1. Le Lieutenant-colonel Jean Larouche prendra sa retraite des Forces armes canadiennes le 4

octobre 2016 aprs plus de 33 annes de dvouement et loyaux services au Canada, les Forces armes

canadiennes (FAC) et le Corps des transmissions royal du Canada.

2. Enrl Chicoutimi en 1983, sa carrire fut ponctue de multiples postes de commandement et

dtat-major. Il a eu le privilge dtre commandant de troupe radio et officier des oprations au Quartier

gnral et escadron des transmissions du 5e Groupe brigade mcanis du Canada, officier des

transmissions du 12e Rgiment blind du Canada, directeur de projet des technologies de linformation

avec la Marine Royale Canadienne, G1 gestion et membre de lquipe de restructure de larme au

Quartier gnral de la Force mobile St-Hubert, secrtaire de ltat-Major de larme Ottawa,

Commandant descadron lOTAN au Quartier gnral des grandes puissances allies en Europe,

Commandant du QG de larme, Officier snior Canadien au sein du bureau de programme des Armes

tasunienne, britannique, canadienne, australienne et nozlandaise (ABCA) Washington DC, Officier

de liaison snior pour la rgion EST du Sous-ministre adjoint Gestion de linformation, Commandant de

la mission dentrainement de lcole des transmissions de lArme afghane en Afghanistan, Commandant

Jean quitte luniforme de larme et se joint avec fiert la fonction publique au sein du Sous-

ministre adjoint Gestion de linformation. Lorsquon lui demande ce que sa carrire militaire signifie

pour lui, il est catgorique : tout. Avec une grande admiration et respect, il mentionne que cette vnrable

institution lui a permis de grandir et spanouir sous tous les points de vue. Cette carrire lui a permis de

rencontrer lamour de sa vie Qubec, Martine Thibault, avec qui il partage sa vie depuis 28 ans et ses

merveilleux tripls : Genevive, Maxime et Valrie qui sont sa plus grande fiert. Il termine avec grands

loges en disant que les leadeurs et les membres de lquipe de dfense sont des personnes

Lieutenant-Colonel Jean Larouche will be retiring from the Canadian Armed Forces (CAF) on

4 October 2016 after 33 years of loyal and dedicated service to Canada, the CAF and the Royal Canadian

Corps of Signals.

Enrolled in Chicoutimi in 1983, his career was punctuated by a plethora of a command and staff

appointments. He had the privilege to be troop commander and Operations Officer in 5e Groupe brigade

mcanis du Canada, signals Officer with 12e Rgiment blind du Canada, Information Management

Project Director with the Royal Canadian Navy, G1 Management and member of the Armys restructure

team at Mobile Force Command in St-Hubert, Land Staff Secretary in Ottawa, Squadron Commander at

NATO Supreme Headquarters Powers Europe, Army Headquarter Commanding Officer, Senior Canadian

Army Officer of the American, British, Canadian, Australian and New-Zealand Armies Program in

Washington, D.C., Assistant Deputy Minister (Information Management) Senior regional officer - East

Region, Commander of NATO Afghan National Army (ANA) Signal School Training Mission in

Afghanistan, Commander 2nd

Canadian Division Signal Services/ G6 and Joint Task Force (Est) J6 in

Montral and Deputy Commander 7 Communication Group in Ottawa. He is a graduate of University of

Ottawa, the Canadian Land Force Command and Staff College, the Canadian Forces College, and the

Royal Military College of Canada.

Jean is leaving his army uniform and is proudly becoming a public servant within the Assistant

Deputy Minister Information Management. When we ask him what his military career meant to him, he

is adamant: everything. With a large admiration and great respect, he mentions that this great institution

allowed him to grow and thrive on all life aspects. His career gave him the opportunity to meet the love

of his life in Qubec, Martine Thibault, who he has been sharing his life for 28 years and his wonderful

triplets: Genevive, Maxime and Valrie who he is most proud of. He concludes with high praises that

leaders and the defense team members are exceptional, professional and captivating people. The Canadian

Armed Forces family will forever occupy an honorable place in his heart.

Leaving his childhood behind in Owen Sound, Ontario, Sgt Douglas attended basic training in

Oct of 1996 at the Canadian Forces Leadership and Recruit School, Saint-Jean-sur-Richelieu,

Quebec. He was so nervous on that on his way to recruit school he threw up in his sister-in-

laws car. Upon arriving in St Jean a burly Engineer Sgt started yelling at him for no apparent

reason. Things only got worse when he addressed the Sgt as "Sir" and was promptly told that

the Sgt was not a Sir and that he actually worked for a living.

After enduring many weeks of torture, Pte Douglas managed to complete his basic training and

was immediately rewarded with a trip to sunny Shilo, Manitoba, for trades training to become an

artillery gunner. After many more weeks of torture, the newly minted Gnr Douglas graduated

from the Royal Canadian Artillery Battle School and was promptly posted to 1st Regiment Royal

Canadian Horse Artillery in Shilo as a proud member of A Battery. After only 1 year in the

Regiment, he attempted to make a name for himself by participating in the Mountain Man

competition. After just over 8 hours on the grueling course he completed one of his biggest life

achievements, next to his marriage to Sandy, and births of their two children, Jordan and Sarah.

Gunner Douglas was promoted to Bdr in February of 2000 and then deployed to Bosnia on Apr of

that same year for a 6 month tour of duty.

In early 2001, Bdr Douglas saw the light, or maybe just a better understanding that putting "I can

blow stuff up" on a resume would probably not cut it in the civilian world, he decided to become

an LCIS technician. In Aug of 2004, he deployed to Haiti as a technical member of a Satcom

detachment. On Jun of 2006, MCpl (Acting/Lacking) Douglas deployed to the U.A.E in support

of the Afghanistan mission. He received his substantive promotion on Nov 2007.

In the summer of 2009, after many years of hard work at Canadian Forces Joint Signals Regiment,

MCpl Douglas was rewarded with a posting to the Canadian Forces School of Communications &

Electronics as an instructor (corrupter?) of young minds on the LCIS 3's course. In the summer of

2011, he was promoted to Sgt and posted to Borden as a Project Manager. After just over 2 short

years of living in Angus, Sgt Douglas was posted back to Kingston as a member the Canadian Army

Simulation Centre to the Command Support Initiative Team as a trainer and technical advisor, his

last post prior to retirement.

Sgt Douglas will start his retirement leave on 08 Oct with his final day in the military being 27

Oct. He and Sandy will be moving out to the country in the Kingston area to eat a lot of

peaches, to quote a country song. His Departure with Dignity will be held at Jack Astors in

Kingston, Ontario, 14 October at 1300hrs. Anecdotes from Sgt Douglas career may be

de base en octobre 1996 la lcole de leadership et des recrues des Forces canadiennes Saint-

vomi dans la voiture de sa belle-sur. En arrivant St Jean, un gros sgt ingnieur a commenc

lui crier aprs sans raison apparente. Les choses se sont aggraves quand il sest adress au

sergent en disant "Monsieur" et a t rapidement corrig quand le sergent lui dit quil ntait pas

un "Monsieur" et qu'il travaillait pour gagner sa vie.

Aprs avoir endur plusieurs semaines de torture, le sdt Douglas a russi terminer sa formation

de base et a t immdiatement rcompenss par un voyage la ville ensoleille de Shilo, au

Manitoba, pour suivre la formation pour devenir un artilleur. Aprs de nombreuses semaines

supplmentaires de torture, lartilleur Douglas, nouvellement form, graduat de l'cole de combat

de lArtillerie royale canadienne et a t rapidement mut au 1er Rgiment du Royal Canadian

Horse Artillery, Shilo en tant que fier membre de la batterie A. Aprs seulement un an au

rgiment, il a tent de se faire un nom en participant la comptition "Mountain Man". Aprs un

peu plus de 8 heures sur le parcours extnuant, il a accompli l'une des plus grandes ralisations de

sa vie, aprs bien entendu, son mariage avec Sandy et les naissances de leurs deux enfants,

Jordan et Sarah. Lartilleur Douglas a t promu Bdr en fvrier 2000, puis dploy en Bosnie en

avril de la mme anne pour un tour de 6 mois de service.

Au dbut de 2001, le Bdr Douglas a vu la lumire, ou peut-tre juste une meilleure

comprhension que "Je peux faire sauter des trucs" sur un CV ne pserait pas fort dans le monde

civil, il a dcid de devenir un technicien SICT. En aot 2004, il a t dploy en Hati en tant

que membre technique d'un dtachement Satcom. En juin 2006, le cplc (par intrim) Douglas

sest dploy aux E.A.U. en appui la mission en Afghanistan. Sa promotion fut confirme en

novembre 2007.

l't 2009, aprs de nombreuses annes de travail ardues au Rgiment des transmissions

interarmes des Forces canadiennes, le Cplc Douglas a t rcompens par une affectation

l'cole des Forces canadiennes de communications et lectronique comme instructeur (ou

corrupteur?) des jeunes esprits sur le cours de l'SICT 3. l't 2011, il fut promu au grade de

sergent et mut Borden en tant que gestionnaire de projet. Aprs un peu plus de 2 courtes

annes vivre Angus, le sergent Douglas a t affect de nouveau Kingston en tant que

membre du Centre de simulation de l'Arme canadienne en tant que membre de lquipe de

soutien au commandement en tant que formateur et conseiller technique, son dernier poste avant

la retraite.

Le sgt Douglas commencera son cong de fin de service le 8 octobre prochain et son dernier jour

de travail aux seins des Forces canadiennes sera le 27 octobre. Lui et Sandy dmnagerons la

campagne dans la rgion de Kingston pour manger beaucoup de pches, pour citer une chanson

country (qui ne fait aucun sens en franais !). Son dpart dans la dignit aura lieu au Jack Astor

de Kingston, en Ontario, le 14 octobre 13:00h. Les anecdotes entourant la carrire du sgt

Lieutenant-Colonel Shane Pasiechnyk Retirement Msg

Lieutenant-Colonel (LCol) Shane Pasiechnyk will be retiring from the Canadian armed forces (CAF) on 20 October 2016 after 26 years of loyal and dedicated service to Canada, the CAF and the communication and electronics branch.

LCol Pasiechnyk is originally from Kimberley, British Columbia, and enrolled in 1990 under the Regular Officer Training Plan. After completing basic officer training in Chilliwack, BC, he attended the Royal Military College (RMC) of Canada in Kingston, Ontario, from 1990 to 1994, earning a bachelor of engineering degree in Mechanical Engineering. He attended on the job training at 18 Wing Telecommunication Information Systems Unit Edmonton, and 74 Communications Group Vancouver, and completed his phase training as a Communication and Electronics Engineering (CELE) air officer in 1995.

Posted to the Canadian Forces School of Communications and Electronics (CFSCE) in 1995, he served as Troop Commander for Technician Training and Practical Orientated Electronics Training (POET), and held the position of Second-in-Command of G Squadron (Technician Training). In 1999, he was posted to the Base Telecommunication and Information Systems Unit (BTISU) Kingston as the Network Manager followed by a posting in 2000 to the Canadian Forces Joint Signal Regiment (CFJSR) where he served as Information Management Officer, One Squadron 2IC and Regimental Operations Captain.

From June, 2003 to February 2006, Capt Pasiechnyk became the Commanding Officer (CO) for the Canadian Forces Crypto Maintenance Unit (CFCMU), his most rewarding posting. Following his command, he was promoted to the rank of Major and posted to Directorate Information Management Technologies, Products and Services (DIMTPS) in Ottawa, first as the Section Head for Classified Installations & Crypto LCMM and then as the Operations Officer. In 2009 he was awarded with his second tour as a CO of 764 Communications Squadron responsible for the CF strategic communication infrastructure and military messaging. In May 2011, he deployed to Naples Italy as the Senior Communications Staff Officer (J6) for Operation MOBILE, the Canadian element of the NATO Mission UNIFIED PROTECTOR. In November 2011, LCol Pasiechnyk was promoted to his current rank and posted to Radio and Communication Systems in Materiel Group as the Project Manager for four major capital projects in support of the Royal Canadian Air Force (RCAF), and Life Cycle Materiel Manager (LCMM) for the RCAF Command and Control (C2) system. In July 2014, he was posted to IM Group as the Deputy Director for the Directorate Information Management Engineering and Integration (DIMEI).

In 2016, LCol Pasiechnyk would receive his final and present posting with the Vice Chief Of Defense Staff, Director General Defence Security (DGDS). Although extremely disappointed to be ending his sports scholarship with the Canadian Forces, Shane will continue to refine is finely tuned skills in hockey, not so much in golf, as a civilian. Shane is married to Carmen Roy and they have two wonderful children Scott and Michelle.

LCol Pasiechnyk will remain in the NCR upon his retirement and will continue to support the Department of National Defense as a civilian with ADM(MAT) as air C2 System Support Engineer.

A depart with dignity luncheon will be held at the RCAF mess, 158 Gloucester St, Ottawa, Ontario on Thursday, 20 October at 1200 for 1230 hrs. Cost of attending the DWD luncheon is $25. Cost includes a full sit down lunch (meet lasagna) as well as a contribution towards a retirement gift (anyone with dietary restrictions please let us know when making your reservation so that alternate arrangements can be made). Mme sil est extrmement du de mettre fin sa bourse dathlte dans les Forces armes canadiennes, Shane continuera de perfectionner ses excellentes habilets au hockey, et dans une moindre mesure, celles au golf, en tant que civil. Il est mari Carmen Roy avec qui il a eu deux merveilleux enfants, Scott et Michelle.

Commanding Officer, Lieutenant-Colonel Chris Marvin

Welcome to the September 2016 31 Signal Regiment Regimental Briefing Note (RBN). The intent

of the RBN is to communicate recent happenings and future events to the entire Regimental

family.

We have rapidly transitioned from our summer training activities into the fall training cycle. I am

very pleased with the level of support provided by the Regiment to our annual summer

concentration (Exercise STALWART GUARDIAN), Exercise STALWART RESPONDER (in

support of training for domestic operations) and the collective training exercise in California

(LSE).

Our main effort for the next year will be support to Task Force Tomahawk, which is the 4th

Canadian Division contingent on the road to high readiness (RTHR) in preparation for potential

overseas deployments beginning in mid-2017; I consider these preparations our highest priority.

The contribution of signals to any operation, expeditionary or domestic, continues to be of

paramount importance.

I would like to welcome all members of the Regimental Family back for another exciting training

year. Coming off the heels of an amazingly successful Stalwart Guardian 16, we are back in full

swing with the Regiment completing Individual Battle Task Standards (IBTS) and the Squadron

providing communications support to various elements within the Brigade. I would like to

congratulate Cpl Graham and Sgt Jacob on receiving 31 Brigade Commanders Coins for their

outstanding work on SG 16. I would also like to take the opportunity to congratulate all members

of the Regiment who successfully completed training courses this summer. Your hard work and

dedication have not gone unnoticed. I myself am off to the CWO Osside Profession of Arms Institute in

St. Jean, Qubec to complete the residential phase of my Senior Leadership Program and look forward

to returning and putting my new found knowledge to work.

Honorary Appointments, Honorary Colonel Peter George and Honorary Lieutenant-Colonel

Stephen Mangotich

Col George and LCol Mangotich have begun work with the entire Hamilton Garrison, on a LAV

monument project spearheaded by the North Wall Riders of Hamilton. The location will at the Hamilton

Airport, close to the Warplane Heritage Museum. There were 2,500 Canadian Armed Forces (CAF)

personnel in Afghanistan and 1,200 comprised the combat battle group. The Sacrifice: More than 2000

soldiers were injured during the war between April 2002 and December 2011. Between 2001 and 2014,

158 Canadian soldiers died while on mission in Afghanistan. This is our way to create an everlasting

monument to the men and women of the current Canadian Armed Forces.

With our CO, we have begun discussions on the future for the development of a unit senate and

relationship with the association on how to maximize time and efforts. LCol Mangotich represented our

unit at the Corporal Stark service on September 17th

where his family received the Memorial Cross from

Ontario Lieutenant-Governor Elizabeth Dowdeswell.

From an operational perspective, 31 Signal Regiment has had a large amount of contributions to the 4

Canadian Division individual and collective training during the summer. The units contributions

included instructors on RST, Stalwart Guardian, Stalwart Responder as well as Large Scale Exercise in

29 Palms, California.

A successful IBTS weekend led by 11 Fd Regt was conducted at Borden, Ontario with a high amount of

participation from the Regiment. This was mix of 11 Fd Regt, 31 Sig Regt and 31 Svc Bn in a

collaborative training weekend. There was a large amount of positive feedback on a collaborative IBTS

weekend as the units interacted with each other as it created an esprit de corps not only at a unit level,

but at the Bde level as well. We look forward to leading and conducting our own IBTS weekend on 1st

and 2nd of October.

Concurrently with the IBTS weekend conducted by 31 Sig Regt, the unit will be participating in an

amphibious exercise along with HMCS Prevost at Port Stanley, Ontario. This is the second year the unit

has collaborated with HMCS Prevost and the third amphibious exercise the unit will be participating in.

The 31 Sig Regt FTUC staff has mostly relocated. The HQ/Ops cell and the OR have moved to room

235 as the offices and the conference room are currently being renovated. The FTUC staff have

managed to make this transition as seamless as possible. This should be a very temporary move and

hopefully, the staff can move back within the next few weeks.

We also welcome a new member to the FTUC, MCpl Chalmers as he takes on the responsibilities of the

Training NCO.

31 Signal Regiment ROR has had a busy summer, including a change of office to classroom 235.

We are also happy to announce that we have two new Qualification Level 3 trained clerks (Cpl R.

Singhera and Cpl K. Singhera) who are ready to use their newly acquired skills to work in the OR

and provide their service and support to the unit. In the New Year we will be experiencing some

staff changes and we ask that unit members be patient while we train new personnel and figure out

new designation of duties.

705 Squadron, Officer Commanding Captain James Clarke and Squadron Sergeant Major

Anthony Spinosa

After a summer of a very successful training and exercises, the 2016/17 training year has started

quickly and 705 Squadron is looking forward to the upcoming challenges. Once again, our

personnel were in high demand as instructors with Reserve Summer Training, working on the

Signals Trade course (ACISS DP1), Basic Military Qualification, and Driver courses. Six soldiers

completed the Signals trade course, and are now qualified signalers. Special mention to Sig

Barquero, from B Troop (London), who was injured, recovered and finished among the top

candidates of the course.

There was just as high demand for Sigs on the August Training Exercises. At Ex Stalwart Guardian

in Petawawa, Sgt Jacob and Cpl Graham each did an exceptional job and received the 31 Brigade

Commanders Coin. Capt Clarke attended Ex Stalwart Responder in Sudbury, which was a

Domestic Response Exercise, working with Emergency Management and First Responders from the

city. An international opportunity saw Lt Bustamante and Sgt Hanbury travel to 29 Palms in the

deserts of California to train with the US Marine Corps on their aptly named Large Scale

Exercise.

The training year got off to a fast and furious start on the first weekend after Labour Day, with an

annual requalification Exercise. Looking ahead to prepare for possible future deployments, many

soldiers qualified on the C7 Service Rifle to Level 3 of the Personal Weapons Test, which is

normally only offered to Combat Arms soldiers.

On the personal side, WO Tanner and Cpl Booth are both new fathers, and MCpl Halasa is newly

married. Bravo Zulu!

Recruiting, Master Corporal Ken Keddy

Recruiting is continuing to build momentum. We are anticipating having 6 NCM enrollments by the

end of this month, which is already on par with the 6 NCMs enrolled through the entire previous

fiscal year. Through processing, the main issue has been medical approvals in Ottawa, but this

appears to have been remedied and files are beginning to filter down and move forward.

The bulk of the interested applicants have been generated via connections at the local Post-

Secondary institutions, primarily through postings on their online job boards, and by attending job

fairs. This has been virtually free, as the online job boards have no associated cost, and we have

attended the Job Fairs with CFRC London and Hamilton saving us a few thousand dollars in

registration fees. The Post-Secondary outreach has been focused on McMaster University and

Mohawk College in Hamilton, and Western University and Fanshawe College in London. In

addition to this, I have attempted to improve our visibility at UGuelph, Waterloo, Brock, Laurier,

Conestoga, etc. This coming training year, I am moving my focus to high schools for Co-Op

applicants, and will maintain a presence at Job Fairs in the aforementioned institutions. This past

summer I tried Indeed (a job posting website) to broaden the pool of applicants; while this

brought us over 160 initial applications, only 1/3 have actually corresponded with the recruiter, and

less than 10 have completed any tangible steps towards an application. As such, I plan to continue

with the quality over quantity approach, in which I focus on high-quality applicants as opposed to

a broad-net approach that works for some other occupations.

Hamilton Signals Association

Your Association continues to share the

amazing story of Canadian Signals and

Hamiltons special part in it. Last year we

were in the Hamilton International Tattoo

again and the Canadian National Exhibition

in Toronto. This year the truck rebuild has

meant that the Memorial Line Truck was on

the road with a CRTTZ and Radio CP truck

in the planning and kit collection stage. The

Line truck will be commemorating the 1st

and 2nd

Div Signals at the DR Exhibition in

Kingston9-10 Sept. Your Association

marched in the Warriors day parade at the

CNE and will be taking part in the London

parade later in the year. School visits in

Oakville and Toronto are in progress with a

full week at RCL Branch 11 on the

Danforth. Earlier this year the Association

exhibited at the Western Fair in London and

at the Steam Fair in Milton. The high point

this year has been the Vintage Signals trip to
