In January China’s landing of a test flight at Fiery Cross Reef in the disputed Spratly Islands triggered a fresh round of protests, and Vietnamese officials called the move an infringement on Vietnam’s sovereignty. In May U.S. Pres. Barack Obama visited Vietnam, and at a joint press conference with Pres. Tran Dai Quang, Obama announced the lifting of a decades-old arms embargo. Obama stressed that the deci- sion was not made to counter Chinese influence in the region, and Quang characterized it as the final step in the normaliza- tion of relations between their countries.
