Conclusion

Unemployment, environmental protection, HIV/ AIDS prevention, traffic safety are top social

issues which Vietnamese people care most.

However, the response from Vietnamese community remains low and passive. Most would

only read the news, think about the issues, talk to others about it. Those who would

aggressively participate and become active volunteers account for less than 5%.

Many of the current social marketing programs are not generating sufficient impact on

changing people behaviors. The most effective programs include: helmet wearing campaign,

HIV prevention, literacy program, traffic safety awareness, environmental protection.

The most critical success factors for a social program would be about addressing the urgent

needs from the community, organized/ launched at the right time and widespread

participation demonstration
