funding availability and the number of homes and businesses

positively affected by the completed work.

While we look forward to bringing these improvements to our community, the Downtown Improvement Project will occur in concert with other planned improvements including upgrades to brick pavers, the installation of new mid-block crossings, and unrelated NICOR work. This amount of construction will be disruptive to downtown residents, businesses, visitors and commuters. The Village will do all it can to minimize disrup-tions and make sure that everyone understands the nature of

the work and project timelines.

The Downtown Improvement Project is funded through the stormwater utility fee and grant funding. The Village is grateful that a significant portion of the estimated of $2,085,000 cost of

the project will be covered through grant funding.

Besides it being construction season, the spring also kicks off a full event season in Arlington Heights. The SALUTE Run, Memorial Day Parade, Promenade of Art, Frontier Days, Sounds of Summer, National Night Out, Mane Event and Taste of Arlington Heights will all be held this year. Events in the Downtown will be coordinated with the construction. Events like these strengthen our bonds as a community and

enhance the quality of life in Arlington Heights!

For the SALUTE Race Mayor’s Challenge on Saturday, May 25, I am once again donating $5 to SALUTE, INC. for anyone who beats my time in the 5K. As a U.S. Army veteran myself, I am happy to support the SALUTE organization, which delivers short-term financial assistance to bridge the temporary in-come gaps and meet the basic needs of post 9/11 veterans.

This time of year is also a good time to remind residents who may be walking through their neighborhood to report any Village maintenance requests through Arlington@Work. The form can be accessed on the website or through your phone. Please use it to easily report a pothole, street flooding, street light out and other items you notice that may need maintenance work. Arlington@Work provide direct access to

the Village for these important matters.

0% Interest Loans for Eligible Homeowners

The Village of Arlington Heights provides 0% interest, deferred home rehab loans up to $25,000 to homeowners with qualifying low and moderate incomes. Loans are repaid in a lump sum up-on change of title or sale of the home. There are no monthly payments.

Loans can be used to correct code violations, replace old furnaces and water heaters, increase energy efficiency, make improvements for disabled persons and more. Applicants must meet residency, ownership and income requirements to be eligible for the loan.

Cypress Area Storm Sewer Improvements Slated for Spring The Cypress Area Storm Sewer project, slated for spring construction, will address flooding problems within the neighbor-hood roughly bordered by West Noyes Street, West Magnolia Street, South Arlington Heights Road and South Ridge Ave. This project is identified as one of the Village’s top projects that resulted from three comprehensive flood control studies complet-ed several years ago. The Village prioritized projects that were identified by the studies based on funding availability and the number of homes and businesses positively affected by the completed work. The Village Board recently approved $7.1 million in contracts for this project, which will help reduce street and surface flooding in the flood-prone area.

Three phases of the project include stormwater improvements, watermain replacement and roadway construction.

Stormwater improvements include enlarging the detention basin located at West Cypress and South Arlington Heights Road. The project work also includes the installation of larger diameter storm water pipes in select portions of the area to convey greater amounts of storm water to the basin. During construction, the Village will also use trenchless technology to line 11,000 linear feet of aging water mains located within backyard easements and certain roads of the project area. This technology to line the water mains is called “cured in place lining.” This green technology does not involve extensive open-cut excavation, removal of soil and installation of new stone around a new water main pipe. Using this technology significantly reduces the need for trucks, saves money and reduces construction time.

Sections of roads in the project area that have been scheduled for reconstruction or resurfacing as part of the Village’s annual road maintenance program, will be done as part of the overall Cypress Area Storm Improvements Project. Street reconstruction will occur on Cypress Street from Highland Ave. to Dunton Ave.; on Highland Avenue from Cypress Street to White Oak St.; Vail Ave. from Cypress St. to White Oak St. and Dunton Ave. from Cypress St. to White Oak St. The reconstruction process includes removal of street down to the subgrade, including curb and gutter. The curb and gutter is installed and the new street is replaced with asphalt. This project may also require grade changes, so the driveway approaches are completely removed and replaced

from the sidewalk to the curb.

Street resurfacing will take place on Cypress St. from Dunton Ave. to Arlington Heights Rd.; on White Oak St. from Dunton Ave. to Evergreen Ave. and on Evergreen Ave. from White Oak St. to 300 feet south. Resurfacing will include intermittent replacement of curbs and resurfacing of the street after it has been milled.

Many home projects get started when the weather turns warm. You are encouraged to see if your home

improvement project requires a permit. Having a project reviewed and inspected is the best way to avoid

conditions that could adversely affect your safety, health and neighbors.

Common projects, like sheds or fences, are simple to apply for and permits are typically obtained quickly.

The Building & Life Safety Department is ready to help you with the application process for whatever type

of project you are planning. We are located on the first floor of Village Hall, or you can reach us at

This project involves installation of larger diameter pipes to convey and store storm water. When completed, the larger sewer mains should help mitigate against basement backups for up to 250 homes in this area and target street flooding on Campbell west of Vail. The project will be funded through the stormwater utility fee and grant funding.

NICOR Work & Northwest Highway Resurfacing

In addition to the installation of combined sewer mains, NICOR plans to replace gas mains and services throughout the Downtown within the public right-of-way. Many of the existing gas mains are located in the roadway and will be relocated under the walkway. This work is tentatively scheduled to occur from April until November. At this time, the Village is reviewing schedules for the NICOR work and construction staging.

Also, the Illinois Department of Transportation plans to resurface a portion of Northwest Highway, from Dunton Avenue east to Des Plaines, and the Village will create two new mid-block crosswalks in the Downtown in conjunction with the work being done

on the new combined sewer main.

Later this fall, the Village will schedule replacement of the brick-paver sidewalks in the Downtown area north of Northwest High-

way.

The Village will work to ensure the Downtown area remains navigable and inviting for residents, businesses and all who visit throughout the duration of these important projects. While several construction projects may be going on simultaneously, keep in mind that only specific areas of each project will be worked on at one time. Although the projects overlap in scope, impac ts to individual locations and businesses are not expected to last the duration of the construction schedule.

The Village will continue to keep interested residents and businesses updated on these projects via articles on the website a nd social media posts. Informational meetings for residents and business owners will also be held as we get closer to the start of

Reimbursement Program For Overhead Sewer System

Property owners may benefit from a Village reimbursement program for installing a Village-approved Overhead Sewer System or approved Flood Control System. These programs, along with public improve-ments, can be the most cost effective way to reduce structure flooding.

The term overhead sewers refers to the relative height of your sewer service line exiting your home when standing in your basement or low-er level. In general, overhead sewers exit the home at eye level or above within the basement or lower level. If your lower level or base-ment has floor drains, a utility sink or sump pump, these flows are

pumped up and into the building sewer service.

If you have ever experienced a basement backup, you know that the restoration and cleanup costs can be substantial. The Village offers a reimbursement program to assist homeowners with the cost of an over-head sewer installation by offering 75% reimbursement for eligible work up to $11,250. Learn more about this program administered

through the Building & Life Safety Department.

Electronics Recycling & Shredding at

Spring Sweep, April 27

Get your electronics recycled and documents shredded at the annual Spring Sweep event organized by the Village’s Special Events Commission and held on Saturday, April 27, from 9 a.m. – Noon at Arlington Race-course, 2200 W. Euclid Ave. Please enter the event via the New Wilke Road entrance. The electronics recycling is sponsored by the Solid Waste Agency of Northern Cook County (SWANCC).

The event includes electronics recycling (see full list of acceptable items), document destruction (up to six legal file-sized boxes or paper bags per vehicle) and the collection of old, usable bikes. Residents from Arlington Heights and from any SWANCC community are eligible to participate. Elec-tronics and documents from businesses, schools or institutions will not be accepted. 100th Memorial Day Parade, May 27

Celebrate the Memorial Day Parade, the 100th annual tribute to our living

veterans on Monday, May 27, at 9:30 a.m. The parade will step off in front

of Village Hall, Sigwalt and Arlington Heights Road, then travel west on

Sigwalt to Dunton, north on Dunton to Euclid, west on Euclid to Chestnut

and then to Memorial Park where a ceremony honoring Arlington Heights' Fallen Heroes is held.

Special highlights of this Centennial Memorial Day include:

Distribution of a special Centennial Commemorative Coin to all veterans

attending the parade and ceremony.

Flyover by an Illinois Army National Guard Blackhawk Helicopter.

Formation of World War I soldiers at a homecoming parade at Dunton Avenue and Davis Street on

September 6, 1919, followed by women in white. This item is part of the collection of the Arlington

Heights Historical Society.
