The meeting was called to order at 10 a.m., Principal Mark Toulouse presiding.

2. Minutes of the Previous Meeting (see Appendix 15.2)

Professor Konrad Eisenbichler moved, seconded by Professor Mark Solovey, that the minutes of the meeting of January 23, 2014 be approved as circulated. CARRIED.

3. Regrets The Secretary noted that regrets had been received from: President Paul Gooch, Professor Alexandra F Johnston, Professor Elizabeth Riddell-Dixon, and Ms Jian Shu (Angela) Sun.

4. Business Arising from Previous Meeting

4.1 Update on Honorary Degree Recipients The Secretary, Susan McDonald, confirmed that both Alexandra Johnston and Gordon Lightfoot would receive honorary degrees at the upcoming Victoria University Convocation and Emmanuel College Graduation to be held on May 15, 2014.

Establishment of New Awards (see Appendix 15.3) 5.1 New Awards at Victoria College Ten new awards were recommended to be established in Victoria College: The Alfred and Isabel Bader Scholarship, The Dr Ben Chan Scholarship, The Louis R Charpentier Scholarship, The Donald and Joan Dique Scholarship, The John Paul Evans Scholarship, The R Malcolm Hill Scholarship, The Frances (Bond) McElroy Award for Study Abroad, The Devon Colbert McGregor Scholarship, The Wayn Reesor Thomas Scholarship, and The Vic Spring Reunion Scholarship. The Secretary moved, seconded by Professor Urbancic, that the proposed terms for these new awards be approved. The motion CARRIED. 5.2 New Award at Emmanuel College One new award was recommended to be established in Emmanuel College: The Coral and Bill Martin Award. The Secretary moved, seconded by Professor Bourgeois, that the proposed terms for this new award be approved. The motion CARRIED.

6. Proposed Revised Terms of Awards at Victoria College (see Appendix 15.3)

Revised terms for the following six existing awards at Victoria College were recommended: The Sheila and David Cook Award, The Dr Goldwin S French Scholarship, The James Joyce Prize, The Georgeanna McInnes Scholarship, The Ruth Hilliard Myers Scholarship, and The Secor Essay Prize in Renaissance Studies The Secretary moved, seconded by Professor Urbancic, that the revised terms of these awards be approved. The motion CARRIED.

7. Proposed Revised Name Change of Award at Victoria College (see Appendix 15.3) The name of The Bloor Lands Admission Scholarship was proposed to be changed to The Regents Admission Scholarship.

The Secretary moved, seconded by Principal Esterhammer, that the revised award name be approved. The motion CARRIED.

8. Proposed Revised Terms of Awards at Emmanuel College (see Appendix 15.3)

Revised terms for the following two existing awards at Emmanuel College were recommended: The Beatrice Wilson Scholarship, and The H F Woodsworth Scholarship The Secretary moved, seconded by Professor Bourgeois, that the revised terms of these awards be approved. The motion CARRIED.

9. Revised Victoria University Policy on Student Awards (see Appendix 15.4)

Proposed revisions for the Victoria College administrative guidelines of the current Policy on Student Awards were circulated prior to the meeting. Further edits were recommended and will be brought forward for approval at the next meeting. Registrar McDonald recommended that a set of administrative guidelines be developed for the Emmanuel College awards program during the next academic cycle (2014-15).

10. Degrees in Theology (see Appendix 15.5)

Professor Michael Bourgeois moved seconded by Principal Mark Toulouse THAT the candidate for the Lay Certificate in Theology be approved. The motion CARRIED. Professor Bourgeois moved seconded by The Reverend Corlett THAT the candidates in the Basic Degree programs be approved. The motion CARRIED. Professor Bourgeois moved seconded by Ms Story THAT the candidates in the Advanced Degree programs be approved. The motion CARRIED. Principal Toulouse reported that the first Muslim Studies student would graduate with a Master of Pastoral Studies degree at the Emmanuel College Convocation on May 17.

11. Emmanuel College Scholarships and Awards (see Appendix 15.5) Professor Bourgeois moved seconded by Professor Kervin THAT the candidates for the Basic Degree Scholarships and Prizes be approved. The motion CARRIED. Professor Bourgeois moved seconded by Ms Story THAT the candidates for the Advanced Degree Scholarships be approved.

The motion CARRIED.

12. Update on Fellows Report Principal Esterhammer reported that the old Fellows Policy that had been in place at Victoria for many years reflected an earlier period when there were no academic departments or units housed at Victoria. The status of many of the individuals teaching at Victoria had changed and these changes needed to be reflected in the policy. There was also a need to help people at Victoria understand their roles and responsibilities. The Fellows Committee at Victoria worked on revising the policy. The Committee conducted two surveys and then put the material together and presented the revised policy at the Victoria College Council. Principal Esterhammer noted that this was the first time that we have a policy that defines Fellows Emeriti status. The policy is available online at: http://www.vic.utoronto.ca/academics/fellows.htm.

13. Other Business

13.1 Principal Toulouse announced that Emmanuel College student, Ren Ito, was selected to receive an SSHRC award in support of his Doctor of Theology studies. In 2013, the recipient was Becca Whitla. 13.2 Dates of future SEC meetings:

Establishment of New Awards at Victoria College The Alfred and Isabel Bader Scholarship Donor: Victoria University, in honour of philanthropists Alfred Bader (Engineering Chemistry BS, Queen’s 1945; History BA, Queen’s 1946; Chemistry MSc, Queen’s 1947; Chemistry MA, Harvard 1949; Chemistry PhD, Harvard 1950) and Isabel Bader of the Victoria College Class of 1949, in special recognition of their generosity to Victoria University’s scholarship program; funding for the creation of the Isabel Bader Theatre in 2001; and for their lifelong commitment to philanthropy. Established on April 28, 2014, on the occasion of Alfred Bader’s 90th birthday. Terms: Awarded to Victoria College students who achieve excellence in their studies, with preference given to students studying in the arts, chemistry, history, or literature. The Dr Ben Chan Scholarship Donor: Dr Ben Chan, Victoria College Class of 1987, MD 1988, 1987 Moss Scholar and 2005 Victoria University Alumnus of the Year, former CEO of the Health Quality Councils of Saskatchewan & Ontario, Assistant Professor of Global Health at the University of Toronto and dedicated physician to rural and First Nations populations. The Donald and Joan Dique Scholarship Donor: Mrs E Joan Dique of the Victoria College Class of 1950 on behalf of her late husband, Donald C Dique (1929-2011), former resident of North House and member of the Victoria College Class of 1951. Terms: Awarded to Victoria College students achieving excellence in the course of their studies, with preference given to students living in, or associated with, North House. The John Paul Evans Scholarship Donor: Chancellor Wendy Marion Cecil of the Victoria College Class of 1971, LLD University of Toronto 2005; Chancellor of Victoria University 2010- ; Chair of Vic One President’s Advisory Committee 2003-2008; Chair of University of Toronto Governing Council 1998-2002; Chair of University of Toronto President’s Circle 1994- ; recipient of the Therèse Casgrain Volunteer Award, 2009; Fellow of the Royal Canadian Geographical Society. In honour of Devon Colbert McGregor, a very dear friend of 25 years and an inspiring educator in the practice of health and fitness. Establishment of New Award at Emmanuel College The Coral and Bill Martin Award (expendable) Donor: Coral Martin, a graduate of the Master of Pastoral Studies Program (2002); and her husband, Bill Martin. Established in 2013. Terms: Awarded to newly admitted Emmanuel College students who are entering the Master of Pastoral Studies Program, with the possibility of renewal in the second and third years of the program. More than one award may be offered in a single year.

Proposed Revised Terms of Awards at Victoria College The Dr Goldwin S French Scholarship Existing terms: Awarded to a First Year student with overall A standing. Preference will be given to students enrolled in the Specialist or Major program in History. Some awards will be made in compliance with OSOTF regulations. Proposed revised terms: Awarded to a First, Second, or Third Year student with overall A standing. Preference will be given to students enrolled in the Specialist or Major program in History. Some awards will be made in compliance with OSOTF regulations. The James Joyce Prize Existing terms: Awarded for the best work on Joyce completed in VIC303H (Memory and Trauma). Proposed revised terms: Awarded for the best work on James Joyce in the Literature and Critical Theory Program. Open to students of all colleges. The Georgeanna McInnes Scholarship Existing terms: Awarded to the student with overall A standing who has the highest standing in the creative writing courses ENG389Y or ENG391Y. A graduating student may receive the value of this award if he or she is proceeding to further work, study or a project to which literary interests and abilities are relevant. Proposed revised terms: Awarded to the Victoria College student with overall A standing who has the highest standing in any of the creative writing courses offered through the Creative Expression and Society Program.

The Ruth Hilliard Myers Scholarship Existing terms: Awarded to a graduate of Victoria College for postgraduate study in the French language at the Sorbonne University, Paris, or other comparable university. Proposed revised award name and terms: The Ruth Hilliard Myers Award Awarded to a Victoria College student to study abroad in the French language at the Sorbonne University, Paris, or other comparable university. The Secor Essay Prize in Renaissance Studies Existing terms: Awarded annually for the best essay written for any one of the 200-series courses in the Renaissance Studies Program. Open to students of all colleges. Proposed revised terms: Awarded annually for the best essay written for any course in the Renaissance Studies Program. Open to students of all colleges.

Proposed Revised Name Change of Award at Victoria College

Existing name: The Bloor Lands Admission Scholarship Donor: The Board of Regents of Victoria University in 1995. Their name commemorates the acquisition by Victoria University in 1887 of a valuable 15-acre plot of land fronting on Bloor Street, part of which forms the present campus. The Bloor Street portion of this land is the source of the income that provides these awards. Proposed revised name: The Regents Admission Scholarship

Proposed Revised Terms of Awards at Emmanuel College

The Beatrice Wilson Scholarship

Existing terms: Awarded to a student of the graduating year in the M.Div. program who shall have obtained first class standing throughout the whole course or at least in the final two years of the said course; for post-graduate training with the object of entering the Ministry of the United Church of Canada. The award shall not be given to any student who has been awarded one of the other graduate scholarships at Emmanuel College. Proposed revised terms: Awarded for full-time Advanced Degree study with preference given to graduates of Emmanuel College. The H F Woodsworth Scholarship Existing terms: Awarded to a Victoria College student with high standing who will take part in the Kwansei Gakuin exchange program, or to an Emmanuel College student who intends to spend a summer in Asia on a summer internship and who submits an essay giving an account of his or her internship experience. Proposed revised terms: Awarded to Emmanuel College students to enable study abroad, preferably in Asia. If this award is not awarded in any given year for study abroad, then the award can be used for students achieving excellence during the course of their studies, with preference given to international students.

Victoria University Policy on Student Awards (Revisions for SEC Approval)

General Policy Statement 1. Preamble: This policy applies to all student awards established in Victoria College and Emmanuel College of Victoria University. Its purpose is to ensure that the procedures followed in establishing such awards and in determining who will receive them are clear and consistent. 2. Definitions:

a. “AWARD” is a generic term used to indicate an item of financial or other value presented to a student based on academic achievement or financial need.

b. “SCHOLARSHIP” is a financial award given on the basis of academic achievement.

c. “PRIZE” is a financial award (usually of small value) given for proficiency in a specific subject or course(s). Selection criteria other than performance in a course or courses (i.e. an essay competition) may also be used.

d. “MEDAL” is a university medal awarded to a graduating student on the basis of his or her overall superior academic performance.

e. “BURSARY” (Grant) is a financial award given to students on the basis of demonstrated financial need. Other selection criteria (such as extracurricular involvement) may also be used.

f. “OSAP” - the Ontario Student Assistance Program provides government funded repayable loans and non-repayable grants to eligible Ontario Students.

g. “UTAPS” is University of Toronto Advance Planning for Students. UTAPS grant support is provided by the University to students whose assessed need is greater than government aid will cover.

h. “OSOTF AWARDS” are awards established through the Ontario Student Opportunity Trust Fund program. These awards are given to students who have financial need and are Ontario residents (Residency is defined as having lived in Ontario for 12 months prior to beginning post-secondary studies.)

3. Principles:

a. The purpose of the Victoria University Awards program is to attract, recognize and reward academic achievement, and to ensure accessibility to university studies, for students registered in one of the Colleges of Victoria University.

b. The terms and conditions of all awards established since 1990 must comply with the Ontario Human Rights Code and must be free of criteria based on personal

characteristics such as race, ancestry, colour, ethnic origin, sex, creed, age, marital status, family status, sexual orientation or handicap. Victoria will continue to offer a few long established awards which are for men students only or women students only.

c. The policies and procedures of the Victoria University Awards program are developed by the Awards Committee and approved by the Victoria University Senate.

d. Except where otherwise stated in the terms of an award, recipients must be registered at Victoria College and must be pursuing their first undergraduate degree, or be registered at Emmanuel College.

4. Establishing New Awards:

a. Gifts of funds for endowed awards are managed by the Bursar in accordance with the Board of Regents’ Statement of Investment Policies and Guidelines for the Endowment and Pension Funds, with the intent that the real capital value of the funds will be maintained in perpetuity.

b. Terms proposed by donors must be recommended by the Awards Committee for approval by the Victoria University Senate.

c. Terms laid down in bequests must be recommended by the Awards Committee for approval by Senate.

d. New Awards are subject to the Victoria University policy on Donor Recognition. e. Victoria University will provide the donor annually with a report on the status of

their endowed fund. In the case of scholarships, but not bursaries, donors will be notified of the names of recipients. The University may provide this information to a member of the donor’s family after the death of the donor.

f. A named award may be established in Victoria University for a minimum endowment of $25,000. Where a donor wishes to establish an annually-funded named award, the commitment must be for an annual amount of at least $1,000, normally for a period of ten years. Senate approval is required for the name. Donations of any amount to any Victoria University award fund are welcomed, and will be appropriately acknowledged.

5. Granting of Awards

a. The awarding body is the Senate Awards Committee on the authority of the Senate of Victoria University, which from time to time empowers the University Registrar to make decisions concerning awards based on clear guidelines.

b. For awards presented at graduation, the Senate is the awarding body on recommendation of the Awards Committee.

c. To avoid conflict of interest, donors are not permitted to participate in the selection of recipients for awards for which they are the donor.

d. In determining financial need, the Awards Committee relies on the OSAP need-assessment process and the UTAPS program at the University of Toronto. Alternative needs assessment methods may be used where financial need is not captured by OSAP and UTAPS.

e. All scholarship recipients MUST be in good standing (CGPA of 1.50+) to receive an award.

6. Protection of Awards Information: Personal information about students and donors collected for the purpose of administering Victoria University’s financial assistance and awards program, is collected under the authority granted to the Victoria University Act 1951, as amended 1981. At all times it will be treated and protected in accordance with the Freedom of Information and Protection of Privacy Act. 7. Outside Awards: Victoria University may provide assistance to external agencies providing scholarship and awards, where these might potentially benefit our students and where this has been approved by the Awards Committee. These policies will be reviewed by the Awards Committee at least every three years. ________________________________________________________________________ Administrative Guidelines for Awards in Victoria College Admission Scholarships Eligibility: Students who have applied for admission to Victoria College and who have not been previously enrolled at another postsecondary institution are automatically considered for admission scholarships. In some cases (i.e. the Vari Scholarship), a special application is required. Victoria College admission scholarships must be held at Victoria College. If a student who has been awarded a Victoria College admission scholarship chooses to register at another college at the University of Toronto, the award is withdrawn. A Victoria College admission scholarship may be deferred for one year upon written request and only when the student is not enrolling at another university or educational institution. Admission scholarships may be combined with other non-Victoria admission awards to a limit of $15,000 $20,000 for the first year of study. For the purpose of awarding admission scholarships, the committee will use the evidence including grades (admission averages) available at the time of assessment. Decisions concerning scholarships are not subsequently revisited once the final grades are available. In-Course Awards Eligibility: Students who have completed their first, second or third group of 5.0 credits are eligible for in-course awards. Students who are enrolled in less than a full course load will be considered once they have accumulated 5.0, 10.0 and 15.0 credits. The Victoria College Registrar's Office uses a method of calculating averages which treats all

candidates equally without regard to whether they have been registered as part-time or full-time, winter session or summer session students. All Victoria College students who achieve a sessional GPA of at least 3.50 on the first, second or third group of 5.0 credits will receive an in-course award in an amount determined annually. To ensure that funds are broadly distributed to as many students as possible, students will normally receive only one in-course award. In rare exceptional circumstances, and at the discretion of the Committee, a student may receive more than one award or prize. Students who hold renewable Victoria College scholarships are eligible to have their awards renewed upon completion of 5.0, 10.0 and 15.0 credits. The renewal of this award fulfills the in-course scholarship guarantee. They are not eligible for additional in-course awards. Students who hold external renewable (high-value) admission awards (such as the BMO National Scholarships, Loran, Naylor, etc.) may enjoy the honour of an in-course award but with limited or no monetary value. are eligible to receive a Victoria College in-course scholarship. In-course awards will only be paid out to registered students. If a student graduates, withdraws, or transfers out of Victoria College, he or she will receive the honour of the award only and payment is withheld. In-course awards may be deferred for one year only upon written request. If the recipient does not register at Victoria College or elsewhere within the University of Toronto within one year, he or she will receive the honour of the award only and payment is withheld. The Committee will exercise discretion in allowing a limited number of transfer credits from another university (maximum of 2.0) to be used for the purpose of determining eligibility for in-course awards. Student must have completed at least 3.0 credits (within a group of 5.0 credits) in the Faculty of Arts and Science, University of Toronto to be eligible for an in-course award. Students admitted with International Baccalaureate (IB) or Advanced Placement (AP) credits will be considered for first-year in-course scholarships. The Faculty of Arts and Science introduced the Credit/No Credit option in 2008. “Courses with a final status of CR will count as degree credits but will have no effect on the student’s GPA.” Academic records with CR/NCR will be reviewed for in-course awards whereby CR credits may be used to complete a group of 5.0 credits. Students registered in an official University of Toronto study abroad program may be considered for in-course awards but are required to provide a transcript of their grades and a grading scale for the university attended. The award assessment can take place only

once the approved exchange transfer credits have been posted on the student academic record system. It is the responsibility of the student to inform the Awards Committee of an amended grade that may make him/her eligible for an in-course scholarship. Notification must be submitted to the Awards Committee within one calendar year in which the course was taken or the status was earned. Graduating students are not eligible for in-course scholarships but are considered for graduating prizes and medals. Graduating Awards Most graduating awards are medals, awarded on the basis of overall A standing (i.e. a Cumulative Grade Point Average of 3.50 or higher after completion of the degree requirements). A few awards carry a small monetary value (i.e. prizes). Graduating awards are presented annually at the Graduating Awards Ceremony in June. Postgraduate Awards Postgraduate awards are open to “graduates of Victoria College” (i.e. students registered at Victoria College for the session in which they completed the degree requirements of the University of Toronto). Students may apply within one year of graduating from Victoria College. These awards require a special application procedure. The applications are considered first by a special subcommittee of the Awards Committee appointed by the Registrar. Its recommendations are considered by the Awards Committee, which recommends them to the Senate for final approval. Students are eligible for only one postgraduate award. Bursaries Victoria College students are covered by the University of Toronto Policy on Student Financial Support. (See appendix A) Eligibility is limited to Victoria College full-time students (i.e. students enrolled in 3.0 or more full course equivalents) who have not yet completed the requirements for a first bachelor’s degree, and who are registered for a fall/winter session. Victoria College part-time students (i.e. students enrolled in fewer than 3.0 full course courses equivalents) are eligible to apply for bursary support through the Noah Meltz Bursary Program at Woodsworth College. Bursaries are not normally awarded during the summer session. Students are expected to explore all other avenues of financial support before applying for Victoria College bursaries. Students who are ineligible for OSAP may be considered

for bursary support but will first be required to explain why they are ineligible for OSAP and to provide a detailed explanation of their financial situation. Study Abroad Bursaries Funding for students studying elsewhere through the Centre for International Experience (CIE) or the Summer Abroad Program, based on financial need. "Approved study abroad" includes official exchange/study abroad programs or field courses offered by the CIE or Summer Abroad Program. Students may receive additional funding for study abroad from the CIE, University of Toronto, or the Summer Abroad Office. This may influence the amount of bursary funds that are granted from Victoria College. Students who withdraw from the study abroad session may be asked to repay part or all of the study abroad bursary from Victoria College. Payment of Awards 1. Scholarships and Postgraduate Awards

a. Scholarships and post graduate awards will normally be paid after receipt of confirmation of registration in the subsequent winter session in which the award is tenable.

b. Method of payment will be as a credit to the student’s university fees account. After deductions of any outstanding fees or residence charges, the awards cheque will be mailed to the student’s mailing address as listed on ROSI – the student records system.

2. Graduating Monetary Awards

a. Payments of prizes and awards made to graduating students will not be contingent upon re-registration.

b. Method of payment will be as a credit to the student’s University fees account. After deductions of any outstanding fees or residence charges, the awards cheque will be mailed to the student’s mailing address as listed on ROSI - the student records system.

3. Bursaries

a. Bursaries will be paid during the period of registration for which the bursary was granted.

b. Payment of study abroad bursaries are made upon confirmation of registration in CIE exchange or summer abroad programs.

c. Method of payment will be as a credit to the student’s university fees account. After deductions of any outstanding fees or residence charges, the bursary cheque will be mailed to the student’s mailing address as listed on ROSI – the student records system.

Presentation of Non-Monetary Graduating Awards Presentation of medals and other non-monetary awards will take place at the annual Victoria College Graduation Awards Ceremony held on the day of the Victoria College Convocation. International Students

a. Merit based Scholarships: All international students are eligible for consideration for both admission scholarships and in-course scholarships.

b. Bursaries:

Since adequate financial resources are a condition of permission to study in Canada, international students are not normally eligible for Victoria College bursaries. The University of Toronto provides a small pool of funds to which international students in situations of unexpected financial difficulty may apply.
